INTRODUCTION

This is a quarterly publication by the Embassy of Brazil in Nairobi which aims to create awareness of existing trade

and investment opportunities between Brazil and Kenya, Uganda, Rwanda, Somalia and Burundi. This second

quarter edition for 2017 sheds light on the Brazilian tourism sector, we also introduce the Brazilian Energy sector

with a view on power generation in Brazil and the existing legal frameworks that aid in investing in the sector, an

initiative that aims to stimulate the export of Brazilian products. In addition, there is a short article on São Paulo

City, the Brazilian Alpha Global City that is the largest Portuguese speaking city in the world and the capital of the

state of Sao Paulo, Brazil's wealthiest state.

BRAZIL'S TRADE AND INVESTMENT PROMOTION SYSTEM

The Department of Trade and Investment Promotion (DPR) is the unit of the Ministry of External Relations (MRE)

responsible for developing and implementing Brazilian exports, foreign investment promotion policies and

dissemination of national tourism products. In working with other organizations of the Federal Public

Administration, DPR is responsible for matching up Brazilian exports to external demand and stimulating foreign

investments. DPR also participates in the discussion and development of proposals for government policies to

facilitate the entry and operations of Brazilian companies in external markets, with a view to transforming business

opportunities into effective benets for the country.

Through the extensive knowledge and experience of its staff in the eld of international trade diplomacy, the

department also organizes events to create awareness and promote technological capacities abroad. To this end, it

works in close partnership with representative entities of the private sector and companies engaged in the external

market. The DPR operates ve specialized units in Brasilia: Investment Division (DINV), Trade Intelligence

Division (DIC), Trade Promotion Operations Division (DOC), Trade Promotion Programs Division (DPG), and

Information Technology and Communication Centre (CTIC). DPR is responsible for over 100 Trade Promotion

Sections (SECOMs) in over 78 countries operating in strategic posts in ve continents located in 102 embassies and

consulates around the world. SECOMs provide assistance to companies wishing to invest in Brazil or import

Brazilian products and services. They are also responsible for gathering and disseminating information about local

business and investment opportunities for Brazilian companies.

BRAZIL'S TRADE PORTAL: INVEST EXPORT BRAZIL

The Invest & Export Brazil (/www.investexportbrasil.gov.br) website is a unique initiative of the Federal

Government of Brazil, which brings together, on a single platform, information from various Brazilian agencies

dedicated to trade promotion and investment attraction.

Invest & Export Brazil is an efcient, coordinated government website

highlighting Brazil's business and investment opportunities, promoting foreign

trade and attracting international investors to the country's dynamic domestic

economy. This informative website is a joint effort of Brazil's Ministries of

External Relations (MRE), Development, Industry and Foreign Trade (MDIC), Agriculture, Livestock and Food

Supply (MAPA) and the Brazilian Trade and Investment Promotion Agency (APEX-Brasil).

The platform brings together information on investment and business opportunities, presenting, in a structured and

thematic manner, Brazil's major industries and the institutions supporting them. The Trade and Investment

Guide follows the international trend towards cooperating organizations sharing products and services in a single,

standardized electronic environment. The innovative web interface enhances the user experience, optimizing

access to information, quickly answering key questions and offering services that simplify import, export and

investment activities.

TOURISM IN BRAZIL

Impacts on the Economy

According to the World Tourism and Travel Council Report on Brazil 2016, the direct contribution of Travel &

Tourism to GDP was USD56.8bn, 3.2% of total GDP in 2016, and is forecast to rise by 0.5% in 2017, and to rise by

3.2% pa, from 2017-2027, to USD78.4bn, 3.4% of total GDP in 2027. The total contribution of the sector to GDP

was USD152.2bn, (8.5% of GDP in 2016), and is forecast to rise by 0.5% in 2017, and to rise by 3.3% pa to

USD212.1bn, 9.1% of GDP in 2027.

In 2016 Travel & Tourism directly supported 2,530,500 jobs (2.8% of total employment). This is expected to rise by

1.6% in 2017 and rise by 2.4% pa to 3,272,000 jobs (3.2%) of total employment in 2027. The total contribution of

Travel & Tourism to employment, including jobs indirectly supported by the industry was 7.8% of total

employment (7,003,000 jobs). This is expected to rise by 1.3% in 2017 to 7,094,000 jobs and rise by 2.3% pa to

8,912,000 jobs in 2027 (8.6% of total).

Visitor exports generated USD6.7bn, 2.9% of total exports in 2016. This is forecast to grow by 3.4% in 2017, and

grow by 8.5% pa, from 2017-2027, to USD15.6bn in 2027, 5.5% of total.

Travel & Tourism investment in 2016 was USD17.5bn 5.9% of total investment. It should rise by 2.3% in 2017, and

rise by 5.2% pa over the next ten years to USD29.7bn in 2027, 6.5% of total. 2027

Global CompetitivenessstThe World Economic Forum, Travel and Tourism Competitiveness Reports 2015 ranked Brazil the 1 in Latin

stAmerican Tourism, 1 place in natural resources, and 3rd place in domestic commercial ight market in the world.

These were attributed to the nation's drive to protect its natural resources, its diverse culture and the inux of visitors

after the World Cup 2014. The Ministry of Tourism of Brazil has invested signicant resources to improve the

touristic infrastructure in the country.

Due to its global competitiveness and positioning, Brazil successfully managed to host the Olympics in 2016 and

the World Cup in 2014. These were attributed to the country's sporting culture, which is itself a reason for visitor

inows to the country. Future developments have also been based on these events, spurring interest in investing in

the Brazilian Travel and Tourism. Immediately after the events, Jun Yamamoto, the Director of Planning &

Strategic Management at the Ministry of Tourism said Brazil can expect a six per cent increase in the number of

visitors to the country over the next year. This was based on ndings taken from the three previous Olympic host

cities (Athens, Beijing and London). Also, according to a survey by the Ministry of Tourism, 87.7% of foreign

tourists intended to come back to Brazil after the events.

Tourist Cities and States in Brazil

According to the Brazilian Tourism Board (Embratur), various locations in Brazil offer perfect tourist destinations.

Recife, the capital city of the state of Pernambuco, is a city with multicultural roots, where dancing, music, arts and

cuisine delight all with its originality and tradition, alongside beautiful beaches and a number of options for hotels,

restaurants and bars. Its main events venue is the Convention Center of Pernambuco (Centro de Convenções de

Pernambuco).

Fortaleza is a destination that stands out for a wide variety of tourist attractions, such as an exuberant coastline, rich

history, typical cuisine, cultural events and numerous entertainment options. In geographical terms, it is among the

Brazilian locations closest to Europe and North America.

Porto Alegre is the capital city of the state of Rio Grande do Sul. It offers extensive options for cultural, historical

and ecological attractions, in addition to its cuisine, which is known for its quality and variety. Porto Alegre's

Salgado Filho International Airport is the main airport in Brazil's Southern region. The city has a diversied hotel

network and ideal venues for events, from congresses to conventions.

Florianópolis, the capital of Santa Catarina is known for its natural attractions and for its events infrastructure. The

city is one of the most important events tourism destinations in the country, which places it among the 10 Brazilian

cities that promote the largest number of international events, according to the ICCA (International Congress and

Convention Association).

Natal, the capital city of the state of Rio Grande do Norte, is considered one of the best tourist destinations in

Brazil's Northeast region, according to foreign tourists. This is due to its natural beauty, beautiful beaches, the rich

local culture and the quality of its tourism infrastructure. Natal is considered by NASA “the city with the cleanest

air in the Americas”.

Foz do Iguaçu is known for its natural beauty and for having one of the most beautiful ecological reserves on Earth –

the Iguassu National Park, a Unesco World Heritage Site. The park is home to the breathtaking Iguassu Falls, the

Eighth Wonder of the World, and the Itaipu Hydroelectric Plant, one of the largest in the world and one of the Seven

Wonders of the Modern World.

Rio de Janeiro is one of the world's most popular postcards, with beaches and famous sights, such as the sugar loaf

(Pão de Açúcar) and the statue of Christ the Redeemer (Cristo Redentor), elected one of the New Seven Wonders of

the World. It is a consolidated events destination, according to the ICCA (International Congress and Convention

Association).

Belo Horizonte, Minas Gerais, stands out for its mining activities and the marketing of jewelry and precious stones.

It is the third largest metropolitan area in the country and one of the most important economic and industrial centers

of Brazil. The town is less than an hour's ight from Rio de Janeiro, São Paulo and Brasília, and offers excellent

convention centers, hotel chains and road networks.

Salvador, the capital city of the state of Bahia, is a city of great cultural wealth, based on religious syncretism,

preserved in museums and churches, especially in its Historical Center and the Pillory (Pelourinho). In addition, its

cuisine, as well as the joy and hospitality of its people are outstanding aspects for those who visit Salvador. It has a

diversied and modern hotel network, with a wide variety of hotels, ats, inns and resorts.

Manaus, the capital city of the state of Amazonas, is considered the consumer electronics capital of Latin America

and is the largest manufacturer of motorcycles in the country, with approximately 500 companies that employ more

than 400 thousand people. It has a modern airport and conventions infrastructure, which is available for events, and

offers a varied hotel network, with jungle hotels, resorts and lodges.

SÃO PAULO

São Paulo was founded in 1554, after being the main highway to interior cities of the country being the route of the

founders (bandeirantes), the State was made a gateway to the sertão (Brazil's backcountry). It has inuence from

Portuguese, Spanish, German, African, Jewish, Arab and Japanese decent as a result of the settlers from these

origins. It is on a plateau (Piratininga plateau) and is surrounded by two rivers. The State is one of the engines of

the Brazilian economy with over 42 million inhabitants. Concentrating one third of Brazil´s GDP, the state is

responsible for more than half the exports of manufactured goods and ranks as the largest industrial, commercial

and nancial hub of South America.

With a population of close to 45 million people, the state alone generates a nominal per capita income of USD

551 with an annual gross output of close to USD 25billion attributed to active productive sectors. Agro industry

in the State of São Paulo alone exported US$ 15.88 billion in 2015, the equivalent of 18% of the entire sales volume

of Brazil's agribusiness to foreign countries, according to data of the Economic Agriculture Institute (“IEA” –

Instituto de Economia Agrícola). The major contributions to such results came from sugarcane and saccharides

(US$ 9.27 billion), bovines (US$ 2.64 billion), forestry products (US$ 2.08 billion), cereals and grains (US$ 1.53

billion). The importance of the State of São Paulo in the country's agribusiness is also attested by the high

participation of the sugarcane, beef and fruit complexes in the national production. Sugarcane is the main value-

generating activity in the State's regions, which account for more than 60% of the national production of ethanol,

while also concentrating 95% of Brazil's orange juice production exports, and representing 13% of the country's

cattle slaughter. Industrial items of manufactured and semi-manufactured goods also accounted for exports worth

US$ 11.18 billion

The City of São Paulo is the biggest nancial center in Brazil and is one of the biggest nancial centers in the world,

hosting BM&F BOVESPA, with one of the biggest Market Capitalization in the world. Being once a city with a very

strong Industrial character, there have been increasing developments in other sectors, key of them being the Tertiary

Services sector. There are a large number of corporations both local and foreign in the City which give it an unique

character. It is also the business center of the Mercosur economy (The Sub - Economic Bloc that comprises

Argentina, Brazil, Paraguay, Uruguay and Venezuela).

Being a city of business tourism, it attracts some of the biggest and most important international events, mainly in

economic, cultural, sporting and scientic areas. Due to its vast real estate development, it hosts some of the world's

biggest events as a result of expansive investments in hotels and conference centres. According to the International

Congress and Convention Association (ICCA), São Paulo is the most important destination for international events

in the Americas. The city is also among Top 20 destinations for events in the world and has so far left behind

destinations like Madrid, Sydney, Athens and Vancouver.

The Octavio Frias de Oliveira Bridge is a cable-stayed bridge in São Paulo, Brazil over the Pinheiros River, opened

in May 2008. The bridge is 138 metres (453 ft) tall, and connects Marginal Pinheiros to Jornalista Roberto Marinho

Avenue in the south area of the city. It is named after Octavio Frias de Oliveira, Brazilian journalist and

businessman.

BRAZIL'S POWER SECTOR

Owing to its diverse natural resources, which include deep water resources developments and a rapidly growing

economy, Brazil is ranked among the biggest global energy producers. According to Brazil Ministry of Energy, in

2016 Hydro Power and Oil were the main sources of Brazilian energy, producing 46.6% of the country's energy.

Other sources of energy are Natural Gas, Mineral coal and Biofuel used at the larger scale; while wind and nuclear

power are used at a lower scale.

Policy and Regulations in the power sector

The government agency responsible for the overall policy setting in the country is the Ministry of Energy and Mines

(MME) and it is linked with ANEEL (The Energy Regulatory Agency), which was created in 1996, under the Law

9427. ANEEL regulates and controls the generation, transmission and distribution of power, in compliance with the

existing legislation. In the Ministry of Energy and Mines, the National Council for Energy Policies (CNPE) is an

advisor and is in charge of approving supply criteria and "structural" projects. The Electricity Industry Monitoring

Committee (CMSE) monitors supply continuity and security of the power systems.

ANEEL also approves and supervises the activities of the Power Commercialization Chamber (CCEE), tasked

with the role of operating in the commercial markets. Its initial role was to create a single, integrated commercial

electricity market that is regulated under existing rules

Research and Development is key for the inputs and for the planning and implementation of actions by the Ministry

of Energy and Mines in the formulation of the energy policy. The Power and Research Company (EPE) was created

in 2004 and develops plans for the power sector. It undertakes studies and research activities in the energy sector in

areas such as oil, coal, renewable energy and natural gas and its derivates, energy efciency and resources, among

others.

Some of the legal frameworks for an investor willing to invest in this sector include but are not limited to

restrictions on acquisition of rural properties by Brazilian companies controlled by foreigners, environmental

licenses, and compliance with labor legislation.

Electric Power Generation, Transmission and Distribution

Most of the power is generated from the Itaipu Dam with state companies, mainly CESP, Cemig and Copel,

controlling 8%, 7% and 5% of generation capacity respectively. Brazilian power generation is largely dominated

by government-controlled companies and about 27% of the generation assets are owned by private investors and is

anticipated to hit 31% in the medium term 44% over 5–6 years. Private sector participation in the generation

business is likely to represent 50% of the installed capacity in future. There are also auctions to be organized by

state-owned companies to sell existing generation plants in the States of Paraná, São Paulo, Santa Catarina and

Minas Gerais, such as power plants Jaguara, São Roque, Miranda and São Simão.

The current installed capacity of Brazilian power system is of 160GW, and by 2024 the Government expects an

increase of 46,447MW, part of which is already contracted and under implementation. On transmission lines

there is also an expected development up to 2024 by an increment of 85,782km of new lines.

The new government in Brazil is focused on revamping the power sector, presenting good investment

opportunities. A new team to revamp the sector composed of well-known professionals gives a strong indication of

a more investment friendly regulatory network and reforms that are meant to spur growth in the country's foreign

investments and return the economy to its previous state, which should lead to an increase in the demand for power.

The envisaged increase in demand will be accompanied by an increase in installed capacity, provided by the

expansion of solar, wind, biomass and even nuclear sources, with Hydro being the main source of power. The

overdependence of power systems on Hydropower is also planned to be reduced to 60% of all sources by the year

2030 with increase on solar energy to represent 3% of total installed capacity; wind increasing to 12%; and biomass

to 9%, by 2024.

Adequate transmission is important in order to manage consistencies in the power sector, minimizing unexpected

hitches such as regional droughts, allowing the transmission of power from regions with plenty rainfall. For

example, the rationing that occurred in 2001-2002 could have been averted if there had been adequate transmission

capacity between the South, with excess supply, and the South East, which had a very huge decit of power

production. Power Transmission in Brazil is almost exclusively under government control through both federal

(Eletrobras) and state companies (mainly Sao-Paulo-CTEEP, Minas Gerais-Cemig, and Parana-Copel).
