Page | 1 Situation Update WFP’s latest food security assessment (January 2015) confirmed that the financial situation of the majority of population in non-government controlled area and internally displaced persons (IDPs) in government controlled area remains difficult. Approximately 29.5 percent of households in non-governmental controlled areas do not have enough money for basic needs, 50 percent have sufficient funds to purchase food, and only 19 percent have enough to eat but have depleted their savings. Food accounts for the main share of household expenditure, 52 percent in government controlled area and 80 percent in non-government controlled area. Food price index continues to grow after a seasonal decrease during the summer and yearly food inflation reached 40.1 percent. WFP Response Food Assistance WFP Emergency operation in Ukraine has been extended until end of June 2016. WFP continues to support the most vulnerable categories of people living in Donetsk and Luhansk regions, both government and non-controlled areas, providing food parcels, e- vouchers or cash transfers. Situation Update

WFP’s latest food security assessment (January 2015)

confirmed that the financial situation of the majority of

population in non-government controlled area and

internally displaced persons (IDPs) in government

controlled area remains difficult. Approximately 29.5

WFP Emergency operation in Ukraine has been

extended until end of June 2016. WFP continues to

support the most vulnerable categories of people living

cooperating NGO partners.

Each beneficiary received up to three rounds of

assistance, depending on targeting criteria and

needs. Of these 80 percent of reached

beneficiaries were located in non-government

controlled area of Donetsk and Luhansk oblasts.

WFP completed delivery of in-kind assistance to

health and social institutions in government

controlled areas, delivering food parcels (with

caloric value of 2,065 kcal per person per day) for

more than 6,400 people to be supported for the

winter period between November and January.

WFP distributed cash based transfer to 28,000

beneficiaries living in government controlled

areas. Each electronic voucher covers one month

of food needs (value 450 UAH, equivalent to

approximately USD 22).

WFP targeting, based on criteria agreed by the

Food Security Cluster, prioritizes women with

vulnerabilities. Women headed households, single

women and pregnant and lactating women

represent 65 percent of the total number of

beneficiaries reached in 2015. Out of 120,000

beneficiaries reached in December, 70,200 are

women and 17,400 are children, including 5,680

under 5 years old. Overall, 60 percent of WFP

beneficiaries in December were women and girls.

Logistics

WFP dispatched more than 167,000 food parcels

(equivalent to more than 2,400 mt) to its

partners, out of which 95 percent were delivered

to NGCA.

Clusters

Food Security Cluster

The Food Security Cluster (FSC), led by WFP,

consists of UN agencies, NGOs, International

Federation of Red Cross and Red Crescent

Societies, the host government, donors, and other

partners involved in the food security response for

the humanitarian crisis. It advocates for improved

coordination, information flow and rationalised

targeting across crisis affected areas.

Logistics Cluster

In December 2015, the Logistics Cluster

facilitated transportation of 913 mt (1,511 m³) of

humanitarian cargo by road to NGCAs including

food, medicine, shelter and agricultural items.

Overall since its activation, the Logistics Cluster

transported 2,862 mt (4, 823 m³).

Transport of humanitarian cargo to NGCA have

resumed for organizations that have received

authorization to operate in these areas by de

facto authorities.

Resourcing Update

WFP requires USD 24 million to cover operational

needs until 30 June 2016

The Country Office is facing a shortfall of funds to

cover food distributions starting February 2016.

From February onwards, significant ruptures in the

pipeline may lead WFP to cut food rations or

suspend activities. Shortfall of gross needs for the

whole project until June 2016 are 70 percent.
