Preface
The last edition of the 1:1000 Basic Mapping Specification was published in
December 1991 before the Land Information System (LIS) was fully implemented.
It was presented in three parts, namely the Survey Specification, Cartographic
Specification and Land Information Centre (LIC) Mapping Specification. In March
1994, while the data conversion was still in progress, the Land Information Centre
published the Basic Mapping System (BMS) Specification to provide the necessary
guidelines on how to update the map data captured in the LIS Basic Mapping System.
Since then, the BMS database has become the core data set for all applications using
the Geographic Information System (GIS) technology in Hong Kong. The BMS
Specification has widely been used by all involved in topographical surveys, BMS
database updating and GIS applications.
This new edition of the 1:1000 Basic Mapping Specification is presented in the same
format adopted for the BMS Specification. The contents have also been revised to
reflect the changes in survey requirements and cartographic presentations over the
years. This edition has been prepared with its main objectives of clarifying:
(a) what to do in the field to survey the ground features; and
(b) how to encode the features for updating the BMS database.
The new edition was completed as a result of the concerted effort of the working
group formed under the BMS Policy Meeting. The members of the working group
came from various offices with different topographical survey and mapping
experiences. They are:
SLS/LS: Ho Wing-kun, Sin King-kau, Sung Hon-kwong, Chang Kwok-fai;
SCgr/Cgr: Cheung Chung-tong, Grace Lee; and
PSO(L): Lo Kam-chiu, Mak £au-hon, Pun Kwong-chiu.
The working group has resolved all the ambiguities arising out of the lack of a
comprehensive set of guidelines and the misinterpretation of instructions from various
sources. I am sure this new edition of the 1:1000 Basic Mapping Specification will
provide all the necessary guidelines on how to conduct topographical surveys and
BMS database updating for many years to come.

Introduction
Maps are, no doubt, the most effective means of conveying geographic information. However,to represent natural and artificial features of the earth effectively on a plane surface,consideration must be given to the purpose and scale of the map, users' requirements and thelimitations of map-making. These, in turn, determine the types and amount of survey data tobe collected and the methods of cartographic representation. Consideration must also be givento the requirements of a digital map base, which would need much more data than aconventional paper map to make it a useful base for various Geographic Information Systemapplications.
As the basic map of the Hong Kong SAR, one would expect that the 1:1000 Basic MappingSystem (BMS) would provide as much information as possible. It needs to strike a balancehere so that the data and graphics so selected for display on the map face are legible,unambiguous and easy to interpret.
The "1:1000 Basic Mapping Specification" attempts to set guiding principles for representingdata both on the map face and in the database of the Basic Mapping System. The layering,feature coding and annotation of the ground features in the Specification are referred to theformat currently in use in the BMS of the Survey and Mapping Office, Lands Department.For detail operation and data structure, please refer to the Basic Mapping System OperationManual and the Basic Mapping System Data Dictionary.
ObjectivesThe aims of this Specification are:1. To lay down guidelines for the selection of features to be surveyed and data to be
collected in the field.2. To standardize the cartographic presentation and symbolization of ground features and
lettering.
Layout of SpecificationThis Specification lists features to be surveyed in alphabetical order. Given under each item,from the top are - Feature Name, Feature Layer, Feature Code, Annotation, Anno Layer,Anno Level, and Anno Size. There is supplementary information under the GeneralGuidelines and Note for most of the features.
1. Feature Name (in Bold)Feature name refers to the name of a natural or man-made feature. The Chinese name isalso given.
2. Feature LayerThis is the BMS layer in which the feature is to be stored. If the feature is a compositeitem, then no feature layer is specified, e.g. Airport, Container Terminal, etc.
3. Feature CodeThe feature code has a string consisting of not more than three characters forming aunique reference to the line/point/symbol of the feature.
4. AnnotationThis is the descriptive text of the feature. It describes the nature, usage or name of afeature.
5. Anno LayerThis is the BMS layer in which annotations are to be stored. The annotations, in bothEnglish and Chinese, have different levels and sizes.
6. Anno LevelThis shows the level of annotation to be stored.
7. Anno SizeThis shows the character size of the annotation to be used.
8. General Guidelines / NoteThis contains guidelines and supplementary information for survey requirement andcartographic presentation.
9. Graphic RepresentationTwo diagrams are used to illustrate how a feature should be represented. The colourdiagram is the check plot, whereas the black and white diagram is the survey sheet plot.
10. Convention UsedFeatures that are part of a main feature are grouped under that main feature. For instance,podium and staircase are grouped under "Building". Features of similar nature aregrouped together with reference made in the individual item.
Some features are composed of multiple features that should be stored in various layers.These layers are separated by slashes ( / ) . Feature codes under the corresponding layersare also separated by slashes ( / ) , while feature codes of the same layer are separated bycommas ( , ). For instance, an "Artificial Slope" may contain features that are stored infour layers, namely, "RELIEF, ROAD, SLOPE and MISCLINE". Each layer may alsocontain one or more feature code. The following is an example:

Annotations are stored in Anno Levels of various layers. Usually, English annotations arestored in levels ranged from "1 to 5", while Chinese annotations are stored in levelsranged from "101 to 105". Semicolons ( ; ) are used to separate English and ChineseAnno Levels of the feature. Square brackets ( [ ] ) contain variable annotations. Thefollowing example shows how the annotation details of a school and the buildings insideare specified:

Feature SelectionThe general principle of surveying is to record "what is seen in the field". As it is impossibleto show everything, features not stated in this Specification are to be ignored. However, ifthese features are considered prominent or whenever there is doubt regarding selection,representation, generalization, annotation etc., users can refer them to the Basic MappingSystem Policy Meeting for further clarification and consideration. It should also be pointedout that this Specification does not include all kinds of usage for buildings or sites (e.g.factory, warehouse, garden etc.). Such omission does not imply that these buildings or sitesneed not be shown and annotated.
Feature Representation1. Ground Feature
According to their nature and size, ground features are represented by one of these: line,point, symbol and area. If two linear features coincide on plan, for instance, a fence builton top of a wall or an overhanging structure overlaps with the road margin, display thedominant feature and suppress the other. In general, features underneath are to besuppressed unless otherwise stated in this Specification. The general hierarchy ofdominance is - Building, Boundary Feature, Railway, Road, Relief, Miscellaneous Lineor Point, and Contour.

2. Features under Elevated StructureIn general, features under elevated structures, except those in private areas should besurveyed especially for those prominent features with public interest. Annotate theirusage in brackets. Show the graphics by special feature codes such as "RMU", "PAU","BUP" etc. as appropriate. Other major details such as fence, utility features, etc. shouldbe shown in suppressed mode by changing the 'DISP' field at the attribute table notequal to "0". Also, the corresponding annotations should be suppressed by changing theAnno Level to "0".
3. Height Information• On natural ground, retain existing contour lines or provide new ones to depict the actual
terrain wherever possible. Provide sufficient spot heights so that the topography can beproperly represented. Height information should be retained and suppressed if they areunder elevated structures. On artificial features such as roads, paved areas, podiums etc.,sufficient spot heights should be provided to indicate significant changes in gradient.
4. AnnotationIn principle, annotation serves to indicate the name, nature or usage of a feature. It is alsoused to denote address. Nevertheless, care should be taken not to over annotate to avoidgiving superfluous information especially when symbols have already been used.
a) According to the importance, nature of the feature, or both, annotations are put intodifferent layers under different annotation sub-classes or levels. For those thatcannot be categorized under a layer, they will be placed in the GENANNO layer andat appropriate Anno Level.
b) Generally, all specific names of buildings should be annotated (at the annotationsub-class) in the BLDGPOLY layers. Other generic names and usage such as"Multi-storey Car Park", "Bus Terminus under", "Burial Urns", "TS" etc. would beput in various layers according to their related features. For instance, "Burial Urns"would be put in MISCLINE layer; "TS" would be put in BLDG layer and "ESS" inGENANNO layer.
c) Symbols for Dangerous Goods Store ( [Djj8] ) and Declared Monument ( & ) arestored at Level 5 in the GENANNO layer. The symbol for Swimming Pool ( 4* ) isstored in the RELIEF layer and Toilet ( ffl ) in the BLDG layer.
d) The position of annotation should be reasonably close to the feature it refers to.(1) For point feature, it should preferably be placed at the northeast corner.(2) For linear feature, it should be placed along the alignment or parallel and within
the feature for road or footpath if there is space.(3) For polygon feature, it should be placed near the centre and parallel to the base
of the feature or the grid line.
e) If a feature spreads beyond the border of the map sheet, place the annotation on thesheet that shows the larger portion of the feature.
f) The lettering of a word should never be upside down or with space between letters.

g) "Helvetica font" is used for English annotations. "UF Hei (j$jM)" is used forChinese annotations. The "upright" style is used for all except hydrographic featuresfor which "italic" is used.
h) Avoid overlapping annotations with graphics or gridlines. If overlapping isinevitable, suppress the graphic to make room for the annotation.
i) Show both English and Chinese annotations if there is sufficient space, otherwisethe shorter annotation, usually the Chinese, should have priority. If the space isinsufficient even for Chinese annotation, then annotate the usage as appropriate, andinput the full name into the Lookup Tables.
j) Some symbols such as FP, L, ET, CUL, H etc. are input as annotations into theirrespective layers. Full annotation is not required. All such abbreviations should be inupper case and no Chinese character is required.
k) Long annotation should always be kept as one single entry. Use the backslash toforce a line break.
1) Annotate buildings and sites with their proper names if available, e.g. Ming WahBuilding, Taikoo Shing, Wong Tai Sin Estate, etc. If there is no proper name,annotate its usage such as Factory, Garage, Multi-storey Car Park, Open Storage etc.
m) Annotation can be in upper case or in upper and lower case. The following are someguidelines:(1) For road and place names, all letters should be in upper case, e.g.
HOLLYWOOD ROAD, GREEN ISLAND, etc.(2) For site name, according to its importance, the annotation can be all in upper
case (GENANNO Level 3), e.g. TAIKOO SHING, DYNASTY HEIGHTS, etc.or in upper and lower case (GENANNO Level 4), e.g. Sha Tin Heights, TsuenWan Plaza, etc.
(3) All building names must be in upper and lower cases, e.g. Hong KongConvention and Exhibition Centre, Passenger Terminal Hong Kong Airport, etc.
(4) The first letter of each descriptive word should be capitalized, e.g. Multi-storeyCar Park, Covered Service Reservoir, etc. except if a phrase is used such as"Home for the Aged" etc.
5. Background Textual Information (Attributes)Textual information collected in the field, such as place name, estate name, address,building name or usage are stored in the Lookup Tables. Some can enrich features bydenoting their status or type while others are supplement information that will not beshown on the map. Therefore, annotations on the map may be different from thecorresponding information stored in the Lookup Table.
6. Proposed FeaturesMajor infrastructures still at the design or construction stage are regarded as proposedfeatures.
Data AccuracyThe accuracy of the planimetric information varies according to the source of data. Eachfeature is thus assigned with the precision code in its respective layer to denote the level ofpositional accuracy. The following is a list of source of data and the accuracy attainedapproximately:

The Way ForwardAs we enter into the third millennium, not only has map-making been revolutionized with theintroduction of computer technology, map users have also radically changed their attitude andexpectations of map products. In order to cater for the ever-changing needs and demands ofmap users, this Specification will inevitably have to be revised and updated continuously inthe years to come.

General Guidelines:An enclosed area may be privately owned or belong to the government. Enclosed areas can beclassified into three types - areas open to public in general, areas open to public with limitedaccess, and private property. Examples are as follows:
(a) For private area with or without physical boundary but is open to the public such asTaikoo Shing (yfcc!^) and Luk Yeung Sun Chuen ONMili'r1^), treat it as public area.Ground features are to be shown as in public area.
(b) For private area with physical boundary but may be accessed by seeking permission suchas Pare Oasis (3£—'M), show features of public interest - buildings, roads, and firehydrants but ignore minor features such as lamp-posts. Do not show features such asplayground, steps and paved areas that are not considered as major access.
(c) For private premises used solely by the occupant and the public is denied of access suchas Edinburgh Villa (|±fi) in Ting Kau, show artificial features forming the premisesboundaries - fence, wall, gate etc. Major features such as artificial slopes, main accessroads and buildings should also be shown.

A site is an area of development, which may or may not be delineated by physicalfeatures. It can be a large enclosure of a private or public estate, a p£rk, a complex ofindustrial or commercial, residential or educational property.
(b) A site may be composed of more than one sub-site, which may or may not be delineatedby physical features. For example, the site Kingswood Villa (M^IUjtt) consists ofLocwood Court (^ |j^), Chestwood Court (IjI^Jjgj), Kenswood Court (jp^Jlj) etc.Each of which is considered as a sub-site.
(c) A site must have a proper name that is relatively prominent. The company/owner name isnormally not regarded as proper name. However, if the name is a landmark, it should beannotated as such.
(d) For site name, according to its importance, the annotation can be all in upper case(GENANNO Level 3), such as TADCOO SHINQ DYNASTY HEIGHTS, ete. or in upperand lower case (GENANNO Level 4), such as Sha Tm Heights, Tipea Wan Btaza, etc.
(e) Sub-site names are considered as part of the name of the buildings inside, and are inputinto the building name Lookup Table.

(f) Note the following in demarcating the boundaries of a site or sub-site:(1) Delineate the boundary by the physical features identifiable on the ground.(2) If there are two or more lines in proximity to each other that are suitable for
delineating the boundary while there is no identifiable line of physical features,capture appropriate features from BMS or CIS. Capture contours and arbitrary linesin order of importance for forming the boundary of a site.
(3) Do not include the officially leased or allocated area outside its fenced or developedarea.

(4) If a site is composed of several leased, allocated or vested areas like a big estate thatis physically separated by public roads or streets, the site should be a unifiedpolygon. Add arcs to connect the outermost boundaries of the separated areas.
(5) However, if the separated areas mentioned in (4) above are so scattered that theformation of a unique polygon would result in distortion of the size and shape of thesite, more than one polygon should be formed but with the same GEOREFNO value.
