Residents Rejoice: Unincorporated OrangeCounty Gets New Group Home Ordinance

Santa Ana, California – At the Board of Supervisorsmeeting on September 24, the Board unanimously passedSupervisor Donald P. Wagner's direction on a new Countyordinance.

The ordinance will require group home operators tosubmit applications, obtain ministerial permits andenforce a "good neighbor policy" among other mandates.

“I heard from North Tustin residents that unlicensedsober living homes were a growing concern and soughtto remedy this issue with a new County ordinance,” saidSupervisor Wagner.

"The good actors operating group homes welcome morescrutiny. However, some bad actors are concentratingthese businesses, exploiting unlicensed homes for profitand at the expense of people's lives. The ordinance Ibrought forward will strike a balance between recoveringaddicts looking to put their lives back in order whilepreserving a neighborhood's peaceful character."

People living in the Third District's quiet, unincorporatedareas were disturbed by the increases in noise, trash,smoking, loitering, parking, and general nuisances. Insidethe unlicensed homes were reports of overdosing,assaults and more.

The ordinance brought forth by Supervisor Wagner willstipulate for a 24/7 on-site manager, for the operator'scontact information be available to neighbors, and for aminimum of 650-foot spacing between sober livingresidences.

Spacing between the group homes is intended to preventenclaves from dominating single-family neighborhoods.People in recovery can properly rebuild a stable life in thecommunity, while at the same time, respectingestablished neighborhood rules.

“The ‘Recovery Residences’ addressed by this zoningchange are businesses that exploit both recoveringaddicts and residential neighborhoods, siting houses closeto one another for their convenience and profit. Thezoning change brought forth by Supervisor Don Wagneris a win-win-win for recovering addicts, neighbors, andOrange County,” Laurie Girand, Advocates forResponsible Treatment.

Responding to Community Concerns

North Tustin residents contacted Supervisor Wagner’soffice regarding their neighborhood’s changing character.

May 31, 2019: Supervisor Wagner held a Town Hallmeeting at Hewes Middle School with the Health CareAgency and Sheriff’s Department to answer thecommunity’s questions. Over 100 concerned residentsattended to provide input.

June 25, 2019: At the Board of Supervisors hearing,Supervisor Wagner directed a new ordinance dealing withsober living homes to come to the Planning Commissionfor a vote. The Board unanimously supported hisdirection.

August 28, 2019: Planning Commission unanimouslypassed the ordinance.

September 24, 2019: New County ordinance passed atthe Board of Supervisors meeting.

There is still more work to be done. However, within afew short months, Supervisor Wagner is proud to havemade significant progress in creating healthiercommunities for all residents.

In 1968, Hispanic Heritage Week formed under PresidentLyndon Johnson, then expanded by President RonaldReagan in 1988 and enacted into law on August 17,1988.

September 15 marks the anniversary of independence forLatin American countries Costa Rica, El Salvador,Guatemala, Honduras, and Nicaragua. Also, Mexico andChile celebrate their independence days on September 16and September 18.

American Dreams

Irvine constituent, Al Tello, was born in Mexico andimmigrated with his parents at age three. Pictured is themotel where they spent their first night in the UnitedStates: The Land of Opportunity.

Everything the Tello's owned fit into the family stationwagon. Al became the first in his family to graduate fromcollege. Orange County is a gem in the golden state forthe diverse people who contribute to America'sremarkable legacy.

Moreno's Mexican Restaurant 50th Anniversary

In 1969, the Moreno family opened a small bakery in theCity of Orange. Moreno's family-run business has servedas the hub for thousands of happy occasions,celebrations, and eventually earning themselves the titleof Orange County Register's "Best of Orange County2018: Best Mexican Restaurant".

Adding to the festivities, owners Harvey and EleanorMoreno celebrated their 60th wedding anniversary.Harvey was born a few blocks from his restaurant'slocation. He and Eleanor had known each other sincethey were five years old when they were neighbors.

Sundown on September 29 to nightfall on October 1

Rosh Hashana is the Jewish New Year; it is theanniversary of the creation of Adam and Eve, a day ofjudgment and coronation, and marked by the sounding ofthe shofar.

The first two days of the Jewish new year, Tishrei 1 and2, beginning at sundown on the eve of Tishrei 1.

Rosh Hashana celebrations include festive family mealsand sugary delicacies, such as apples dipped in honey fora sweet New Year. Prayer services are punctuated by thesounding of the ram's horn (shofar) on both morningsand traditional candle lightings in the evenings.
