Rule 10 TSS: Traffic Separation Schemes

    Kevin Vallance

The definitive guide to navigating and collision avoidance when sailing through a TSS, this book is a must for all deck officers when learning the application of Rule 10 of the Colregs.

Kevin Vallance began his seagoing career at the age of 16 years with Shaw Savill and Albion Company Limited. After completion of his deck officer cadetship at Warsash School of Navigation he was employed as second mate with South Coast Shipping Company, working on marine aggregate suction dredgers in the limited European trading area.

In 1986 aged 28 years after obtaining a Limited European Trade command endorsement he was promoted to Master with that company, a role which he held for 19 years. At the age of 45 Kevin returned to South Tyneside College to complete his Masters foreign going unlimited certificate of competency. It was during the periods of shore study that he started to be concerned about standards of sea going watch keeping, in particular COLREGs understanding and application.

In 2006 he became a Trinity House Licensed deep sea pilot, working with George Hammond Shipping. As a deep sea pilot Kevin has worked onboard a variety of vessel types including ultra-large container vessels, tankers, bulk carriers, cruise ships, car carriers and visiting war ships. His specialised local knowledge has also been utilised to assist with VTS services for cable and pipe laying operations and salvage works. This varied work has been with many different and often multi-national crews.

With a passion for safety at sea and in particular with navigation safety, Kevin is currently vice-chairman of the United Kingdom Maritime Pilots Association Technical and Training Committee, which he regularly represents at the United Kingdom Safety of Navigation committee meetings which are held by the Maritime and Coastguard Agency.

It was after attending an Anglo-French navigation meeting to discuss the possibility of introduction of a speed limit for all vessels in the Dover Strait in 2010 that the idea of this book was first discussed with other concerned people. Initial work with Witherby revolved around revision of the English Channel Passage Planning Guide, to which this book should be considered complementary.

The Guide is aimed at providing advice for Masters, Marine Superintendents and others, such as STS service providers and transfer organisers, who may be involved in the planning and execution of STS operations. Particular attention is given to the effective planning of operations and aspects that include risk assessment, ship compatibility and the management of workloads to minimise fatigue.

The Guide contains recommendations on safety, minimum equipment levels and good operating practices, but it is recognised that if more stringent international, national or local regulations apply, they must take precedence.

This Guide is a required publication on the SIRE Vessel Inspection Questionnaires for Oil Tankers, Combination Carriers, Shuttle Tankers, Chemical Tankers and Gas Tankers.

The purpose of the guide is:

Cargoes at risk of liquefaction continue to be shipped.

Liquefaction casualties cost the marine insurance industry over USD 100 million between 2010 and 2013.

The IMSBC (International Maritime Solid Bulk Cargoes) Code started out as the BC Code, first issued in 1965 and became mandatory under SOLASin January 2011.

At the time of writing, the current version is the 2012 Edition of the IMSBC Code.

The purpose of the IMSBC Code is to provide guidance on the procedures to be adopted when solid bulk cargoes are to be shipped. The Code applies to all ships greater than 500 gross tonnes when carrying bulk cargoes, regardless ofwhether or not they are called a bulk carrier. The Code applies to all solid bulk cargoes, except grain. Compliance with the Code is mandatory.

Within areas such as the English Channel and Dover Straits an atmosphere of trepidation, based on an anticipation of perceived problems such as traffic, weather and navigational hazards, still exists. This 268pp book displays and details each leg of the passage with all the information required by the navigator.

The aim of this Passage Planning Guide is to provide a simple to understand tool to assist the bridge team in making a safe and controlled transit of the English Channel, Dover Strait and Southern North Sea.

The importance of the emergency response and rescue vessel (ERRV) within the marine industry is often overlooked. This may be due to the fact that the role of the ERRV can appear to be limited to standby duties and emergency situations. However, the ERRV is a vessel that is actually utilised for many and varied tasks associated both with work onboard the installation to which it is assigned and within the general offshore environment. An ERRV may be required to perform routine standby duties during over side work from the installation or during helicopter landing and take-off operations, to perform in-field transfers or be assigned collision avoidance duties. All of these tasks require specific skills, training and levels of competence unique to the vessel type. Training, drills and exercises are, therefore, a major part of life onboard an ERRV, and the roles onboard demand a level of competence that is routinely and continually tested and assessed.

Every day, on every ship at sea, millions of marine organisms are transported having been taken onboard when ballast water is loaded. The World Wildlife Fund has estimated that, every hour, about 7.5 M litres of ballast water is released into US waters alone, and 10 Bn litres of ballast water a year is transferred round the world.

In February 2004, the International Convention for the Control and Management of Ships Ballast Water and Sediments was adopted. This 4th Edition of the WPG Guide to Ballast Water Management provides an up to date guide to the treatment options available and details all systems with either Basic or Final approval from IMO or with Type Approval from a certifying body.

This third edition of the Passage Planning Guide, Malacca and Singapore Straits has been extensively revised, attractively

redesigned and fully updated to incorporate new guidance and practical advice for ships transiting the area. Based on

the experience of shipmasters transiting the Straits, navigators will benefit from the clear and logical advice and intuitive

format which complements traditional passage planning techniques and modern electronic chart navigation.

The basic principle of the guide is to assist in the safe conning of ships through the Straits, eastbound and westbound. It does

so by giving salient information for each leg of the voyage including regulatory and reporting information, traffic movement,

anchorages, pilotage, tidal and practical positioning advice. The guide is published using large, graphically enhanced chart area

representations that assist navigation at each stage of the passage plan, from appraisal through to monitoring.

This book covering the marine bulk cargo measurement (MBCM) survey (also known as a draught survey) is for both marine surveyors and ships officers. It is also a source of theory into practice applications for naval architects.

The basics of naval architecture are outlined so that you can follow and understand the steps taken during a marine bulk cargo measurement (MBCM) survey. This might also be known as a draught survey. MBCM surveys are usually carried out on bulk carriers, a type of ship that has undergone substantial changes and improvements since the 1990s. However, while the size of the ships has steadily increased and their designs have changed, the original principles and concepts of naval architecture remain unchanged.
