1. E-Tenders (Online Bids) are invited in two-tier system (Technical Bid and

2. Tenders are to be submitted in Physically Form also containing the Tender Fee,
processing fee, EMD and Technical Bid only and are to be put up in Envelope to be
superscribed as “Tender for (Name of Activity) – 34th Surajkund International
Crafts Mela-2020” and to be addressed to the Chief Administrator, Surajkund
Mela Authority/ Managing Director, Haryana Tourism Corp. Ltd, Sunbird
Motel, Surajkund, Faridabad (Haryana)/ HTC, Chandigarh.
3. Initially the technical bids will be opened electronically and the financial bid will be
opened electronically only of Technically Qualified Bidders.
4. The bidders are required to deposit the Tender Fee (Non- refundable), Processing
Fee (Non refundable) and EMD (Refundable) in the shape of demand draft/RTGS in
favour of Authority as mentioned in Schedule of Tender Fee and EMD (Page
No.4-5). FD/Cheques will not be accepted.
5. Tenders received without Tender Fee, processing fee and Earnest money will be
rejected out rightly. Earnest money deposited by the unsuccessful tenderers will be
refunded. In the case of successful tenderer, earnest money will be converted in the
form of Security Deposit and it will be forfeited in case the successful tenderer
refuses to accept the award of contract or fails to complete the required formalities
and fails to deliver the work assigned within the specified and permitted time. The
security will be refunded only after the Mela is over provided there is no
contravention in running of the contract and no violation of the terms and conditions
of the contract.

6. The bidders who are desirous of participating in e-tender shall upload the

8. Financial bid will not be submitted physically. If submitted physically the same will

9. Bidders are advised to start the Bid Submission process well in advance so that they
can submit their bids in time. The bidders shall submit their bids taking into account
the server time, displayed in the etenders.hry.nic.in website. This server time is the
time by which the bid submission activity will be allowed till the permissible time
on the last date of submission stipulated in the schedule. The bidders cannot submit
their bids after the completion of bid submission period. For delay in submission of
bids due to any reasons, shall be responsibility of the bidder
10. Haryana Tourism/SKMA shall not be held responsible if the bidder tries to submit
their e-bid at the last moment of submission of bid, but could not submit due to DSC
registration problem.
11. The bidder should upload the Technical Bid Documents as well as Proof of Tender
Fee, Processing fee and EMD alongwith BOQ as per the procedure mentioned on
etenders.hry.nic.in and after successful submission of bid documents, a page giving

the summary of bid submission will be displayed that the process of e-bid
submission is completed. The bidder can take a printout of the summary using the
“print” option available in the window as an acknowledgement for future reference.
12. Haryana Tourism/SKMA reserves the right to cancel any or all Bids without
assigning any reason.
13. The server time indicated in the Bid Management window on the e-procurement
website http://etenders.hry.nic.in will be the time by which the bid submission activity
will be allowed till the permissible date and time schedule in the bidding. Once the
bid submission period is over, the bidder cannot submit their bid. Bidder has to start
the Bid Submission well in advance so that the submission process is completed
within the scheduled period, failing which it shall be the bidder’s responsibility.
14. Tender shall be uploaded as per guidelines indicated in e-procurement portal i.e.
http://etenders.hry.nic.in. The prospective bidders are expected to examine all
instructions, General and specific Terms & conditions given in the Tender
document. Failure to furnish all information/documents as asked for in the bid
document or submission of a bid not substantially responsive to the bid document in
every respect will be at bidders risk and may result in rejection of its bid.
15. The bids are required to be uploaded as per the guidelines indicated for e-
procurement as given on website http://etenders.hry.nic.in. The validity of the bid
will be for a period of 90 days from the date of opening of bids or for an otherwise
specified time.
16. The prospective bidders are required to quote for all the items given in the Financial

General Terms and Conditions
1. Each activity/job has to be provided and made operational strictly as per
specifications and schedule.
2. No subletting will be permitted.
3. The tenderer must give rates as per the proforma of Financial Bid (ONLINE
ONLY) filling the applicable Taxes, EPF, ESI etc. separately.
4. The rates can be negotiated with the lowest bidder L-1 only and the payment
will be made accordingly.
5. If Tenderer/ service provider fails to supply the ordered quantity or fails to
make the services fully operational as per the requirements, specifications and
time schedule all the equipments lying at site will be confiscated and alternate
arrangement will be made at the risk and cost of the Tenderer. Further, the
EMD alongwith security deposit, if any, will also be forfeited. The said firm
will also be blacklisted.
6. Every Service Provider will supply a list, atleast 25 days before start of the
mela, of its team members/employees showing their names, addresses and
photographs for the purpose of issue of photo identity cards as well as for
Police Verification. The charges as prescribed by the management for the
same will have to be deposited atleast 15 days (latest by 15.01.2020) before
the start of the Mela in advance in the Mela office by the service provider. No
substitution of the employees will be allowed except in emergent cases and
that too with the prior approval of management in writing. Further, a list of its
employees as well as the substituted/changed employees to be deputed for the
Mela duty, showing their names, addresses and photographs has to be
supplied for the purpose of Police Verification.
7. The service provider will also ensure that each employees/worker should have
adhaar card engaged by them for the Surajkund Mela purposes.
8. The Agency/Service provider will solely be responsible for maintaining the
proper record of employees/persons provided for various activities for the
Mela and for payment of all emoluments/wages as per the statutory
requirement/labour laws. The SKMA will not be responsible for payment of
the wages and compensation etc., if any, to the manpower deployed by the
Service provider.
9. The rates will remain valid till the Mela is over or for six months duration
whichever is higher.
10. The Agency/Service provider will pay all taxes and levies in force at present
or that may be levied by the appropriate authorities at any time during the

Contract period and the HTC/SKMA will not bear any liability on this
account.
11. That any dispute arising out of these terms and conditions will be referred to
the sole arbitration of the Chief Administrator, SKMA/Managing Director,
Haryana Tourism who may himself act as Arbitrator or appoint any serving
or retired officer or any other person to act as Arbitrator on his/her behalf.
The proceedings before the Arbitrator will be governed by the provisions of
the Arbitration & Conciliation Act-1996, as amended from time to time. The
appointment of any person as Arbitrator will not be invalidated merely on the
ground of his being associated with HTC/SKMA as one of its Officers in any
capacity whatsoever. However, all disputes will be subjected to the
jurisdiction of the local courts or the courts situated at Faridabad.
12. Incomplete, conditional tender and the tenders without Tender Fee, Processing
Fee and EMD in specified mode are liable to be rejected out rightly.
13. Each activity/job has to be provided and made operational as per
specifications and schedule.
14. Smoking, consumption of liquor, and chewing of tobacco etc. by the staff of
the service providers are totally banned.
15. That the Service Provider/Agency will engage trained staff for the conduct of
business and will bear their salaries/wages etc and will ensure due compliance
of the applicable Labour Laws and other applicable laws. The said staff has to
be courteous and well mannered with the customers/ visitors. The Service
Provider/Agency will be fully responsible for the conduct and behaviour of
his employees and loss of reputation or property if caused by the nuisance
created by the Service Provider or his employees in relation to the running of
business and dealing with customers the same will be indemnified by the
service provider to the HTC/SKMA. Child labour will not be permitted.
16. The State Government has decided that all the Department should
‘encourage’ receipt of payments of more than Rs. 5,000/- only through
cashless methods.

Specific Terms and Conditions
1. Final demo will be seen at respective site(s) on or before 30th January, 2020 at
4.00 P.M.
2. Arrangements of the Diesel and operator shall be made by the Service
Provider/Agency for DG Set installed by them.
3. Tables and stands required for fixing the speakers etc. will have to be arranged
by the Service Provider/Agency.
4. Two trained operators would be provided by the Service Provider during whole
programme at each stage.
5. The agency should operate complete Light and Sound System in
Opening/Closing ceremony, Daily Evening Shows and Press Preview on
Genset and any the agency will be responsible for any failure

6. In case of any mis-happening the SKMA/HTC is not responsible.
7. Service Provider should keep standby equipments of same/higher
specifications as mentioned in scope of work whichever is required, to
ensure seamless function of the System.

Specific terms and conditions:-
1. The Service Provider is to ensure that the DG sets are fitted with duly
sealed Digital meters for recording the running of the same DG sets. The
meter reading be got verified at the time of trial run and subsequently
during the mela every day in the morning at 10.00 AM and it will have to
be shown to the designated officer. On last day, the digital meter will again
be got verified for preparation of the final bill for payment.
2. The Service Provider should have Electrical License issued by Competent
Authority.
3. In case of any mis-happening, the SKMA/HTC will not be responsible.

have proper capacity of suitable fuses etc.

UPS, Printer and accessories (as required) alongwith requisite Software in
the Media Centre for Editing alongwith Editors.
4. The duly uniformed teams for Still Photography and Videography will have
to report daily at 8:00 a.m.and be available in the Mela till the end of all
activities and events of particular day.
5. The Soft copy of selected photographs is to be given in Media Centre for
purpose of issue of Press releases for the day.
6. The Still and Videography will be the property of Haryana Tourism/SKMA
and same is to be handed over back

Specific Terms & Conditions:
1. A CD containing the art work, color scheme and sizes would be given by HTC/SKMA to
the Service Provider for taking print on STAR flex and then to frame it and install it

or such other places, as may be intimated from time to time by the management.
2. The Service Provider will be responsible for the safety of the Hoardings and the payment
will be made only if the hoardings remain intact till the end of the Mela. Due inspection
will be made by the designated officer of the Mela Authority.
3. HTC/SKMA can decrease/increase the scope of work and some of the hoardings have to
be installed in a short notice.
4. The firm will fix the flex prints at the designated places as per the instruction of
Architect cell/SKMA.
5. All hoardings will be with MS Sq, pipe frame divided with members and to be erected
with proper foundation with the help of angles/balliesetc or safety of the hoarding.
6. Photographs of all the erected hoardings at various places are to be supplied in evidence
of its installation for obtaining payment.
7. The Service Provider will be responsible for the removal of the hoardings after the Mela

5. Proper cleaning of the tankers daily proper clorination, filteration and other corrective
and precautionary measures should be adopted by the service provider to ensure the
safe supply of water for both purposes i.e. for drinking and for general purposes during
the entire mela period.
6. Tankers must be fitted with proper taps (in sufficient numbers) with the provision of
extra/surplus PVC pipes for the supply of water to far-off places.
7. Samples of water would be collected by the competent authority for testing.
8. Service provider should have sufficient number of Tankers. All the drivers should have
valid licence and all the tractors carrying tankers must have valid RC and third party
insurance.
9. In case of any negligence and default on the part of service provider, strict legal and
penal action would be initiated by SKMA.

Surajkund International Mela Authority/Haryana Tourism Corporation intends to Hire
E-ticketing Company who has an expertise in Providing the end to end Ticketing
Solutions for Events (Online platform as well as the on ground execution support), to
handle the Registration of Participants/Exhibitors, Printing of Computerized
Accreditation cards and exhibitor Display Boards.
Brief Scope of Work for providing Turnkey Real Time Ticketing Solution (Online
and Offline Ticketing), Registration, Accreditation cards, Exhibitor Display
Boards, Managing Box Office, Entry Gates.
1. Venue Recce: Venue Recce to be executed by the agency's team of Operational
execution experts. The complete manpower/box office set up/entry set up
planning is done identifying the on-ground requirements and through a practical
and experienced approach. Venue Layout creation, for demonstrating online and
planning the complete execution plan accordingly.
2. Dedicate Microsite Creation: Individual Web Page to be created for “Surajkund
International Crafts Mela 2020” to provide a unique identity to the event's ticket
booking in the online platform. Surajkund International Crafts Mela Microsite
shall be comprehensive and shall also feature essential details like: Surajkund
Mela Ticket Categories, Venue details, Bulk/ Group booking information, Entry
Timings, Gate Entry Details, Mode of Conveyance and Taxi/Shuttle/Metro/Bus
Services, Parking Details, detailed Venue's Layout and connectivity Shuttles route
map etc. The Micro site is to be synchronized with Website of Haryana Tourism/
Surajkund Mela Authority.

3. Ticket Booking Portal and Mobile App: The agency shall develop/provide web
based ticket booking portal and similar mobile app on android and IOS platform
for booking of tickets. The tickets should be in printable format which is to be
sent to e-mail of user in the form of pdf etc. The mobile app may also have other
information pages related with Surajkund International Crafts Mela. However no
extra cost will be paid for this.
4. Gate Entry Management: The Agency should provide adequate Manpower for
managing the lanes at all the gates for public, exhibitors and vendors entry at the
venue; Set up of atleast 40 handheld latest technology equipped handheld barcode
scanners/PDA with real time connectivity to servers to validate the gate entry via
physical ticket/M-ticket. The agency needs to scan each and every (online and
offline ticket) for providing entry in Surajkund Crafts Mela Ground. The
minimum number of manpower to be deployed during the fair should be atleast
150. This manpower shall be distributed to various gates of Surajkund
International Crafts Mela i.e. Gate no. 1 to 5 and also to material Gate. Manpower
will wear suitable uniform and should have communication skills in English &
Hindi. In addition to the 150 manpower there should be atleast one supervisor on
each gate i.e. 1 to 5 and also Material Gate. The minimum number of supervisor
to be deployed during the fair should be 5. These supervisors will report to the
Team Leader deployed from the agency onsite. The Team Leader will report to
Activity Head of Surajkund International Crafts Mela on daily basis or as per the
requirement of SKMA/HTC.
It is clarified that the above items and manpower deployment is purely on
temporary basis for the purpose of Surajkund International Crafts Mela and on
hire basis. Through this tender Surajkund International Crafts Mela does not
intend to procure any hardware item or any software item.
5. Checking and Verification of tickets/Accreditation Cards:The agency will
ensure that only valid ticket is allowed for entry into Surajkund International
Crafts Mela. The barcode on ticket should be cross checked with barcode on
database and should be crossed/ deleted in database. However, there may be
certain type of barcodes which will require multiple entries such as
Craftsperson/Exhibitor/Officers/Officials/Performers badges etc.

The bidder will also keep provision to scan the badges of exhibitors at the time of
exit till one hour before closing of the Mela or as desired by Surajkund
International Crafts Mela. When exhibitor takes exit his/her barcode should be
available for scanning again at entry point. If there is no exit available, badge
with that barcode should not be allowed for entry in Surajkund International
Crafts Mela. The setup is to be created for material Gate entry.
6. Promotion of USP:- Agency will assist Haryana Tourism in promoting the

segment in the nation would be given a priority in this case)
7. Online ticket Sales: M- Ticketing, Multiple payment options (Credit Card, Debit
Card, Net Banking, Payment Wallets, UPI/Gift Cards/Vouchers etc.) to be offered
by the Agency. The agency should have tie up with maximum e-wallets, banks
and payment gateways to offer this facility.
8. Printing of Tickets: Tickets printing should be offered with maximum no. of
security & non Copied features on the ticket. Any exclusive USP for the printed
tickets in offering by the agency would be given preference in this case. The
company will provide 1.50 lacs tickets free of cost as complementary tickets
for HTC/SKMA. The complimentary tickets required more that 1.50 lacs &
tickets sold by the company will ONLY be chargeable.
9. Call Centre: 24x7 Support on Call facility to be provided by the Agency to assist
the customers with their queries related to the event, Additional facilities like
Option to Buy Tickets available using IVR, Trained customer relationship
executives for assistance with Ticket Booking, Venue Information, Timings, and
other ticket related queries. Manager to attend escalations.
10. Effective Online Promotion: Promoting the event online effectively through a
Prime promotion space allocated on website, Promotion banners on website for
customers transacting for other entertainment genres like Movies, Concerts, Plays
and rest, Effective Google SEO optimization and monitoring, Tactical SEM and
Online Advertisement.
11. Handling the Offline ticket Box Offices: Agency shall run and manage all the
box offices (at least 36 Box Offices) with a sufficient number of trained and
experienced in the similar field manpower at the venue (Box offices number can
be increased as per the requirement). Shall handle the online exchange
management and the fresh sale of tickets by the way of cash as well as
credit/debit cards/e-wallets. The agency shall depute the appropriate staff at the
box offices adequately and in addition shall also provide a supervisor and a

manager over and above the box office staff to monitor the effective sale of
tickets and to assist customers with their queries (The Agency to provide the
Insurance cover for the complete cash in transit from it's pocket would be given
priority in this case).in addition to this material Gate be handled by company.
12. Internet facility: The basic Broadband/ Wi-fi equipments required to manage the
box office and the gate entry are to be arranged by the Agency. SKMA/HTC will
also provide the Internet connectivity through their empanelled agency at entry
gates and box offices.
13. Real-time reporting System: The agency should provide a back office login user
i'd and password through which the Haryana Tourism, can access the real time
sales status of the tickets and reports anytime and from anywhere. The reports
shall be organized and in a proper excel format so that Haryana Tourism does'nt
have to re work on it's scrutiny and compilation.
14. Other Marketing tools to promote the event: The agency shall provide
additional marketing tools like Social Media (Pinterest/ Instagram/ LinkedIn/
Facebook) to promote Push through Target Marketing and Radio Promotions
Push through Weekly spots on any radio station in major cities like Delhi/NCR.
15. Additional service in offering like Corporate/ Bulk Sales Desk: Corporate and
bulk sales of Tickets option also to be provided by the Finalized Agency. A
dedicated team to be provided by the Finalized Agency to maintain track of bulk
ticket issuance and to reconcile accounts for Haryana Tourism.
16. Checking of Accreditation cards at Material Gate and F&B Setup at
Hermitage Huts, Surajkund: The Agency should provide the system of
Checking on Material gate as well as F&B Setup at Hermitage Huts, Surajkund.
17. Provision of Bar Codes: The Agency should provide the unique Bar Codes on
the online ticket, the design of the online generated ticket should be same as that
of offline tickets. Bar codes for the offline tickets, exhibitor passes and
complementary passes should also be provided by the agency to SKMA/HTC.
Final Online/Offline ticket to be generated should be approved by SKMA/HTC.
The design of online ticket should preferably be same as offline tickets. The
social advertisements printed on offline tickets will also be printed on online
generated tickets. The SKMA/HTC may provide softcopy of the advertisements
however; the efforts shall be made by the agency to design the online ticket.
18. Performance Bank Guarantee: The Agency has to submit the Performance
Bank Guarantee valid upto 28.02.2020 of Rs. 1.00 crore (Rupees One crore only)
and the same would be handed over back to the agency within a week after the

settlement of complete reconciliation and Transfer of Payment to Surajkund
Crafts Mela Account.
19. Commission: The commission will be paid on the Net Ticket Sale Amount (i.e.
after Discount if any)
20. The agency should provide the details of visitors Indian/ Foreigners, Schools
visited as well as different category of visitors as defined by Haryana
Tourism/Surajkund Mela Authority.
21. Issue and Distribution of Accreditation Cards and Exhibitor Display Board.
Approximate Quantity of Accreditation Cards be approx 15,000 or more and
Takhties will be 1500. The categories are as follows :
a) Craftsperson (Handicraft, Handloom and Mela Authority)
b) Sponsoring Agency (Govt. of India)
c) Promotional Agency

22. Collection of Data and Registration Process (Handloom, Handicrafts and
Sponsor Agency (GOI))
a) Haryana Tourism will provide the Data of Craftsperson (Handlooms,
Handicrafts and Surajkund Mela Authority) in EXCEL or MDB Format
atleast 1 month before the start of Registration with Details Name of Craft
person, Father Name, Address, State, Craft and Award etc.
b) The Invitation letters are issued on the basis of List to Craftsperson.
Haryana Tourism will allot Work Huts and Residential Huts from their
Quota of Work Huts before the start of Registration.
c) The Data will be provided to Agency before the registration and in some
cases there might be need to Change the Data during Registration Process.
d) During registration, the HTC Official will check the Documents of Invitees
and if there is any change in Information the same will be changed

ONLINE and the Service providers has to depute their Computer Operators
for the same.
e) After checking the documents, the Software should PRINT Registration
Slip for Preparation of ID Cards and the ID Cards should be printed after
clicking the photo through Web Cameras/Digital Cameras.
f) Unique Accreditation Card Number (Format will be specified by HTC) will
be printed on Accreditation Card
g) As per the Rules One Helper should be allowed with One Crafts Person and
incase HTC allow more Helpers to Crafts Person then same should be
printed but properly linked with same Craftperson.
h) The Duplicate Accreditation Card should not be Printed
i) The Software should ensure No Duplicate Work Hut is to be issued
j) The Work Huts are to be allotted from the bunch of Work Huts allotted for
Handloom and Handicrafts
k) In case of Lost/Duplicate Card the previous card is to be cancelled in
System and then issued.
l) On the basis of Identity Cards the Takhtis of Main Craftperson
(Handlooms, Handicrafts, Sponsor Agency) in English and Hindi will be
generated as per the Design given by HTC.
m) However, in case of remaining Categories the Data will be given before the
Mela and during the Mela and for the same Service provider should issue
Registration Slip as finalized by HTC.

Specific Terms & Conditions:
1. SKMA / HTC intend to hire agency for comprehensive cleaning services and
projection of Labour is just suggestive based on past experiences.
2. The staff so deputed for comprehensive cleaning services should wear uniform
displaying name badge & proper Photo ID card with the seal/ stamp and
signatures of the Service Provider. A list of employees showing their names,
addresses, Aadhaar card with photographs should be supplied to the Mela

Authority well in advance for Police verification. It has to be ensured that the
sanitation staff should be deputed out of this list only, and any substitute, if
required, would be allowed only be the Activity Head under special
circumstances.
3. Sanitation Agency shall be the employer of the manpower deployed for
Comprehensive Cleaning Services; therefore the statutory obligations as per the
Labour Laws and other acts/ rules/ laws of the land shall be the responsibility of
the employer/Service Provider. No child below the age of 18 years will be
engaged for any kind of job.
4. Cleaning equipments & materials like brooms, mopes, dusters, garbage baskets,
buckets, garbage bags (black), liquid soap, toiletries, BHC etc. shall be
responsibility of the agency.
5. Cleaning & up-keep of toilets will be the responsibility of the agency. He should
depute atleast one sanitation personnel in each of the toilet blocks the whole day
i.e. 10.00 AM to 9.00 PM.
6. The Supervisors etc. will have their own mobiles so that it may be used for better
communications.
7. Spick & span cleaning of the vicinity after the Crafts Mela shall be the
responsibility of the Agency.
8. The service provider will have to make available cabs/vehicles for transportation
of his staff as well as for movement of its supervisory staff in case of emergency.
9. The service provider is to supply a list of the total staff deputed, area-wise in the
morning every day at 7.00 a.m. to the Officer In charge of HTC so that the same
may be verified during the day time.
10. The Service Provider will also increase or decrease the staff as per requirement
of the authorities. However, the bare minimum staff that the SKMA presumes to
be deputed by the Service Provider as mentioned in Tender Document.

1.1 The Mega pixel IP Fixed and PTZ CCTV Camera system will be installed
to cover the 34th Surajkund International Crafts Mela 2020. The cameras
will be installed at the strategic locations as per the requirement of the
SKMA/HTC/Police. The list of the specific points for installation of these
CCTV Cameras will be mentioned in the tender document.
1.2 The Control Rooms will be installed inside the Mela Ground. The
system will also be monitored in Mela Police Officer Room (Design
Galleries Complex). Bidder should provide the connectivity between the
local CCTV Control Room and the Room of Mela Police Officer (Design
Galleries Complex) installed with optical fiber cable to facilitate
connectivity as per the requirement of Police.
1.3 The following is to be provide by the finally selected bidder at each
control room location of the respective area/user Unit for the connectivity
with Mela Police Officer Room.
IP with subnet mask & gateway for DVRs/NVRs at each location.
1GBPS Switch with fiber module to connect all the DVRs/NVRs at
each location.
Laying of Fiber cable from the local CCTV control Room switch to
Police Officer Room as per the requirement.

Specific terms and conditions:
1. Service provider will have to provide Fibre Optic System and Wiring. Digital Picture clarity sufficient to provide adequate coverage of all CCTV cameras at Control rooms.
2. Static IP on telephone (Either through BSNL or Airtel) would be provided by

Surajkund Mela Authority. 3. The system installed should be compatible with the remote viewing of all
footage through Static IP address. The static IP address will be obtained by Surajkund Mela Authority.
4. The recording of all the mela through CCTV will have to be kept atleast for 45 days after the Mela by the contractor. The Mela authority will have a right to obtain such footage within the specified period of 45 days from the contractor.
5. The Service Provider will provide dedicated manpower to monitor & repair the faults at site round the clock. Such manpower will be supervised by the manager/supervisor to be provided by the contractor.
6. The Service Provider is mandatory to provide the mobile phones to all the staff engaged at site and the same will have to be shared with Mela authority latest by 15 days before the start of Mela.
7. The Service Provider is required to configure all the computers of Mela authority where remote viewing of CCTV is required through State IP address with “E-surveillance Web” for effective viewing of footage and the Computer Systems alongwith UPS be arranged by the Service Provider as per the requirement of Surajkund Mela Authority
8. The CCTV control room would be functional in the Police Control Room as per the satisfaction of the Security agencies / SKMA.
9. Additionally 16 vintage points of the mela area would be monitored at the office of Mela Police Officer & Chief Administrator through a 40” or above LCD/LED. The quote should include these aspects.
10. The requirement of CCTV, LCD Monitor, wiring etc may increase by 20% due to security reasons & requirements of Police Dept/ SKMA. The agency should be capable of executing additional requirement so arises. No extra payment would be made upto 20% increase in the tender specifications/ Quantity. The requirement over & above 20% would be suitably compensated.
11. Recording in DVD or Hard Disk for the Mela / Police Authorities- Sufficient capacity atleast 9B, storage for 24X17.
12. The Service Provider is required to provide its own back-up Invertors for un-interrupted supply of power to Control room &equipments.
13. The firm is required to keep provision for an additional 16 Channel DVR, 16 CCTV Cameras, Wires and 01 No. 32” LCD/LED/Plasma ready for meeting out Police requirements / VVIP movements.
14. The electric point required for CCTV camera will be connected from main line by the Service Provider including all material required, the main electric supply line will be available with in the boundary wall of huts area as already exists in the huts/mela area.

16. The service provider will give demo to the Police Department alongwith Activity Head on 28.01.2020 at 12.00 noon.

Specific terms and conditions:- 1. The actual number of requirement for each type of Fire Extinguishers will be intimated

2. The installations shall be manned by skilled persons/ Fireman to be deputed by the
Service Provider/Agency during Mela Time regularly.

Service Provider/Agency will be responsible to indemnify the loss as per the
assessment made by the Haryana Tourism Corporation/SKMA.

Access Services License) and ISP License from DOT and has established Fiber/
Wireless network across India and operational from last 3 years.

3. Average Annual turnover of the bidder for the last 3 financial years i.e. 2016-17,
2017-18 & 2018-19 should be minimum Rs.50 Crores.
4. The bidder should have own access network for providing last mile (local loop)
5. The bidder should have a valid ISO 9001:2008 certification.
Terms & Conditions
1. The agency will look after its infrastructure through trained manpower so as to
provide uninterrupted Leased Line and Wifi connectivity.
2. All statutory permissions for digging, trenching within the Haryana Tourism
premised will be given by the HTC / SKMA.
3. All other statutory requirements for installation and working of all equipment of the
ordered Fiber connectivity shall be the responsibility of the bidder.
4. The permission from various other authorities may be the sole responsibility of the
bidder.
5. The Agency shall have to guarantee continues uninterrupted internet lease line
available alongwith all the equipment supplied by them and should achieve minimum
99.5% uptime during the Mela period.
6. The agency shall maintain the sufficient spares or maintaining required uptime
guarantee.
7. The bidder should have executed similar project for bandwidth provisioning in
Government or Private sector.
8. The Bidder should have its own dedicated facility to provide DDOS Detection and
Mitigation services, leasing / subletting, assigning or outsourcing this service is not
permitted.
9. Should be registered with TRAI for providing Internet Bandwidth Service in India.
