Dear Colleagues,

I am pleased to present the Annual Report of CivilSociety Institute for year 2006.

The reporting period was remarkable with elaboration of a new strategic vision of development in theOrganization. The vision reflects Institute's decision todirect its efforts and resources towards contributing toformation of sustainable civil, public, business institutionsand viable administrative systems in Georgia.Accordingly,contribution to the process of development of effectivepublic policy and optimal administrative systems weredefined as principal priorities of the Institute for theforthcoming five years.

Within the reporting period Civil Society Instituteextended its geographic coverage. Branches in Zugdidiand Batumi commenced active operation. Number oforganizations consuming services offered by the Institutesharply increased. Along with cooperation with Parliamentof Georgia, the Institute commenced cooperation withother public institutions, including seven ministries of theCountry, Adjara Supreme Council, State Agency for SocialAid and Employment and local self-governance agencies.In the context of civil society, social service provider not-for-profit organizations were prioritized.

Within the limits of Effective Public GovernanceProgramme, Tbilisi City Hall Human Resources andAdministrative Structure Optimization project wassuccessfully completed. The project, along with issuesrelated to optimization of human resources andadministrative system of Tbilisi City Hall, coveredimprovement of legislative acts regulating the City Hallactivities. In this connection, amendments to the City HallStatute, Statute of the Competition Committee, legal actsrelated to optimization of human resources managementhave been drafted. Further, electronic database of humanresources was created, general concept paper ofcompetition process, requirements for employees'qualification, competition tests and other related acts wereelaborated. Moreover, within the boundaries of the project,model statutes and job descriptions for 4 City Agencies(City Agency for Purchasing Goods and Services, CityAgency for Property Management, City Agency for CivilParticipation and Integration Tbilisi Department, CityAgency for Economic Policy) were developed.

During the course of the reporting period, within thelimits of the Legal Programme, the institute advanced itsefforts to achieve the transparency of the law-makingprocess in the Country. It becomes evident that theInstitute managed to create a sustainable and viablesystem guaranteeing comprehensive transparency oflegislative processes in the Country. Along with theParliament of Georgia, Adjara Supreme Council andseven Ministries, systematically submitting lawproposals to the Parliament, were involved in the effortsof the Institute.

Importantly, within the boundaries of the Programme,in addition to Georgian version, the Institute initiateddissemination of English version of free electronicnewsletter for English speaking community in Georgia.

The significant success of the Programme isformation, in close cooperation with Ministry of Justice,of unified database of non-commercial sector. Thedatabase combines:

Unified database of associations registered inGeorgia;Unified database of foundations registered inGeorgia;Unified database of foreign non-commercialorganizations' representative offices registered inGeorgia;Unified database of political unions (parties)registered in Georgia.

The register is available in print and electronically(compact disks). The register allowing search with allparameters was posted on the official web site of theInstitute. Further, the database was transmitted free ofcharge to both, Ministry of Justice and tax agencies.

Economic Development Programme achievedsignificant success in the course of the reporting period.Within the boundaries of the Programme, the project onsmall business development and unemployment levelreduction in Samegrelo region was implemented.

For the purpose of supporting small and medium-sized enterprises Civil Society Institute Zugdidi Branchoffered high quality consultancy services to small andmedium entrepreneurs in the region. The areas coveredincluded broad range of legal, tax, financial accounting, management, business planning issues and other topicsof concern to beneficiaries. Concurrently, Civil SocietyInstitute provided training courses covering the sameareas for local entrepreneurs. Further, the Instituteconducted Samegrelo region labour market andbusiness environment survey. The survey findingsserved as basis for elaboration and probation of analternative model of unemployment level reductionpolicy in the region.

It would not be an exaggeration to emphasize thatdue to these activities the Institute has become a key actor, playing a substantial part in the processes ofsmall and medium-size business development andunemployment level reduction in the region.

Within the limits of Civil Society DevelopmentProgramme, activities aimed at supporting Georgianhigher education system reform were implemented.Specifically, the Institute conducted an extensivepublic information campaign supporting “BolognaProcess”.

In the end of the reporting period new priorities ofthe Programme were delineated. The Programmeshifted its attention towards improving overalloperating environment of socially orientedorganizations in Georgia. In this context, a complexproject was elaborated. The task of the project isthreefold: elaboration of comprehensive socialservices' outsourcing policy, strengthening the serviceprovider socially oriented organizations and creatingeffective legislative and general operatingenvironment for these organizations. The project wassupported by German fund EED.

Finally, I would like to express my gratitude to ourpartners and donors for their generous support andcooperation. I would like to offer my particular thanksto all employees of the Institute for theirprofessionalism, dedication and conscientiousness,since I see these qualities as a major driving force ofOrganization's accomplishments. I firmly believe thatwe shall cooperatively continue our efforts towardsprosperity of our Country. I am further persuaded thatCivil Society Institute shall always remain in the avant-garde of democratic transformation of Georgia.

ekonomikuri ganviTarebis programaEconomic Development Program

The principal objective of the programme is tocontribute to the process of overcoming economiccrisis in Georgia.

The main priorities of the programme areprovided below:

Eradication of poverty through reduction ofunemployment level;Improvement of general business environment;Contribution to the development of small andmedium-size enterprises.

During the current reporting period, within thelimits of the Economic Development Programme theproject on small business development andunemployment level reduction in Samegrelo regionwas initiated and implemented. Samegrelo has beenchosen as the project implementation area due to thefact that it is located close to the Abkhazian conflictzone and is considered to be relatively poor, lessdeveloped region with high concentration of IDP-s.The principal objective of the project is contribution tounemployment level reduction and povertyeradication processes. The project should produceemployment opportunities for low-income residentsof the region. Efforts to develop small businessshould increase the employment potential of smallenterprises.

Within the limits of the project, Civil SocietyInstitute assists State Agency for Social Aid andEmployment in improving quality of servicesdelivered to jobseekers. The project also targets atimproving operating environment of smallenterprises through strengthening entrepreneurs'collective position and advocacy practices.

Further, for the purpose of improvinggeneral business environment in the region,Civil Society Institute has deliveredspecialized training courses to regional taxagency employees. On request of local taxagency officials 2 complete training courseswere delivered. Total of 40 employees ofSamegrelo regional tax agency attended thecourses. Both, employees and highestofficials of local tax agencies completed thecourses, including the chief of the regionaltax agency and heads of almost all individualdepartments.

For the purpose of supporting small and medium-sized enterprises Civil Society Institute Zugdidi Branchhas been offering high quality consultancy services tolocal small and medium entrepreneurs. The areascovered include broad range of legal, tax, financialaccounting, management, business planning issuesand other topics of concern to the beneficiaries. Over the reporting period, the programme delivered itsconsultancy services to over 1000 local entrepre-neurs.

Concurrently, Civil Society Institute providedtraining courses for local entrepreneurs. The trainingcourses were delivered in the areas of businessplanning, tax accounting, financial analysis,marketing, management, legal aspects of businessmanagement and public relations. In the course of thereporting period, over 200 local entrepreneurscompleted the courses offered by the Institute.

Within the limits of the project a primer forsmall business was published. The smallbusiness guide was designed to assist smallentrepreneurs in successful businessmanagement practices. This all-round guidecovers broad range of topics from registrationand business plan elaboration to financialanalysis and tax related criticalities. Materials inthe handbook incorporate highly relevant legalinformation, including but not limited to,standard contract forms. Due to constantalteration and modification of informationprovided in the primer, publication of updatededition is planned.

Within the limits of the project in 4 towns ofSamegrelo region (Zugdidi, Poti, Khobi, Senaki)labour market and business environmentsurvey was conducted. The survey findingsrevealed the link between environment of labourmarket and market demand, determine effectivechannels of communication on the one hand.The study revealed the relations between theexisting workforce market and businessdemand and established effective communica-tion channels that will facilitate unemployedregistration process on one hand and enablethe opportunity to convey appropriateinformation of workforce market to businessorganizations on the other. The survey furtherfocused on wide array of other factors, includingbut not limited to those impeding andcontributing to the process of businessdevelopment in the region.

Emanating from the principal objective of theproject, Civil Society Institute in partnership withSamegrelo local radio station “Atinati” launchedan interactive radio programme “BusinessCourier” specifically designed for smallentrepreneurs of Samegrelo region. The radioprogramme offers an opportunity to localentrepreneurs to ask specialists in livebroadcast questions of concern and hear expertadvice on the issues.

Concurrently, draftlaws and explanatory notes are posted on the offi-cial web-site of the Institute (www.civilin.org.ge).The draft laws, that have the potential tosignificantly affect public life, are reviewed andevaluated by legal experts of the Institute. Theresulting findings are transmitted to the committeesand members of parliament.Importantly, the number of electronic newslettersubscribers systematically increases. Currently,the newsletter is disseminated among more than1500 subscribers. For the purpose of ensuring transparency of law-making process, in parallel with cooperation with theParliament of Georgia, Civil Society Institute activelycollaborates with individual ministries engaged in thelaw-making process.

No mechanism ensuring free flow of informationon legislative initiatives proposed by ministries andenhancing participation of civil society andindependent experts in the process exists so far.Therefore, the project implemented by Civil SocietyInstitute through financial support of Organization forSecurity and Cooperation in Europe serves as animportant first step to the gradual development of themechanism. Moreover, the project enables theInstitute to prepare English version of the freeelectronic newsletter and disseminate it amongEnglish speaking community in Georgia.

Preliminarily, the project targeted four ministries:Ministry of Justice, Ministry of EconomicDevelopment, Ministry of Finance and Ministry ofInternal Affairs. The cooperation between ministries and the Inst i tute is formal ized throughMemorandums of Understanding signed betweenthe respective parties. Within the framework of thememorandums, the ministries in question ensure thequick flow of information on draft laws, which aresubsequently evaluated by Institute's legal experts,who participate in workshops with ministryrepresentatives.

After the initial phase, the project broadened itsscope to include Ministry of Environment and NaturalResources, Ministry of Education and Science andMinistry of Refugees andAccommodation.

Civil Society Coordination Councils

For the purpose of broadening the realization of aims of the project “Civil Society in the Law-MakingProcess”, Civil Society Coordination Councils wereestablished in Tbilisi and Batumi. The overarchinggoal of the councils is to coordinate the activities of parties involved in law-making process and abolish fragmentation of the activities of organizationsengaged in the process.

Apart from representatives of Civil SocietyInstitute, the following organizations wereinvited for membership in the Tbilisi CivilSociety Coordination Council:

Resulting from amendments enacted in thecurrent year, the function of registeringassociations, foundations and representativeoffices of foreign non commercial organizationsfalls within the competence of tax agencies, whilefunction of registering political parties remainswithin the competence of the Ministry of Justice.Therefore, the completed register database shall betransmitted to both, tax agencies and Ministry ofJustice.

The principal objective of the programme iscontribution to the efforts of building an effective,responsible and accountable system of publicgovernance.

The principal priorities of the programme areprovided below:

Contribution to institutional reform of publicagencies;Contribution to transparency and accounta-bility of public agencies;Contribution to community engagement indecision-making processes;Raising qualification of public officials;Contribution to the reform of social services.

Within the reporting period, under theprogramme the following activities wereaccomplished:

Tbilisi administrative-territorial arrangementconcept was developed;Structure and human Resources of the CityHall were optimized;Adjara Autonomous Republic humanresources optimization concept wasdeveloped;Preparatory activities for setting up self-government agencies' resource centers wereaccomplished.

Within the limits of the project, team ofexperts was established. The team elaboratedTbilisi administrative-territorial arrangementconcept. Preliminarily, the team researched andanalyzed existing models of administrative-territorial arrangement. The experts involved in the process encountered number of hindrancesand impediments, which were primarilyoccasioned by lack of adequate and usabledatabase. Despite this fact, the researchprocess compiled and processed broad rangeof social, economic, demographic, thematic andother relevant information. Experts specializedin the issue of share of competencies andresponsibilities among separate agencies wereconvened.

Optimization of Tbilisi City Hallstructure and human resources is one of thepriorities of the programme. To support self-governance agencies, CivilSociety Institute, with financial support ofOrganization for Security and Cooperation inEurope and in close partnership with GermanTechnical Assistance Programme launched aproject targeting at assessing the need ofestablishment of self-governance resourcecenter for the purpose of strengthening self-governance agency of Gardabani.

In this connection, Civil Society Instituteconducted survey, which aimed at assessingthe need of establishment of self-governanceresource center in Gardabani. The surveyfurther targeted at elaborating recommenda-tions with respect to the structure, functions andactivities of theAgency.

Auditor Irakli Shavishvili audited the annual balance sheet and financial statement of the Fund “Civil SocietyInstitute”. Auditor Shavishvili obtained the auditing qualification certificate zNo.4/204 on October 23, 2006 asgranted by the Council onAuditingActivities of the Parliament of Georgia.

The management of the Fund is responsible for authenticity and completeness of the presented documents. Weare required to express our opinion on the consistency of these documents with the legislation and standardscurrently in force.

While being guided by the Law of Georgia onAuditingActivities, we checked the completeness and accuracy ofthe financial statement submitted by the Fund management, their consistency with the current legislation andnormative acts as well as with the accounting principles. The inspection was based on primary documents,accrual transaction, calculations and other data used for preparing the financial statement. Audit has beenperformed for the period from January 1, 2005 to July 1, 2006.

To our opinion, the presented statement is transparent and does not include any deficiency that could affect thisstatement in any way. Each transaction is consistent with the accounting principles and transactional objective interms of both contents and formality. During this period, the Fund has fulfilled all the liabilities to both the stateand business partners.

Therefore, we are fully content to conclude the following: the presented statement faultlessly demonstrates thefinancial position of the Fund “Civil Society Institute”. It is consistent with the current legislation, accountingprinciples and the terms set in agreements with business partners.
