We were pleased to have Ir Otto Poon, Chairman of Strategy Sub-committee of the Council of Sustainable Development delivering a seminar on ‘Road Pricing’ to us after the AGM which drew a great deal of interaction between the speaker and the audience. The Institute held a buffet dinner that night to let members better acquainted among themselves. The AGM, seminar and the dinner were well participated by CILTHK members and guests with over 120 attendees. After its subsequent engagement meetings on “Air Quality”, 14 recommendations were made to the Government towards the end of2006 covering issues related to power, transport and industrial sectors. As the Government is already taking action on issues such as levelof pollution from power plants, acceleration of the conversion to cleaner fuels, upgrading certain types of vehicles to Euro IV engines,installation of particulate traps and catalytic converters, etc., what are left for the Council to engage the public were “High Air PollutionDays”, “Demand Side Management”, and “Road Pricing”.

As we all know, there are two main sources of air pollution, namely regional and local. Power plants and industries in the Pearl RiverDelta are the major causes for regional air pollution, whereas emission from vehicles is the main source of local road side pollution.

There are of course many ways to reduce road side pollution such as cleaner fuels, better combustion in the engines, particulate trap andcatalytic converter, switch off idling engines, etc. but we also need to look for other measures that can further mitigate the problem.

Road Pricing is one of these measures to encourage the people to use more public transport, to regulate the traffic flow, to reducenumber of cars on the roads, and to reduce traffic jams all of which would help towards reduction of emission. The Council did notconsider the Road Pricing as a way to increase Government revenue.

The presentation will also cover some case studies overseas but as each city is unique and there is no standard solution or panacea, theCouncil therefore would wish to engage the public to evaluate if Road Pricing could be an effective way to improve on the air quality ofHong Kong.

As the leading professional body in the transport sector, the views from The Chartered Institute of Logistics and Transport would be ofimmense value for the Council to make a recommendation to the Government.

the councilCILT International Management Committee (IMC) Meeting,8th - 9th September 2007The CILT International Management Committee had its recent meeting held in Hong Kong again after the last visit in February. The meetingwas chaired by Mr. Len Harper (CILT Australia) and attended by Mr. Richard Hunt (International President), Mr. Cyril Bleasdale (DirectorGeneral), Mr. Radzak Malek (CILT Malaysia), Dr. Ibrahim Vandu-Chikolo (CILT Nigeria), Mr. KY Leung (CILT Hong Kong), Mr. Peter Snow (CILTNew Zealand), Prof. Alan Waller (CILT UK). Mr. Teete Owusu-Nortey (International Vice President) and Dr. Daryll Hull from the Transport andLogistics Centre, Australia also attended as observers.

On the 2nd day of the IMC Meeting, Mr. Anthony Lau, the President of CILT Hong Kong together with members of the Standing Committeepresented an update on the preparation of the ICM 2008. The proposed programmes are:

Site Visit - Air Traffic Control Complex, CAD -6th July 2007

On 6th July 2007, 14 participants visited the Air Traffic Control Complexof Civil Aviation Department (CAD) to familiarise and to have a betterunderstanding of their services, facilities and operations.

The Hong Kong Air Traffic Management Division is responsible for theprovision of air traffic control, flight information service and alertingservice within the Hong Kong Flight Information Region (FIR) asassigned by the International Civil Aviation Organisation. The airspacecovers a total of 276,000 square kilometres extending over the SouthChina Sea. In 2006, the Division handled a total of 280,492 (international

and local) aircraft movements which operated into and out of Hong Kong International Airport, and 139,714movements transiting the FIR.

Site Visit to Da Chan BayTerminal One, Shenzhen,China - 31st August 2007

Da Chan Bay Terminal One is located in Bao An District of WesternShenzhen, right at the middle of the Pearl River Delta cargocatchment area. The new international terminal will have fiveberths with a total quay area of 1830 meters, and will be able tohandle the mega container vessels of the latest generation. Theoperation is scheduled to come on stream in December this year.

A group of 40 participants joined the visit and thetransportation was specially arranged through thenewly opened Hong Kong-Shenzhen Western Corridor.The Institute would like to express our appreciation toModern Terminal Limited for arranging this visit.

Seminar on an Application of Quantitative RiskAssessment Techniques in Verifying System Safety Acceptance- 22nd August 2007Dr. Vincent Ho described the risk-based approach toverify the safety acceptance of an emergency brakingsystem of a modern light rail vehicle. Using an integratedevent tree/fault tree risk model, all perceivable failurescenarios associated with the emergency braking systemwere postulated, and their consequence and frequencyof occurrence were individually quantified. The total risk associated with the emergency braking system wasassessed.

Using application examples, Dr. Ho also demonstrated that the risk-based approach could be an effective riskmanagement tool, and could offer significant advantages over the “worst case analysis” approach commonly usedin the transit industry to justify safety acceptance.

The Seminar was jointly organised with HKARMS, HKIE-SSC, HKIUS, IOSH and SOEHK.

Seminar onOccupational Safetyand Health Seminar on“Preparing for the nextInfluenza Pandemic” -27th September 2007It is prudent for corporations to have a BusinessContinuity Plan in place to reduce the risks andimpact of an influenza pandemic or othercatastrophic medical emergencies. In thisseminar, Dr. Nelson Wong introduced the natureand symptoms of Seasonal Influenza & Bird Flu,and explained why Bird Flu had the potential tobe the next Pandemic. Dr. Wong also discussedthe goals of a Pandemic Influenza PreparednessPlan and associated activities; as well as theimplementation of antiviral stockpiling atcorporate level, which was an important tool forthe corporations’ survival during a Flu pandemic.

The seminar was jointly organised by ISOH,CILTHK, HKIE-MMNC, HKIE-SSC, HKARMS, SOE,ISA, HKIUS and SRSO.

Results of the Professional Qualifying Examination (PQE) inMay 2007

24 candidates had enrolled for 37 papers in the PQE 2007. Out of the12 papers, OL1, OL2, AL1 and AL2 had not been attempted and/orenrolled. The following table and chart show the passing rate and theaverage score for the 8 papers.

MILT Day 2007 - e-Business UpdateThe topic of MILT Day 2007 was “e-Business Update” and was held at the HongKong Polytechnic University on 29th September 2007. The revolution in themarketplace brought on by information technology has been developing rapidlyespecially in transport and logistics industry. The Institute was honoured tohave three distinguished speakers to share their knowledge and experiences inthe up-to-date development of e-Business.

Site Visit to DHL Air Freight Forwarding Centre14th September 2007Thanks to DHL Global Forwarding for arranging the site visit to their AirportFreight Forwarding Center in Chap Lap Kok on 14 September. During the visit,an introduction of DHL was given by Mr. Richard Au, the Assistant Director ofExport Operation of Airfreight Department, and then followed by a discussionwith participants on current issues regarding the development of logisticsbusiness in Mainland China. Members were escorted to tour within ExportDepartment and Import Department offices during the peak hours operationwhen members could feel the intense atmosphere like that in a battle field. Inthe final session, Mr. Ivan Lee, the Warehouse Manager, introduced membersthe airfreight facility how cargo movement within a busy

warehouse facility as well as the operation ofreceiving cargoes from container by usingdifferent types of equipment.

Mentorship ProgrammeThe programme aims at facilitating communications and experience-sharing betweensenior and young members within the Institute. The YMC is grateful to the 8 memberswho have accepted to be Mentors for the year 2008. membership committeeMember ProfileMr Stanley Hui Hon-Chung, FCILTChief Executive Officer, Airport Authority Hong KongMr Stanley Hui Hon-Chung joined Airport Authority Hong Kong as Chief Executive Officer in February 2007 and is responsiblefor overall corporate performance.

Mr Hui has over 30 years of experience in the aviation industry. For more than nine years from 1997, Mr Hui was the CEOof Dragonair. Under his leadership, Dragonair grew rapidly from 10 to 38 aircraft and tripled its revenue by 2005. Theairline also launched all-cargo operation in 2000. From 1994 to 1997, he was Chief Operating Officer of the all-cargo airline AHK Air Hong Kong.Prior to that, he was the Chief Representative of John Swire & Sons (China), based in Beijing. Between 1990 and 1992, Mr Hui was GeneralManager, Planning and International Affairs, at Dragonair. His aviation career began in 1975 with Cathay Pacific Airways, where he held a rangeof management positions both in Hong Kong and overseas. Mr Hui was closely involved with the development of air services between HongKong and Mainland China from 1980s, an experience that carries through to his capacity as the CEO of Dragonair and now as the CEO of AirportAuthority Hong Kong.

Mr Hui is active in serving the community and the industry. He is a board member of Airports Council International, Asia-Pacific region. He is alsoa member of the Hong Kong SAR Government’s Aviation Development Advisory Committee. Furthermore, he is Chairman of the VettingCommittee of the Professional Services Development Assistance Scheme, a member of the Vocational Training Council and a member of theLabour Advisory Board. He was appointed a Justice of the Peace in July 2006 by the Chief Executive.

Mr Hui holds a BSc from the University of Hong Kong. He is married with two children.
