Space segment

Significant variation, even internally, in defining and communicating what the VCs and WGs aim to achieve

VCs mainly deliver space segment coordination outcomes and products/services

“The Virtual Constellations are seen as one of the biggest assets of CEOS, and the primary mechanism for the coordination of space assets”

Isolating, defining, standardising the value added of the VCs for the space segment would help communication & management?

Page 23: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

23

Ground segment, products & services

WGs mainly deliver portals/info systems & products/services Major outputs like IDN and ECV inventory

SIT Vice Chair proposal seeks to standardise on the access to products and services relevant to VCs

Page 24: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

24

Communicating CEOS accomplishments

In light of the consolidated responses, do individual VC/WGs wish to change their statement of accomplishments? Should we more generally seek to sharpen scope of VC/WG accomplishments and seek to standardise and improve consistency?

Clearer deliverables would aid communication and management?Better integration of the VC/WGs with the annual CEOS work plan

Not much guidance from the Constellations Process Paper (late 2008)Implementation Plans and schedules are requestedTime for an update?

Benefits

There are multiple benefits to links between CEOS VCs/WGs and domain specific international science working groups

• They provide the scientific underpinning to CEOS agency activities in the international context

• They can provide independent oversight on activities where this is required

• They provide a international consolidation of “scientific user requirements” for CEOS agency datasets and products

Page 36: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

37

Benefits

CEOS has implicitly taken advantage of these relationships through a variety of mechanisms

• Existing links with VCs WGs

• The international Science Working Groups being existing CEOS associate members

Do we need to define a systematic approach to addressing the relationship between CEOS and these organizations?

NB: there is no pre-judged opinion on this

Points from Monday’s Discussion

• If we’re looking for the VCs to focus on delivery/expanded contributions, more capacity and expertise is needed, and in some cases the science teams may have this

• CEOS agency resources support science teams (not exclusively, but substantially) and agencies could try and ensure these activities are connected to the VCs to a greater extent

Page 39: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Discussion

• What are the motivations for some VCs to engage related science teams?

• Are these motivations common across VCs?

• Do these commonalities warrant a systematic approach to addressing the relationship between CEOS and these organizations?

CEOS 2013 Work Plan

Expected Outcomes for 2013 – CEOS Support to Key Stakeholder Initiatives6.5 – Determination of the level and scope of engagement of the four ocean-related Virtual Constellations in the GEO Blue Planet Task

Ocean VCs and WGClimate “will participate in a CEOS Oceans Summit to address key activities where CEOS entities can make significant contributions to the newly developed Blue Planet Task.”

“Additionally, CEOS will consider how best to capitalize on the existence of the four ocean-related Virtual Constellations by reviewing and investigating the feasibility of creating an overarching entity for operational oceanography.”

CEOS Intervention in Support of Blue Planet Task

CEOS is very pleased with the development of the Blue Planet Task in the 2012-2015

Work Plan. We are well-positioned to support the identified priority actions. CEOS

leads two of the four Components in the Task. In 2013, CEOS will consider how best

to engage the four ocean-related Virtual Constellations: Ocean Colour Radiometry,

Ocean Surface Topography, Ocean Surface Vector Wind, and Sea Surface

Temperature, to seek if this Task can receive further support. CEOS is engaged in the

analysis of contributions to outputs for monitoring the marine ECVs and the role of the

oceans in the carbon cycle and how best to define a strategy for the next generation of

CEOS Agency satellite missions to monitor that process. The CEOS Carbon Task

Force is also assessing the three major domains, including oceans, and their

interrelationships, and this was addressed earlier this week at the Oceans and Society

Blue Planet Symposium, in which I was pleased to participate.

Goal

All of the “OPEN” CEOS Agencies’ data can be discovered and accessed from external clients (e.g. CEOS and GEO Portals)

• It should be independent of the technical implementation/standards and without any discrimination.

54

Overall, 70% of CEOS mission data is accessible (OPEN). This includes all missions launched since 2000.

Future Steps towards the Goal

1. To improve data discovery through GEO portal

2. To improve data access through GEO Portal

Several recommendations were prepared to implement the above steps (shown in the following slides).

After discussion, SIT participants will be asked to endorse those.

Recommendations (introduction)

Recommendations to improve CEOS agencies’ “OPEN” data discovery and access

1. [Datasets Registration] CEOS agencies are strongly urged to register their datasets to IDN. Target date = The next Plenary Meeting

2. [IDN Data Maintenance] In order to keep datasets accurate and timely, each agency should check their records in IDN periodically.

3. [Navigation for users] CEOS agencies should take the appropriate measures for easily leading users to products after data discovery.

56

Page 56: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Heritage

1. CEOS agencies have several useful systems/tools such as:• CWIC • FedEO (based on HMA-science)• IDN• Each Agency’s systems/tools

2. At the last plenary meeting (Nov., 2012), there was intense discussion on CEOS agencies’ data discovery and access.• ACTION : “WGISS to engage related agencies and to lead an

investigation into the opportunities and obstacles for the

interoperability of HMA and CWIC, providing a report and

recommendations to SIT-28.”

58

Page 58: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Background for Recommendations

• In order to be “discoverable” through GEO Portal, datasets need to be registered to IDN in advance. This is a necessary 1st step.

• The IDN team is happy to support you on how to start the registration. Please contact to

[email protected]”, if you need any help.

Recommendation 1: Datasets RegistrationCEOS agencies are strongly urged to register their datasets to IDN.

59

Page 59: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Background for Recommendations

• As of February 26th, more than 14,000 datasets from CEOS agencies were registered. But,

a. For a significant part of them, the information returned in the query results is either wrong or inaccurate (e.g. obsolete information).

b. The IDN team currently runs a link checker program on the catalog on weekly basis and when broken links are discovered the IDN team contacts the record owners. But sometimes record owners themselves are obsolete!

Recommendation 2 : IDN Data MaintenanceIn order to keep datasets accurate and timely, each

agency should check their records in IDN periodically.

60

Page 60: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

Background for Recommendations

1. If datasets are registered to IDN, they are discoverable from the GEO Portal.

2. But “discoverable” does not necessarily equal to “efficiently accessible”.a. Even if a hyperlink appears, it may lead to the top

page of another system. Users have to search the dataset again. (= accessible but not “efficiently” accessible)

b. Or no hyperlink appears due to some reason. (= not accessible)

Recommendation 3 : Navigation for usersCEOS agencies should take the appropriate measures for easily leading users to products after data discovery.

Response to the Plenary Action

1. FedEO (based on HMA-science) team and CWIC team agreed to specify and implement one common external interface, “CEOS OpenSearch”.• Details need to be discussed by the team from FedEO

and CWIC, but here are tentative milestones.(1) Specify the standard using current implementations of the

specifications: After SIT-28 ~ Sep., 2014

(2) FedEO and CWIC teams implement the CEOS OpenSearch standard for external client access: ~Feb., 2015

2. CEOS and other Community Portals will need to implement only one access standard to search and access data from CWIC & FedEO.

CEOS Context

Current situation• CEOS agencies are major contributors and one of the driving forces in

the implementation of the GEOSS since its inception• Many space data collections have been registered in the GEOSS

Component and Services Registry (IDN copied into CSR)• CEOS “strongly encourages” agencies to register and maintain up-to-

date the CEOS catalogue of data collections the International Directory Network (IDN)

However, download access to space data through GEOSS remains difficult

• CEOS assumes the role of coordinator of the space component of GEOSS, but should it consider a different approach to facilitate access through GEOSS to space data?

Page 72: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

73

GEOSS Context

• Enhance decision making in nine Societal Benefit Areas (SBAs):Disasters, Health, Energy, Climate, Agriculture, Ecosystems, Biodiversity, Water, Weather

• GEOSS Data Collection of Open Resources for Everyone

• Critical to advancing data sharing • Following common data sharing principles

• Full and Open Exchange of Data• Data and Products at Minimum Time delay and Minimum Cost• Free of Charge or Cost of Reproduction

• CEOS Virtual Constellations conduct activities that respond to SBA requirements

Page 73: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

74

VC data access study objectives

• Identify and evaluate access to datasets belonging to each VC• Which satellite/sensor combinations belong to each VC?• What is the status of the data collections they generate?• compliancy with the GEOSS data access characterizations

(e.g. DataCORE) – link to SEO Data policy study• discoverability from the GEOSS Common Infra or CEOS

level infrastructure

• Provide guidance on improving discovery and online access to space data collection

Page 74: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

75

Potential impact of using VCs

• Improve search capabilities beyond free-text

• Mimic mainstream search engines with ordering/relevance of search results:• Geospatial and temporal domain • Usage patterns • Applications and linkages of collections

CEOS Virtual Constellations have great potential• in establishing link between data collections and application

domains• improve links between collections (find one, suggest another)• interoperability for cross-search / relation (link a product with data

and space-time equivalent product, link products with auxiliary data)• introducing domain “intelligence” into search and access

Page 75: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

76

Next Steps

• Establish contact with each VC • Validate primary data collections listing• Validate specific requirements (NRT, processing level)• Define priority data collections

• Evaluate and test • Data discovery and online access methods (machine to

machine discovery and access)• Define data flows scenarios (discover collection to

access products)• Demonstrate workflow scenarios (access and process

data)

Page 76: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

77

Conclusions

• Data download access to space data remains challenging, especially for the non specialist users targeted by GEO

• CEOS currently “strongly encourages” agencies to maintain up-to-date data collection information in IDN (and feeds this through to GEO's Components and Services Registry)

• Building on this, using CEOS VCs could greatly facilitate a structured approach to improving data discovery and download access

• Coordinating with WGISS and SEO the study reported here will assess data discovery and access to VC data collections and provide feedback and guidance on possible next steps

• Results will be reported to WGISS-35 (May, 2013)

Background: The CEOS Land Surface Imaging Virtual Constellation (LSI VC) was established through a Declaration of Intent signed by seven CEOS agencies in 2007.

Purpose: The LSI VC primary role is to promote the effective and comprehensive collection, distribution, and application of Earth Observation (EO) data of the global land surface, especially to meet societal needs of the global population, such as those addressed by the Group on Earth Observations (GEO) societal benefit areas (SBAs).

Page 80: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

81

Current LSITerms of Reference 1/2

Scope: The remit of LSI VC is to coordinate and focus land EO contributions from CEOS agencies supporting CEOS priorities. This includes considering space-based Remote Sensing from optical (visible and infrared including thermal) and microwave instruments. The CEOS Priority Actions are main drivers for the group with the current LSI VC focus on:

Current LSITerms of Reference 2/2

• Improved coordination support of Space Agency terrestrial activities related to climate initiatives

• Direct support to key GEO initiatives that CEOS has endorsed including the Forest Carbon Tracking, the Global Forest Observations Initiative, the Joint Experiments on Crop Assessment and Monitoring and, as appropriate, the GEO Global Agricultural Monitoring

• Investigating ways LSI can integrate or utilize the outputs from CEOS Quality Assurance for Earth Observation (QA4EO) efforts

• Developing tools and sponsoring forums for CEOS terrestrial mission planning.

Current SDCGTerms of Reference

Background: The CEOS GFOI Space Data Coordination Group (SDCG) was established by the 25th CEOS Plenary (November 2011).

Purpose: The SDCG serves to implement The CEOS Strategy for Space Data Coverage and Continuity in Support of the GEO Global Forest Observations Initiative (GFOI) and Forest Carbon Tracking (FCT) Task.

Page 83: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

84

Current SDCG Terms of Reference 1/2

Scope: The remit of SDCG activities is defined by the scope of the CEOS Data Strategy document. Points to note:

•The SDCG seeks to support coordinated acquisition of all relevant Earth observing missions in support of GFOI and FCT needs emphasis is on coordination of CEOS agency missions, but an effective interface will be developed to engage and communicate needs to commercial operators

•The SDCG will limit its coordination to acquisition planning, at least initially; the broader scheme of data processing and distribution will be directed by the GFOI implementation, and the SDCG may have a role therein in due course

Page 84: VC & WG Session CEOS SIT-28 Meeting Hampton, Virginia, USA 12 th March 2013

SIT-28 MeetingHampton, Virginia, USA11-15 March 2013

85

Current SDCG Terms of Reference 2/2

• The SDCG is not intended to be an open-ended arrangement for support of GFOI operations; it is anticipated that as the institutional arrangements and capacity for GFOI and its Project Office develop, the SDCG functions will transition into these structures.

• Noting the need for data coordination processes in support of other emerging CEOS priorities, the SDCG is being established with a view to being able to broaden its scope in future.
