Thank you to all that attended the June 05, 2019 meeting and thanks to our guest speaker, Mr. Doug Kirk who presented the “UPC – Chapter 6 – Water Supply & Distribution – Water Sizing Changes from 1962 to 2018”. Mr. Kirk is the Technical Services Supervisor for IAPMO. On behalf of the ASPE-LA Chapter Board, thanks to our guest speaker
and all those that have attended.
It is with deepest sadness to announce to you all, the passing of Haig Demergian on June 15, 2019 in Los Angeles, California. By the time you read this newsletter, his services will already be over. Viewing and funeral services were held on June 25 and June 26, respectively. We had been touched by Haig’s dedication to ASPE including his teaching of the plumbing courses at the UCLA Extension. He will surely be missed. May he rest in peace.
The ASPE region 4 president’s meeting was held in Sacramento, California and was sponsored by the Northern California Chapter headed by Dave Huhn and his team. Our very own Scott Steindler including Dave’s team have done an excellent job… the venue and food were excellent including the field trip. Kudos to all of those participated as well.

The meeting last month that was about Chapter 6 Plumbing Code changes from 1952 to 2018. Domestic Hot Water Systems presented by Mr. Doug Kirk Techanical Supervisor with IAPMO. Doug’s presentation was eye opening for a lot of young engineers and designers about how changes to sizing has changed throughout the years and how the code has evolved from a small manuscript size code to 100’s of pages long. Mr. Kirk did an excellent job and I want to thank him for taking time out of his busy schedule to go over these changes with our group.
ASPE TECH SYMPOSIUM OCTOBER 24 - 27:ASPE Technical Symposium is coming up on October 24 – 27. This is a great opportunity for all plumbing industry professionals. The symposium will consist of the follow functions:
Technical SessionsASPE’s Tech Symposium features technical education sessions for those who pay the full registration fee. The sessions are designed to help plumbing industry professionals at all career levels learn new skills or refresh their design repertoire. Each session offers 0.15 CEUs that can be used for license and certification continuing education requirements.
Special EventsIn addition to technical education sessions, ASPE's Tech Symposium offers numerous ways for attendees to network and grow in their careers. From the Green Plumbing Design (GPD) workshop and the AYP Leadership Academy to the welcome party on the Empress River Boat, attendees will have plenty of opportunities to make new connections and learn from one another.

Our July 10 topic will be about “Cast Iron: History, Applications, Selection, Couplings, Coatings and More” presented by Mr. Mike LeMaster of Charlotte Pipe and Foundry Company. During the presentation, Mr. LeMaster will take us through the history of cast iron pipe, coupling selection, and special pipe coatings. The information given during this presentation will give engineers and designers insite how cast iron was developed and use in today’s building application. This will be a topic that you don’t want to miss!!!

From the 2018 UPC Guide to Important Code Changes
What Changed309.4 Installation Practices. Plumbing systems shall be installed in a workmanlike manner that which is in accordance with this code, applicable standards, and the manufacturer's installation instructions. All materials shall be installed so as not to adversely affect the systems and equipment or the structure of the building, and in compliance with all laws and other provisions of this code. All plumbing systems shall be in accordance with construction documents approved by the Authority Having Jurisdiction.
Why It ChangedThis modified language provides additional language to clarify the intent of installation practices, direct the user to all applicable codes and standards and affirm as plans and specifications change they must be submitted to the AHJ. Additionally, there have been many disputes concerning construction installation practices. As a result, "workmanlike manner" has been defined in case law as "the quality of work that would be done by a worker of average skill and intelligence."
What It Means to MeIn this section, there are three guidelines to use for proper installation of the plumbing system. If a conflict occurs between the standards, instructions, or code the most stringent of the three provisions must be used. The example used in the commentary for Section 301.2.2 concerning PEX-AL PEX pipe is a perfect one. The
code requires a minimum of 18 inches from the water heater for installation of this piping but the standard does not. One must use the more stringent provision. In this case, the more stringent provision is contained in the code, which supersedes the standard. This section also ensures that all work installed shall not adversely affect the existing building system or structure even if it was installed to the code, standard, and manufacturer's instruction. All changes to plans and specifications must be submitted to the Authority Having Jurisdiction. In addition, the term "workmanlike manner" is used to describe the quality of work that would be performed by a worker of average skill and ability or in a manner that is in line with other contractors in the same community.

Vivian Enriquez reminded the board that reports should be submitted early in order to have ample time to add them to the Newsletter. She also asked every board member to provide her with their volunteer hours to add to her president’s report.
Hal Alvord reported that the golf tournament was a success. Thura Zin reported that some current members have been “dropped” and is looking into the reason for this.
Karl Caouette reported both he and Vivian Enriquez will be attending the Region 4 Presidents meeting in Sacramento.
Vivian Enriquez reminded the board of the upcoming product show on August 15, a Thursday.
Vivian Enriquez brought the meeting to order at 7:15. The Pledge of Allegiance was led by Kook Dean.
Past presidents in attendance included Vivian Enriquez, Hal Alvord, Thura Zin, Ed Saltzberg, Kook Dean, William Siler, Corey Nakanishi, and Scot Steindler – the current Region 4 Chair. There were 8 guests in attendance, including 2 new members.
Rob Zagorski, in lieu of his brother John, reported that the golf tournament was a success, with 210 paid registrants.
David Kelley reminded the chapter that this year’s picnic will be an overnight event, from 9/7 thru 9/8.
Vivian Enriquez reminded the chapter that the product show will be held on Thursday 8/15 at Monterrey Hill & Luminarias. There are currently 4 topics scheduled for the seminars and 60 tables available for vendors.

Please remember that there will be no meeting in August as we will have the ASPE LA & OC Product Show & Technical Seminars on August 15. There will be 4 topics for the seminars. The OC Chapter headed by their new president, Art Urroz agreed to be the chairman of this year’s product show. This will be the first time that OC chapter will chair this event. Please watch out for announcement in the next few weeks.
