1 SUMMARY

The Sixth Seminar for PSCOs on Port State Control in the Indian Ocean MOU region will be held from 10 to 14 September, 2018 at Yangon. This Seminar is jointly organized by the Department of Marine Administration, Ministry of Transport and Communications, the Government of the Republic of the Union of Myanmar and the Indian Ocean MOU on port State control.

1.1 BACKGROUND

The Indian Ocean Memorandum of Understanding was kept open for signature at the Head Quarters of the Secretariat in Goa, India, from 5th June, 1998 to 22nd January, 1999. The first committee meeting of MOU took place at Goa from 20th to 22nd January 1999. The Memorandum came into effect on 1st April 1999.

Recently Myanmar has signed IOMOU in 2017 and it came into effect on 16 September.

There are (19) countries have become parties to the Memorandum as of September 2017, namely, Australia, Bangladesh, Comoros, Eritrea, France, India, Iran, Kenya, Mauritius, Maldives, Mozambique, Myanmar, Oman, South Africa, Seychelles, Sri Lanka, Sudan, Tanzania and Yemen.

The Indian Ocean Memorandum of Understanding (IOMOU) held PSCOs Seminars in every year in the different member states on a rotating basic.

1.2 OBJECTIVE

The objective of the seminar is to provide opportunity for the PSC officers to updateknowledge and to share experiences and expertise on port State control so as to promotecloser co-operation and harmonization on PSC throughout the region.

1.3 GOAL

Our ultimate goal is to identify and eliminate substandard ships from the region.

1.4 SCOPE

The key areas of the seminar to focus in respect of: -

(a) Maritime safety;

(b) Maritime security;

(c) Environmental protection;

(d) Maritime labour welfare; and

deficiency writing and wording, together with case studies and the latest development and upcoming of IOCIS (Indian Ocean Computerised Information System).

2.1 LOGISTIC ARRANGEMENT

The DMA staff will provide necessary logistic arrangements for international participants from Yangon International Airport to the hotel and vice versa. Participants may wish to individually coordinate with the hotel to arrange transport from hotel to the airport.
