FWO says it will monitor behaviour of AEU and members re NAPLAN May 12–14: NAPLAN goes ahead. — Brian Henderson branch secretary Mary Bluett branch president A EU members are to be congratulated for your strong, professional and ethical stance on protecting schools, students and your communities. You should celebrate that it was your resolve that forced Deputy Prime Minister Julia Gillard to come to the table. It is a source of extreme frustration that this dispute was completely avoidable if Gillard had agreed to a working party last year. When she announced early last year her intention to set up a website, the AEU called for the profession to have input into its design and development. She refused. She claimed exclusive control, insisting she would ensure “transparency”, “shine a light” on underperformance and hold schools “account- able”. A visit to any Victorian government school website would have shown Gillard that transpar- ency and accountability are not her invention. They are well established here! Given the DPM’s refusal to engage the profes- sion, AEU federal conference in January put her on notice that unless she heeded our genuine concerns, NAPLAN 2010 would not proceed. Conference set April 12 as a deadline. She refused to meet. On April 12, the AEU imposed its moratorium to force the Minister to negotiate. Gillard maintained her position. The site was hers, it would not be changed, and she would not discuss the issues. On April 28, in the face of a nationwide mora- torium and with the dispute gathering momentum, Gillard finally decided to talk to the AEU executive. Her first words at that meeting were: “I am not here to negotiate”. She proceeded to give a lesson (via PowerPoint) on how wonderful My School was. As various state commissions star ted to issue orders on AEU branches, it became clear that the resolve of the profession was not weakening. The branches declared, in the face of the orders and threats by the employers, that the moratorium would stay in place until a process to review the website was established. The realisation that NAPLAN would not be implemented across the nation finally resulted in discussion between the AEU and the DPM. The outcome was an offer by Gillard to set up a working party — with AEU representation — to review and improve My School. The operations of this working par ty will be based on a set of princi- ples, including opposition to the establishment of league tables. We have moved from a situation where Gillard refused to acknowledge there were issues, rejected a process to deal with those issues, would not negotiate and rejected the concept of a working party, to one where a working party has been estab- lished with AEU representation. That working party must start its work quickly as it has a lot to do before the website is updated in October. A LESSON in hubris The My School dispute could have been avoided if Julia Gillard had listened to the profession in the first place.
