1.2 Hydraulic Access Platforms
All work platforms such as scissors lifts, elevating platforms, cherry pickers shall be properly
maintained and shall be tested and certified by a competent and Ministry authorised third party.
Maintenance records and certification records shall be available for inspection at the
Maintenance Dept.
2. ATTACHMENT: WORK PROCEDURES FOR LIFTING OPERATION
2.1 Lifting operationdone by cranes should comply with all relevant legislation, regulations, code
of practices and any sub-legislation or amendments made there under to. The list included but
not limited to:
- Workplace Safety and Health Act
- Workplace Safety and Health (Lifting Equipment) Regulations
- SS 536 : 2008 Singapore Standard for Safe Use of Mobile Cranes
2.2 Craneused for lifting shall possess a valid LM Certificate and such certificate must be displayed
on the crane.
2.3 The Load Capacity Chart (manufacturer or certified by Approved Person) shall be displayed on
the crane.
2.4 Craneshall be marked with its safe working load (maximum and minimum radius), and the LM
number or other means of identification.
2.5 Craneshall be used in accordance with manufacturers operation instruction and / or the
Approved Persons instructions.
2.6 Craneshall be provided with:
- An adequate braking mechanism;
- A swing lock or swing brake capable of prevention of rotation;
- A brake or other device adequate to bring the crane to a stop from any travel for which it isdesigned, together with a means of locking the crane so as to hold its stationary;
- A load and / or radius indicator with warning alarm;
- A load / radius table to be available in the crane cab of every variable radius jib-crane;
- An automatic safe load indicator;
- Crane hook with a safety latch to prevent displacement of the sling or load from the hook.
2.7 Craneshall be examined by an Approved Personafter any major repair or any repair done on
the hoisting or operating mechanism, boom / jib and after over loading incident.
2.8 No craneshall be operated unless all measures are taken to prevent toppling or overturning or
contact with overhead obstruction (such as structure, power line)
2.9 When crane are reversing, an addition person shall be required to ensure that the path of travel is
clear.

2.10 Crane cabinshall lock when the operatoris not around. Unauthorised person shall not be
permitted to enter in cab or operate the crane.
2.11 Good housekeeping of the craneshall be exercised and maintained.
2.12 Craneshall be maintained to ensure that all components of the lifting and operating mechanism
are in good, safe and sound functioning condition.
2.12 A maintenance programshall be required and implemented effectively for the crane, and the
maintenance record shall be kept in the cabin.
2.14 The operatorshall carry out daily inspection and testing of crane
2.15 No lifting operationshall be performed when the load (stationary or otherwise) exceeds the safeworking load.
2.16 The lifting supervisor must verify that the strength of lifting gearsand equipment are adequate
and their certified SWL (Safe Working Load) are in line with the load they bear.
2.17 The lifting operationarea and other areas with potential hazard / danger must be cordon off to
prevent access for all unauthorized personnel. Only authorized personnel involved in the lifting
shall be allowed in the lifting operation area.
2.18 Safety measures shall be taken to address any potential hazards and / or danger that may arise out
of the lifting operation.
2.19 Weather forecasts shall be monitored before and during lifting work. No lifting shall beperformed during abnormal conditions like wind speed is too high, poor lighting, obscured view
due to raining, etc.
2.20 The operator shall be able to observe the load continually during lifting.
2.21 The loads shall be raised vertically to avoid swinging during lifting.
2.22 Whenever required the load shall be controlled by means of tag lines to prevent the load fromturning or swinging.
2.23 Hoisting or lowering loose materials such as small brackets, cut pipes, etc, shall be done in
covered containers or receptacles, and to be secured firmly.
2.24 Only competent, trained and authorised person shall perform lifting and crane operation, rigging
and signaling.
2.25 Lifting Supervisors, riggersand signalersshall wear distinctively coloured safety helmets or
other clearly identifiable clothing.
2.26 Signals shall be specified. Two-way communications shall be arranged whenever required.
2.27 Only authorised signalersshall be allowed to give signals and signs to the crane operator.
2.28 All lifting gear must be identifiable and checked before and after use.
2.29 When a load is suspended at two or more points with slings, the eyes of the lifting legs or the
slings shall be shackled together and placed on the hook or shackled directly to the hoistinghook.

2.30 Hoisting of personnel to height by crane is strictly prohibited, unless otherwise approval is given
in writing by The Commissioner for Workplace Safety and Health (Ministry of Manpower).
2.31 No crane shall operate in such a position and / or location that any part of the crane, its load in
any position, the jib boom, or its swing comes within 3 metres of a live power line unless
otherwise the power is de-energised or the crane shall be effectively earthed.
2.32 Underground cables and / or pipelines which are crossing / located under the crane access shall
be adequately protected with mats or steel plates to prevent damages.
2.33 Using plate clamps
2.34.1 Areas of work must be kept clear during operation.2.34.2 Loads must not be lifted a mans height. However tag lines can be used to control lifting.
All lifting clamps are subjected to annual inspections by Ministry of Manpowers (MOM)Approved Examiner.

Note: 1. Inspection of lifting gears, that is, chain blocks, lever blocks, chain slings, wire slings, fibresling, shackles, plate clamps to be carried out in weekly or daily if frequent lifting operation.

1. OBJECTIVE
1.1. To establish Safe Work Practices (SWPs) for known hazardous activities, so that suchworks are carried out safely.
2. DESCRIPTION
2.1. Safe work practices can minimise, if not eliminate the risk of an accident. This elementcontains well-defined procedures and instructions to carry out specific works, tasks andequipment operations safely.
3. SCOPE OF APPLICATION
3.1. Safe work Practices shall be established for other hazardous work or work processes asand when required. The SWPs serve as a guide. The list of SWP shall include but not

4. PROCEDURE
4.1. For current methods of work
4.1.1. Persons In-charge of respective tasks are to ensure that all workingpersonnel follow all prescribed safe work practices as required under the
local code of practices and mandatory requirements.
4.2. For new methods of work and those works without SWPs
4.2.1. For new work or equipment to be used, Person In-charge (PIC) is to submita Work Method Statement or procedures for review by the Safety
Department and Safety Committee, prior to commencement of the work.
The procedure for submission of new method of statement is:-
4.2.1.1. PIC to submit Risk Assessment (RA) & Work Method Statement(WMS) at least 1 week prior to commencement of work;
4.2.1.2. Safety Department to review the RA & WMS;
4.2.1.3. Related parties to discuss or meet to go through the safe work
practice for better understanding and input;
4.2.1.4. PIC to disseminate the SWP and safety measures to be taken toconcerned staff/ contractor;
4.2.1.5. Concerned parties to commence work only after complying withthe safety requirements in the SWP;
4.2.1.6. Safety Department to incorporate the SWP into this SMS;
4.2.1.7. Safety Supervisor shall supervise for compliance to safe workpractices (SWPs);
4.2.1.8. Safety Department shall inspect periodically for adherence toSWPs.
4.3. Hazard Analysis
4.3.1. As a precursor to development of SWPs, Risk Assessment and Job SafetyAnalysis may be carried out to identity the hazards related to the job

5. RESPONSIBILITY
5.1. Department Managers
5.1.1. Ensure that safe work practices are established for existing and newhazardous works in the premises;
5.1.2. Review safe work practices prior to submission to Safety Department;
5.1.3. Monitor the compliance of staff and contractor in adhering to the prescribedsafe work procedure.
5.2. Superintendents & Supervisors
5.2.1. Obtain a copy of SWPs prior to commencement of hazardous work;
5.2.2. Communicate the contents to the parties involved in the work;
5.2.3. Ensure compliance to safe work practices.
5.3. Safety Department
5.3.1. Review Risk Assessment, Work Method Statements submitted byDepartment & Contractors;
5.3.2. Incorporate safety provision in the Work Method Statement, as necessary;
5.3.3. Request for additional information or details if Work Method Statementsubmitted contains insufficient information;
5.3.4. Meet, discuss and present the safe work practices to relevant staff/contractors;
5.3.5. Conduct periodic inspection of staff and contractors on compliance to safework practices.
5.3.6. Incorporate newly established SWP into this SMS.
5.3.7. Review established SWPs, amend and update as and when necessary.

6. SAFE WORK PROCEDURES
