EXECUTIVE SUMMARY

A Traffic Impact Study was prepared as part of the consolidated environmental impact

assessment (EIA) and environmental management plan (EMP) for the proposed

Acetylene Gas Production Plant project for the EMP application and will include a gas

production plant and pipelines associated with the production facility and associated

entities.

The proposed Acetylene Gas Production Plant will be developed on Erf 88 and Erf 89

of the Farm Valley Agricultural Holdings, Witkopdorp (Daleside) south of

Johannesburg.

The site is located approximately 9km north of the Meyerton CBD and ±45km south of

the Johannesburg CBD in the Gauteng Province.

The proposed Acetylene Gas Production Plant on Erf 88 and Erf 89 will be developed

for the production of gas similar as existing gas production operations in South Africa.

The possible life span of the plant was estimated between 40 and 50 years. Fore the

purpose of this study a 20 year life was assumed to reach full design capacity of the

plant. The proposed Acetylene Gas Production Plant will have a staff complement of

±20 permanent job opportunities.

ITS (Pty) Ltd was appointed by Environmental Resources Management Southern

Africa (Pty) Ltd on behalf of Air Products South Africa (Pty) Ltd to carry out a Traffic

Impact Assessment for the proposed Acetylene Gas Production Plant development in

accordance with the Manual of Traffic Impact Studies published by the Department of

Transport, 1995.

The purpose of this report is to provide findings of the traffic investigation conducted to

assess the impact of the proposed Acetylene Gas Production Plant activity on the

existing external road networks surrounding the development area. Based on this

assessment, mitigation measures are recommended for the proponent to minimise the

potential impacts on the existing road network.

The following tasks have been carried out as part of the traffic impact investigation:

Collection of traffic information to determine the status quo of the existing road

network operations;

Determination of the trip generation due to the proposed Acetylene Gas

Production Plant development;

Assessing the impact of the trips generated by the proposed Acetylene Gas

Production Plant, on the road network (capacity analysis of the affected routes

including the intersection analysis);

Safety Statement: an assessment of the access position in terms of geometrical

standards (UTG 1 manual, site distance, stopping site distances etc.);

Public transport provision to accommodate the public transport users for the

proposed Acetylene Gas Production Plant employees;

A detailed proposal of site specific mitigations, if and where applicable.

Assessment Methodology

The main phases of the project have been identified as follows: pre-construction phase

(2014 to 2015), construction phase (2015 to 2019), operational phase (2019 to 2030)

and closure and decommissioning phase (2030). The critical impact in terms of the

traffic generated is expected to be during the operational phase.

The following scenarios were considered for assessment:

2013 Existing Traffic Volumes,

Construction Phase: 2018 projected traffic demand,

Operational phase: 2038 projected traffic demand,

Decommissioning Phase: 2039 projected traffic demand.

Findings

The finding of this investigation can be summarised as follows:

The Tilliet Rd is a gravel road between the proposed Acetylene Gas Production

Plant site access point and Tilliet / Kalksteen Road intersection.

Kalksteen Road is a paved road and links Tilliet Road with the M61 (K89) Road.

The M61 (K89) Road located east of the proposed Acetylene Gas Production

Plant site is a future planned provincial K-route.

The future alignment of the K89 route will impact on Tilliet Road and access to

Tilliet Road would be provided from Kalksteen Road.

Both Tilliet / Kalksteen Road and Kalksteen / M61 Road intersections are priority

controlled intersections with priority on Kalksteen Road and the M61 Road

respectively.

Access to the proposed Acetylene Gas Production Plant site would be provided

from Tilliet Road.

It is expected that the access intersection would operate at an acceptable LOS

once the proposed development is fully operational.

The construction phase is anticipated to be the critical period in terms of additional

trips generation. The trips generation prediction for that period is in order of

± 96 vehicle trips during the AM and PM Peak Hours. The additional trips to be

generated will not pose a significant impact on the external road network.

The interaction (turning movements) between public transport and privates

vehicles might pose some safety hazard. It is therefore recommended that the

following measures be adopted to mitigate the impact:

Surfacing of Tilliet Road between the proposed Acetylene Gas Production

Plant access and the Tilliet / Kalksteen Road intersection.

Provision of road markings and road signage at the Tilliet / Kalksteen Road

and Kalksteen / M61 Road intersections according to the SARTSM “Road

Signs Manual” Volume 2.

Provision of lighting at sufficient standards at the Tilliet / Kalksteen Road

intersection; and

In terms of public transport provision as well as pedestrian safety:

No on-street pick up / drop off’s at the intersections of Tilliet Rd with the

access to the development should be allowed (drop-offs / pickup should be

done on site)

All of the above mitigation measures should be in place before the operational

phase commence, subject to the indicated timelines (some upgrades only required

by the year 2026).

TRAFFIC IMPACT ASSESSMENT

1 INTRODUCTION AND BACKGROUND

ITS (Pty) Ltd was appointed by Environmental Resources Management Southern

Africa (Pty) Ltd on behalf of Air Products South Africa (Pty) Ltd to carry out a Traffic

Impact Assessment for the proposed Acetylene Gas Production Plant development in

accordance with the Manual of Traffic Impact Studies published by the Department of

Transport, 1995. In terms of the guideline, a fully fledged traffic impact analysis is

required to be carried out for the proposed development. This should include

conducting vehicle count surveys, conflicting turning movement analysis, intersection

performance analysis and road safety assessment if applicable. Measures such as

level of service, delay, and volume or capacity ratio can be used to quantify the

performance of an intersection or a roadway facility.

The proposed Acetylene Gas Production Plant on Erf 88 and Erf 89 will be developed

for the production of gas similar as existing gas production operations in South Africa.

The proposed Acetylene Gas Production Plant will be developed on Erf 88 and Erf 89

of the Farm Valley Agricultural Holdings, Witkopdorp (Daleside) south of

Johannesburg. The site area is approximately 4.4ha in extent. The extent of the

development will be approximately 16 000m² GLA, (Gross Leasable Area) industrial.

The site is located ±9km north of the Meyerton CBD and ±45km south of

Johannesburg CBD in the Gauteng Province. (Refer to the locality plan in Appendix

A: Figure 1).

The possible life span of the plant was estimated between 40 and 50 years. Fore the

purpose of this study a 20 year life was assumed to reach full design capacity of the

plant.

The proposed Acetylene Gas Production Plant site however exclude wetlands, rivers,

registered servitudes, provincial and national roads and buildings or any other

structure or sensitive natural stature protected in terms of national and/or international

law.

The method of producing gas at the proposed Acetylene Gas Production Plant will be by

using a rotating screw conveyor to feed calcium carbide granules (25mm – 50mm) into a

reaction chamber, which is filled with water. The acetylene gas bubbles to the surface and is

drawn off under low pressure. The gas is then compressed to a pressure of 2300kPa before

being filled into the cylinders, which are stored on site prior to distribution.

The proposed Acetylene Gas Production Plant will be similar to existing gas production

operations and will utilise the existing infrastructure and will include the provision of new or

upgrading of existing infrastructure, viz. access roads (M61 Road, Henley Drive or Randvaal

Road to access the R59 motorway), haul road, railway lines, water pipelines, etc.

Moreover, the proposed Acetylene Gas Production Plant is evaluating, based on

similar gas production operations, using rotating screw conveyers, reaction

chambers, cylinders, pipelines and distribution vehicles to distribute products to

varies markets in South Africa. The existing external infrastructure will be utilised for

this project with minor additions as identified will be used with a total new internal

infrastructure will be developed.

The purpose of this report is to provide findings of the traffic investigation conducted

to assess the impact of the proposed Acetylene Gas Production Plant on the

existing external road network surrounding the development site area. Based on this

assessment, mitigation measures are recommended for the proponent to minimise

the potential impacts on the existing road network.

2 SCOPE OF STUDY

2.1 Study Objectives

The objective and scope of study for the traffic impact investigation entailed the following:

Collection of traffic information to determine proposed Acetylene Gas Production Plant

status quo;

Determination of the trip generation due to the proposed Acetylene Gas Production

operations activities;

Assessing the impact of the trips generated by the proposed Acetylene Gas Production

Plant, on the road network (capacity analysis of the affected routes including the intersection

analysis).

Safety Statement:

An assessment of the access position in terms of geometrical standards according to

the “UTG 1: geometric Design of Urban Arterials manual”.

Public transport provision for the proposed Acetylene Gas Production Plant

employees.

A detailed proposal of site specific mitigations, if and where applicable.

2.2 Assessment Methodology The assessment methodology entailed the baseline assessment, traffic impact assessment

and recommended mitigation measures (refer to Figure 2.1 below):

2.2.1 Baseline Assessment

The baseline assessment included the identification of the affected external roads; the

investigation and assessment of the status quo of external road networks including the

existing traffic volumes.

2.2.2 Traffic Impact Assessment

The traffic impact assessment includes the capacity analysis of the existing road network

(surrounding roads) and the investigation and assessment of the existing and future

transport requirements (private and public transport) related to the proposed development.

Furthermore, road safety aspects will be assessed such as access positions.

2.2.3 Identification of mitigations

The potential impacts due to traffic generated by the proposed Acetylene Gas Production

Plant were identified and assessed in accordance with the methodology presented in

Section 2.1 of this report. Where applicable, mitigating measures were proposed to

attenuate the impact of the trips generated by the proposed Acetylene Gas Production Plant.

3 FINDINGS OF THE BASELINE ASSESSMENT

This section of the report provides details and findings of the baseline assessment

conducted, as outlined below:

3.1 Existing external road network

The major routes in the study area are described in Table 3.1 below, and a schematic

representation of the road network is shown in Figure 1 - Appendix A of this report.

3.2 Existing Rail Network

Transnet has a major rail line located east of the M61 Road. This railway line is part of the

national major rail network between Johannesburg and the sub regions in South Africa. The

existing rail line is an important “branch line” but, with a main line standard. It serves the

industrial as well as the agricultural sector in the Gauteng and Vaal Triangle area.

The line feeds large volumes of bulk traffic into and through Gauteng. The nearest railway

station is Daleside station located north east of the proposed site. This station is mainly

designed for passenger use.

3.3 Access to Proposed Plant

The proposed Acetylene Gas Production Plant will have an access from Tilliet Road

currently a gravel road.

The access performance characteristics (from a traffic engineering point of view) are

discussed in Section 4 of this report.

The existing layout of the access point is shown in Appendix C – Site Layout Plan. The

existing access can accommodate the existing traffic and the future traffic demand (including

trucks to/from the Plant).

3.4 Influence area

As mentioned in Section 3.1 above, the following external link roads might be directly

affected by new traffic generated by the proposed Acetylene Gas Production Plant

development:

Tilliet Road;

Kalksteen Road; and

M61 Road.

The influence area for this study was determined by the locality of the site and based on the

proposed Acetylene Gas Production Plant transport needs (origins and destination).

The following intersections have been investigated as part of this Traffic Impact Assessment:

Intersection 1: M61 Road / Kalksteen Road;

Intersection 2: Tilliet Road / Kalksteen Road,

Intersection 3: Tilliet Road / Access to Acetylene Gas Plant; (refer to Figure 3 -

Appendix A)

The additional capacity of the M61, Kalksteen and Tilliet routes and the intersections under

evaluation, to accommodate existing and future traffic demand, is discussed in Section 4 of

this report.

3.5 Status quo traffic volumes

A site visit and was traffic counts (traffic survey) were carried out on Thursday 13th

November 2013 as part of the scoping process. Traffic counts were carried out during the

morning and afternoon peak hours, typical between 06:00 – 09:00 and 16:00 – 18:00 at the

above mentioned intersections. The AM and PM Peak hour was determine based on the

highest traffic volumes registered during the morning and afternoon periods respectively.

The 2013 AM and PM traffic volumes can be seen in Figures 3 to 5 – Appendix A. The

existing intersections geometry and controls are indicted in Figure 2 - Appendix A.

Graph 3.1 and 3.2 below shows the total through and turning traffic volumes counted on the

M61 Road from 6:45am to 8:45am and 15:45pm to 17:30pm.

The existing traffic volume trends during a typical working day (when the traffic is expected

to be at the highest peak) are during 07:00 and 08:00 in the morning ad during 16:30 and

17:30 in the afternoon also revered to as the morning and afternoon peak hours are

summarised in Graph 3.1 and 3.2, below.

3.6 Assessment variables

The following variables have been considered to assess the impact of the traffic generated

by the proposed development:

3.6.1 Level of Service (LOS)

A measure of intersection or roadway performance, determined based on delay for un-

signalised intersections. The LOS definitions in terms of delay are shown in Table 3.2,

below.

In most urban areas overall rating of A to D are normally considered acceptable. Levels of

service D or better are considered desirable and levels of service E and F are normally

undesirable. (Department of Transport,1995).

3.6.2 Delay

Delay is a measure of intersection or roadway performance which is measured based on the

driver discomfort, frustration, fuel consumption and lost travel time. Delay at intersections

depends on various factors such as type of signal control, volume of traffic and

volume/capacity ratio of each approach at an intersection (C A O’Flaherty, 1997). The

intersections performance has been rated based on the average delay, i.e. the LOS of the

intersections under investigation (including the access to the Plant) will be measured based

on the intersection average delay.

3.6.3 Volume / capacity ratio

Volume / capacity ratio (v/c) is a measure of intersection or roadway performance.

It is the ratio of number of vehicles on the road to the available capacity of the roadway. The

road link capacity in the study area was rated based on the volume/capacity ratio, i.e. the

LOS of the link roads will be measured based on the volume/capacity of the roads.

4 FINDINGS OF THE TRAFFIC IMPACT ASSESSMENT

The impact assessment of the transportation aspects related to the proposed Acetylene Gas

Production Plant activities was determined based on the evaluation of the worst traffic

scenario during the construction, operation, closure and decommissioning phases. The

proposed Acetylene Gas Production Plant will be designed for 20 year life and will reach full

design capacity by 2038.

Year 3: This scenario refers to the year in which the gas production will commence. It was

assumed that Year 3 will be in 2017.

4.1 Assessment scenarios

Based on the information above, the following scenarios were considered critical for the

assessment:

2013 Existing AM and PM Peak Hour Traffic Volumes (Scenario 1a and 1b) - This

refers to the assessment of the existing traffic on the surrounding road network (refer

to Figures 3 and 4, Appendix A).

Construction Phase: 2017 projected traffic demand - This refers to the assessment

of the traffic demand during the construction phase of the proposed Acetylene Gas

Production Plant site.

Operational phase - 2018 projected AM Peak Hour traffic demand (Scenario 2a

and 2b): This scenario refers to the year in which the Acetylene Gas Production Plant

operations will commence. It was assumed that Year 5 will be in 2018 (refer to

Figures 5 and 6, Appendix A). A growth rate of 3% per annum was applied to the

2013 existing traffic (background traffic).

Scenario 3 (also refer to Table 4.5 and 4.6 below): 2018 projected AM Peak Hour

traffic demand without development traffic;

Scenario 4 (also refer to Table 4.5 and 4.6 below): 2018 projected AM Peak Hour

traffic demand with development traffic;

Decommissioning Phase: 2038 (Life of Plant=20 Years) projected traffic demand (Scenario 5). These refers to the assessment of the traffic demand during the decommissioning phase of the proposed plant site (refer to Figures 10, Appendix A).

4.2 Analysis Peak Hour

The assessment of the impact will be done for the critical peak hour. The critical peak hours,

from a road capacity point of view occurs when the highest combination of existing road

traffic and traffic generated by the development occurs.

Based on the existing traffic counts, it was decided to consider the following peak hours for

analysis:

AM peak Hour: 7:30 to 8:30,

PM Peak hour 17:00 to 18:00.

4.3 Expected Trip Generation by Acetylene Gas Production Plant Activity

4.3.1 Assumptions

The expected trip generation during the AM and PM Peak hour was determined based on a

number of assumptions made from the data supplied to the Traffic Specialists. Table 4.1,

below refers.

4.3.2 Plant Transport Requirements and Expected Trip generation

The Plant transport requirement will be as follows:

Construction Phase (2014 to 2019)

Transport of Material: Heavy vehicle trips are expected to be generated to transport

construction material to/from the Plant.

Commuter trips (private and public transport): Commuter trips are expected to be

generated daily by the skilled construction workers with approximately 90% using private

transport. It is assumed that the semi and unskilled works will be accommodated with

approximately 90% using public transport.

Operational Phase (2019 to 2039 for this study purposes) or 50 years estimated

Transportation of raw material: The facility will produce acetylene gas from mixing raw

calcium carbide raw material and will be transported from the various suppliers to the

Acetylene Gas Production Plant with heavy vehicles.

Transportation of final product: It is expected that the proposed Acetylene Gas Production

Plant will produce a maximum of 14 400m³ of acetylene gas per day. The acetylene gas will

be compressed to a pressure of 2 300kPa before being filled into cylinders and distributed.

Transportation of by-product: A by-product of the production process is a slurry of calcium

hydroxide (ie lime). Air Products South Africa (Pty) Ltd intension is to sell this by-product for

use in various markets including agricultural. Heavy vehicles will be used for the

transportation of the by-product.

Transport of Goods (deliveries): Trips are expected to be generated as a result of service

delivery as well as transportation of goods / products to / from the Plant. Initially 2 heavy

vehicles are estimated to be generated daily.

Commuter trips (private and public transport): Commuters trips are expected to be

generated daily from the origins surrounding the Plant. The commuter trips will be split into

private and public minibus taxi transport trips.

Decommissioning Phase (2040 for study purposes)

According to the estimated life span of the proposed Acetylene Gas Production Plant the

decommissioning and closure phase will be after 40 to 50 years. Traffic volumes during this

phase will be considerably lower than the operational phase.

Table 4.2 below summarises the typical peak hour expected transport requirements of the

proposed Acetylene Gas Production Plant.

An estimated 13 vehicles are anticipated to be generated by the proposed Acetylene Gas

Production Plant during the AM and PM peak hours in the operational phase (most critical

hours for analysis). Table 4.3 and Table 4.4, below, shows the directional split (trips in and

out of the sites) during the AM and PM peak hours.

It is evident from Table 4.3 that during the operational phase (Year 5) the proposed Plant

will typically generate ± 13 additional vehicle trips during the AM and PM peak hours

respectively.

4.4 Trip Distribution and Trip Assignment

The trip distribution of the additional traffic expected to be generated by the proposed

development was determined based on the expected origins and destinations of the

development traffic.

It is expected that most of the development traffic will use the M61 Road as well as

Randvaal Road and Henley Road to access the R59 (Sybrand van Niekerk) motorway. It is

expected that 60% of the development traffic would travel northbound towards Randvaal

Road via the M61 Road and 40% of the development traffic southbound towards Henley

Drive.

The additional vehicle trips that are expected to be generated by the Plant were assigned to

the adjacent road network. The assignment of the trips is based on the routes identified in

the baseline assessment.

Appendix A-Figure 7 shows the expected trip distribution, considering the different routes

to be taken by the different modes of transport available. Figures 8 indicate the assignment

of the trips generated by the proposed development.

4.5 Intersection Capacity Analysis

Capacity analysis of the intersections on the surrounding road network was conducted using

aaSIDRA analytical software. The performance characteristics and expected traffic demand

of every intersection were determined for the different traffic scenarios described in

Section 4.1. The traffic volumes used for the assessment and analysis results of the traffic

impact are indicated in the figures referred to in Section 4.1 of the report. The capacity

analysis results for the scenarios under evaluation are summarised in Table 4.5 and Table

4.6 below.

All the intersections within the influence area operate at acceptable LOS. The analysis

indicated that all the intersections analysed will continue to operate in the future 2019

scenario at acceptable LOS. With the development traffic volumes added during the most

critical phase (construction phase), the surrounding road capacity analysis shows that the

intersections would operated at acceptable levels of service. In other words, congestion

levels will be at an acceptable level during the most critical phase of the Acetylene Gas

Production plant development (the operational phase).

4.5.1 Road link capacity

The analysis results for the assessment of the road link capacity (within the area of

influence) per direction are summarised in Table 4.7 below. For the purposes of this

assessment only the critical phase was considered (the construction phase).

From Table 4.7 it is evident that the M61 Road and Kalksteen routes is expected to

accommodate the existing and future traffic demand (up to the decommissioning phase)

without requiring additional road upgrades. The M61 Road and Kalksteen routes have an

average of 91% spare capacity per lane to accommodate the future demand during the

critical peak hours.

4.5.2 M61 Road (K68 route)

The basic planning of the future K68 route is indicated in Appendix D. A portion of Tilliet Street will be closed to accommodate the future K68 route road reserve.

The future K68 route planning will not be impacted by the proposed Acetylene Gas Production Plant development.

5 IMPACT RATING AND MITIGATING MEASURES

This section of the report identifies the potential impacts associated with the trips generated

by the proposed development and the mitigation measures. The significance (quantification)

of traffic impacts was identified during the assessments and these were determined using a

ranking scale, based on the following terminology:

Magnitude (M) refers to the degree or magnitude to which the impact alters the functioning

of an element of the environment, the magnitude can either be positive or negative.

Duration (D) refers to the timeframe over which the impact is expected to occur, measured

relative to the lifetime of the proposed development. The Extent / scale (S) of the impact

refers to the extent at which the impact will affect the national, regional or local environment,

or only that of the site. The Probability describes the likelihood of the impact actually

occurring. Each of these factors has been assessed each for the current and potential

impacts using the following ranking scale values.

Based on the impact rating in Table 5.5 above, it is evident that the existing and development

traffic volumes would have a small impact on the existing M61 / Kalksteen Road and Tilliet Road

/ Access Road intersections and no upgrades would be required to accommodate the additional

traffic volumes. It is recommended that Tilliet Road be surfaced and that the M61 Road /

Kalksteen Road and Kalksteen Road / Tilliet Road intersections be upgraded by

provision of road signs and road markings according to SARTSM requirements.

The traffic volumes generated by the proposed Acetylene Gas Production Plant development

does not have a significant impact on the external road network. In terms of the intersection and

road link capacity, no further improvements are recommended since the intersections under

investigation are expected to operate at acceptable level of service with the proposed upgrades

in place. The interaction (turning movements) between public transport and privates vehicles

might impose some safety hazardous to the vehicles drivers.

It is therefore recommended that the following measures be adopted to mitigate the impact:

Surfacing of Tilliet Road between Kalksteen Road / Tilliet Road intersection and the

access to the Acetylene Gas Production Plant approximately 450m.

Upgrade of the existing M61 Road / Kalksteen Road and Kalksteen Road / Tilliet Road

intersections by providing road sign and road markings according to the SARTSM

requirements.

Provision of lighting at sufficient standards at the intersections of the Kalksteen Road /

Tilliet Road.

No on-street pick up/drop off’s at the intersections of the Tilliet Road and the access to the

development should be allowed (drop-offs / pickup should be done on site).

6 CONCLUSIONS

The following conclusions are drawn based on the findings of the traffic impact

assessment conducted for proposed Acetylene Gas Production Plant.

The proposed development will have a life span of approximately more than 20

years. From year 1 to year 3 of operation the production rates are expected to rise

reaching a steady curve thereof. The critical impact in terms of the traffic generated

is expected to be around Year 5 of construction. According to the development

implementation plan the following scenarios were considered for assessment:

o Scenario 1: 2014 Existing Traffic Volumes;

o Scenario 2: 2019 Background projected traffic demand;

o Scenario 3: 2039 Background projected traffic demand and Plant Traffic Demand; and

o Scenario 4: 2040 Background projected traffic demand and Plant Traffic Demand.

Currently the M61 Road / Kalksteen Road and the Kalksteen Road / Tilliet Road

intersections within the influence area of the proposed Acetylene Gas Production

Plant, operate at acceptable LOS. No upgrades would be required to accommodate

the existing traffic volumes.

In scenario 3 (2019 projected volumes and proposed development traffic) all

intersections under assessment are expected to operate at an acceptable level.

The M61 (K68) Road located east of the proposed Acetylene Gas Production Plant

site is a future planned K-route.

The future K68 route planning will not be impacted by the proposed future K68road.

The future alignment of the K68 route will impact on Tilliet Road and a portion of

Tilliet Road will be closed to accommodate the alignment of the K68 route. Access

to Tilliet Road would be provided from Kalksteen Road.

Surfacing of Tilliet Road between Kalksteen Road / Tilliet Road intersection and the

access to the Acetylene Gas Production Plant approximately 450m.

The M61 Road / Kalksteen Road and Kalksteen Road / Tilliet Road intersections

must be upgraded by the provision of road signs and road markings according to

the SARTSM requirements.

It must be noted that the proposed road improvement is recommended to be implemented at the start of the Acetylene Gas Production activities (Year 1 of operations).

It is recommended to improve the safety at the Kalksteen Road / Tilliet Road and

M61 Road / Kalksteen Road intersections be providing the intersections with street

lights.

In terms of public transport provision as well as pedestrian safety no on-street pick

up / drop offs at the intersection of Tilliet Road and the access to the Plant, should

be allowed (drop-offs / pickup should be done on site).

7 RECOMMENDATIONS

The findings of the traffic impact assessment for proposed Acetylene Gas Production

Plant conclude that the proposed development will not have a negative impact on the

existing road networks within the project area. However, certain mitigation measures

have been recommended to accommodate the background traffic demand and the

proposed development traffic in year 2019 and beyond (for the duration of the Plant life

span).

Based on the conclusions of this assessment, it is recommended that the proposed

development should be favourably considered from a traffic engineering point of view

by the relevant authorities.
