Aims of Eco Action Program (EAP)

To introduce Eco Action Program based on Eco Action 21 into your country.

To inform how to build environmental structure and awareness in organizations which cause to reduce environmental burden and create financial value.

To build a collaboration with public sector and private sector in order to promote an environmental initiatives.

(In the future) To establish the beneficial schemes for SMEs which try to do Eco Action Program.

※This project is funded by Ministry of the Environment Japan in order to enhance a sustainable development in South East Asia.

EMS promotion for SMEs (Eco Action 21)

The MOE (Japan) has formulated Environmental Management Systems (EMS) guidelines for medium and small-sized Entities(SMEs).

To implement Eco Action 21, the MOE formulates guidelines explaining requirements and a checklist .

In addition to controlling and reducing use of greenhouse gases (GHG), waste and water use, and control of chemical substances, green purchasing and reduction in environmental load released from products are promoted. EA21 also allows companies to publicly report environmental results.

The common concept of Eco Action Program(EAP)

EMS is an systematic way for an organization to achieve environmental benefits as well as financial benefits. The common feature of many types of EMS is ‘PDCA cycle’, which enables the organization to achieve continual improvements in the course of their actions.The concept of ‘PDCA cycle’ is the basis of EAP, as well as ISO 14001 and EA 21.

The benefits of EMS

An environmental management system (EMS), as a basis for an organization’s environmental activities, is beneficial for both the environment and organization’s financial performance in direct and indirect manner.Eco Action Program (EAP), as one type of environmental management systems, is designed to bring to small and medium‐sized organizations those benefits, with focus being on cost savings.

EcoAction 21 (EA 21) Eco Action Program (EAP)

Compared to the ‘full’ requirements of EA 21, that of EAP are even less in scope. For example;Some of the requirements of EA 21, such as compliance with environmental laws, preparation for environmental emergencies, are not required in EAP.

In terms of environmental aspects, only GHGs/energy, waste and water (with the emphasis on GHGs/energy) are to be covered, i.e.,  activities regarding other aspects such as chemicals are out of scope in EAP.

There is no certification and registration scheme in EAP, though the performance and outcome are to be checked by local experts and EA21 auditor.

Guidance for EAP implementationData entry is necessary for ‘Environmental Burden Checklist’ since the output data from it will be the basis  of EAP processes.‘Environmental Initiatives Checklist’ can be mainly used as source of reference regarding possible environmental activities (environmental action plans) that can be undertaken to achieve environmental targets.Please refer to these checklists for detailed instructions.

Guidance for EAP implementationParticipants needs to set ‘environmental targets’ based on the result of evaluation of environmental burden and current environmental activities (i.e., the outcomes from the requirement 3). Together with these targets, participants should formulate ‘environmental action plans’ which specifies a set of steps (schedules) toward achievement of targets including ‘who’, ‘when’,  and ‘how’.
