THE Department of Education inthe Eastern Cape is ready to deliv-er on the promise of ensuring thatall schools are resourced with theLearner Teacher Support Materi-al (LTSM).

This according to Department ofEducation spokesperson, Malibong-we Mtima, who said learning will betaking place from the first day of thenew school year (yesterday) in thefulfilment of the Eastern Cape De-partment of Education’s plan to in-crease the pass rate of 61.6% lastyear.

Despite improving slightly on the58.1 % pass rate of the previous year,the Eastern Cape still had the lowestmatric pass in the country.

By Thursday last week, Mtimasaid his department had already dis-tributed 85% of textbooks and 98% ofstationery to all its schools across theprovince.

The SA Democratic TeachersUnion (Sadtu) in the province, is

however, less optimistic about thestart of the school year because ofwhat they call “the unilateral decla-ration of teaching posts for 2013 inthe province by the Education MEC(Mandla Makupula).

According to Sadtu Provincial Sec-retary Mncekeleli Ndongeni the postprovisioning in 2013 is 4 000 less thanthe posts declared in 2012.

“Only 60 850 posts have been de-clared for 2013 – a significant cutfrom 64 752 posts declared in 2012which was a further decline from the69 390 posts declared in 2010,” saidNdongeni.

“We are concerned about what thiswill do to the delivery of quality edu-

cation in the province as we are go-ing to be confronted by a teachershortage which will be a further set-back in our attempt to respond to thechallenges facing education.”

National Professional TeachersOrganisation of SA (Naptosa) in theEastern Cape believes the challengesstaring education in the face in theprovince relate to a workforce inwhich the average foot soldiers areunder capacitated.

Naptosa EC Chief Executive Offic-er Peter Duminy added that the Edu-cation Department has “a communi-cation network that creaks like arusty donkey cart, leading to infor-mation and instructions arriving far

too late in districts and school officesfor effective planning and implemen-tation of administrative and curricu-lum matters.”

According to Duminy, Naptosahas taken note of the steps an-nounced by the Department such asthe improvement of school leader-ship, increased provisioning of re-sources and information and mobi-lising communities at schools,among other steps.

“We would, however, like to seethat each and every step taken in theprocess will have specific targets en-visaged for the year 2013,” said Du-miny.

Lack about communication of theEducation Department’s manage-ment plans is also one of the con-cerns raised by the South AfricanTeachers Union.

According to Jan Stroebel, the newchairman of the South AfricanTeachers Union and headmaster atFramesby High School, one of thebiggest challenges facing all schoolsis the uncertainty, especially with re-gard to the filling of vacant posts.

“Up to now, we have yet to receive

a management plan from the depart-ment with definite guidelines as towhat is going to be done,” he said.

“There are many schools with anumber of vacancies and it is diffi-cult to start a new school year with-out all the necessary staff. We wouldlike to see that every school in thisprovince has the number of staff asprovided for in the post provision-ing,” said Stroebel.

He said that as a union they wouldlike to take a positive approach tosolve the problems facing educationin the Eastern Cape.

“It wouldn’t help if we just sit backand complain. We want to take handswith the department and work to-gether to find solutions,” said Stro-ebel.

Police in Despatch are requesting businessowners to step up their security measures, andto take special care, especially before closingtime, as a result of the sudden increase in busi-ness robberies in the area.

Last Thursday evening, at about 19:56 abusiness in the main road was robbed as theowner was preparing to close the shop for theday.

“It is alleged that three males (one had a fire-

arm) entered the shop and pushed the ownerto the back of the shop where they tied himup. They took an undisclosed amount of cash,cellphones and other items and fled from thescene,” said police spokesperson W/O GerdaSwart.

The 10 month old baby boy whowas seriously injured on Christ-mas Eve by his mother, passedaway last week.It is alleged that the mother of

the child had an argument withthe father at their home inKamesh.“She allegedly threw the baby

at the father. The baby then fellto the ground.“She left the house and the fa-

ther picked-up the baby,” said po-lice spokesperson W/O GerdaSwart.The mother, Lauretta van der

Ranse, returned home the nextday, but refused to take the babyfor medical treatment.Members of theKamesh police,

were informed on the 4th Janu-ary regarding the incident andimmediately took the baby to the

Uitenhage Provincial Hospital.“Owing to the baby’s nature of

his injuries, hewas transferred toa hospital in Port Elizabeth.“The baby passed away on the

8th January,” said W/O Swart.The 28 year mother was arrest-

ed on the same day that her babypassed away and appeared incourt on charges ranging fromchild abuse to assault with theintent to do grievous bodilyharm.“She was granted R500 bail but

could not pay it and was sent toKirkwood prison where she willbe detaineduntil her next appear-ance on 27 February,” said W/OSwart.Investigations are continuing

and police await the post mortemreport that will determine theexact cause of death.

about R10 000.The suspect is due to appear

in the Uitenhage Magistrates’court soon.

A 40-year-old man appeared in theUitenhage Magistrates’ Court onTuesday on a charge of murder. Thesuspect was arrested in connectionwith the gruesome murder of Cyn-thia Malgas.“She was found dead on a couch in

her livingroom with her 1-year-oldboy next to her. Hewas unhurt,” saidpolice spokesperson W/O GerdaSwart.It is alleged that the incident oc-

curred in the early hours of themorning, when the suspect and Mal-gas had an argument.“She was beaten severely and

passed away on the scene. On the ar-rival of police they were informedthat the suspect ran away.“He later returned and was arrest-

ed for the allegedmurder,” saidW/OSwart.The 1-year-old boywas taken to his

grandparents.

rigting en kon ’n vreeslike ongeluk veroor-saak het ten spyte van die versperringsblok,”

Body CorporateAccording to Stiaan Jonker of Smith Tabata

Attorneys in Nelson Mandela Bay, a sectionaltitle scheme is controlled and managed by abody corporate.“The Sectional Titles Act makes provision

for the appointment of trustees to take care ofthe complexmanagement. They are appointedby the owners at the AGM.”Jonker says the trustees are expected to act

honestly and in the best interests of the bodycorporate.“At the AGM, the trustees present their an-

nual budget to the body corporate, whowill ei-ther accept it or request changes.”Therefore, they cannot simply act on a

As a result of the demand from bud-ding cyclists, an “endurance” chal-lenge for children, called the Pow-erade 10km Sprint, has been added

to the forthcoming Volkswagen sponsored cy-cle tour.Aimed at the 10 to 12 year age group, the

latest addition to the Powerade-sponsoredfamily road events effectively bridges the gapbetween the 21km Leisure Ride on the oneside and the 2km Kiddies’ Ride and 500m Tod-dlers’ Dash on the other.According to event coordinator Linda Har-

wood, the new race fulfilled the organisers’ vi-sion to offer a completeweekend festival of cy-cling.“Like the Leisure Ride, it’s an ideal oppor-

tunity for parents to interact with their kidsbecause participants have to be accompaniedby an adult.”For older teens, Harwood said the new

55km Pursuit – which replaces the existing40kmand 70kmraces –would include licensedU14 and U16 racing categories.“Now there really is something for every-

one leading up to the 106km Classic featurerace.”On the mountain bike side, she said Pow-

eradewould once again sponsor the 30kmLei-sure Challenge, 5km Kiddies’ Challenge and500m Toddlers’ Dash.She said the cycle tour – which takes place
