Rev. Rush Otey (Selwyn Avenue) and family upon the passing of his mother, Helen Prosser Otey, on January 16th in Gainesville, GA.

COMMUNICATIONS: At the 104th Stated Meeting of the Presbytery of Charlotte, it was moved and approved that all active ministers, retired ministers serving congregations, Commissioned Local Pastors (CLPs), Certified Educators, Candidates/Inquirers under our care, COM, CPM and PJC members be required to attend sexual misconduct training every 3 years. To insure participation, COM will not attest or re-attest PIFs, CLPs will not be commissioned nor will qualified candidates/inquirers be allowed to serve congregations. The following persons are currently out of compliance with this policy and are therefore not in good standing in the Presbytery until they complete the training:

OMNIBUS MOTION:
1. The Administration Committee recommends that Robinson Presbyterian Church be
granted permission to sell a 24 acre parcel of property on Harrisburg Road adjacent to the property on which the church buildings stand. It is in front of where Robinson Church Road and Harrisburg Road intersect. Background: The offer is for 2.1 million dollars. The buyer is Whip’d Properties, LLC. The developer is Pulte Homes, a large and reputable developer. Pulte is planning to build 90 homes in the $250,000+ range. At closing the church will receive $100,000 down payment, then $250,000 per quarter. The project is totally bonded. The closing would be in 6-8 months.

Robinson has grown by over 10% in active membership in the past year and should easily continue to grow at that rate. Robinson Church is about a mile from I-485. It is in one of the few areas in Charlotte with property available for construction. The church's desire is to use a portion of the proceeds to renovate the church which is desperately needed. The bulk of the income the church would put into an endowment fund, a large portion of its proceeds the church would like to use to support the mission and ministry of the church.

On Sunday, January 13, 2019 at 3:00 pm The commission met on Sunday, January 13, 2019 at McClintock Presbyterian Church, Charlotte, NC at 2:20 pm. Commission Members Present were: MINISTERS: Jerry Cannon (CN Jenkins), Moderator; Jan Edmiston (General Presbyter), Warren Lesane (Executive/Stated Clerk, Mid-Atlantic Synod), W. Jeffrey Pinkson (Steele Creek at Pleasant Hill); ELDERS: Tamara Williams (First United), Phyllis Bridges (McClintock), Tina Dean (Christ), Pender McElroy (First-Charlotte) The commission meeting was opened with prayer by Rev. Jerry Cannon. Tamara Williams was elected secretary of the commission. The commission recessed for the installation service. The Moderator presided. The service was opened with singing, prayer and scripture reading. Marcellus Hoover and Tina Dean read the scriptures. The sermon was preached by the Rev. Warren Lesane on the topic/text: “It’s Time to Reset” based on Isaiah 43: 1-7; 18-21 and II Corinthians 5:17-19. The Moderator stated briefly the previous proceedings of the Presbytery and pointed out the nature and importance of the Ordination and Installation Ordinance. The Moderator propounded the constitutional questions to the Minister and these were answered in the affirmative. Phyllis Bridges, Elder representative of the congregation, then propounded the constitutional questions to the McClintock Presbyterian Church congregation and these were answered in the affirmative. The Moderator then declared that Gregory M. Busby, Sr. had been regularly elected and installed as Pastor of McClintock Presbyterian Church, Charlotte, NC.

A charge to the Pastor was delivered by Rev. Dr. Jan Edmiston. A charge to the congregation was delivered by Tamara Williams. Following prayer and singing, the new Pastor pronounced the benediction. ADMINISTRATIVE COMMISSION TO RAMAH PRESBYTERIAN CHURCH REPORT TO PRESBYTERY
FEBRUARY 9, 2019
The Administrative Commission for Ramah Church has been meeting regularly since March 2018. We have conducted listening sessions with the congregation and we have spoken with most of the former session members who left the church when the session was set aside. We have held two town hall style meetings with the congregation - one to summarize our learnings from the listening sessions and another to discuss healthy pastor/congregation relationships. New by-laws for the congregation have been written and approved by the congregation. A Nominating Committee was elected in November and they have just completed their work. A congregational meeting has been called for February 17 to receive and act upon their slate of officers. The AC is encouraged by Ramah’s strong financial position, as well as the commitment of those remaining at Ramah, though the number of active participants is significantly smaller than before the dismissal of the Session. Our work continues as we work closely with Rev. Copeland as he prepares for officer training, which we believe will be critical to the healthy functioning of the new session. We will continue to work with Rev. Copeland and the new session once they are elected for the foreseeable future.

ADMINISTRATIVE COMMISSION TO JOHNSTON MEMORIAL PRESBYTERIAN CHURCH
REPORT TO PRESBYTERY FEBRUARY 9, 2019
The Administrative Commission to Johnston Memorial Church has been meeting regularly since October 30, 2018. We have conducted listening sessions with the three members of the Johnston Memorial Presbyterian Church and with liaisons from the Presbytery of Charlotte’s Committee on Ministry. We have provided pastoral support for the remaining three members of the Johnston Memorial Presbyterian Church and authorized one worship service of the congregation for Saturday, February 9th. We have exercised our authority to gain access to and control over the church’s finances and have worked with legal counsel to respond to a complaint filed against the Presbytery to the Synod of the Mid-Atlantic (findings included in this packet). We have invited the remaining three members of the Johnston Memorial Presbyterian Church to join with us in crafting a fitting conclusion to the work of the Administrative Commission that would include honoring the legacy of the church and the long investment of its members. “Grace to you and peace, from God our Father and the Lord Jesus Christ.”
On November 5, 2018, the Synod Stated Clerk received from what was described as the Session
of Johnston Memorial Presbyterian Church, a Complaint of Irregularity against Charlotte
Presbytery dated November 2, 2018. The Complaint also pursuant to the Book of Order Rules
Disciples D-6.0103a (3), requested a Stay of Enforcement.
Since a Stay of Enforcement was requested, the SPJC Officers (Carol Haas and Bill Parish)
issued a provisional findings letter on the preliminary questions found in D-6.0305 on November
12, 2018. The request stay was not granted with the constitutional requirements not being met in
(D-6.0103d (2)).
Given the Christmas holidays and attempts by the 2 parties to resolve the issues outside the
judicial process, an extension was given to the Committee of Counsel of Charlotte Presbytery to
submit their concise answer. The concise answer was received by the Synod Stated Clerk on
January 23, 2019.
As required by the PCUSA Book of Order, ‘Rules of Discipline’, D-6.0305, we have carefully
examined both the Complaint and the Answer as to whether the four criteria (or threshold
requirements) listed there have been satisfied. Pursuant to D-6.0306, the SPJC officers now

YES. Charlotte Presbytery is one of the constituent presbyteries of this Synod.

“b. the complainant has standing to file this case”
NO. G-3.0203 requires a moderator to be present for a meeting of Session. When a church does
not have an installed a pastor, this is the moderator appointed by Presbytery. Evidence is
provided in the concise answer that this did not occur. The person submitting the complaint on
behalf of what is purported to be the Session is not a member of the PCUSA and thus cannot
represent the “session” in a remedial case.
“c. the complaint was timely filed”
YES. The requirement is that “a complaint of an irregularity shall be filed within ninety days
after the alleged irregularity has occurred. This complaint was filed within ninety days of the
Presbytery meeting where an administrative commission was formed
“d. the complaint states a claim upon which relief can be granted”
YES. The Complaint cites numerous concerns. The only issue which the SPJC could address is
the formation of an administrative commission by the Presbytery
Finally, we call attention to the fact that these findings can be challenged within thirty days of
their receipt, either by a party to the case or by a member of the SPJC (D-6.0306a) by sending
the challenge to the Synod Stated Clerk. If the complainants wish to challenge these findings,
their challenge should include as copy of the Session minutes where this complaint was approved
signed by both the Clerk of Session and the Moderator of the meeting. If no challenge is
received within 30 days, the case is dismissed. Since this case will be automatically dismissed if
not challenged, there is no reason for the SPJC to act on the motion to dismiss by the respondent.
Again, the complainants are reminded that only a member of the PCUSA can be engaged as
counsel for a judicial matter. James Galvin cannot represent the complainants in this case and
correspondence will not be sent through him.

Report to Presbytery February 9, 2019
Recommendation: That the Second Presbyterian Church, Kannapolis, NC be dismissed to the Covenant Order of Evangelical Presbyterians (ECO) pending completion of the dismissal process as determined by the Administrative Commission on Dismissals and reception by the Covenant Order of Evangelical Presbyterians. Second Presbyterian Church, Kannapolis, NC has followed the Presbytery of Charlotte Commitment to Congregations Pursuing Discernment or Gracious Separation and a quorum of the congregation voted unanimously on November 4, 2018 to seek dismissal from the PCUSA (twenty eight of thirty members were present) and petition the Covenant Order of Evangelical Presbyterians for membership.

Annual Adjustment Notes 1. Consider cost of living increases, special family needs (education, medical or other extraordinary
expenses), the prevailing standards of the community and the merit of the minister's work in determining his or her compensation. The inflation rate/median family income varies by county.
2. The Session shall recommend 2019 Compensation for action at a congregational meeting called for
the purpose of adjusting the terms of the minister’s call. The actions may be based on past performance and future expectations.
3. Continuing Education expenses and travel expenses are paid by voucher upon documentation by
the pastor. Unexpended Continuing Education time and money may be accumulated up to three years by mutual agreement between pastor and session. Accrued Continuing Education time and money are forfeited upon dissolution of the pastoral relationship. Unexpended Continuing Education time and money and unexpended travel allowance are not available to a pastor as compensation.
4. Sessions should review the various plan design options of the Traditional Program medical dues

Additional Information 1. As of 11/14/18, the latest Consumer Price Index for All Urban Consumers, South Region for the 12
months ending October 31, 2018 was 2.1%. This is a common index used in determining trends for budgeting purposes. In addition, the Cost Of Living Allowance (COLA) at the federal level is 2.9%.
2. The Board of Pensions Median Annual Effective Salary (2019) of all PC(USA) teaching elder
members of the Benefits Plan serving U.S. congregations is $59,100, an increase of 1.9 percent when compared to $58,000 for 2018.

Casey Aldridge Statement of Faith
I believe and trust in one sovereign and Triune God: Creator, Redeemer, and Sustainer. I believe this Mothering God, whom Jesus called Father, created all things in heaven and on earth,
and called them good. We are created in God’s image, and in God we find our truest identity. God cares about creation and has always been active in history, inviting individuals and communities into covenantal relationship. All of us have fallen short of God’s desire for justice, righteousness, and a society of love. Moreover, we are not just individual sinners; we are caught up in a social web of sin that we cannot escape on our own. Yet the Word of God—which alone has the power to redeem us before our Creator—did not abandon us, but became flesh to live among human beings and to die for our sake. Justification is therefore not something we have earned, but the free and unmerited gift of God, given as grace and received through faith.
I believe that God sent us God’s only son, Jesus Christ our Lord. In Christ, we encounter God not
only as the Creator, but also as Son, our Savior and Redeemer. Christ alone is our priest, prophet, and king. Fully human and fully divine, this Jesus who saves us is God, having existed with his Father and the Holy Spirit from the beginning. God became flesh in the historical person of Jesus of Nazareth, born of Mary. In Jesus, God revealed God’s own self to sinners and lepers, the scorned of society: healing the sick, preaching the good news of God’s coming kingdom to the poor, and proclaiming release to prisoners. This Jesus was charged with heresy by religious authorities, and crucified as a rebel by Rome. Through Jesus, God was humiliatingly crucified, painfully killed, and dead for three days. We therefore have God with us in life and in death. On the third day, God raised Jesus from the dead. By the death and resurrection of Jesus, God defeated the powers of sin and death, and overcame the imperial violence of the cross. I believe that this Jesus will come again in the future, finishing God’s work and bringing God’s kingdom to completion. I believe that the resurrection of Jesus Christ anticipates the general resurrection of the dead and the creation of a new heaven and new earth, where death and sin will no longer have power over life, and where all will experience the love and presence of God in its fullness.
I believe that between Jesus’ historical life and eventual eschatological return, we are not
abandoned by God, but are always encouraged and exhorted by a third person of the Trinity, the Holy Spirit of God, the Giver and Sustainer of life. This Spirit abides in and around each of us, empowering us to work for God’s kingdom. The Spirit is God within those who have need, and within those who attend to the needs of others. We cannot worship God except by the power of this Spirit, nor can we follow Jesus except through the Spirit’s strength and vitality. It is by the wisdom of the Spirit that prophets have spoken of God’s judgment and grace, and it is by the presence and power of the Spirit that human community is made possible. The Spirit is the fabric of the Christian community that began at Pentecost, which we call the Church.
I believe that the Church exists in visible and invisible forms as the body of its Lord Jesus Christ in
the world, knitted together by the Spirit for worship of and fellowship with the Triune God. The Church recognizes two Sacraments: Baptism, as a sign of God’s gracious forgiveness of sins, and which marks our incorporation into Christ’s crucified and resurrected body; and Holy Communion, during which we give thanks to our Creator and to the Spirit that sustains us, as we remember and participate in the life and death of Christ as a community. The Church is informed in its faith and mission by Scriptures that it recognizes as inspired by the Spirit, from the law of Moses and the historical and prophetic books of ancient Israel, to the Gospel accounts of the life of Jesus and the letters of Paul. Scripture, though written by human beings, is a gift of God that points us to the liberating and life-giving work of God in history. By the power of the Spirit, the example of Christ, and the guidance of Scripture, the Church is called to share and participate in the creative, redemptive, and sustaining love of God in the present: feeding the hungry, clothing the naked, setting prisoners free, and praying for the salvation of all creation.

Marcy S. Doak Statement of Faith
I believe in the Triune God: God the Father, God the Son, and God the Holy Spirit. I believe God created all things, seen and unseen, and God is the sovereign authority of all the universe for all time. I believe and have faith in God’s unconditional love for me in which I know I belong to God, as a child of God, uniquely and wonderfully made. I believe God’s love is constant, transformative, and never ending. It is in God’s gift of Jesus Christ by the power of the Holy Spirit that God’s trusting love is revealed to us. I believe Jesus Christ is Lord and Savior. Because of the brokenness of humanity and our sinful nature, God sent Jesus Christ to earth as fully human and fully divine in order to restore our relationship with God. Jesus Christ is God, the Word made flesh. Jesus Christ is also Emmanuel, God with us. I believe Jesus Christ was crucified, died, and rose from the dead. Jesus Christ broke the power of sin and death, reconciling and redeeming all creation for everlasting life. I believe the Holy Spirit is the active presence and power of God at work in both the world and in individuals. I believe the Holy Spirit guides, leads, and directs us to live a life of faithful service to God. The Holy Spirit is the power that unites us in Christ creating community where there were formerly barriers. I believe faith is a gift of God’s grace through the power of the Holy Spirit. I believe the church is God’s creation, and Jesus Christ is the head of the church. By the power of the Holy Spirit, God draws the body of Christ together as a faithful, hopeful, and loving covenant community. The church is the authentic witness to the Good News of God’s grace, and the body of Christ gets to participate in God’s enduring mission in the world. I believe the Sacraments of Baptism and the Lord’s Supper are instituted by our Lord, Jesus Christ. These two sacraments are the outward and visible signs of God’s invisible grace, and they signify the real presence and power of God’s action and renewing claim on our lives. In baptism, God calls us by name as we are marked as Christ’s own into a life of service to God. As we celebrate the Lord’s Supper, we gather at the table and the Holy Spirit unites us in Christ with all of God’s people in every time and place. This joyful feast is a time of remembrance and also an indication of the Kingdom of God. I believe in the authority of Scripture, and Scripture is inspired by God and written by humans. I believe Scripture to be God’s divine self-revelation – the Word of God written. The Holy Spirit illuminates Scripture so that it is both timely and timeless for God’s people throughout all time to be comforted and guided in our daily lives. I believe in the promise that nothing can separate us from the love of God in Christ Jesus. God is always present and working for good in our lives by the power of the Holy Spirit whether we are aware of this action or not.

I believe that God created Heaven and Earth and created all things. I believe God provides and
sustains for all creatures and responds to all human needs. I believe sin separates us from God, but never separates God from us because of God’s grace. I believe God’s grace is given freely to everyone. I believe grace is not earned by our works here on earth but given daily and freely from God. I believe God sent God’s Son, Jesus Christ, to live and walk among the people. I believe by Jesus walking among us, we were able to learn from him. I believe that Jesus Christ walked among us full of grace and truth. I believe Jesus came to earth, fully human and fully divine, to show God’s love, save us from sin and offer eternal life. I believe Jesus was crucified and died on the cross to save everyone. The Holy Spirit is the one who comforts us, supports us, and nudges us to stay moving on our journey of faith. The Holy Spirit is the moment you no longer feel alone when no one is around. The Holy Spirit walks before us, behind and with us, renewing and giving us life. I believe that the sacraments are used to bring together the body of Christ and seal in us a call for service. I believe Baptism is our seal and sign into the community with Jesus Christ and the church. I believe that we are called to come together, everyone from different walks of life, to sit
at God’s table and take part in the abounding feast of communion and be fed. I believe communion is an act that reminds us of God’s covenant and reminds us of God’s never ending grace offered to all people. I believe the Bible is the living Word of God and the salvation history of God and God’s people. I believe the Bible showed us how to live faithfully. I believe the Church is a place for us to gather and worship God. I believe because of the grace of God we are able to enter into the community where we come together in order to support one another through the milestones of life. I believe the church is a place for us to come to when we are broken and feel lost. I believe the church is a place to come to when we feel whole and content.

Ministry Resource Committee
How do you create an effective youth ministry program with no dedicated staff, low commitment from parents, few youth, shrinking budgets and very limited outside resources? You look beyond what you don’t have and see the possibilities that could exist when you’re willing to take a risk in the name of the Holy Spirit. And, that’s exactly how the Charlotte Youth Ministry Consortium (CYMC) came to be: one person willing to take a risk and inviting others to join her.
In 2015, after many years of hearing the same struggles coming from just about every small church (less than 200 members) in the presbytery, Donna Fair, a member at First United Presbyterian Church, decided to try and do something about it. Donna met with then Presbytery Executive, Betty Meadows, and presented her idea of a consortium ministry group that would bring together youth from the small churches within our presbytery for monthly youth group meetings, faith formation and mission projects. The group would meet at a different participating church each month and existing youth
leadership in those churches would be engaged as facilitators and mentors to group participants. Each church that wanted to participate in the consortium was asked to make an initial $300 investment to help purchase the supplies needed to sustain a viable youth ministry.
In addition, the Presbytery of Charlotte through the Ministry Resource Committee (MRC) agreed to support the ministry partnership financially by providing matching funds. The MRC is dedicated to the development of ministry partnerships between congregations that support the presbytery’s shared vision of; discipleship, evangelism, pastoral care, mission, worship, community-building. Other funds for the ministry were obtained through Synod grants, coordinated fundraisers and individual donations. As this ministry partnership has grown, even churches that do not work directly with the consortium, like Sharon Presbyterian, have made financial contributions to support the on-going work of this growing youth ministry.

As a result of this ministry partnership, youth who would have never had the opportunity to meet each other, now get to spend time together monthly unpacking scripture, engaging in creative play, fellowship and mission work together. They also participate in some pretty amazing summer mission trips through the support of the partnership by Myers Park Presbyterian Church. For the past 3 years, youth from the CYMC have partnered with Myers Park Presbyterian Church to do summer mission trips to, Broad Street Ministry in Philadelphia, Urban Youth Ministry @4th Street Presbyterian Church in Chicago, and Montreat Middle and High School Conferences.
This year the youth of CYMC are looking forward to a Civil Rights tour through Atlanta, Birmingham and Memphis, a week at the Howell Nature Center-Animal Rescue in Howell, Michigan and the Youth Triennium at Purdue University.
As one leader said, “All of us that work with the Charlotte Youth Ministry Consortium are excited about the opportunities that this ministry continues to provide for our churches and or youth. We’ve learned that it’s okay to think outside the box as we faithfully move forward in responding to God’s call to make a difference in the lives of those entrusted to us for educating, nurturing, loving and guiding.”

New worshiping communities and transformation are foundational to the resourcing work of the MRC.

Report of Presbytery’s Council Presbytery of Charlotte
February 9, 2019 For Information: 1. Council approved the minutes of the October 23, 2018 Stated Meeting of the Presbytery. 2. Council received a report from the Comptroller/Treasurer summarizing the Presbytery’s
Financial Statements through 2018 and a report will be in the February Presbytery Packet. 3. Council received updates from the various governance and program committees of the
Presbytery on their recent actions and ongoing activities.
4. Council heard an update from Camp Grier’s Executive Director, Jason Dougal, on the current programs and status of fundraising efforts for the camp.
5. Council endorsed the proposed 2019 Presbytery budget as recommended by the Administration Committee and will present it to Presbytery for approval at the February 9, 2019 stated meeting.
