COUNCIL MEETING OF MONDAY, MARCH 9, 2020, 2020 6:30 P.M.

In attendance were Mayor John Higham, Deputy Mayor Ron Aiken, Councillors Bruce Phinney, Allison Butcher, Andrew Black, Joyce O’Neil, Bill Evans, Shawn Mesheau and Michael Tower. Also, in attendance were Clerk Donna Beal, Treasurer Michael Beal and Town Engineer Dwayne Acton.

1. CALL MEETING TO ORDER

Mayor John Higham called the meeting to order.

2. APPROVAL OF AGENDA

#20-044 MOVED BY COUNCILLOR BRUCE PHINNEY AND SECONDED BY COUNCILLOR MICHAEL TOWER THAT COUNCIL APPROVE THE AGENDA OF THE REGULAR COUNCIL MEETING OF MARCH 9, 2020, AS CIRCULATED. MOTION CARRIED.

#20-045 MOVED BY COUNCILLOR MICHAEL TOWER AND SECONDED BY COUNCILLOR JOYCE O’NEIL THAT COUNCIL MOVE INTO IN-CAMERA. MOTION CARRIED.

Joining the meeting were Assistant Clerk Becky Goodwin, Senior Manager Corporate Projects Jamie Burke, Manager of Tourism & Business Development Ron Kelly-Spurles, Manager of Recreation Programs and Events Matt Pryde, Manager of Parks & Facilities Todd Cole, Fire Chief Craig Bowser and Planner Lori Bickford.

There were also approximately 11 individuals including media. The Mount Allison Women’s Volleyball team was also in attendance.

4. QUESTION PERIOD

A resident asked clarifying questions surrounding the Queens Road reported provided to Council. Councillor Bill Evans and Treasurer Michael Beal responded.

A question was asked about the question period section of By-Law No. 272, A By-Law Respecting the Procedure and Organization of Council. Mayor John Higham responded. Several questions were asked from a resident around the Hospital Steering Committee and Sub-Committees. Mayor John Higham responded. 5. A) MAYOR’S REPORT Mayor John Higham provided details of his Mayor’s Report which included several regional and national media requests on the current hospital concerns. Several meetings and gatherings were attending by the Mayor for the hospital and the Mayor provided an update on the steering committee and communications/research groups. Letters were sent from the Mayor to Premier Blaine Higgs on the threat to the local hospital. The Mayor attended a transportation corridor study meeting, age friendly committee meeting, as well as a Climate Roundtable meeting.

B) CAO’S REPORT

Mayor John Higham noted that the CAO Report could be found on page 17 of the Council Package and provided a summary noting that full details could be found in Department Reports. C) Finance & Administration

i) BILLS AND PAYROLL – FEBRUARY #20-048 MOVED BY MICHAEL TOWER AND SECONDED BY DEPUTY MAYOR RON AIKEN THAT COUNCIL ACCEPT THE BILLS AND PAYROLL FOR THE MONTH OF FEBRUARY 2020 AS FOLLOWS: GENERAL GOVERNMENT $367,315.56; GENERAL CAPITAL $76,760.80; UTILITY GOVERNMENT $43,968.29; UTILITY CAPITAL $0.00; AND SALARIES $197,857.87. Year to date there have been 8 permits issued at a construction value of $386,046. This time last year 12 permits had been issued at a construction value of $98,311. Staff have had a number of development inquires and discussions over the month. Southeast Planning Review and Adjustment Committee No requests for approval or recommendation for the Town of Sackville were received in the month of April. Due to Covid 19 restrictions on public gatherings, the Committee did hold their regular meeting in April as a virtual meeting. Other Projects

• Various consultations with Engineering and Town Staff on several property inquiries and development proposals.

• Planning and Development Offices Remain Open – We are restricting direct contact between public and staff. Staff are also doing office rotations to limit contact with each other, working from home when not in the office. All permits, development requests and applications are still being processed. Staff are working with clients to process as much as possible through electronic means, but each office remains accessible for drop-off of materials.

• Significant work has occurred over the last few weeks to organize and setup for holding our Committee meetings, which are public, in a virtual setting.

This has been an incredibly busy month for our organization with the developing COVID-19 pandemic. Staff have been adjusting and adapting to the State of Emergency, and essential services have continued throughout. Thankfully, our employees and community have been safe and following the advice of the Public Health Agency of Canada and the Office of the Chief Medical Officer of Health for New Brunswick. We continue to monitor the COVID-19 situation very closely as it evolves and are pleased to see the first phase of the Province’s recovery strategy getting underway. I want to thank Council, all staff, and the community for welcoming me as CAO. The transition period has been seamless with your help and cooperation. It is evident in the various Department Reports that it has not been business as usual for the Town. Despite the unprecedented times, we have continued to deliver much needed communications, critical infrastructure, and programs and services over the last several weeks to our residents and the entire Town. Since mid-March, Town facilities have been closed to the public and we continue to evaluate when we will be able to return to normal operations. I want to sincerely thank our entire workforce for their commitment and dedication to our community. There are several items that we have been working on over the last few weeks, including:

- Regular management meetings to discuss federal, provincial, and local updates on the evolving pandemic and adjusting business practices as a result. Several significant local cancellations have resulted, including our own Bordertown.

- The logistics for our first virtual Council meeting with MS TEAMS software. - Keeping on top of the financial implications of COVID-19 on our organizations. To date,

our financial perspective remains healthy. - A variety of public communications about the Town’s response to COVID-19. - Closely monitoring our parks to ensure users are respecting social distancing.

requirements and other changes, including the one-way Waterfowl Park boardwalks. - Collaboration with economic development organizations from across southeast New

Brunswick on an economic recovery plan. This initiative is being led by the Chamber of Commerce for Greater Moncton and 3+ Corporation.

- Ensuring that development activity continues, and present signs are positive as construction value remains strong at $386,046, up from $98,311 at this point last year.

- Work continues on a variety of projects despite the pandemic, including preparations on several 2020 capital projects, our Marketing Plan, tree planting for our CN Legacy Grant,

In addition to our daily operations, I would like to acknowledge several staff changes:

• I want to welcome Robert MacLean as our new Superintendent of Public Works. • I want to thank Barry Hicks for returning to the Town and serving as the interim

Superintendent while we competed the hiring process. • I want to acknowledge the retirement of Kathy Best from our Public Works Department

on March 27, 2020. We wish Kathy all the best in her retirement. Lastly, I want to congratulate and sincerely thank Phil Handrahan on his retirement as CAO, for his leadership and support, and his dedication to our community. On behalf of all staff, we wish him nothing but the best. With respect to regular Council business, there are also a number of operational motions anticipated for Council’s consideration and tenders, as well as;

• A proclamation on Lyme Disease Awareness Month • Utility initiatives to help citizens during these uncertain times due COVID-19 • Temporarily contracting By-law Enforcement services • Disposal of surplus emergency services equipment • Final reading of amendments to By-Law No. 262 – Regulating Street Traffic

- Financial Statements are included as of April 24, 2020. The cut-off date was early due to

the Council Meeting date and the remainder of April will be included in May’s report. The same holds true for the Accounts Payable for April which we had to cut off on the same date with the remainder being included in May’s numbers.

o At this point in time financials seem to be relatively on track but we are still reviewing what the overall picture will be as a result of Covic-19. More information will be forthcoming in future reports as we progress and find out the status of a few items within the 2020 Budget for example student hiring, fall fair and other festivals, rink operations, etc.

- Audit work had continued in March with it being delayed as a result of the pandemic.

The Auditors continue to work on the 2019 financial statements and would look to bring this forward in June pending their ability to complete the work given that they are not allowed to visit our site and are working remotely rather than their office. The due date for this with the Province has been extended until municipalities are back under normal operations.

- The debenture required for 2019 borrowing was submitted to the Municipal Finance Corporation prior to the pandemic and the debenture issue has now been closed. We now wait for the Corporation to issue the debenture in the amount of $340,000 which usually takes play in May or June.

- Water bills for the period of January to March 2020 have been delayed as a result of the pandemic. They are scheduled to go out the week of May 11th to 15th. To date we have undertaken several initiatives in order to help the citizens of Sackville which have all been provided to Council in email and tonight there is a motion being presented to acknowledge and support the past decisions and approve the future decisions. They are as follows:

o Pre-payment on services such as Water Turn On-Off, New Service Installation, Culverts are not required.

o No shut-off of Water/Sewer Accounts for failing to pay until at least June 30, 2020.

o Water/Sewer Interest will not be charged for the month of March 2020. o Meters for sales will not be read by staff but completed remotely and/or by the

resident.

- In addition to these items further recommendations are being made within the motion this evening for the following:

o Interest and Senior Discount due date will be 60 days from bill issue rather than 30 days.

o Interest will be waived on overdue accounts for the month of April and May 2020 in addition to March 2020.

o Sewer Treatment Charge will not be charged on the January to March 2020 bill, reducing the bill by $20 for each customer. This equated to a reduction of 18.5% for those who pay a minimum bill. Minimum bills will be $88.40 rather than $108.40 for the quarter January to March 2020. This will put approximately $40,000 back into customers pockets for this billing and will reduce the reserve fund transfer at year end.

- We are working on the final submission for Lorne Street Phase 2. This will go in during

the month of March and will be for all expenses up to the end of March 31, 2020. Once we submit this and close Phase 2 final numbers will be submitted in a future Council report.

- Finance continues to be operating during the Covid-19 pandemic and operations have been limited to ensuring bills are paid, payroll is completed, Account Receivable progresses and calls are answered. We have reallocated staffing resources to ensure the critical items remain operational during this time. Since Mid-March Town Hall has been closed to the public and continues to be evaluated as to when we will be able to resume normal operations.

- Issuance of dog tags for the year 2020 have been suspended until further notice. The due date was normally March 31st and where operations ceased mid-March, we have put this on hold. Once we can issue dog tags again a 30 to 60 days window will be allowed for people to register without any late fees.

- By-Law Enforcement Report and Animal Control reports are included for March 2020. April and May 2020 reports will be provided in June. During March when Covid-19 restrictions were put in place we moved these 2 items to critical services only which means that we will only respond to critical issues while maintaining social distancing until we are back to operations. We have also suspended by-law payment and will begin collection proceedings on outstanding tickets once we resume normal operations. By-Law has been monitoring our Trails to ensure users are following protocols and educating as need be. Animal Control has been responding to calls only on an as needed basis.

- Further to By-Law Corey Springer has taken paternity leave until mid-late July for the

birth of his new baby and we have contracted with Paul Embree to provide Trail monitoring and dealing with by-law complaints as need be. A motion will be presented this evening to appoint Paul to be able to enforce our By-Laws. We would like to congratulate Corey on the birth of his child.

Sackville Animal Control Report MARCH 2020

During the Month of MARCH patrols were made within the Town of Sackville 19 Calls were responded to:

-2 Calls on missing cats. -3 Calls on found cats -4 Calls on D.OA. Cats -2 Calls on loose dogs, owners were found -3 Calls on D.O.A Skunks -1 Call on a cat that someone found but was injured and was taken to the vets. -2 Calls on barking dogs -2 Calls on cats that needed to be live trapped There have been 26 patrols done in the month of MARCH Please remember to get your 2020 Dog Tags at the Town Hall. LIAISON COUNCIL REPORT

Background:

The Tourism and Business Development Liaison group did not meet in March or April. This report covers the period from the March Council meeting to the May Council meeting.

Highlights and Initiatives:

• The Department hosted a well-attended subsidized Food Safety Course on Tuesday March 10.

• Public consultation sessions on updating the Town’s tourism strategy which were to have been held on March 31 and April 2 had to be cancelled because of COVID-19. We will look at scheduling new meetings once it is possible. All other programs are on hold for now, and everything has been cancelled until at least the end of June. Unfortunately, this includes the Bordertown Festival.

• The opening date of the VIC, and bringing in students, is on hold for the time being until we have further direction from the province. The Craft Gallery have indicated they will not open any earlier than June 1.

• We have been pursuing a Trail Infrastructure grant application with the Province of NB since the fall and are in the final stages. It’s for putting a new trail in the Lund Extension in the Waterfowl Park.

• We are beginning to work again on sign capital upgrades which had been on hold as we had been focusing on essential services. We will be working with contractors and will require that any work undertaken is done with appropriate social distancing.

• Sackville Visitor guides (English and French) have been sent to the printer and we anticipate having hard copies in hand by May 14. The English version is now online. Unavoidably, there will be events in the guide that will be cancelled, but we have put a note on it for people to double check things. Because of all of the closures and cancelations of events like Saltscapes Expo, we have ordered half our usual number of guides for this year.

• We continue to gather information from local businesses about their hours, service and possible special programs (such as hours for seniors only, delivery services etc.). It is being updated regularly on our homepage - https://sackville.com/2020/03/updates-from-local-businesses/ We have put together a list of cancelled or postponed events and it will be updated on our homepage regularly - it is here: https://sackville.com/2020/04/update-on-events-cancelled-due-to-covid-19/ We have also put together a list of resources for

• We are working on an updated version of the Walking With Waterfowl guide for our Park, it will be printed sometime in the late spring or early summer.

• We are continuing to monitor and discuss traffic in the Waterfowl Park, overall it appears to be working well.

• The Manager will be joining the Tantramar COVID-19 Task Force group on Economic and Business Impact Action.

Engineering and Public Works

• The Public Works department dealt with winter control throughout the months of March and April, with several snow events to deal with, which included plowing, salting and sanding streets and sidewalks.

• The winter conditions have started to take its toll on the streets and roads around Town and we have experienced several potholes appearing throughout the Town. The public works department have been utilized cold patch to fill any major potholes over the last couple of months and will continue to address these potholes as resources permit.

• The transportation department continue to deal with essential services such as collection

of Garbage throughout the Town and maintenance and repairs to roads, streets, sidewalks, ditches, storm sewer system and deal with requests from residents on an as needed basis.

• Mechanics conducted ongoing maintenance on all equipment and repaired all

breakdowns to Public Works, Parks and Facilities and Fire and Rescue vehicles that required servicing and repairs throughout the months of March and April.

• Mechanics have started to remove winter control equipment from trucks and loader over

the last two months and will continue to prepare all equipment for summer operations in the weeks to come.

• The utility department continues to obtain weekly water samples and perform daily

chlorine residuals as part of our approval to operate our water distribution system. As well as, collect wastewater samples from our lagoons as part of our approval to operate our Wastewater sewer system. This work also included inspection of our lagoons and weekly inspection of our 14 sewer lift stations.

• The utility department completed some maintenance and repairs to the Crescent Street lift

station due to a pump malfunction during the Month of April.

• Custodial staff are continuing to perform daily cleaning of the Town Hall and Public Works Facilities where we are focusing on disinfection, cleaning of all areas of the two facilities to help prevent the spread of COVID-19 to our staff who continue to perform essential services for the Town.

• The engineering department had issued Tender # 2020-06 “Asphalt Resurfacing of Various Streets” during the month of March. The tender was closed on March 27th, 2020 with 4 tender bids being received. The lowest tender was from MacDonald Paving and Construction Ltd of Moncton NB. • The engineering department had issued Tender # 2020-04 “One New 20 Ton Tilt Tag-

Trailer with Air Ramps” during the month of March. The tender was closed on March 25th, 2020 with 2 tender bids being received. The lowest tender was from Valley Equipment Ltd, Salisbury, NB. A motion will be coming forward during this regular council meeting.

• The Engineering department continues to work on several other capital budget projects that were approved for 2020. We will continue to work on the tender packages for these projects and equipment and will be issuing the tenders upon their completion. All tenders will be brought to a future council meeting for councils review and consideration.

• The Engineering and public works department would like to acknowledge the retirement of our administrative assistant Kathy Best on March 27th, 2020. Kathy has 40 years of service with the Town of Sackville in different capacities throughout our organization and we would like to thank her for her many years of service with the Town and wish her all the best in your retirement and any future endeavors.

Tantramar Veterans Memorial Civic Center

• The Civic Center was closed to the Public and the ice removed due to Covid 19 in early March, ending all rentals for the season without groups finishing their schedules. A small amount of private rental was issued refunds for their cancelled ice times and room bookings, most groups have accounts, so they were only billed for rental that were used.

• Staff disinfected the entire Civic Center once the building was closed to the Public, the building continues to be sanitized were staff are using the building.

• Staff have finished preparing the Mezzanine for the new and improved sports wall of fame, as well as, some minor necessary maintenance in the building.

Municipal Parks

• The Parks are being monitored daily, seven days a week in accordance with requirement put in place by the Province of New Brunswick due to Covid 19. This is being done so the trails in our parks can remain open for citizens to use.

• Staff have closed all public washrooms to ensure public safety due to Covid 19.

• Staff have made walking trails one way on most trails in the Waterfowl park and two-way traffic were the trails are wide enough to comply with physical distancing. The plan for the park continues to evolve and staff continue to make changes to routes and signage, as well as, changes to some rules such as no running or stopping on the boardwalks to keep the flow moving.

• The outhouses in the Waterfowl Park will remain closed for now.

• Beech Hill Park is being used and physical distancing is being adhered too, the water and outhouses will continue to remain closed until further notice.

• Staff are doing repairs in the parks with the priority being public safety.

• Staff have been working on Tenders for Capital project for the 2020 and will be looking to put them out to tender in the months to come.

• The CN tree planting program will continue over the next several months, the contractor will be following all physical distancing requirements.

• Staff are working with Woodpecker Tree Care to inoculate some of Sackville’s large Elms for Dutch Elm Disease.

• Sackville Make Some Noise is a weekly initiative to thank our front-line workers for the amazing job they have all done to keep our town and province moving forward during the pandemic. At 7:00pm every Wednesday night we encourage residents to head outside

• Staff are currently discussing different options to celebrate Canada Day given the new directive from the province prohibiting large gatherings.

• There are still some questions surrounding whether the Sackville Street Chalk Festival and the Sackville Fall Fair will be able to take place. We are awaiting clarification from the province.

• The department has been assisting the Tantramar COVID-19 Task Force and will be joining their Mental Health action group.

Library Report

• The Library continues to be closed to the public; however, the online loaning program has been enhanced.

Fire /EMO Services: Sackville Fire & Rescue responded to 7 calls for service in the month of April. They included: 1-commercial fire alarm, 1-garage fire, 1-grass/garage fire, 1-smoke in a residence, 1-utility pole fire, 1-rubbish fire and 1-electrical fire. The calls for service in April 2020 were down by 4 calls compared to the same timeframe in 2019. As it relates to the COVID-19 pandemic, enhanced internal measures have been put in place to ensure our members stay safe and well during these unprecedented times. For example, additional personal protective equipment has been provided for certain emergency responses and a screening process has been implemented to mitigate the risk of the virus spreading to our firefighters and their families.

Our Emergency Management team has been actively monitoring the COVID-19 pandemic very closely and are following the instructions given by the Public Health Agency of Canada and the Office of the Chief Medical Officer of Health for New Brunswick. This said, we are also working closely with our Regional Coordinator from NB EMO and are following all directives given.

This Pandemic is not to be taken lightly and all citizens have a responsibility in mitigating the impact of COVID-19. Preventative measures include self-isolating, social distancing and frequent hand washing and sanitation, which have been noted in our Public Service Advisories based on the recommendations from the Department of Health.

There will be a motion coming forward this evening for consideration to dispose of eight (8) 2216 PSI carbon fibre cylinders and four (4) Scott 2216 PSI breathing apparatus which has been taken out of service as these units are no longer required with in our operation. Just a reminder, under the Fire Prevention By-Law #247, Section 3, rubbish fires are strictly prohibited within town limits. I would like to remind all the citizens of Sackville, that when having outside fires, they must use an outdoor wood burning appliance, which is a manufactured non-combustible enclosed container, designed to hold a small fire, for decorative purposes only. The size of this wood burning appliance should not be larger than 1 meter in any direction and may include a chimney.

As always, I would like to remind all residents of Sackville to make sure that they have a basic emergency kit prepared to last 72 hours, in the event of an emergency. Things that should be in this kit are: two liters of water per person/day, food that won’t spoil, such as canned food, energy bars and dried foods (remember to replace the food and water once a year). Other items that should be included are a manual can opener, flashlight and batteries and a first aid kit.

Police Services: Operations: The last couple of months have seen some increases in calls compared to prior months. However, there have been changes to how we generate files in our records management system. So, the increase is in large part due to these changes. Due to the Covid-19 pandemic and Emergency Measures Act (EMA) Provincial response, the number of property crimes, i.e. thefts, break-ins, were very low. However, fraud complaints were higher than normal. Some were related to online purchases. Because of the EMA measures, we investigated several complaints and charges were laid under the provisions of the EMA. Part of our EMA strategy was to increase visibility, so pro-active efforts to increase patrols in the Town. This had the added result of increased Motor Vehicle Act stops. In both March and April, we recorded a higher number of traffic charges and warnings. Many charges were for speeding. There were also a few suspended drivers stopped and charged. There were quite a few collisions in the first two weeks of March, but only one collision since then. These were all property damage and no injuries were recorded. Related to Mental Health Act calls for service, the last two months saw an increase in our attendance, most of which were strictly medical scenarios. Administration: In the last months, we’ve had members get transferred to other units, but promptly replaced. Training has been put on hold for the time being. The CPO hiring process is ongoing. The Personnel Liaison Group met by teleconference on April 15, 2020.

The following is an overview of recent activities during the past month:

A Council Liaison meeting was held on April 15, 2020.

During the pay periods of April, there were 37 permanent employees, and one temporary employee.

Several staff changes have taken place:

• The Town welcomed Robert McLean as our Public Works Manager /Superintendent. Rob started with the Town on March 30 and will take over fromBarry Hicks who returned on an interim basis during the hiring process and transitionperiod.

• Kathy Best retired on March 27. We wish her all the best in her retirement.• Council concluded the Chief Administrative Officer recruitment process with KBRS

effective April 7, 2020.• May 1, 2020 marked the official retirement date of Phil Handrahan as the Town’s

CAO. We want to thank Phil for his many contributions during his 7 years with theTown.

Hiring for the Civic Centre attendant, Public Works secretary position, and summer students are currently on hold until normal operations can resume.

Town Hall continues to be closed to the Public until further notice. Our unionized employees are working two split shifts of one week on and one week off, and the organization is focusing on essential services only. In addition, Managers are alternating working remotely.

The recruitment process for the CPO vacancy is currently on-going.

The grievance on statutory pay has been assigned a 2021 date for arbitration.

Background: The Corporate Affairs and Strategic Development Liaison Group did not meet in March, but an update was provided via e-mail on April 16, 2020. Highlights and Initiatives: The month of April and end of March have been dominated by the COVID-19 pandemic. The following initiatives have been priorities since the circumstances evolved:

• Communications have been a significant responsibility since the COVID-19 situation set-in. To date, seven public service announcements (PSAs) have been released, along with various other communications pertaining to the Waterfowl Park Trails, disinfectant wipes, our heavy garbage collection, social distancing tips, and several others. We have also been posting the PSAs in our downtown kiosks. Internal communications have been circulated to our employees as our workplace has also had to adapt to new procedures and operations. We have assisted the Mayor with several video messages, which have all been well received. Given the amount of information that is being distributed from the Federal and Provincial Governments on COVID-19, we have limited our own corporate material so that we do not overwhelm people but have been doing so as needed. We have also made a point to make sure our own procedures, cancelations, etc. are easy to find including information for the local business community on financial assistance provided by the Federal and Provincial Governments, information from local businesses on adapted business practices and hours of operation, and information for residents on cancellations, bill payments, etc. All of this information is found on the Town’s homepage of the website.

• Managers have been meeting regularly where we receive a federal, provincial, and local updates on the evolving pandemic, review our own monitoring for compliance/adherence to the State of Emergency as it pertains to social distancing in/on our parks and trails, staff scheduling, operational issues/changes, communication needs, etc.

• Staff have also been attending the weekly EMO teleconference updates with the Fire Chief, along with any other EMO calls.

• Economic development organizations from across southeast New Brunswick are working

together on an economic recovery plan as the region prepares to emerge from the COVID-19 pandemic. The Chamber of Commerce for Greater Moncton and 3+ Corporation are leading a group of stakeholders that include the City of Moncton, Ville de Dieppe, Town of Riverview, Town of Sackville, Atlantic Canada Opportunities Agency, Working NB, and Opportunities New Brunswick on the plan. The new Southeast Economic Recovery Task Force has been meeting virtually, and to prepare for a gradual resumption of the economy, the group has now turned its attention to the recovery phase.

While COVID-19 measures have been the priority since the pandemic began, several other projects are also under development:

• Work continues on our Marketing Plan with Portfolio. We had a virtual meeting with the

consultants on April 7 and we should have a first draft to review in the coming weeks. They still want to present the final document to Council once operations are back to normal.

• Our annual residents’ survey closed with 259 responses, up from 159 last year. The results have been analyzed and an infographic will be released when normal operations resume.

• The Mayor’s Roundtable on Climate Change was scheduled to present an update on their

success at the April Special Council meeting, which was cancelled due to the onset of COVID-19. The group decided that the two sub-groups, one regarding the long-term structure of the Roundtable and the other on the recommendations stemming from the Forum, would continue as best they can, and the group would look to reconvene once the immediate COVID-19 situation is behind us. Given that the municipal elections were postponed, the group now has some additional time to present to the current Council.

• We have two capital projects under development: Dog Park and Public Art.

• The Town’s CN Legacy Tree Planting project will be proceeding this spring. In late 2019, CN gifted 100 trees to the Town last fall as part of their 150-year celebrations. The contractor can continue working with social distancing practices and will be taking care of all utility locates after staff identify planting areas.

• The public meetings that have been cancelled on account of COVID-19, including the municipal open house and the future of the Mount Allison Library, along with the door-to-door visits by the Chamber of Commerce for Greater Moncton, will be picked-up after things return to normal.
