Please complete a Speaker’s Slip, which is located in the rear of the room, and then present the slip to Committee staff. INFORMATION

Chief Dave Hanneman will report on the May 9, 2013, meeting of the San Diego County Fire Chiefs' Association.

5. CHULA VISTA PROMISE NEIGHBORHOOD OVERVIEW (Kathie Lembo and Mauricio Torre, South Bay Community Services)

INFORMATION

The Chula Vista Promise Neighborhood (CVPN) is a five-year community-led plan that supports academic excellence and college-bound aspirations for all children in Chula Vista's Castle Park neighborhood. Led by South Bay Community Services, CVPN brings together a collaborative of partners, including SANDAG, committed to providing all children in Castle Park with the kind of opportunities they need to excel in school, get into college, find good jobs, and lead healthy fulfilling lives. An overview of this effort will be provided.

6. CITY OF SAN DIEGO POLICE DEPARTMENT’S WELLNESS UNIT (Captain Sarah Creighton, San Diego Police Department)

INFORMATION

In 2011, the San Diego Police Department created a three-member Wellness Unit with the goal of providing assistance to officers with on-the-job stresses as well as other personal issues they may be facing. An overview of the goals, priorities, and accomplishments of the Wellness Unit since its inception will be shared.

7. RESPONDING TO PUBLIC SAFETY EMERGENCY SITUATIONS IN SAN DIEGO COUNTY (Assistant Sheriff Patricia Duke, San Diego County Sheriff's Department)

INFORMATION

Since 2001, law enforcement agencies across the nation have refined coordinated plans that outline how resources will be targeted and information shared should a public safety crisis situation occur. In San Diego County, local, state, and federal public safety entities work closely with one another, as well as other entities, to share resources, coordinate response plans, and share information and intelligence on an on-going basis. In light of recent national public safety emergencies, an overview of prior accomplishments, current priorities, and on-going areas of emphasis will be provided.

The next meeting of the Public Safety Committee is scheduled for Friday, June 21, 2013.

1. ROLL CALL

Chair Mark Lewis (East County) called the Public Safety Committee meeting to order at 1:00 p.m. Roll call was taken and a quorum was present. See the attached attendance sheet for Public Safety Committee member attendance.

2. APPROVAL OF MINUTES (APPROVE) Action: Upon a motion by Vice Chair Rebecca Jones (North County Inland) and a second by

Chief William M. Lansdowne (City of San Diego Police Department), the minutes of the March 15, 2013, Public Safety Committee were unanimously approved.

3. PUBLIC COMMENTS/COMMUNICATIONS/MEMBER COMMENTS Councilmember Marti Emerald (City of San Diego) announced a Youth Jobs Fair is planned

for City Heights on Saturday, April 20, 2013, 10 a.m. to 2 p.m., at the Mid-City Gymnasium, 4302 Landis Street, San Diego.

Councilmember Alejandra Sotelo-Solis (South County) announced a National City Prescription Drug Take Back Day on Saturday, April 27, 2013, 10 a.m. to 2 p.m. The Drug Enforcement Administration (DEA) is sponsoring a nationwide prescription drug take-back event. The National City Police Department is participating and the public can drop off expired, unwanted, or unused pharmaceutical controlled substances, and other medications for destruction at the National City Police Department, 1200 National City Boulevard, National City, CA.

Chief Manuel Rodriguez (County Chiefs’/Sheriff’s Association) reported on the April 3, 2013, Chiefs’/Sheriff’s Management Committee meeting. The next Chiefs’/Sheriff’s Management Committee meeting is on May 8, 2013.

5. REPORT FROM THE SAN DIEGO COUNTY FIRE CHIEFS’ ASSOCIATION (INFORMATION)) Action: No meeting was held and no report given.

6. DRAFT FY 2014 PUBLIC SAFETY WORK PROGRAM AND BUDGET (RECOMMEND)

As part of the Draft FY 2014 Program Budget, staff has proposed a Public Safety Work Program and Budget that encompasses the activities, priorities, expenses, and revenue sources for ARJIS and the Criminal Justice Research Division. Dr. Cynthia Burke (Criminal Justice Research Division) and Executive Director Pamela Scanlon (ARJIS) gave an overview of their divisions’ budgets for FY 2014 with a request for recommendation. Action: Upon a motion by Supervisor Bill Horn (County of San Diego) and a second by Councilmember Emerald, the Public Safety Committee unanimously recommended the Board of Directors accept the draft FY 2014 Public Safety Work Program and Budget as part of the final FY 2014 Program Budget.

7. CRIME IN THE SAN DIEGO REGION (INFORMATION)

As part of a cooperative agreement with local law enforcement agencies, the Criminal Justice Research Division compiles regional violent and property crime statistics on a semiannual basis to track changes and trends in crime rates and numbers. Dr. Burke presented a PowerPoint presentation and overview of thirty years of crime trend data from the region (1983 through 2012), including violent and property crime rates and numbers for the nation, region, and local jurisdictions. Action: This item was presented for information.

8. ARJIS INFORMATION SYSTEM UPDATE (INFORMATION)

The City of San Diego is in the process of outsourcing its information technology (IT) services and support as a result of the planned dissolution of the San Diego Data Processing Corporation (SDDPC). Executive Director Scanlon gave a PowerPoint presentation and overview on steps ARJIS is taking regarding the impending SDDPC dissolution.

Regional Response to Major Incidents

All dispatch centers are connected to coordinate Fire, EMS and Law Enforcement response from the Operational Area

Organizational structures are the same so command officers are capable of commanding other jurisdictional resources such as Strike Teams moving within the County

Robust system of automatic and mutual aid within the County, State and Federal systems, with constant situational awareness between our coordination center in Monte Vista

Multi-disciplined and multi-jurisdictional Type 3 Incident Management Team available in the County for immediate deployment

Law Enforcement Mutual Aid System

The County Sheriff is a key role player within the system. Each sheriff serves as the Regional Mutual Aid Coordinator.

The basic concept provides that within the operational area, adjacent or neighboring law enforcement agencies will assist each other.

Should the event require assistance from outside the county, the region will provide requested assistance to the impacted county.

If the combined resources of the region are insufficient to cope with the incident, the Regional Coordinator contacts the State Law Enforcement Mutual Aid Coordinator at Cal EMA.
