Basic services 92 CDR July 2005 Water Supply The total value of contracts award- ed in the water supply sector today amounted to around US$ 535 mil- lion. The sector work plan aims to complete the rehabilitation and extension works of existing potable water supply systems in all regions; and to expand and devel- op the water resources to meet expected shortages, through exe- cution of major projects, such as dams and mountain lakes. Achievements to date Emergency rehabilitation of potable water supply stations (NERP program-first year): A US$ 60 million project, financed by the World Bank and the European Investment Bank, that covers rehabilitation of potable water supply networks and instal- lations for 19 water authorities, is now complete. The rehabilitation and installation of potable water networks for dis- placed villages in the Cazas of Baabda, Aley and Chouf is also complete. The Saudi Fund for Development (SFD) provided US$ 7.3 million for financing this project. Greater Beirut area (NERP pro- gram-second and third years): Several contracts were awarded for the rehabilitation of water supply systems in the Greater Beirut area. The total value of the contracts amounted to US$ 45 mil- lion, and were financed by the Kuwait Fund for Arab Economic Development (KFAED). The works included: - Rehabilitation of water sources, such as Kashkoush and Ain ed Delbe springs; - Rehabilitation of the Daichounieh and Hazmieh treat- ment plants; Rehabilitation of potable water supply network in Jezzine

Water Supply

The total value of contracts award-ed in the water supply sector todayamounted to around US$ 535 mil-lion. The sector work plan aims tocomplete the rehabilitation andextension works of existingpotable water supply systems in allregions; and to expand and devel-op the water resources to meetexpected shortages, through exe-cution of major projects, such asdams and mountain lakes.

Achievements to date

Emergency rehabilitation ofpotable water supply stations(NERP program-first year): AUS$ 60 million project, financedby the World Bank and theEuropean Investment Bank, thatcovers rehabilitation of potablewater supply networks and instal-lations for 19 water authorities, isnow complete.

The rehabilitation and installationof potable water networks for dis-placed villages in the Cazas ofBaabda, Aley and Chouf is alsocomplete. Expansion of Dbaye water treat-ment plant: The capacity of Dbayewater treatment plant was expand-ed to 430,000 m3 per day at a costof US$ 5.7 million, funded by theItalian Protocol.Technical assistance to theMinistry of Energy and Water: Atechnical assistance project (FF 30million), funded under the Frenchprotocol, has been completed.Under this project, assistance wasprovided to the Ministry of Energyand Water and to major waterauthorities in the form of capacitybuilding, institutional develop-ment and supply of equipment.Baalbeck and Nabi Chit Potablewater supply networks and

Baalbeck wastewater network:The contract, worth US$ 27 mil-lion, was financed by the WorldBank. Under this project, the reha-bilitation of water reservoirs andpumping stations and the installa-tion of distribution networks werecompleted.Qobayat Potable water supplynetwork and Akkar wastewaternetwork: The contract, worth US$14.9 million, was funded by theEuropean Investment Bank.Potable water supply networks forcertain villages in Akkar suppliedfrom water wells: The contract,worth US$ 4 million, wasfinanced in the form of a grantfrom the Kingdom of SaudiArabia.Tripoli potable water supply andwastewater networks: The con-tract, worth US$ 31 million, wasfinanced by the European

Investment Bank. The scope ofwork has been expanded toinclude the construction of waterreservoirs to satisfy the needs ofthe city up to 2025. The works arecurrently in the handing-overstage.Batroun potable water supply net-work and certain wastewater net-works: The contract, worth US$20.5 million, was financed by theEuropean Investment Bank.Metn and Barouk potable watersupply networks and Metn andChouf wastewater networks: Thecontract, worth US$ 17.9 million,was financed by the World Bank.The project covers the construc-tion of 22 water reservoirs, watersupply lines and distribution net-works.Saida potable water supply net-works: The contract, worth US$4.6 million, was financed by the

Arab Fund for Economic andSocial Development (AFESD).Yammouneh water supply project:The contract, worth US$ 11.9 mil-lion, was financed by IDB. Theproject covered the construction ofa captage dam for the Yamm-ouneh spring, including 76 kilo-meters of supply lines, 246 kilo-meters of distribution lines, 23new reservoirs and 2 wells.

Projects in progress

Rehabilitation and extension ofwater treatment plants, pumpingstations and chlorination plants:This project comprises the rehabil-itation and extension of sevenmain water treatment plants inZahle, Kfarhelda, Tripoli, Jbeil,Kousba, Ras el Ain and Al Bass(Sour). It also includes the rehabil-itation of 200 pumping stations invarious regions of Lebanon. Thecost of this project, started inAugust 1996, is approximatelyUS$ 54 million, financed underthe French Protocol. To date, 190pumping stations have beenhanded over. Completion of therest is underway. The potablewater treatment plants, however,have all been handed over:Tripoli, Zahle, Al Bass, Ras elAin, Kfarhelda, Kosba and Jbeil.About 98% of the works are com-plete and are being handed over. Rehabilitation and extension ofpotable water supply networks inall regions and extension of waste-water networks in the main vil-lages: This program was initiatedthrough the preparation of studiesfor developing and modernizingthe potable water supply system.The studies covered all regions ofLebanon and subsequently the fol-

lowing contracts were awarded:- Baalbeck-Nabi Chit domesticconnections and additional distri-bution lines (Phase I): The con-tract, worth US$ 1,273,000, isfinanced by the World Bank.About 90% of the works havebeen completed to date.- Water supply networks for BeitMillat and surrounding villages inAkkar: The project covers the con-struction of water reservoirs,water supply lines and pumpingstations. The contract, worthapproximately US$ 19.0 million,is jointly financed by the IslamicDevelopment Bank and the OPECFund for International Develo-pment. About 95% of the workshave been completed.- Sour potable water supply net-works: The contract, worth US$9.9 million, is financed byAFESD. About 50% of the workshave been completed.- Potable water supply networksfor Sour rural areas: The contract,

worth US$ 27 million, is financedby AFESD. The works are cur-rently being handed over.- Water supply to el Boustane andel Harf villages from el Nassaraand el Hariq springs: The con-tract, worth US$ 1.9 million, isfinanced locally. About 95% ofthe works have been completed.- Oyoun Orghosh water supplyproject: The contract, worth US$7.8 million, is financed by IDB.The project comprises construc-tion of a water supply networkfrom Qaboueh and Chemalisprings, 72 kilometers of supplylines, 110 kilometers of distribu-tion lines and 18 new reservoirs.About 92% of the works havebeen completed.Water supply from Madik springto Kesrouan coastal area: Thecontract, worth US$ 37.8 million,is financed by the Japanese Bankfor International Cooperation(JBIC). The contract, signed inJune 2001, includes construction

of a water catchment dam forMadik spring, installation of amain supply pipeline (through atunnel) to Kesrouan coastal areaand construction of main reser-voirs and water distribution net-works for the Kesrouan coastalarea. About 38% of the workshave been completed.Akroum and Kfartoun villagespotable water supply: The con-tract, worth US$ 5.4 million, isfinanced by the Saudi Fund forDevelopment (SFD). About 85%of the works have been completed.Ain Yaccoub potable watersupply: The contract, worth US$5.2 million, is financed by SFD.About 65% of the works havebeen completed.Barghash-Harat, Kaf al Tineh,Kabiet potable water supply: Thecontract, worth US$ 5.5 million, isfinanced by SFD. About 25% ofthe works have been completed.Taybeh potable water treatmentplant: The contract, worth, US$7.8 million, is financed by theIDB. About 15% of the workshave been completed to date.When completed, the scheme willtreat 25,000 m3/day of waterwhich will be pumped through theJabal Amel water authority net-works.Akkar al Atika potable watersupply: The project aims to supplyAkkar al Atika and neighboringareas with potable water. Thevalue of the works is estimated atabout US$ 4.8 million. About 75%of the works have been completed.Al Yammouna infrastructure: Thisproject covers the construction ofpotable water supply and waste-water networks as well as a waste-water treatment plant in alYammouna. The works, worth

approximately US$ 3.4 million,are financed by IDB. To dateabout 64% of the works have beencompleted.Lake Brissa hill dam: This projectaims to supply potable and irriga-tion water to the higher parts ofthe Minieh-Dannieh Caza. Thescheme, worth US$ 8.8 million, isfinanced by the Saudi Fund forDevelopment (SFD). About 25%of the works have been completed.Nahr Ibrahim-Jbeil water supplyline: The project, worth US$1,928,000, is financed locally.About 85% of the works havebeen completed.Qattine-Azar water supply proj-ect: This aims to supply potablewater from Qattine spring to thehigher areas of the Metn. The proj-ect, Estimated to cost about US$3.1 million, is financed by theKuwait Fund for Arab EconomicDevelopment (KFAED). About20% of the works have been com-pleted.Rehabilitation of Jezzine Cazawater supply networks: This proj-

ect, worth about US$ 2.1 million,is financed by the FrenchDevelopment Agency. About 70%of the works have been completed.Minieh water supply project: Theproject, will supply potable waterto Minieh and neighboring vil-lages. The cost, US$ 5.5 million,is financed by the Saudi Fund forDevelopment. About 10% of theproject have been completed.Chmistar potable water supplyprojects: This project, estimatedto cost about US$ 3.67 million,aims to supply potable water to theChmistar area. About 50% of theworks have been completed.

Projects in preparation

Potable water supply to JbeilCaza: This project, estimated tocost about US$ 16 million, will befinanced by the Italian Protocol.The tender documents are current-ly being evaluated by the Italiangovernment. The tender is expect-ed to be issued in the second halfof 2005.

Jerd Aley water supply: The proj-ect is estimated to cost about US$4.8 million and will supplypotable water to the upper area ofAley Caza. Negotiations areunderway with KFAED forfinancing the project.Jwayzat-Bhannes water supply:This project, estimated to costabout US$ 4.8 million, will supplypotable water to the Metn Cazafrom the Jwayzat springs. Thetender is expected to be launchedduring the second half of 2005.Rehabilitation of Nabaa alTasseh-Nabatieh supply networks:The project, estimated to costabout 3.4 million euro, will befinanced by the FrenchDevelopment Agency. CDR iscurrently preparing the contractdocuments for the detailed designsand the related tender documents.Habarieh- Hasbayeh potablewater supply: This project; esti-mated to cost 7.6 million euro,will be financed by the FrenchDevelopment Agency. CDR iscurrently awarding the preparationof the detailed designs and tenderdocuments.Nabatieh potable water supply:This project covers the construc-tion and rehabilitation of potablewater networks for Nabaa alTasseh Spring Water Authority inaddition to certain wastewatersewer networks in Nabatieh. Thecost is estimated at about US$ 23million.Baalbeck-Nabi Chit water supply:These works are a supplement tothe Baalbeck-Nabi Chit watersupply and wastewater networkdescribed above. An additional 83kilometers of water distributionpipes will be installed and 16000houses will be connected to themain distribution network, at an

estimated cost of about US$ 15million, financed by the WorldBank. The project is in the processof tendering.North Bekaa potable watersupply: This project, estimated tocost about US$ 11 million, willsupply potable water to theregions of North Bekaa. The proj-ect is in the process of tendering.Potable water supply for Hermel-al Kasr: This scheme will costaround US$ 8 and will supply theregion of Hermel-al Kasr withpotable water. It will be financedthrough the Iranian protocol andtendering is expected during 2005.Water supply from Raayan springto the main reservoir in Aley:Under this project, 12000 m3 ofwater/day will be supplied fromRaayan spring to a main reservoirin Aley. The cost, estimated atabout US$ 10 million, is financedby the KFAED. The project is inthe process of tendering.

Captage and treatment of FawarAntelias water spring: This proj-ect aims to capture the FawarAntelias water for supply to theMetn region. This project, worthapproximately US$ 15.6 million,is financed under the ItalianProtocol. The Italian governmentis currently reviewing the tenderdocuments.

Awali-Beirut water Conveyor:This project aims to supplyGreater Beirut with potable waterfrom the Awali River. It is a vitalproject to meet the water needs ofGreater Beirut. The detailed stud-ies were completed in 1996, andthe project is expected to be exe-cuted in the form of B.O.T. Thecost is estimated at about US$ 170million.

Management contractsThe Lebanese Parliament ratifieda law merging the 21 potablewater authorities and committeesinto four regional potable waterand wastewater establishments,namely: North Lebanon WaterEstablishment, Greater Beirut andMount Lebanon WaterEstablishment, South LebanonWater Establishment and BekaaWater Establishment. The govern-ment appointed a board of direc-tors for each establishment and isnow in the process of formulatingtheir organizational structures.The government is start soon toselect the qualified staff for theseestablishments. A transitionalperiod of two years is allowedbefore these organizations willbecome fully operational.In parallel with the governmentintention to involve the privatesector in the management of theseestablishments, the Ministry ofEnergy and Water commissioneda French firm to study the meansby which the private sector may beinvolved in the management of theBeirut and Mount Lebanon WaterEstablishment. CDR was alsocommissioned to award the con-tracts relevant to the managementof other regional water establish-ments.Tripoli water authority manage-ment contract: As part of the gov-ernment's efforts to restructure thewater sector, CDR prepared thetender documents for the manage-ment contract of Tripoli WaterAuthority (TWA). In December2002, the Tripoli Water Authoritymanagement contract was award-ed to a French firm at a cost of 8.9million euro. The contract isfinanced by the French Develo-pment Agency.

The management contractor iscurrently operating and managingthe installations and equipment ofTWA, and organizes the billingand collection of water tariffs, aswell as manages the human andfinancial resources. Furthermore,the management contractor willsupervise the construction of a ter-tiary water supply network in theold section of the city and theexpansion of the Bahsas WaterTreatment Plant from its presentcapacity of 40,000 m3/day to70,000 m3/day.CDR intends to expand the manage-ment contract to include other waterauthorities merged into the NorthLebanon Water Establish-mentunder the above-mentioned law.Baalbeck-Hermel Potable andIrrigation Water Authority man-agement contract: CDR is prepar-ing the tender documents for theoperation of the Baalbeck-Hermel

Potable Water and Irrigation waterAuthority (BHWIA) by the privatesector, similar to the Tripoli WaterAuthority. CDR expects thatinvolvement of the private sectorin the management of BHWIAwill greatly improve the servicesprovided, while at the same timeimprove productivity and efficien-cy. This project estimated to costUS$ 10 million will be funded bythe Wold Bank.In parallel, further efforts arebeing be exerted to strengthen theinstitutional capacity of the BekaaWater Authority through therecruitment of 11 experts in thefields of administration, financeand technical aspects to supportthe existing management team.Eight of these experts have beenappointed to date.As in the case of Tripoli WaterAuthority management contract,the BHWIA management contract

will be expanded to include otherwater authorities merged into itunder the above law.South Lebanon water authoritiesmanagement contract: CDRsigned a contract with a Frenchconsultant to offer possibleoptions for involving the privatesector in the management of thewater authorities in southLebanon, namely: Nabaa alTasseh, Saida, Sour, and JabalAmel. Subsequently, CDR willappoint a consultant to prepare therequired tender documents forinvolving the private sector in themanagement of the said authori-ties in accordance with the con-sultant recommendations. Theconsultancy contracts will befunded by the French Develo-pment Agency (AFD), while thesubsequent management contractitself will be co-financed by theAFD and the World Bank.
