Virtual offerings are engaging fanciers andwelcoming people new to AKC, we areresearching ways for expansion in this area.
Registration continues to increase amidst thetemporary spike in demand for puppies.Multiple departments are collaborating onleveraging this interest with offers tailored tonew registrants.
At the same time, we are experiencingincreases in social media and a strong e-com-merce uptick for products in our online shopand of our brand’s legacy offerings specificallyfor core constituents.

September Delegate Meeting – Balloting SystemDemonstration:Tim Pursell, Director, IT Operation, partici-pated in this portion of the meeting. Mr.
Pursell provided an overview on the softwaresolutions that will be utilized during theSeptember Delegate Zoom meeting in orderto implement the Delegate Committee elec-tions and the votes on proposed rule changes.
Legal Update:The Board reviewed a legal update as of July2020.
EXECUTIVE SESSIONThere was an EXECUTIVE SESSION to dis-cuss sensitive business matters. Nothing wasreported out of this session.
FINANCETed Phillips, Chief Financial Officer, provideda financial update for the six months endedJune 30, 2020:We continue to provide a positive picture ofAKC’s operations in a most challenging time. YTD Net Operating Income is $5,492 millionwhich is $3,064 million higher than the sameperiod in 2019. This is primarily due toincreased revenues from litter and dog regis-trations, merchandise sales, and admissions toAKC Meet the Breeds® held in January 2020. Expenses are a significant driver toward NetOperating Income as a result of containmentmeasures that reduced overall costs to a levelslightly lower than the same period in 2019.YTD Revenue increases were offset by lowerrevenue from Recording & Service Fees whichincludes Event Services.

Total Revenues were lower than the 2020budget by $(902k) or (2.2%). Total Expenseswere lower than the 2020 budget by $(6,046)million or (15%). One item of note which projects positive direc-tion toward future events, fulfillment activitiesreported an increase in expenses in June vs.May due to requests for Event Kits, as well asCGC and Puppyfolders.

Proposed Amendment to Article VIII, Section 7 ofthe AKC BylawsThe Board reviewed a proposed amendmentto Article VIII, Section 7 of the Bylaws of theAmerican Kennel Club, Inc. which was submit-ted by the Beaumont Kennel Club in accor-dance with Article XX, Sections 1 and 3 of theBylaws. Article VIII of AKC Bylaws addresses theNominating Committee and Elections.Currently Section 7 of Article VIII reads: SEC-TION 7. All elections shall be by ballot. The wording of the current Bylaw, strictlyinterpreted, requires AKC to hold an election
for Board members even if there are no candi-dates running in opposition to theNominating Committee’s Slate. TheBeaumont Kennel Club is proposing anamendment that will add wording into theBylaws so that if no valid additional nomina-tions are received by the Executive Secretary;no balloting will be required, and theNominating Committee's slate shall bedeclared elected.Following a motion by Mr. Tatro, seconded byDr. Battaglia, the Board VOTED (unani-mously) to approve the proposed amendmentsubmitted by the Beaumont Kennel Club. Theproposed amendment will be read at theSeptember Delegate meeting for a VOTE atthe December Delegate meeting.Proposed Amendment to Article VIII, Section7: SECTION 7. Proposed Amendment to Article IV, Section 1 ofthe AKC BylawsThe Board reviewed a proposed amendmentto Article IV, Section 1 of the Bylaws of theAmerican Kennel Club, Inc. which was submit-ted by the Delegate Parent Club Committee inaccordance with Article XX, Sections 1 and 3of the Bylaws. The proposed Amendment if approved willprohibit local breed specialty clubs frombecoming member clubs of the AKC.

Small Munsterlander – Advance to MiscellaneousThe Board reviewed a request from the SmallMunsterlander Club of America (SMCA). TheSMCA, seeks approval to move the SmallMunsterlander breed into the MiscellaneousClass.
Following a motion by Mr. Sweetwood, sec-onded by Ms. McAteer, the Board VOTED(unanimously) to consider the matter at thismeeting, waiving the normal notice proce-dures.
Following a motion by Dr. Battaglia, secondedby Mr. Powers, the Board VOTED (unani-mously) to approve the breed for eligibility inthe Miscellaneous Class as of January 1, 2021.
New Breed for Foundation Stock Service ® –Japanese AkitainuThe Board was advised that the FoundationStock Service (FSS) Committee recently

approved a petition for the Japanese Akitainuto be accepted into the FSS program. TheJapanese Akitainu Club of America requestedthe Japanese Akitainu be approved for record-ing into the FSS program with a Non-SportingGroup designation.
AKC Communications Q2 ReportThe Board reviewed a report on the AKCCommunications department’s media cover-age totals and activity highlights for the sec-ond quarter of 2020.
TOTALS: Clips Evaluated in Q2: 4,329 Q2 Audience Reached: 5,211,042,070 Publicity Value for Q2: $11,510,343.29 *Numbers and values provided by the third-party media monitoring platform Cision.
Highlights include announcing the most pop-ular dog breeds in an exclusive online piecewith the Associated Press. More than 1,300clips resulted, including CBS News, MarthaStewart Living, CNN, TODAY and broadcastaffiliates across the country, among others.
AKC Education Q2 ReportThe Board reviewed a memo that provided anupdate of Education department’s activitiesand accomplishments for the second quarterof 2020 as well as a status update of currentprojects and initiatives.
Canine College - Breed Courses and Exams The Pekingese, Bernese Mountain Dog andCaviler King Charles Spaniel courses launchedin quarter 2, with 100% of learners reportingthat they would recommend the course to oth-ers. The Portuguese Podengo Pequeno andAustralian Shepherd courses were updated inQuarter 2 and the Whippet and Silky Terriercourses are currently under development.
Breeder Education The “Selection of Breeding Stock”, “KennelBlindness”, and “Genetic Health” courses werecompletely redesigned and relaunched inquarter 2, featuring the most up to date infor-mation, as well as state of the art interactivities.The breeder exams for “Pedigree”, “Selectionof Breeding Stock”, “Kennel Blindness”, and“Genetic Health” were updated in Quarter 2.
Special Projects The Safe Handling course was launched inQuarter 2 and the AKC FIT Dog Level 1course was developed and launched inQuarter 2.
Public Education The AKC PupPals Program has had tremen-dous success since its launch in August 2019.The COVID-19 pandemic left many feelingisolated, so Public Education worked collabo-ratively with Marketing and Communicationsto expand the AKC PupPals Program to reachboth children and adults with video PupPal

messages. The Education Departmentreceived over 320 dog video submissions andmore than 600 requests for PupPal videos.Nominees included healthcare workers, indi-viduals in the hospital, and those in quaran-tine seeking a positive message.
To assist parents and teachers during this diffi-cult time, Public Education created onlineactivities for children to do at home with theirdogs. These activities include, “do it yourselfagility,” creating art with your dog, and mak-ing your own dog treats.
Building on the success of the AKC PatchProgram, Public Education created the AKCVirtual Patch Program so that this importantprogram could carry on during a time inwhich dog shows were not readily available.Children participated in a virtual scavengerhunt by viewing resources and videos to learnabout purebred dogs and AKC sports, beforereceiving a virtual patch.
In Quarter 2, Public Education hosted theAKC “At Home with My Dog” Art Contest.This contest encouraged participants to showus what “at home with my dog” looked likeduring this time. It allowed the public tochoose the winner for each category: grades K-5, grades 6-8, grades 9-12, and adults. 1,500votes were cast over the course of a week.
A new program, AKC Breed of the Week for
Kids, launched in quarter 2. This programprovides participants with a new breed eachweek about which they can learn. Childrennavigate through a variety of fun activities andview interactive videos about the breed, beforefinally earning a sticker of the breed that theycan add to their AKC Breed of the Weeksticker chart. These courses are on AKCCanine College and are free.
As Public Education continues to worktowards growing our resources for diverseaudiences, several resources were created inQuarter 2 that are geared towards exceptionallearners. Exceptional learners are those thatrequire academic modification in order to besuccessful in the classroom and include chil-dren with intellectual disabilities, hearing orvisual impairments, those on the AutismSpectrum, etc. Public Education now offerslessons and activities geared towards theselearners, as well as modified versions of ourmost popular offerings that suit their specificneeds. We were honored when our resourcesfor exceptional learners were featured on thecover of the June 2020 issue of ExceptionalParents Magazine, reaching a worldwide read-ership of over 100,000.
AKC Government Relations Q2 Report The Board reviewed a memo which providedupdates on the activities of the GovernmentRelations Department (GR).

AKC Government Relations continues to mon-itor more than 2,300 bills at the federal, state,and local levels that could impact responsibledog ownership, the health and wellbeing ofdogs, the rights of dog owners, and/or theinterests of the American Kennel Club.
In the first two quarters of 2020, AKC GR pub-lished 156 legislative alerts online and via geo-targeted emails to impacted constituents, par-ent clubs and social media. This numberrepresents significant increase over the sameperiod in 2019. In the second quarter, GRpublished 46 alerts, not including dailyupdates and reports related to COVID-19 mat-ters. This also represents significantly higheractivity in tracking, analysis and reporting thanover the same period in 2019. A good portionof the increase in activity is due to increasedlegislative activity caused by the pandemic aswell as the front-loading of legislative activityin the first half of an election year.
GR is also monitoring 753 proposed regula-tory (administrative rule) changes at the stateand federal level, with approximately 630actively pending.
In addition, AKC GR is monitoring, analyzingand responding to constantly changing stateexecutive orders in all 50 states, state and fed-eral legislation and relief packages,business/events closure requirements, andefforts to limit legal liability regarding COVID-
19 transmission for organizations that followCDC, state and other relevant health andsafety precautions.
COVID-19 Related Activity: Since mid-March,the GR team has been active in public policyareas related to the COVID-19 pandemic andresponse. This has included outreach to stategovernors, administrators and lawmakersacross the country to ensure that pet food andcrucial supplies, along with care/kennelingfacilities be deemed essential to ensure thehealth and safety of pets, their owners, andessential workers needing alternate pet careoptions during the pandemic. AKC GR hasconducted outreach to key constituencies tourge their engagement on this issue as well.
GR continues to expand resources on the AKCGR COVID-19 resources webpage on the AKCLegislative Action Center, with daily updateson the constantly changing status of state legis-latures, and rules impacting dog owners.
GR established a secondinformational/resources webpage specific toCOVID-19 Civil Liability Limit Legislation tomonitor and advocate on behalf of legislationthat provides temporary, targeted protectionfrom COVID-19 civil liability litigation for non-profits and events that operate in keeping withCDC, state and other recognized health andsafety guidelines. Daily reports and updates onthis page provide information on proposals in

federal and state legislatures around the coun-try, their status, advocacy assistance for clubsincluding a sample letter.
GR provided advocacy and assistance withrespect to assuring federal, state and local poli-cies that allow AKC to maintain minimumbasic operations in the light of group gather-ing restrictions and business closure orders.
AKC GR Key Issues pages are a one-stopresource for information, organized by topicor issue, on major canine policy issues. Thepages contain issue overviews, analyses, infor-mation about AKC efforts on the issue, links toalerts, testimony, articles, position statements,model legislation (if available), sample letters,webinars/videos, and other resources. GRdeveloped three new key issues pages in the second quar-ter: One on Detection Dogs, one on COVID-19 Civil Liability Protections for nonprofitsand events in compliance with health andsafety standards during the pandemic; andone on Pet Importation: Protecting Pet andPublic Health.
Other highlights included: Congressionalintroduction of the Healthy Dogs Import Act(HR 6921) which requires new health checksfor dogs being imported into the U.S. to pro-tect U.S. pet and public health; developmentof the AKC Taskforce on Anti-Breeder
Harassment and Retaliation (set for launch inAugust); positive new USDA commercial dogbreeder/dealer rules (concluding a two-yearrule-making process) that recognize andreflect AKC comments and recommendations;and an outline of more than 20 state legislativesuccesses in the second quarter.
Sheila Goffe provided a presentation on a newseries of comprehensive public policy guideson canine issues developed by GR. Theseguides are in keeping with maintaining andadvancing and AKC’s place as preeminentthought leader in canine policy. The guidesare designed to provide lawmakers, advocates,and the public with in-depth analysis, casestudies, statistics, and model legislative lan-guage. The first of this series, Why Breed-Specific Legislation Doesn’t Work: An Analysisof Dangerous Dog Policy was introduced inlate May. The Board reviewed the guide whichincludes background on the issue, case stud-ies, and sample legislation.
Detection Dog Task ForceThe Board reviewed an update on theDetection Dog Task Force (DDTF) and specifi-cally, the DDTF Pilot Patriotic Puppy Program(PPP).
The purpose of the AKC Detection Dog TaskForce is “to study specific areas in which theAKC could help address the crisis (of a short-

The Patriotic Puppy pilot program (PPP) ispart of the DDTF’s Breeder Education andOutreach initiatives. The program was estab-lished to study whether typical AKC breederscould, on a voluntary basis, breed and rear asuitable and reliable source of future “green”dogs that could then be purchased by lawenforcement or the military for advanced train-ing and successful deployment as explosivesdetection dogs. A number of valuable insights have beenlearned from the first phase of the PatrioticPuppy Program, which will conclude shortly.The DDTF will study, and if feasible, transitionthe PPP program, to a new phase that addressescurrent challenges including breeder incen-tives, specific market demands, new educationalstructures and approaches, and program scala-bility.
The DDTF has developed significant trainingand educational resources from the first phaseof the PPP that are currently in a test environ-ment. These materials will be used in the secondphase and will made available online shortly.
The Conference/Webinar and Public Policy(GR) aspects of the DDTF will remain inplace. Likewise, the other major portion ofthe DDTF Breeder Outreach and Educationprogram –the Confident Puppy CanineCollege course—will also advance as planned.Whereas Patriotic Puppy focuses on one-on-one assistance and data collection, theConfident Puppy course focuses on a broaderaudience and provides a more structuredapproach to understanding the fundamentalsof raising a confident puppy that could go onfor advanced training as a detection dog, serv-ice dog or well-trained competitor or pet. TheConfident Puppy course is scheduled fordeployment in October.

Virtual Home Manners ProgramDr. Burch presented a recommendation toimplement a new program called HomeManners (HM). HM fits well as part of AKC’sFamily Dog Program, especially during this“stay at home” time and when so many newdogs have been added as household pets. Theevaluation of a dog’s ability to perform ten

home manners skills will be done by a videorecording. Two levels of Home Manners willbe offered – Virtual Home Manners Puppy(VHMP) and Virtual Home Manners Adult(VHMA). Dogs that pass the tests will beawarded these titles.
The Virtual Home Manners Puppy test is opento any dog that is between 12 weeks and oneyear of age and registered/listed with theAKC. The evaluation of a dog’s ability to per-form ten home manners skills will be done bya video recording viewed by CGC Evaluators.
The Family Dog Department will announcethe program during the week of October 5 –9, 2020 and will start accepting videos onOctober 19th for title application processing,which will start on November 2nd.

Retriever Hunting Tests – Reduce Mileage Conflictto 150 MilesMs. Murphy presented a staff recommenda-tion to amend the Regulations and Guidelines forAKC Hunting Tests for Retrievers to reduce the
mileage conflict between Retriever HuntingTests from 200 miles to 150 miles.
In some parts of the country during certaintimes of the year, the demand to enter testsexceeds the supply of available slots. Some lim-ited Master Hunter (MH) level tests fill withinminutes. This is very frustrating for partici-pants, particularly amateurs who typically can-not travel long distances from home. Thismakes it especially discouraging when tryingto earn a MH title or also qualify for majorevents.
Steps were taken on January 1, 2020 to allowclubs to offer additional entries at their lim-ited tests. This has helped somewhat but manyparticipants are still being shut out from enter-ing Master Tests. Over time this recommendedchange will allow more events to occur duringthe optimal time of the year.
The Retriever Hunt Test Advisory Committeeunanimously supports this recommendation. This will be discussed further at the OctoberBoard meeting.
Beagle Field Trials – Two Class Option for BraceThe Board reviewed a recommendation fromthe Beagle Advisory Committee to allow clubsapplying to hold Brace trials, the option tohold two classes divided by sex rather than thestandard four classes divided by both heightand sex. The change provides clubs the option

when applying for a traditional brace trial, theability to offer two classes and avoid having tocombine classes later during the trial.Clubs believe if they have the option to adver-tise and offer two classes, Open Males andOpen Females, it will help conserve upfrontresources/expenses plus make for a more pre-dictable and efficiently run trial. This recom-mendation was voted on during the BeagleAdvisory Committee’s June meeting where itwas unanimously voted in favor by all 12 mem-bers representing all beagling areas of thecountry.

Following a motion by Dr. Battaglia, secondedby Ms. Biddle, the Board VOTED (unani-mously) to add a new paragraph 5 to Chapter9, Section 1 of the Beagle Field Trial Rules.
Chapter 9. Description of Classes andChampionship Requirements - Section 1. (new 5th paragraph)
At a licensed or member Beagle field trial, theregular classes shall be: Open Dogs not exceeding 13 inches in height. Open Bitches not exceeding 13 inches inheight.
Open Dogs over 13 inches but not exceeding15 inches in height. Open Bitches over 13 inches but not exceed-ing 15 inches in height. However, if when the entries are closed, it isfound that there are fewer than six hounds ofa sex eligible to compete in any class, the FieldTrial Committee shall have the option of com-bining that class either by gender or size into asingle class.
However, only in the case of traditional Bracetrials, the host club has the option to offeronly two classes – Open Dogs and OpenBitches. The advertisement for the trial mustclearly identify the classes offered. Onceapproved by the AKC, a club may not decideto split a class by size.
The proposed rule change will be read at theSeptember Delegate meeting for a VOTE atthe December Delegate meeting.
Expansion of Agility Course Test (ACT) ProgramThe Board reviewed a recommendation toexpand the Agility ACT program to includeJumpers classes. This is consistent with thenormal agility levels, which includes Standardclasses and Jumpers with Weaves classes.
ACT1 & ACT2 are similar to Standard classes,requiring contact equipment (i.e., A-Frame,teeter) that many potential exhibitors do nothave at home. Given the success of the Virtual

ACT program, it appears this is the perfecttime to offer ACT Jumpers classes, whichrequire less obstacles and will be easier to setup at home. Also, it gives the traditional ACTevents additional classes to add to their pro-gram. Dogs that earn two qualifying legs in theACT Jumpers classes will be awarded the titlesACT1J and ACT2J.
This will be discussed further at the OctoberBoard meeting.

Oshkosh Kennel Club Request for 3-Day EventThe Board reviewed a recommendation toallow the Oshkosh Kennel Club to hold their2020 shows over three days. AKC RulesApplying to Dog Shows requires AKC permis-sion for an event to exceed two days in dura-tion.
Oshkosh Kennel Club (OKC) applied and hasbeen approved for shows on November 28 -29, 2020 in Oshkosh, Wisconsin. Oshkosh hasexpressed a need to reduce the number of
people in the buildings used for their show. Inaddition to this, the club will limit the numberof dogs per day. The club is requesting permis-sion to hold their two shows over three days.Each day will include breeds and groups forboth days with the 3rd day holding the finalbreeds, groups and two Best in Shows.
Following a motion by Mr. Sweetwood, sec-onded by Mr. Powers, the Board VOTED(unanimously) to consider the matter at thismeeting, waiving the normal notice proce-dures.

Formulation of the Points Schedule Based on2020 EventsThe Board reviewed a Staff recommendationto modify the formulation of theConformation points schedule that will beeffective in May 2021 based on 2020 events.
The foundation for the Points Schedule
Formulation process is the number of eventswith competitors in each division/breed/sexcombination in a calendar year. The 2020events would likely drive up the 2021 pointschedule, which is not representative of thenormal level of competition.
To minimize the impact of the reduced num-ber of events in 2020, the Staff recommenda-tion is that the 2020 point schedule will beused for 2021 except in those cases where thepoint schedule formulations process indicatesthe number of competitors should bereduced.
The was no objection by the Board to modify-ing the formulation of the May 2021Conformation points schedule.
