THE POSITION AND IDEAL CANDIDATEBe a part of a once in a lifetime twenty-year project to rebuild the Water Pollution Control Plant, in a region that is a leader in environmental stewardship! The City of Sunnyvale is seeking a proven professional for this exciting opportunity to join the team and facilitate the design and construction of the City’s Water Pollution Control Plant– the largest capital improvement project in the history of Sunnyvale! This position will provide leadership to a dedicated and experienced team of wastewater professionals and have the opportunity to work on leading edge technology related to food waste-to-energy, co-generation, and nutrient removal.

This position reports to the Environmental Services Director and plans, organizes, directs, and coordinates the activities of the Water Pollution Control Plant Operations and Maintenance Division. This position provides strategic and implementation technical advice to master planning and capital improvement project construction for the Water Pollution Control Plant; coordinates Water Pollution Control Plant activities with other divisions and departments; and provides highly complex staff assistance to the Director of Environmental Services.

ABOUT THE CITY OF SUNNYVALEThe City of Sunnyvale is a charter city, with a Council-Manager form of government. City voters elect six councilmembers by district and the Mayor. The Council appoints the City Manager and the City Attorney. The Council and City staff enjoy a positive and mutually respectful relationship.

Sunnyvale provides a full range of services and maintains a workforce of approximately 917 regular employees. The 2020/21 General Fund operating and capital budget total $597.5 million. ABOUT THE REGIONRecognized as the “Heart of Silicon Valley,” Sunnyvale, with a population of approximately 156,500, is the fifth largest city in the San Francisco Bay Area and the second largest in Santa Clara County. In addition to its ideal location, Sunnyvale is also recognized for its park system and public recreation facilities, including eighteen prize-winning parks, two golf courses, fifty-one tennis courts, six public swimming pools, and a state-of-the-art Community Center. THE ENVIRONMENTAL SERVICES DEPARTMENTThe Environmental Services Department consists of the following Divisions: Water and Sewer; Water Pollution Control Plant, Solid Waste Management, and Regulatory Compliance

and Sustainability. The department leads coordination of the City’s sustainability initiatives as outlined in the Climate Action Plan. The department is responsible for managing the City’s environmental utility services and working with the community to protect the environment and accomplishes this through: the operations and maintenance of the City’s potable and recycled water systems and the sanitary and storm sewer systems; the treatment of wastewater at the City’s Water Pollution Control Plant (WPCP); the collection of garbage and recyclables from City residents and businesses; the diversion of recyclables through the operation of the Sunnyvale Materials Recovery and Transfer Station (SMaRT Station®); and ensuring that the City complies with all applicable regulatory requirements.

The Water Pollution Control Plant was originally constructed in 1956, and is one of the oldest wastewater treatment facilities on the West Coast. In 2014, the City began construction on a series of long-term project upgrades that are part of a 20-year improvement program to bring much needed repairs to the Plant and accommodate new regulations and technology, such as better efficiency, more recycled water produced, and improved resilience to climate change.

ESSENTIAL JOB FUNCTIONS » Directs, oversees, and participates in the development of the Plant work plan.

» Lead the Plant’s collaboration in the master planning, design, and construction of the Clean Water Program projects.

» Reviews and evaluates the operation, maintenance, and repair of the Water Pollution Control Plant.

» Directs the planning and implementation of technology, data management, and control system projects.

» Represents the City regarding Water Pollution Control Plant issues, policy, and legislation.

» Prepares the Plant budget and provides guidance to subordinate managers.

» Writes reports and make presentations to the City Council.

MINIMUM QUALIFICATIONSA Bachelor’s degree from an accredited college or university in environmental sciences, engineering, business administration or a related field; AND eight years of progressively responsible supervisory experience of an environmental regulated program with at least two years at the level of a manager. Additional second-line or higher supervisory experience in a highly related or large program may substitute for management level experience.

COMPENSATION AND BENEFITSThe salary range for this position is $153,189 - $189,233 annually. The City provides a very competitive benefits package, highlights include:
