SELECTION OF A CONSULTANT FOR SCALING UP SAPTIs INITIATIVES

AT AMBAJI AND DHRANGHADRA IN THE STATE OF GUJARAT

different art forms especially related to Stone Art for restructuring and scaling up Stone Artisan

Park Training Institute (SAPTI) at Ambaji and Dhrangadhra in the state of Gujarat.

The consultant will be engaged initially for a period of 6 months on assignment basis, which is

extendable upto 1 year based on requirement and key deliverables of the consultant.

SELECTION OF CONSULTANT FOR SCALING UP SAPTIs INITIATIVES AT AMBAJI AND

DHRANGHADRA IN THE STATE OF GUJARAT ON ASSIGNMENT BASIS

Background and Rationale:

Gujarat today has attained the state of the most favored location for industrial investment in

the country. Of all the Indian states, Gujarat account for a sizable chunk of investments

approved through Industrial Entrepreneurship. Accordingly, Commissioner of Geology and

Mining, working under the Industries and Mines Department (IMD), Govt. of Gujarat, is

established with an aim to search and exploration of Mineral wealth of the state by adopting

state-of-the-art exploration techniques.

On a careful consideration, the concept of Stone Artisan Park was formed under Gujarat State

Mineral Policy 2003. The resolution passed by IMD vide No. MIS/102009/1744/CHH dated on

16th September 2009 was to operate Ambaji and Dhrangadhra Stone Artisan Park under

Society Registration act 1860 and Bombay Public Trust 1950 (29 Act 1950).

The objective of Stone Artisan Park Training Institutes (SAPTIs) is to develop stone carving skills

among the tribal, rural, poor and the disadvantaged sections of Gujarat. It fosters a dynamic

process of skill formation and knowledge building, which would purposefully contribute to

knowledge-building and employment and employment generation in stone based artwork

business. The training institute envisions as a” Centre for Excellence” of Stone Carving, creating

incredible Sculpture, Workshops and Research by harnessing the tremendous potential on

various stone and stone production carrying forward its valuable heritage of stone art and

architecture.

SAPTI has taken up many works and activities at its two centres operational in Ambaji and

Dhrangadhra in Gujarat. The institutes have been catering an opportunity for youths to imbibe

new skills with incredible hand crafted sculpture of sand stone and marble. For the purpose of

scaling the activities taken up in the training institute, it is necessary that we need to hire

consultancy services for restructuring and scaling the operationalization of SAPTI to establish

as a State of Art facility. Additionally, the consultant will give his/her deliberate inputs in the

processes of base research, strategic planning, systems and monitoring.

Need of the hour is to hire a consultant to support, involve and establish a high-quality network

in education and training with impactful visions at SAPTIs in the state of Gujarat. The consultant

with relevant experience to support in establishing a stone learning and sharing network can

establish multiple partnership for maximum utilization of the two SAPTI centres in the state of

Gujarat.

Accordingly, we may require services of specialized consultant having background in art, craft

and designing of several art-forms. The engagement of consultant will provide a technical

support and will be guiding, supervising, planning and scaling SAPTIs initiatives to establish it

as a State of Art facility in the state of Gujarat. The consultant should focus on the institutional

structure, branding & visibility, education as a concept, faculties and courses etc., network and

partnership, technical & learning infrastructures and various services essential for the

institutes outreach, sustenance and sustainability in an effective manner.

This selection will be purely based on the Quality and Cost Based Selection (QCBS) Grading

System. Selected consultant will be expected to work and complete all the given assignments

in the time bound manner decided by SAPTI. Extension of contract shall depend upon the

performance of selected bidder and requirements of SAPTI.

SCOPE OF WORK

The role of the Consultant shall be as follows (but not limited to):

Branding of SAPTI

The role of the consultant would be to provide guidance and planning for branding of

SAPTI

To provide an aid of visual language for the people at SAPTI for better and faster

learning process

Planning and ideas for the brand communication system

Study and Research:

The consultant would collect case studies similar to SAPTI

Collecting information about academic institution (National and International) similar

to SAPTI for tour visit and educational visits.

To plan visits to academic and nonacademic institution in relation with the work done

at SAPTI.

Also studying different organizational structures that can be replicated or implemented

in SAPTI

Organization:

Planning of organizational structure with SAPTI team

Planning of the team members in SAPTI

Supporting in formation of the Advisory group for the project

Supporting in formation of visiting faculty group

Supporting in formation of expert trainers group

Establishing or initiating partnerships with the organization for longer collaborations

Evolution of concept for system-based approach in the organization

Network & Partnerships:

Supporting in establishing a stone learning and sharing network.

Supporting in establishing multiple partnership for maximum utilization and benefit of

the centre.

SAPTI Team:

Support in establishing agenda’s and planning for the activities to be carried out by

the team.

Conceptualizing / formation of system for team planning and reporting

Infrastructure of the institution:

Forming the needs, demands and specifications for the process of revamping of the

physical infrastructure of the organization.

Identifying and inviting members or organizations that can support evolve and

execute the work for the redefining of the organization.

Education:

Supporting in establishment of education and training team

Formation of different courses with other members in the team

Evolution of modern structures and systems of education

Outreach:

Providing an outreach plan for the institute

Planning and structuring for in reach programmes like exhibition spaces, museums,

shops, etc.

Planning of basic marketing plan for the organization

Basic ideas for web existence

Basic ideas for knowledge portal

Qualification & Experience:

Graduation from institute of repute in Craft & Designing like National Institute of Design (NID), J.J. School of Arts, faculty of Fine Arts, M.S. University, CEPT etc.

Atleast 10 years in field of Craft and Designing

Desirable Skills:

Well- developed knowledge with understanding of the technical and administrative

reporting processes;

Excellent language skills in written and spoken: English and Gujarati;

Ability to maintain positive, collaborative, productive relationships with staff at all

levels;

Strong understanding and proven track of organizational process;

Reporting Mechanism

Selected candidate will work under the supervision of Director, SAPTI, State Nodal Unit

and would render an average of 10 days of services in a month.

Professional Fee

The fees shall be as per experience and compatible to standards.

The Contract duration will be of 6 months. After closure of the contract period, if

required, the arrangements may extend up to 1 year on mutual consent.

Deliverable and working arrangement:

Selected candidate will be asked to complete all the given assignments in the time

bound manner services under the supervision of Director, SAPTI, State Nodal Unit for

an average 10 days in a month.

Based on above scope of work, once the selection process is completed, monthly

deliverable would be decided in consultation with the consultant.

Selection Process:

The selection process will consist of following stages:

2 Stage 2: Submission of sample of work and Interview round 40 marks

3 Stage 3: Evaluation of professional fees quoted 20 marks

Total 100 marks

STAGE 1: Submission and scrutiny of resumes (40 marks)

SAPTI, State Nodal Unit has published an advertisement for Consultant for scaling up

SAPTI’s initiatives at Ambaji and Dhrangadhra in the state of Gujarat on assignment

basis;

Professionals are asked to submit their detailed resumes to SAPTI, State Nodal Unit-

Gandhinagar within 10 days of issuing the advertisement and job description.

After receiving the CVs from the interested professionals, SAPTI, State Nodal Unit will

shortlist the CVs on the basis of following criteria:

a. Experience of 8 years- 10 marks (for an increase of every 1 year of experience – 5 marks, but upto 10 years)

3 No. of similar assignments in govt. departments 5 similar assignments- 5 marks (for an increase of every 1 assignment – 2 marks, but upto 10 assignments)

10 marks

4 Quality of past clients (Int./govt. / private/ semi- govt.) 10 marks

b. An additional 2 marks for having similar assignments from international agencies

Total 40 marks

STAGE 2: Submission of sample of work and Interview round (40 marks)

Professionals shortlisted from the stage 1 will be invited for the interview round before

the selection committee of SAPTI, State Nodal Unit. They will receive the written

intimation/ prior notice from SAPTI, State Nodal Unit with regard to their shortlisting

for the interview round.

The short-listed professionals for this round will also be asked to submit their sample

of work and work order (as per convenience) during the interview round.

Total weightage given to the interview round is 40 marks.

STAGE 3: Evaluation of Professional Fees quoted (20 marks)

Professionals are requested to quote the fees as per the “Format-2: Quoting

Professional Fees” of this document and send it along with the CV.

Total weightage given to the Quoting Professional Fees is 20 marks.

Marks here will be calculated here on the basis of the following formula;

M= 20 X (LQ/PQ)

Whereas,

M is the total marks obtained

LQ is the lowest quote (professional fees) quoted in the process and

PQ is the professional fees of the candidate under consideration

Submission Guidelines:
