QUOTE OF THE

DAYDigital India vs Net NeutralityToday, when you start up your computer or iPhone and open a web browser such as Chrome or Safa-ri, you can access over 100 million domain names with a few clicks. Your data costs do not change depending on whether you go to Rediff or Flipkart, or whether you download an app to order pizza or post on Twitter or watch a YouTube video. Your data provider — be it Airtel or Reliance or BSNL — does not discriminate between different kinds of content, only how much data you use. This is the benefit of a neutral net, a system that has worked to the advantage of both internet users (who have enjoyed greater choice of content) and numerous start-ups (which have enjoyed unparalleled market access). But a shift is underway. When Prime Min-ister Narendra Modi visited California to drum up support for his Digital India initiative, he effective-ly endorsed Facebook founder Mark Zuckerberg’s vision of expanded access to a pared down internet. Expanded access is, after all, one of the three pillars of Digital India (the other two being e-governance and electronics manufacturing). Why not shift costs to content providers, who enter into exclusive con-tracts with data providers (such as Reliance), all enabled by Facebook’s Free Basics app? Such an arrangement could expand internet use rapidly in a country where some 80 per cent of the population does not have access, benefiting crores of people. It would also, naturally, benefit Facebook. Advo-cates of net neutrality — a vocal minority linked to NGOs and internet start-ups — are unhappy with such an arrangement, which they feel will disad-vantage consumers by limiting choice. It could also discriminate against smaller content provid-ers struggling to compete with established internet companies. Net neutrality advocates have argued that there are other ways to expand access and lower costs, such as subsidising data plans or through ad-vertising. But this line of argument, too, has its crit-ics. Some believe implicitly that net neutrality is an elitist concern, echoing Zuckerberg’s view that “It’s not an equal internet if the majority of people can’t participate.” Others contend that net neutrality re-quires unnecessary government intervention, a forc-ible levelling of the playing field. Why should the government prevent Facebook, Reliance and certain websites from entering into exclusive arrangements, particularly if it helps to expand access and deflect costs from consumers? The arguments against net neutrality, rather bizarrely, offer one area in which populists and free-market enthusiasts might find common cause.

“I think Modi is ahead of us. So we have to come up to speed in a number of dimensions. For example if the idea of India as a strong economy is sold outside and they come in, and they don’t find the ease of doing business, the permissions, etc.”

- Reserve Bank Governor Raghuram Rajan today described Prime Minister as being “ahead of us”..

The buzz about Vijay’s Puli and Ajith’s Veda-lam might be dominat-ing Tamil cinema, but Vikram is not far behind. The I star has a film titled 10 Endrathukulla coming up and the trailer, which released recently, gives a sneak peek into the fast-paced action entertainer. It features the actor as ‘James Bond’ (according to the trailer) who is de-scribed as the ‘Chennai’s

The film, directed by Vi-jay Milton, sees the actor teaming up with actress Samantha for the first time. Vijay’s Puli hits the screens tomorrow (Oc-tober 1), and the makers have only little to wor-ry about the film, given that Puli seems to be a hit even before its release. And no, these are not the words of Ilayathalapathy fans. The statistics say that Puli will be a hit, and one thing that can be said about cold, hard numbers is that they don’t lie. The makers of Puli have bril-liantly contrived a high anticipation level for Puli through promotions. The

Aiming to bring in capability and quality among the country’s app developers, the Internet and Mo-bile Association of India (IAMAI) on Wednesday launched Mobile10X - a forum to nurture and grow the apps ecosystem in India by bringing together various stakeholders. The forum has five pillars. They are mobile startup hubs (where app testing can be done), training 500,000 app developers and create five apps incubation centres across the coun-try in the next five years and online mentoring of app developers. The other two pillars are investor connect and industry connect. The first App Incu-bation Centre is slated for launch in Bengaluru. The founding partners for it are Google and Paytm.

Terming it as a “virtual consolidation” in the high-ly-competitive telecom space, Anil Ambani said his group firm RCom is tying up ‘trading and sharing’ of spectrum with Mukesh Ambani-led Reliance Jio including for the much-awaited 4G services. Addressing shareholders at the Annu-al General Meeting, Reliance Communications Chairman also said he was “grateful” to his elder brother for “unstinted support and guidance“. The two brothers have begun collaborating with each other in certain businesses over the past few years, after a long period of cut-throat rivalry following a much-publicised split of the erstwhile Reliance empire founded by their father late Dhirubhai Am-bani. “This strategic cooperation and partnership between RJIO and RCom is a virtual consolidation in the telecom sector and I’m grateful to my el-der brother Mukesh bhai for unstinted support and guidance,” Anil Ambani said.

Tata Steel, Bharti Airtel, BHEL, GAIL, Coal India, Idea Cellular, Cairn India and Asian Paints topped the buying list, up 4-7 percent. How-ever, SBI, Axis Bank, Vedanta, Tech Mahindra and Bank of Baroda underperformed, down 1-2 percent. Post Reserve Bank’s 50 basis points (bps) repo rate cut on Tuesday, Axis Bank today cut its base rate by 35 bps to 9.5 percent effective from October 5. The bank has passed on 65 bps rate cut since April this year. Srinivasan Varadarajan, Executive Director - Corporate Banking, Axis Bank told CNBC-TV18 that as bank’s cost of funds reduces, transmission of rate cuts will happen. “35 bps cut reflects our lower cost of funds,” he added. Varadarajan said that the bank would have cut rates even if RBI hadn’t cut repo rate in its monetary policy meet on Tuesday. Margins will not be impacted post this base rate cut, he said. The bank is awaiting RBI’s policy on mar-ginal cost of funds, which is expected to be released next week. Equity benchmarks extended rally in late trade with the Sensex rising 352.38 points or 1.37 percent to 26131.04 and the Nifty climbing 103.25 points or 1.32 percent to 7946.55.

Manchester United had to play a qualifier last month, but Wednesday’s game against Wolfs-burg will be the first group match at home in more than a year. Unit-ed opened their Group B campaign with a 2-1 loss at PSV Eindhoven, but the team are at the top of the Premier League for the first time since Alex Ferguson was in charge — when the team won their last title in 2013. United, which beat Sun-derland 3-0 on Saturday

to move into first place in England, will be with-out defender Luke Shaw, who broke his leg in two places after a challenge by PSV defender Hector Moreno. Also in Group B, PSV travels to Russia to play CSKA Moscow. United will likely have to repeat their assured display against Sunder-land to claim their first points in the Champions League — but manag-er Louis van Gaal could rotate his team to keep his players fresh. “To beat your opponent ev-

Former Australia vice-cap-tain and wicketkeep-er-batsman Brad Haddin has signed up for the Pa-kistan Super League’s (PSL) inaugural edition, which will be organized in the United Arab Emirates (UAE). Haddin had called it quits from One-Day In-ternationals (ODIs) after the end of the ICC Crick-et World Cup 2015 which his team won, and retired from Test cricket a few days after returning home from the Ashes 2015 cam-paign. Haddin had not an-nounced a complete retire-ment, as he made it clear that he would be playing in the Australian T20 tour-nament Big Bash League (BBL) for the Sydney Six-

India playing T20Is is as rare as Shahid Afridi playing a defensive prod or commentators not us-ing the word ‘talent’ to describe Rohit Sharma. Among the top eight na-tions, India have played the least number of T20Is - 55. In the last twelve months, India have played just two against Zimbabwe, losing one and winning one. And while the players do have the experience of play-ing in the Indian Premier League every year, the national side hasn’t had a chance to play as unit. All this makes the three-match South Africa T20 series even more import-ant as India start prepara-tions for the 2016 World T20. The core T20 squad has been picked and this is where they will take

Manager Louis van Gaal has said Manchester United have a “realistic” chance of winning the Champions League and the Premier League by the time his contract ex-pires in 2017. Van Gaal has won league titles with every club he has man-aged and also lifted the Champions League with Dutch club Ajax in 1995 and finished runner-up with Bayern Munich in 2010. “It is realistic to ex-pect us to win the Premier League and the Champi-ons League (before my contract expires). Because I did it everywhere,” Van Gaal told reporters ahead of Wednesday’s Champi-ons League clash against VfL Wolfsburg at Old Trafford. United sit on top of the Premier League ta-

Virat Kohli is, in many ways, a lot like Sourav Ganguly as captain. Both are big on the word ‘ag-gression’, both wear their hearts on their sleeves, and both have a mindset of winning at all costs. Kohli has tasted success with that attitude, with a historic Test series win in Sri Lanka, something that even Ganguly couldn’t achieve as captain. And it is that attitude that Gan-guly loves about India’s new Test skipper. “I am a big fan of Virat Kohli. He is a captain who always wants to win matches on the field and I love that passion in him. I love the attitude and aggres-sion in Kohli. He might lose sometimes and win sometimes but you know that he is playing to win it,” Ganguly said at an event here on Tuesday. “It is also a proud mo-

ble after seven games, but have made a poor start to their Champions League campaign, having lost 2-1 to PSV Eindhoven in their first match. “We have improved when we have to compare us with the team of last year, but we need still time,” the former Netherlands man-ager said. “We have to improve to win the Pre-mier League or a tourna-ment like the Champions League.” Van Gaal said he was still planning to leave after his contract

expires in 2017, reluctant to break a promise to his wife that he would retire as planned. “Normally I shall leave after next year but what is normal in our football world? You never know so I cannot answer that question,” Van Gaal said. “But I promised my wife to go with her to our paradise (villa in Portugal) so it shall be very hard for me to deny that promise. “Next year I am 65 and say I stay a year longer, it shall be very hard to my wife,” he added.

ers. It has been confirmed that Haddin has joined the likes of Brad Hodge, Kevin Pietersen and the flamboyant Chris Gayle in lining up for Pakistan Cricket Board’s (PCB) dream project. The offi-cial website of Cricket Australia (CA) informed that Haddin and Hodge are the only two Austra-lian cricketers to play in PSL, which will be organ-ised in Dubai and Shar-

jah from February 4-24, 2016. Around that time, Australia will be busy in international assignments against New Zealand and this will prevent T20 stars such as Glenn Maxwell and James Faulkner from taking part in the tourna-ment. Among the play-ers who have signed up for PSL 2016 are Gayle, Kieron Pollard, Dwayne Bravo, Dwayne Smith and Sunil Narine.

their first steps towards building the team for the World T20. Captain MS Dhoni is back following a long break after the Ban-gladesh series and it will be interesting to see how he approaches the cap-taincy and his own game. There is talk he will bat higher up the order, at No. 4, which means the finisher’s role would have to go to someone else. Who that someone

is isn’t clear yet but hope-fully this series will help identify him. India have struggled against South Africa in Tests and ODIs but have dominated them is T20Is, having beaten them 6 times and posting the second best Win/Loss ratio of 3 against all op-position (more than five matches), with only two losses from eight games. So that’s an encouraging stat for the home team.

ery week (in the Premier League) is not easy, it is always a struggle and a battle,” Van Gaal said. “Then you have to play again mid-week in the Champions League and that is the difference be-tween all the clubs in Eu-rope. You have to rotate and that is what I am do-ing now because I have to protect my players.” Van Gaal is also wary of Wolfsburg attacker Julian Draxler, who he compared to United’s Anthony Martial.“He was a very young tal-ent when I was there (as Bayern Munich coach in Germany), so I know him,” Van Gaal said. “He has to go on a long road like Martial, although it could be a little bit short-er because he has been playing longer on that level. He is a very good player.”

ment for all to see him lead a side with such passion. I want Kohli to do better than me as a skipper. But his main challenge will be when India will tour abroad. Australia, England, South Africa will test his cap-taincy,” he said. Ganguly also praised team director Ravi Shastri for his role with the team, saying it

is not mandatory that a foreign coach should take charge of the team. “Ravi Shastri has done a good job. He has done a good job in Sri Lanka. Better not to go into the debate of foreign coach or India coach. We also have good coaches and cricketers in India who wants to give time. So we have to think about them too,” he said.

The virus strain that causes dengue enceph-alitis (DE) poses a new threat to city residents. Health officials, who are already battling to check the spread of normal den-gue and swine flu, are al-ready worried about the emergence of dengue en-cephalitis. Two women in their 20s were admit-ted to Sterling Hospital with high-grade fever 10 days back. The diag-nosis was that they were suffering from dengue encephalitis and it was confirmed by blood and NS1 antigen assay. The patients, one of whom

is a six-month pregnant woman, suffered neu-rological complications on the fourth day and slipped into coma, a se-rious complication in dengue encephalitis. Se-nior physician Dr Ronak Shah said dengue has a variable clinical spec-trum, from asymptomatic infection to life-threaten-ing dengue hemorrhagic fever and dengue shock syndrome. “However, dengue encephalitis, a direct neuronal infiltra-tion by the dengue vi-rus, is extremely rare,” he said. Dr Shah further said that one of the pa-tients admitted to Ster-

ling Hospital is a Sola resident while the other belongs to the US and has been living in the city for quite some time because of her pregnan-cy. Both the patients are now out of danger. The Sola resident is still in ICU while the other has been shifted to a private ward. The doctor said that dengue encephalitis symptoms are similar to Den1, Den2, Den3 and Den4 strains of the virus. “But it causes a severe swelling in the patient’s brain. On the fourth day of the fever, the patient suddenly faints and slips into coma,” Dr Shah said.

A group of engineering students created a ruck-us at Gujarat University on Monday after offi-cials refused to conduct a retest for over 100 stu-dents who failed to clear their examination. After the students made a rep-resentation to GU offi-cials seeking a retest, vice-chancellor M N Patel said that they were given adequate chance as four tests were con-ducted, but these 100-odd students failed to clear them. “The num-ber of such students is not much. So the uni-

versity will have to in-cur huge expenses. We asked them to deposit Rs 10,000 for a retest,” said Patel. But this did not go down well with the students, who later created a ruckus. Ac-cording to officials, af-ter GTU was formed, about 8,000 students had failed to clear their examination. Most of them passed the exam after appearing in re-tests. Those who could not clear these tests will now have to enrol afresh if their examination is not conducted again, of-ficials added.

The Patidar Anamat An-dolan Samiti (PAAS) is likely to launch itself na-tionally as Navnirman Sena under the leadership of its convener Hardik Patel in New Delhi on Wednesday. Unlike Sardar Patel Group (SPG), which has remained confined to some parts of Gujarat, PAAS has plans to cast a wider net and bring all the Patidar communities from across India under the umbrella of Navnir-man Sena. Sources say this could be the first hint that the Patidar agitation could go political. While Hardik and his close as-

Gujarat government here on Wednesday organised a consultation seminar on the new education poli-cy of the country, which is being drafted by Union HRD Ministry after 29 years, at a city-based edu-cational institute wherein suggestions of academi-cians were taken. Educa-tion Minister of Gujarat Bhupendrasinh Chudasma said that no country in the world has initiated such a long process to form its education policy. “No country in the world had done such a long process or it had shared experi-ence from all the quarters to draft an education pol-icy, but we will do it and

Gujarat has already taken the lead in this (in form of consultation),” Chudasma said in the event held at the Knowledge Consortium of Gujarat (KCG) campus here. He said consultation process on primary edu-cation has been conduct-ed in around 12,304 out of 14,049 villages in the state. Besides, consulta-tion process on higher and technical education has been conducted in 188 out of 224 blocks and also in 19 out of 26 districts have been completed, Chudas-ma said. Chief Minister Anandi-ben Patel Tuesday said that development in Gu-jarat had kept the state “insurgency-free”. Patel said this while addressing the 21st Western Zonal Council meeting, presid-ed over by Union Home Minister Rajnath Singh, at Panaji in Goa. Giving details of the Commando

training centre by the Gu-jarat Police, she suggest-ed setting up a “centre of excellence” for the zone. For internal security, she said that although 15 per cent of Gujarat’s popula-tion comprised tribal peo-ple, it remained free from Naxal movement because of the state’s proactive pro-tribal policies. It vin-dicated the theory that development keeps insur-

gency away, she said. Pa-tel said that Gujarat was now a power surplus state, but in the absence of any express energy corridor, it could not send surplus power to deficit states in the south India. While the western states were more developed than many other states, she said that Gujarat had undertaken effective steps to check industrial pollution.
