centers, and transit, especially the best in class transit routes of State Street, Fairview Avenue, and Vista Avenue. If ACHD increased the number of pedestrian/bicycle projects to nine per year, each planning area could improve with one project per year and result in a logical expansion of the bicycle and pedestrian network after five or ten years. Funding Buckets Due to the large backlog of projects in the community programs category, the city has consistently requested that ACHD change their funding structure or increase the funding for Community Programs. This aligns with the strategies contained in Boise’s Transportation Action Plan and the Keep Boise Moving discussions to date to emphasize enhanced bicycle, pedestrian and transit facilities. ACHD has three main buckets for funding construction: Maintenance $24-34 million annually Capital Projects $23-30 million annually (of which ~$7.5 million funds bike

facilities, sidewalks, and pedestrian crossings) Community Programs $5-7 million annually When funding is allocated by categories, it creates barriers to constructing projects based on a city’s priorities, values, and needs. The funding buckets show that 4 times more money is spent on Capital Projects compared to specific sidewalk projects, and even less is spent on economic development projects. In Boise’s case there is a large backlog of sidewalk and bicycle needs compared to new or expanded roadway needs. This is due to the city’s fairly mature transportation system and is further evidenced by the growing backlog of bicycle and pedestrian projects as the as each planning area’s pedestrian and bicycle plan is completed. In the FY2020 budget, the ACHD Commission approved an additional $3 million for pedestrian and bicycle gap projects. The Commission is considering a similar action this year. Completed Projects Last year the city requested 17 capital projects and 69 community program projects (see attached spreadsheet). Two capital projects and two community projects were completed in 2019 or have been bid and are proceeding to construction in 2020.

New Requests This year, the PDS team recommends including two projects and a concept study.

1. Longfellow School Pedestrian Safety, key intersections on 8th St & 9th St (North End/EastEnd Planning Area)

2. Two Digital Speed Readers on Warm Springs Ave near Teresa Dr (Barber ValleyPlanning Area)

3. Concept Study/Plan for 6-Legged Intersection at Boise Ave, Highland & Vermont(Southeast Planning Area)

The city’s Community Programs list includes 69 recommended bicycle and pedestrian projects. The PDS team maintains an internal, un-prioritized list of an additional 48 projects that will feed into the prioritized list in future years. The attached prioritized list is a consolidation of the individual lists created for each planning area. Note the Central Bench has 13 projects, which is more than the other planning areas, because it was the first area to have the city’s Energize focus and the first bicycle/pedestrian plan with ACHD. Many of the projects in Central Bench are now cycling to the top of the list for design and construction.

Economic Development Funding In 2017, after a thorough review of revenues available versus Commission-directed targets and priorities, ACHD found that there is not adequate general fund revenue available to continue a set-aside for this program. In turn, the Commission elected to review project requests against available revenues on a year by year basis. ACHD is not soliciting Economic Development Funding projects this year.

REQUESTED ACTION:

Approval the annual list of prioritized projects to send to ACHD by March 20, 2020.

The PDS team recommends sending the attached project request list with a letter requesting ACHD to continue to provide additional funds for Community Programs.
