WHILE the lower end of the Perthproperty market starts to gain momentum,there seems to be reasonably static activityat the higher end.

After months of uncertainty, the sluggishWA property market is bouncing back,with agents reporting a rapid increase inactivity, particularly among first buyers andinvestors.

According to property expert RP Data,the number of auctions being held is alsoramping up and the amount of propertiesadvertised for sale are returning to theirpre-Christmas period levels.

Earlier this month, interest rates wereslashed to their lowest level since 1964,bringing the average standard variable rateto about 5.85 per cent.

A growing number of first-home buyersare taking advantage of the low rates andare realising the market conditions arenow stacked in their favour.

Core Real Estate sales consultant ScottBanister-Jones said he had noticed anincrease in people looking to purchase a

property. “First-home buyers are leadingthe charge in the recovery,’’ he said.

“I have personally had numerous callsfrom first-home buyers looking to securetheir first home. The combining factors ofreduced interests rates, rising rents andgenerous government grants means thatnow first-home buyers can work towardspaying off a mortgage rather than payingsomeone else to live in their property.’’

OrangeTee West Coastal Realty seniorsales consultant Brian Borshoff said officephones had been running hot and he hashad to put a plan in place to accommodatethe extra level of enquiries.

“After an extendedperiod of fence-sitting bymost buyers in themarketplace, theChristmas and New Yearperiod seemed to markthe gas being turned upand the heat really begin togenerate,” he said.

Mr Borshoff said the number of potentialbuyers attending homeopens was also up in thepast two weeks.

“The first-home buyer and investormarkets are moving again and it is only amatter of time before that translates tomovement at the higher end,” he said.

REIWA president Rob Druitt said first-home buyer activity accounted for about

32 per cent of all buyers – up from a usual20 per cent.

He said investors were also slowlycoming back to the market.

“The investor market dried up in 2008,with many deciding to bypass the Perthmarket and look elsewhere,’’ he said.

“However, now that house prices havecome down along with interest rates, it’smuch more attractive to be a propertyinvestor once more.

“For many investors, bricks and mortarcan be a better option than money in thebank or the risky and volatile share

market.’’Mr Druitt said despite

strong activity in the first-home buyer and investmentsectors, the upgrade andpremium property marketwas still relatively slow.“This section of the marketis not concerned by interestrates, what it needs isconfidence,’’ he said.

“Buyers want to becertain that prices havestopped sliding before theybuy, so many would-be

buyers are sitting on their hands.’’Still, Mr Druitt said home buyers were

now in a far better position than last year,with median prices having dipped about$40,000, a decline in interest rates andmore rate cuts to come. ■

Small and pricey lots passed over assavvy buyers go for older but bigger

LATEST figures by the WAPlanning Commission show theaverage size of new building lots inPerth has fallen below 500sqm.

Brendan Leahy Real Estateprincipal Brendan Leahy said thatduring the September 2008 quarter,the median size of a building lot inPerth was just 474sqm.

“Over the past five years, themedian size of a building lot in Perthhas fallen from around 591sqm to474sqm,’’ he said.

“The declining size of averageblock sizes during the September2008 quarter is a key reason whymany first-home buyers still preferto purchase established homes asopposed to building a new home.

“With the average price of a newblock of land in Perth during theSeptember 2008 quarter at$240,000, many first-home buyersview older homes on larger blocks

as offering better value for money,especially in the more affordableareas of Perth.”

Mr Leahy said in Kelmscott,which had a high level of socialinfrastructure, including a railwaystation, one could still buy an olderhome on a block size of more than 700sqm for less than $270,000.

“Astute home buyers in theseareas of Perth are virtually buyingthe house for ‘free’, as the propertyis being sold at near land value,’’ hesaid.

For this reason, Mr Leahy said hewas finding that 70 per cent of allinquiries from first-homebuyerswere related to purchasing anestablished home as opposed tofinding a block of land to build a newhome.

He said younger families, inparticular, favoured older-stylehomes because the block sizes were

much bigger and offered more playspace for their children, as well asgreater privacy.

“During the past two decadesthere has been a dramatic fall in thesize of building lots in Perth, with lotsizes of more than 700sqm verycommon until the 1990s,’’ he said.

“Lot sizes have fallen over thelast decade, in particular, asdevelopers have tried to recoup thehigher costs associated with newland subdivisions by increasing thenumber of lots for sale throughreducing the size of each lot.

“Anyone considering buying anew lot should look carefully at thesize of their lot, as they are actuallypaying for each square metre of landthey are purchasing.

“They should also ensure thatthey select a building design fortheir new home that maximises theavailable space.” ■
