How long the Duration of Certificates ?

a) An aircraft maintenance trainingorganization certificate shall remain inforce as determined by the DirectorGeneral forthwith.

b) The holder of a certificate that issurrendered, suspended, or revoked, shallreturn it to the Director General.

How the Application and Issue for certificate must be complied ?

a) An application for a certificate and rating, or for anadditional rating, is made on a form and in a mannerprescribed by the Director General.

b) An applicant who meets the requirements of thispart is entitled to an aircraft maintenance trainingorganization certificate and associated ratingsprescribing operating specifications and limitations.

How the Requirements for establishing an AMTO

Part 21’s Subpart B : APPROVAL REQUIREMENTS – GENERAL

For establishing AMTO, the institution needs this approval that consist at least :

• Training Procedures Manual

• Facilities -- General

• Instructor requirements

• Quality control system requirements

• Reference Material

• Class Size

• Serviceability of aircraft

How much the amount of student meets the AMTO Requirement?

When carrying out practical tasks in the work area aratio of not less than one instructor or qualifiedsupervisor for each six students shall be utilized.

How to get the Experience credit

An experience credit of one month for each 100 hours of trainingtime will be credited towards the total experience requirement for theissue of an Aircraft Maintenance Engineer license for graduates of thebasic aircraft maintenance and the basic avionics maintenanceprograms.

When – the attendance for students to get the AMTO approval

a) Except as provided in (b), the training schedule shall ensure that students do not exceed eight hours of training, or combined duty / training in any one day, or more than six days or forty hours of duty / training time in any seven day period.

b) An exception to (a) may be made where the unavailability of equipment such as asimulator or aircraft would otherwise cause a student to miss a portion of thecurriculum.

c) The training organization shall accurately document the student’s attendance, ensuring that each student’s presence is recorded and controlled for each class, shop or laboratory.

d) Students who miss more than 5% of the course curriculum through absence shall not qualify for any experience credit.

e) Students who graduate from a basic training course but who have missed more than 5 % of the course curriculum through absence can still qualify as meeting the requirement for an acceptable course, but without experience credit.

The minimum basic trainingrequirement is 3000 hours forthe basic aircraft maintenanceand 3000 hours for the basicavionics maintenance programs.

Where – the facilities of AMTO location Change

• The holder of an aircraft maintenance trainingorganization certificate may not make any change inthe location of the facility unless the change isapproved in advance by the Director General.

• Notification of change of location shall be made tothe Director General, in writing, at least 30 daysbefore the planned relocation date.

• Unapproved relocation will result in suspension ofthe certificate.

Who is required for Maintenance Instructor ?• Each approved aircraft maintenance training

organization shall, following initial approval orapproval of an addition of a rating, continue toprovide the number of instructors holdingappropriate Aircraft Maintenance Engineerlicenses and ratings that the Director Generaldetermines necessary to provide adequateinstruction to the students.

• The organization may continue to provide specialist instructors who are not licensed Aircraft Maintenance Engineers to teach mathematics, physics, drafting, basic electricity, basic hydraulics, and similar subjects.

Where to Display The AMTO Certificate.

Each holder of an aircraft maintenance training organizationcertificate and ratings shall display the certificate and ratingsat a place that is normally accessible to the public and is notobscured. The certificate must be available for inspection bythe Director General.

An approved aircraft maintenancetraining organization shall not makeany statement relating to theorganization that is false or isdesigned to mislead any personconsidering enrollment therein.

Whenever an aircraft maintenancetraining organization indicates inadvertising that it is approved by theDirector General, it shall clearlydistinguish between its approvedcourses and those that are notapproved.
