1. Event Type – Flugtag (飛行日) 2014

Flugtag (飛行日) (German: flight day, airshow) is an event in which competitors attempt to fly

homemade human-powered flying machines. The flying machines are usually launched off a

pier about 6 m high into the sea.

5. Programme Rundown at Event Day (11 May 2014)

1000 People start to enter the venue

1200 Opening Ceremony

0100 “Flying Day”

0100 – 1600 Team 1 to 40 with 5 minutes for each team

1600 Clean up and shower

1630 Prize Presentation

1700 Roundup and begins venue clearance

No. of teams: 40 (4 team members with 1 pilot in one team)

7. Specification of Flying Machines

Maximum Wingspan: 6m

Maximum Width of Wheelbase: 4

Maximum Weight: 200kg (without pilot)

8. Technical Specification of Ramp

The Ramp on the land is an Ascending Ramp that leads to the Ramp afloat on the sea.

6 m width plus 3 m wings each side = 12 m total width of ramp

30 m length

6 m height

There will be Fences at both sides of the Ramp for the people’s safety when launching their

planes

There will be Flashing lights (top and bottom) at the front (sea side) of the ramp for safety

9. Safety Measures for the plane

14.1 Safety for participating team members

a. All team members must wear the buoyancy aid and helmet provided by the event

organizers. (Please refer to attached photos for reference)

b. After the members jump into the water, canoes and powerboat will pick up all the

people.

c. One first aid boat will be on spot for any emergency situation.

d. Staff from AMS will be stand-by on the first aid boat and on shore with an ambulance

car.

14.2 Safety Requirement for flying machines

a. All flying machines must be launched from the 6m high runway using only human

power.

b. No auxiliary lifting devices, power sources, or stored energy (e.g. elastics, batteries,

clockwork springs, rocket fuel etc.) may be used.

c. Modified aircraft – e.g. para-gliders, hang-gliders, jet-fighters, light aircraft, commercial

jets, etc. – are not permitted.

d. All flying machines must have some kind of buoyancy device on all major parts of the

plane to avoid them submerging on landing.

e. All competitors must be able to swim unassisted a distance of 100m.

f. Pilot and other crew members must not attached to the machines.

a. First Aid – Auxiliary Medical Services AMS

b. First Aider x 10 located next to the Sponsors Marqee

c. First Aider x 8 located next to the Ramp

d. Ambulance x1 Standby – At the parking bay facing Star Ferry

e. 1 Ambulance Way – Located adjacent to the Waiting Zone and the Flugtag Village Tent

LAND USE

11. Flugtag Village – Plane Assembly Area ( Zone - White)

Area reserved for each teams as per diagrams attached:

6 m x 6 m = 36m2 per team

Making a total of about 1440m2

Land requested – White Area – Flugtag Village

Size : 1600m2

12. Waiting Zone (Zone – Yellow)

Area Reserved for the teams to line up and get ready for the flight

Size : 2100m2

13. Aviation Club – Exhibition Area (Zone C – RED)

Zone C as per attached diagram

There will be Helicopters Stationed on the lawn for exhibition

Size : 4550m2

14. The Sponsors Booths

3m x 3m per booth

Souvenirs or gaming tents will be set

Snacks and Drinks (non-alcoholic) will be sold to the people

Size : L16m x W3m

15. Drinks Wigwam

There will be 4 Red Bull Kiosks Wigwam

Drinks and Snacks and Souvenirs will be sold

CROWD FLOW & CONTROL

16. Spectator Entering (Spectators Entering Paths)

i. Central MTR Station and Star Ferry (West)

a. Spectators Entering from Central MTR Station and Star Ferry will follow the

path to Entrance A and Entrance B

ii. Admiralty MTR Station (East)

a. Spectators Entering from Admiralty MTR Station will follow the path to the

Entrance B

iii. LCSD (Best View Area)

a. There will be East and West Entrances

b. Entrances are also Exits when the event is finished

c. There will be a buffer safety line (1m width) for the security event

management, and also safeguard from excited people to jump into the sea

directly.

17. Spectator’s Area

Spectators area are located next to the sea. Besides the sea shore, it will be fenced for safety

precaution. The area is divided into 2 parts.

Zone A will be filled first – Security will do the head count

Zone B will be filled after Zone A is full – Security will do the head count

i. The Purple Part (Zone A)

Major Spectators Area

Size : 8850m2

Spectators expected : 8000 Persons Maximum

ii. The Orange Yellow Part (Zone B)

Secondary Spectators Area

Size : 6300m2

Spectators expected : 6000 Persons Maximum

iii. The Blue Area (Judge & VIP)

Judge and VIP Area

Size : 504m2

Spectators expected : 450 Persons Maximim

Total Area for Spectators = 15654m2

Total Number of Spectators = 15600 people

When people entering the site, the zones separation will be managed by security guards by using

plastic straps. This will facilitate the counting of the number of people in Zone A. Then the same

procedure will be moved to Zone B

18. Normal Entrances and Exits

a. 3 Dedicated Entrance and Exit (Also Emergency Exits)

- Entrance A and Entrance B are for the general public

b. The VIP Entrances are for the special VIPs with that are designated at the special drop

off point at the round-about (Dark Green Area)

c. Each Entrance will be monitored by 2 security guards

d. Emergency Evacuation – All Entrances will be used as Exits

19. Emergency Exit

There will be 3 emergency exits (Red Gates A,B,C) as per diagram)

They are also normal exits, especially when the event finished for the spectators leaving the

site.

20. Man Power

a. Staffs – 50 persons

b. Security guards – 50 persons

c. Air Cadet Crew – 150 persons

21. Temporary Toilets

2x Temporary Container Toilets Zone with a capacity of 100 located as per diagram

22. Foul Weather Condition

If the Black Rainstorm Warning or Typhoon signal number 3 or above is hoisted before 6:00am

on the event day, the organizer will cancel or reschedule the event.

If thunderstorm warning signal is hoisted in the morning but will be lowered before 11:00am on

the event day, the organizer will continue the event after the signal is lowered.
