Le Regole Penitenziarie Europee
COUNCIL OF EUROPECOMMITTEE OF MINISTERS
Recommendation Rec(2006)2of the Committee of Ministers to member states on the European Prison Rules1
(Adopted by the Committee of Ministers on 11 January 2006 at the 952nd meeting of the Ministers' Deputies)
Education28.1 Every prison shall seek to provide all prisoners with access to educational programmes which are as comprehensive as possible and which meet their individual needs while taking into account their aspirations.
28.2 Priority shall be given to prisoners with literacy and numeracy needs and those who lack basic or vocational education.
28.3 Particular attention shall be paid to the education of young prisoners and those with special needs.
28.4 Education shall have no less a status than work within the prison regime and prisoners shall not be disadvantaged financially or otherwise by taking part in education.
28.5 Every institution shall have a library for the use of all prisoners, adequately stocked with a wide range of both recreational and educational resources, books and other media.
28.6 Wherever possible, the prison library should be organised in co-operation with community library services.
28.7 As far as practicable, the education of prisoners shall:
a. be integrated with the educational and vocational training system of the country so that after their release they may continue their education and vocational training without difficulty; andb. take place under the auspices of external educational institutions.
Istruzione
28. 1. Ciascun istituto deve cercare di offrire ai detenuti l’accesso ai programmi d’istruzione che siano i più completi possibili e che soddisfino i bisogni individuali dei detenuti e ne prendano in considerazione le aspirazioni.28. 2. Deve essere data priorità ai detenuti che hanno bisogno di una alfabetizzazione primaria e a coloro che mancano di una istruzione di base e professionale.28.3. Una particolare attenzione deve essere volta all’istruzione dei giovani detenuti e a coloro che hanno bisogni speciali.28.4. La formazione deve essere considerata, dal punto di vista del regime penitenziario, alla stessa stregua del lavoro e i detenuti non devono essere penalizzati per la loro partecipazione alle attività di formazione, né finanziariamente né in nessun altro modo.28.5. Ciascun istituto deve avere una biblioteca accessibile a tutti i detenuti, fornita di un’ampia gamma di risorse sia ricreative che istruttive, libri e altro materiale multimediale.28.6. Laddove possibile, la biblioteca dell’istituto dovrà essere organizzata in collaborazione con i servizi di biblioteca del territorio.28.7. Per quanto possibile, l’istruzione dei detenuti deve:a) essere integrata con il sistema scolastico e di formazione professionale nazionale in modotale che dopo la liberazione essi possano continuare il loro percorso scolastico e diformazione professionale senza difficoltà; eb) essere svolta sotto l’egida di istituti di istruzione esterni.

Il cibo è un diritto basilare dell’uomo, anche nelle carceri, è l’espressione della propria identità culturale, ma è anche un mezzo per colmare differenze. Nel carcere il rapporto con il cibo è una questione molto delicata per la dimensione multiculturale, i comportamenti di consumo, il luogo perennemente chiuso e le restrizioni. In questo contesto “Taste of Freedom” in 6 carceri europei ha potuto sperimentare attività che hanno aperto spazi educativi autentici, cooperazione e comunicazione con altri ambienti. Un laboratori di idee, di riflessione e di revisione del vissuto di ciascuno.

The food as tool of education of the adults in the jail-The food is a fundamental right of the man, also in the jails, it is the expression of his/her own cultural identity, but it is also a mean to fill differences.In the jail the relationship with the food is a very delicate matter for the multicultural dimension, the behaviors of consumption, the closed place perpetually and the restrictions.In this context, "Taste of Freedom", in the 6 European jails, has been able to experiment activity that has opened authentic educational spaces, cooperation and communication with other environments.A laboratories of ideas, of reflection and of revision of the lived of each.
