History of Designation Program 15 plus years ago a group of leaders in our field introduced the
concept for developing a program to enhance the learning opportunities and ensure basic understandings of Facility
Management to IASBO, IASBO liked the program and it was instituted
It was lead by people like:
Bob Spangle, George Klien,
Neil Rossdeutscher, James Wuerffel, Gary Stanley and Grant Sabo
That were the leaders that developed this new venture
This was the birth of the Designation Program
How does the Designation Program Work
1. Required Seminars (49 points) 1. Introduction to Facilities Management at the Annual Conference (1) 2. Budget & Financial Projections (6) 3. Custodial Operations (3) 4. Maintenance Operations (3) 5. Environmental Health & Safety (6) 6. Educational Facility Design, Renovation & Construction (6) 7. Security and Emergency Preparedness Management (3) 8. Public Relations & Internal Communications (3) 9. Building Systems: HVAC, Electrical and Technology (6) 10. Grounds Care & Planning and Playgrounds (3) 11. Best Practices in Purchasing (6) 12. Energy Saving, Sustainability, Recycling, Green LEED (3)
2. Elective Seminars (18 points) Any Illinois ASBO seminar may qualify as an elective.
3. Length to Complete the Program
At the end of this five-year program and with completion of three years work experience verified by a supervisor, designees are presented with a pin and certification-of-completion plaque signed by the President of Illinois ASBO.
4. Five Year Renewal Requirement (15 points every five years) To maintain your Designation you must earn an additional 15 points every five years. Up to 6 points each year will count toward this renewal requirement
It is a series of seminars designed to improve the understanding of the Director of Buildings and Grounds Position
Evolution of New Certification
As beneficial, helpful and educational as the designation program is, it also took a long time to
complete and had no method to verify that information was learned. It lacked a recognizable
respected certification in our industry.
This is what started the evolution to an internationally recognized certification. The evolution started out
with Buildings and Grounds Directors, who are amongst us here, who had a vision to make our certification more respected and sought after.
Evolution of New Certification
A group of Buildings and Grounds Directors along with IASBO Meet with representatives from three
organizations where presentations were given to them from the organizations to preview their
literature, testing procedures and pricing structures.
Of the three organizations interviewed, the
Association for Facility Engineering (AFE) was chosen.
Presentation to IASBO
September 6, 2012 John Fuhrer from Northshore School District 112 and Scott Mackall from Park Ridge School District 64 met with the Executive board of IASBO to share the vision of partnering
with AFE for certification for the Facility Manager position in schools.
The Board unanimously approved of the
partnership.
IASBO & AFE Partnership Negotiations were then held with AFE, IASBO
and members or our group to work out an agreement.
The purpose of the agreement was to finalize the pricing structure, schedules and to figure
out a way to allow a few members of the IASBO group to become trainers to help keep
costs down for our members.
• The new certification has international recognition
• The new certification has a testing feature to authenticate what has been learned
• The new certification has two levels, the supervisory level and the management level to meet individuals needs
• The new program does not throw away the old
program but allows the old certification and training opportunities to enhance the new certification

The CPS certification is for those individuals who are working to become a Facilities Director or who
are a new Director looking to improve on leadership and management skills. It is a 2 day
course followed with ½ day of testing.
The topics discussed in this course include:

The CPMM certification is for those individuals who are currently a Facilities Director with topics that prepare them for the details of the job. It is a
3 day course followed with ½ day of testing.

Illinois, the individual school district’s and the communities investment in
capital assets and properties have the ability to be maintained to the highest
standards available by having a consistent group of highly qualified nationally

• Currently there are 5 IASBO members that are being trained from AFE and will become local trainers for IASBO.
• It is the goal this summer to have all of the
training completed for the trainers and to offer the first classes to other IASBO members.
