2016 –17 raTeSThe city of Subiaco charges property owners rates to fund a wide range of services to the community.

rates on properties located in urban areas in Western australia are calculated using the gross rental value (grV) method. a grV is determined by the Valuer general in accordance with the Valuation of Land Act 1978 and is an assessment of the gross annual rent the property might reasonably be expected to realise if let on a tenancy.

The 2016–17 rates notices will be issued via australia post (or email if you are signed up to e-rates) after the city’s annual budget has been adopted by council.

The State government recently announced that from 1 July 2016, the 50 per cent concession allowed to eligible pensioners on local government rates will now be restricted to a capped amount as part of the 2016–17 State budget.

Subiaco acTiViTy cenTre plan open for commenTThe city has prepared the draft Subiaco activity centre plan in consultation with the community and we want to know what you think.

The plan provides a vision for the future of Subiaco to drive the town centre’s economic and social vitality as an attractive place to live, work, shop and visit. The draft Subiaco activity centre plan is more than just a statutory planning document. it sets a framework for the ongoing development and revitalisation of the Subiaco Town centre through provisions for increased density, transport and heritage conservation, while accommodating for diverse development in the area.

Rokeby Road receiVeS a booSTThe city’s upgrade to rokeby road between roberts and bagot roads continues. The project is intended to enhance the amenity and safety of the iconic strip, and help increase vibrancy in the town centre.

council endorsed an increase to the budget of $983 000 at its may meeting to include more raised parking bays to allow for alfresco dining, improved multi-use light poles and drainage works.

The Water corporation and gas utility aTco will also be undertaking works along rokeby road to renew water and gas mains. The new mains will be installed in a two metre trench along the western side of rokeby road, which will involve some road closures and detours. Works will be coordinated in order to minimise disruption to the community as much as practicable.

Subiaco waS built on a SundaySubiaco’s latest public artwork by artist mel mcVee is pictured on the laneway wall at 147 rokeby road, the site of the new cat cafe (see back cover).

Throughout may, mel invited members of the community to paint by numbers to assist in the completion of this work. in august, mel will visit Subiaco library to discuss her background in sculpting, how she started creating murals and why the process of involving the community is the driver for success in her industry.

The session will end with a walk down rokeby road to the artwork to see the finished product.

This event is part of Subiaco library’s byo lunch and discover series. bring your own lunch or snacks to enjoy during the free session. Tea and coffee will be provided.

heriTage and conSerVaTion aWard WinnerS Winners of the city’s 2016 heritage conservation and Sustainable buildings awards were recently announced, recognising the best heritage and sustainable building projects from around the city.

now in their second year, the awards highlight outstanding achievement and innovation in the conservation of the city’s rich cultural heritage and commitment to sustainability in building and renovation across six award categories. for the first time, the city included a new Sustainable buildings category to recognise excellence in sustainable design, construction and operation.

The big winner in this year’s awards was 91 hensman road in Subiaco, taking out top honours in two categories. The former maternity home has been transformed into an elegant, functional home with great attention to detail in what the judges called a ‘truly outstanding conservation project’.

The winners are:

•Conservation of a heritage place 91 hensman road, Subiaco (nash+ghersinich architects and interior designers)

•Additionsandalterationstoaheritageplace 19 redfern Street, Subiaco (colin moore architects)

•Large scale additions and alterations to a heritage place 23 railway road, Subiaco (mJa Studios)

• Sustainable buildings 199 hamersley road, Subiaco (paul Wellington and elizabeth karol architects)

There’s still time to enter the 2016 Tim Winton award for young Writers. The award is open to Western australian students aged five to eighteen in school years one to twelve.

caRteR lane redeVelopedThe city of Subiaco has transformed one of the last industrial lots in the city into residential, mixed-use commercial and public open space. The new carter lane precinct is now open and includes grassed areas, water features, public art and a barbeque area.

The city commissioned prominent Western australian artist geoffrey drake-brockman to design a large-scale public art (pictured left), for the space. Titled Curl, the artwork was made over nine months. it incorporates 92 facets of marine grade stainless steel and weighs nearly half a ton. The striking artwork is a focal point of carter lane.

focuS | capTure | eXpreSSThe 2016 photographic awards provides amateur and professional photographers the opportunity to share their artistic perspectives of Subiaco and the world around them. The awards are open to photographers in the perth metropolitan area aged six years and over. photographs can be submitted online until monday 18 July and entered in one of three judging categories including Subiaco, open, or the new mobile phone category.

cash and prize packs to the value of $2500 will be awarded by a panel of judges. an exhibition of the finalists’ work will run at Subiaco library from Saturday 15 october to Sunday 27 november.

Subiaco library’S neW childRen’S book clubSubiaco library is starting a new book club just for kids.

The program includes sessions for three age groups and is suitable for children aged seven years and older. The club will meet every six weeks on monday afternoons at Subiaco library. children’s book club will meet for the first time on monday 18 July.

See Subi on SundayThe popular See Subi on Sunday walking tour series is back for its fifteenth year.Six guided walks will explore different parts of Subiaco’s rich heritage between July 2016 and June 2017, including the fascinating history of purpose-built maternity homes, the significance of workers to the development of Shenton park, and the colourful history behind the recently refurbished regal Theatre.

The new series begins with a look at the history of king edward memorial hospital.

Temporary muSeum cloSure and upcoming eVenTS

Subiaco museum is temporarily closed until early december 2016 while the city undertakes works to upgrade facilities at the museum and improve offsite archive facilities that house the museum collection, ensuring conservation of the city’s history well into the future.

The works include:

help To SupporT a gReeneR cityJoin the local community this national Tree day and help the city plant over 2500 native shrubs in mueller park, Subiaco. The planting continues the city’s work in establishing native planting as habitat for wildlife while reducing the city’s water use in its parks and reserves. national Tree day is a community tree planting event run by planet ark.

When: Sunday 31 July, 9am to 11am

Where: meet in mueller park near the bunted off area towards the centre of the park, roberts road, Subiaco

Volunteers should bring gloves, hand-trowels, spades and a water bottle, and wear enclosed shoes. Wet weather gear is recommended if it looks like rain on the day. refreshments will be provided once planting has finished.

bulk RubbiSh collecTionThe city’s next bulk rubbish collection is from monday 5 to friday 9 September. rubbish should be placed on the street verge adjacent to your property between Saturday 3 Sunday and 4 September.

The city will remove old furniture, timber, stoves, gas bottles, refrigerators (please remove doors for safety), steel and metal items, electrical and electronic appliances, mattresses and general junk.

The city will not remove bricks, builder’s rubble, sand or cement, foodstuffs/household rubbish, motor vehicles or motor vehicle parts, tyres, paint, oil, flammable liquids, asbestos products or other hazardous materials. residential prunings are not collected with bulk rubbish, however, you can call 9387 0999 to organise collection of household green waste.

rubbish should be kept clear of your sprinkler system and the footpath, and it is requested that all metal, steel (including gas cylinders), white goods and electrical goods are separated from your general rubbish so they can be recycled. items should be no longer than 1.5 metres.

preservation and maintenance of the urban forest is an important factor in enhancing the liveability of Subiaco.Street trees provide many benefits that have both economic and other values. While they

improve land values they also purify urban air, their foliage filters noise, they play a role in

modifying the effects of climate, contribute to a sense of seasonal change and, importantly,

provide valuable habitat for the fauna in the perth metropolitan area.

curious as a cat about Subiaco’s newest café? The cat café purrth has found a home at 147 rokeby road, Subiaco.

founders chris mewburn and Terps platritis have combined their interests in making people happy and their passion for friends of the furry kind with an entrepreneurial spirit and coffee aplenty.

mr mewburn said there is significant research on the positive mental health benefits that come from spending time with animals.

The cat café concept started in Tokyo, Japan, and has become popular around the world. The cat café is not a place to bring your pet cat, rather fans of cats and coffee alike pay a fee to spend time in a café environment with the ‘resident’ pets.

The cat café has partnered with the cat haven Wa and perth cat hospital to provide a safe and welcoming home for ten special cats.

mr mewburn said the cat café was excited to open its doors in Subiaco and was grateful for the enthusiasm and support of their 20 000 strong social media following, neighbouring businesses, property owners and the city.

This Western australian first will be a vibrant addition to Subiaco. for more cat café updates follow The cat café perth on facebook.

council meetings are held each month in the council chambers at the city of Subiaco administration centre, 241 rokeby road, Subiaco. members of the public are welcome to attend this meeting, and are given the opportunity to ask questions or make statements. for more information and meeting agendas and minutes, visit the city’s website.

a puRRfect addition To rokeby road

ciTy of perTh acTThe City of Perth Act will come into effect on 1 July 2016. The legislation expands the City of Perth’s boundary to include the part of the City of Subiaco south of Aberdare Road.

The City of Subiaco has worked closely with the City of Perth to facilitate transition arrangements for the 1348 properties that will shift from Subiaco to Perth, with both local governments committed to maintaining service levels throughout the transition. Frequently asked questions are available on the City of Perth’s website www.perth.wa.gov.au

If your property is affected by the City of Perth Act, you will no longer receive a hard copy of Talk about Subi, however you can still access it in electronic form on our website and sign up to our new monthly e-newsletter (see below).
