CHAPTER 1 INTRODUCTION
The Railways are the principal mode of transport of nation & have
played a crucial role in the social, political and economic life of the country.
Railways have successfully adapted to the changing needs of travel and
transport. It has also absorbed advancement in the technology and kept itself
in tune with the requirements of moving a large volume of Passengers and
freight traffic. For successfully running the Railways, different activities are distributed
among different departments.
Efficiency in terms of punctuality of trains is primary objectives of railways.
Mobility of officers and staff is essential to achieve this objective. Railway has
procured vehicles as staff car, staff transportation vehicle for this purpose.
Also, during the time of unforeseen events affecting running of trains, restoration
operations are of top priority. Various specialized road vehicles like Tool van,
Accident relief Van, Ambulance, Emergency vehicles are kept ready as stand by for
prompt response in these times.
Railway is an organization with social obligation to the nation. The organization is
also to be viewed as financially viable, one to make the best use of its
machinery and manpower to achieve maximum utility. Keeping this objective in view,
the work study of “Need based requirement of Vehicle Driver of Bikaner Division”
has been approved by SDGM. The work study team has collected the relevant data,
discussed with concerned officials, critically examine the data in view of existing
guidelines laid by Railway Board for departmental road vehicles, reviewed staff
strength and penned the details in ensuing chapters.

2.1 Terms of Reference:
This study has been conducted under the following terms of reference:
i) Review of staff vis-à-vis workload on existing working condition.
ii) Suggesting the ways and means for improving the system economically and
efficiently.
2.2 Methodology Adopted:
The following techniques of method study as well as work measurement have
been applied to conduct the study:-
i) Data collection and its critical analysis to arrive on factual status of present
working.
ii) Work sampling techniques for certain activities at certain major stations of
Jodhpur division & Workshop.
iii) Holding discussions at various levels with a view to produce fruitful results.
iv) Sample checks and spot observations.
2.3 Field units visited:
DRM office/BKN, Workshop/BKN, General Store Depot/BKN, Railway
Hospital/LGH, SSE(electric)/BKN were visited by Work Study Team during the
course of work study.

CHAPTER 3 SYNOPSIS
Vehicles are procured as staff car as a transportation of officers for official
purposes. Vehicle are provided as staff car, Ambulance, Inspection vehicle,
Tool van, Accident relief Van, staff transportation vehicle, Emergency vehicles at
Divisional level. These vehicles are providing by procurement on revenue/construction
account, vehicle are also procured on replacement of account of existing staff car. A
part from procurement, vehicles are also provided by hiring them on replacement
of account of existing vehicle which have outlived their codal life. Railway board
issues guidelines from time to time regarding procurement, replacement and hiring
of vehicle
Motor Vehicle Drivers are nominated for Driving, Maintaining, Up-keeping of
Railway Vehicles. While, for hired vehicles, private drives are hired as per the
condition on hiring of vehicles on various accounts.
Drivers are responsible for inspecting a rented vehicle prior to leaving the place where
the vehicle is rented. Once the driver leaves the rental facility with the vehicle, any
damages found are the responsibility of the renting party.
Drivers will not operate a vehicle that the driver suspect is not operating properly. The
driver will park the vehicle and make appropriate arrangements, so that the vehicle
can be serviced, otherwise operated safely.
Drivers must take appropriate precautions when driving conditions are hazardous.
(This includes but is not limited to dust storms, fog, heavy rain, snow, or ice
conditions). This includes allowing enough time for travel.
Car drivers may perform the following tasks:
Pick up officers at designated locations or when hailed and transport them to their
desired destinations.
Check desired destinations and determines the most appropriate route.
Keep accurate records of driver shifts, income and expenses.
Arrange regular repairs, general maintenance and cleaning of vehicles.

CHAPTER 4 POLICY REGARDING VEHICLES
4.1 Codal Life of Vehicle:
Railway Board has circulated a letter regarding codal life of assets.
Condemnation of vehicle is to be done accordingly.

4.2 Entitlement for Vehicle:
Except for the vehicle for the following officers, all other vehicle shall be taken
on hire.
a) Secretary/Railway Board, all members of board and above.
b) GM and AGM with one standby vehicle for Zonal Railway Headquarter.
c) DRM and ADRM.
PHODs, CHODs and SDGM would not been entitled to have individual staff
cars. They would however be entitled for individual hires vehicles. However,
the PHODs, CHODs and SDGMs who are having individual staff cars at
present may continue to use them till these vehicles become due for
condemnation.

4.3 Diminishing category of vehicle driver:
Railway board has also circulated a letter regarding vehicle drivers and vehicle
maintenance staff “to be taken as diminishing category and activity to be
outsourced.”

4.4 Purchase of Vehicle:
“It has been decided that models of cars with net dealer price (NDP) of up to
4,75,000/- available in the DGS&D Rate Contract only shall be considered
for purchase as staff car. The purchase may be made only through DGS&D
rate contract mode.”

4.5 Ambulances to outsource:
“Ambulances are required to be outsourced. Therefore, instead of sending
proposal for their replacement, the zonal railway should resort to hiring.
If there is justified requirement of additional ambulance for
Divisional/Headquarter hospital, decision can be taken by Railways for hiring with
the personal approval of General Manager and concurrence of FA&CAO.

4.6 Hiring of Vehicle:
“General Manager can sanction hiring of vehicle on replacement account
provision the existing vehicle has been condemned and grounded. Thus, the
total number of vehicle (hired vehicle + govt. vehicle) should unchange. Further,
the post of driver of the condemned vehicle should be surrendered and the
incumbent should be gainfully redeployed. These powers have to be
personally exercised by the General Manager with the concurrence of
FA&CAO and not to be delegated further down.”

4.7 Hiring of truck for maintenance:
“Board’s letter no. 2002/CE-II dated 01/10/2002 authorized DRMs/ADRMs
to facility may now be extended to maintenance of Electrical and S&T assets
also.”

4.8 Hiring of Vehicle proportion of old vehicle:
“If the vehicle proposed to be replaced has been procured against revenue
account, it can be replaced on the basis of 1:1, and if it was procured
against construction estimate, it can be replaced on the basis of 1:2, by
condemnation of the vehicle being replaced and one more vehicle within the
department.

CHAPTER 7 OBSARVATIONS & COMPARISIONS OF EXPENDITURES
7.1 During the course of works study, work study team visited every
Department/Units of Bikaner Division and collected data regarding the function
of Departmental vehicles and deployment of Vehicle Driver for those vehicles.
7.2 As per D.O. no. E(MPP)2006/01/59; dated: 04..10.2006 of Executive Director
(Training & MPP) Vehicle Drivers and Vehicle Maintenance staff have been
considered as diminishing category and advised to outsource the activities.
7.3 As per RB letter no. 2002/AC-II/1/10; dated: 24.05.2006–Codal life of motor
vehicles being used by the Indian Railway is as under:
1. Staff cars including Jeeps 07 Years.
2. Light Motor Vehicles 10 Years.

7.5.1
7.5.2 Hiring of vehicles is much more economical in comparison to maintaining
departmental vehicle. Therefore, it is suggested that after condemnation of
departmental vehicles, these may be replaced by hiring vehicles.
7.6 However, during the collection of data, work study team also observed
that most of vehicles which are very old and have crossed the
prescribed norms for condemnation. It is often noted that the old vehicles
are not fuel efficient and may face the problem of break down. This
may result into increase in operational & maintenance expenses, this
may also cause failure during vary urgent operations. To avoid this it is
inevitable that old vehicles must be phased out in timely manner.

present outsourcing are done by individual department
for 01 or 02 vehicle for which reputed firms/agencies
do not turn up and at later stage these small agencies
unable to manage operation of the vehicle well. This
causes hindrance in day to day movement and
inconvenience in the working.
Therefore, it is being recommended that comprehensive
outsourcing of the Vehicles for transportation through
reputed firms may be invited. Vast experience of
managing the operation of vehicles by these agencies
will address the concern of users.
