In the visited objects there were given detailed explanations about the operation of their main characteristics and features, all relevant questions were answered; particular attention was paid to those aspects, that can be more interesting for those graduates, who consider the company as a possible employer. After the tour, an event was organized in the environmental restaurant of Teghout hotel, where the graduates and representatives of teaching stuff, also the community leaders of Teghout and Shnogh met with the president of “Vallex” group companies Valeri Mejlumyan and with the leadership of the CJSC “Teghout”.The tour was covered by local TV channel, a communication was deployed about the tour in the website of the Company.

20.12.2014 Official ceremony dedicated to the launch of the production and completing of the production capacities construction. RA President was present in the mentioned ceremony within the frameworks of his working visit to Lori. Also, the vice prime-minister, Minister of international economic integration and reforms Vache Gabrielyan, Minister of Territorial Administration and Emergency Situations Armen Yeritsyan, Karen Chshmaritian RA Minister of Economy, Aramayis Grigoryan, RA Minister of Nature Protection, Lori governor Artur Nalbandyan, The National Assembly deputies, businessmen, other dignitaries were present in the ceremony. The ceremony included tours to the main facilities of the mining complex. Communication on this event was placed on the web site. The event also was widely covered via local and republican TV channels.

28.12.2014 Start of the works on organization of the meeting with the stakeholders to be held on 21st of January, 2015, in the cultural center of Teghout village, RA Lori region. Notification about the meeting to the communities Heads of Teghout and Shnogh communities of Lori region, an announcement on the meeting was sent as a press-release broadcasted via local Ankyun +3 TV and placed in the municipalities of Teghout and Shnogh villages. Registers were opened till the 6th of February 2015, in the company’s offices in Yerevan and Teghout village, in Teghout, Shnogh villages’ and Alaverdi city municipalities, in order to provide opportunity for the stakeholders to make comments, suggestions, concerns and other communication regarding the issues included in the agenda.

Dear TatevIn reply to your inquiry dated 17.01.2013, we would like to inform the following:On 27th of December, 2012 about 9.00 of the morning in one of the buildings of the mining and processing plant of “Teghout” cjsc, at the address RA Lori marz Teghout village, an accident had happened, as a result of which Gagik Qocharyan, born in 1957, the worker of “Teghout” cjsc No 5 section, was injured.According to the main hypothesis, he fell down from certain height and got different injuries. First aid was provided immediately, after which he was transported to the medical center of Alaverdi city, and then to Yerevan, to “Erebuni” medical center. On January 3, 2013, the sufferer died in “Erebuni” medical center. Immediately after the accident, by legal authorities urgent measures were taken for the examination and study of the site and a relevant protocol was prepared. Taking into account the character of the construction works being implemented by “Teghout” cjsc on the area of the accident after finishing the relevant urgent actions, legal authorities allowed to go on with the construction works. As a result of the works implemented in the mentioned territory up today, the circumstances of the accident site are not preserved, therefore, form the media or any other study’s point of view, shooting of the site’s current state of or any other method of examination cannot be fully informative in term of the revealing the circumstances of the accident. Also please be informed that in accordance with the principles on the possibility of a control realization over its own public activity and insurance of information transparency, led by “Vallex” group, a 2-hour tour to “Teghout” cjsc territory for you and your one cameraman (for filming) may be allowed on 20th of February 2013, at about 14:00-17:00 PM by providing special technical instruction and an escort (representative from the Company). Response to the correspondent of News.am information agency Aram Gareginyan, dated 25.02.2013 Dear Mr. Gareginyan Below, please find the answers to your questions submitted on 25.02.2013 What is the technical condition of Alaverdi sulphuric acid old production and does it need be reconstructed or rearmed?
From the Soviet times, in the factory there was a machine for slight sulphurous gases acidification. Does it still operate and may it be used for sulphurous gases chasing and usage of those in production? Does now “ACP” conduct preparatory works to restore the production of sulphuric acid in Alaverdi copper smelter? What is the planned volume of the sulphuric acid to be exported by the Company annually? When is foreseen to launch the new production?Might the sulphuric acid be used as a reagent for the heap leaching and in this term how promising is the demand on the mining enterprises in Armenia?How interesting is the cooperation of the Company with Ararat valley farmers or with the Ministry of Agriculture in the industry of cleaning the saline soils with sulphuric acid (as it used to be Soviet times) Is there any other fields for the potential application in the economy of the republic, what are they? Is Company going to recycle the slags of Alaverdi smelter through derived sulphuric acid for the extraction of iron?How much will make the total investment of the project on recovery of sulphuric acid and the foreseen annual production volume?What are the average sulphur content of the concentrates got from “Base Metals” and “Zangezur CMS” enterprises and what is the minimum required content for production? As a result of production launching, how much will be reduced the emissions of sulphuric dioxide? Response: The sulphuric acid workshop operating during the existence of Alaverdi mining-metallurgy factory, before the establishment of “ACP” cjsc by “Vallex” group of companies and before the obtainment of some manufacturing capacities had been fully destroyed with its buildings and all equipment, and no equipment used before in this workshop was preserved or usable. Giving importance to the issue first of all in the context of environmental safety increase, “ACP” cjsc had studies the possible perspectives on restoration of the workshop from the beginning of its existence and in 2005 started real works towards this. In the past period from Europe were purchased, imported, set up and prepared for the operation equipment needed for the construction of the gas cleaning (washing) unit and sulphuric acid workshop, the gases’ dry power-filtration system was repaired and prepared for the operation also.In fact, at the moment the company mostly has insured the technical prerequisites for restarting the sulphuric workshop manufacturing. Nevertheless, for such perspective of the production start, where the issue of the realization of the most part of the product is solved in the way of exporting it, objective economic prerequisites are not enough conditioned with the existing situation in international markets and limited transport possibilities of RA. In the objective economic conditions that we have today, it is obvious, that in Alaverdi smelter the copper-melting production completed with sulphuric acid manufacturing may become viable only in the case if there is a platform in RA insured for the realization of the large amounts sulphuric acid that has proper level of environmental safety. There is a variety of ways for it in hypothetical level: fertilizers production, saline soils fertilization, gypsum products manufacturing etc. As a result of the comprehensive study of the issue the only realistic and economically feasible way is the usage (in RA deposits) of the sulphuric acid for the processing of the oxidized ore containing copper, particularly in Teghout. In case of making possible this option, in Alaverdi the problems of radical improvement of copper production environmental safety, of storage of the oxidized ore stock in Teghout deposit safe for the environment, and issue of more complete extraction of minerals will get solutions, the effectiveness of which is motivated also with the world advanced experience. Producing of sulphuric acid in Alaverdi smelter and the activity towards the oxidized ore processing in Teghout are parts of united economic conception
and are feasible trough united technical schedule and agenda. Conditioned with this, for the launching of the production of sulphuric acid, necessary invests’ correct volume, exact terms, quantitative and other indicators cannot been mentioned yet.In fact, the problem of the deployment of the oxidized ore, containing copper and of extraction the minerals from those in a safe way for the environment, exists during operation of any deposit containing copper ore. In case of Teghout deposit experiences of positioning the solutions correspond to the internationally advanced standards for this problem is the first attempt in the region. However, taking into account that in Armenia there are several such deposits, in long-term perspective in the internal market of Armenia we may forecast sustainable platform for the possible realization of sulphuric acid. In the concentrates supplied by the two main suppliers “Zangezur copper-molybdenum combine” and “Base Metals” cjsc of “Vallex” group companies the average grade of sulphur was accordingly 30 and 34%. These grades are enough to realize production of sulphuric acid without additional supplements of the staff containing sulphur. The technologies surveyed by the Company at the moment allow extracting of 96% the sulphuric anhydride form the gas emissions.There are not known any economically reasonable technologies for the extraction of iron from the slags of copper-smelting productions applying sulphuric acid and there in so no such option for acid’s realization, in Company’s agenda. Nevertheless, the is open for the discussion of other possible options for sulphuric acid usage.

plant and copper molybdenum deposit exploitation Project of Teghout (being constructed), assembling works of which are being implemented by the contractor company “Metal structures factory” OSC on contractual basis.According to preliminary data, employee of "Metal structures factory" OSC Seyran Arakelyan born in 1989 during the construction-assembling works on the bearing structures of metal carcassing, fell from a height of about 30 meters and died. We would like to mention, that according to the contract between “Teghout” cjsc and “Metal structures factory” OSC on “Metal construction assembling” and to RA acting legislation, the contractor has full responsibility for keeping of the requirements of working (technical) safety by its employees involved in the works. Also, please be informed that this is the 4th fatal accident during the preparatory works on exploitation of Teghout copper-molybdenum deposit.

Nevertheless, giving much importance to the transparent informative policy, we are sure that in any suit case, including the one (civic) mentioned by the letter and within administrative cases the claimant in his/her suit introduces only his/her opinion regarding the issue, bringing the motivations and evidences of it. On its turn, as a responder, the engaged person introduces the answer of the application (claim), expanding own opinion on the same issue (argue) and bringing the motivations and evidences of it. Therefore, before the end of the mentioned civic and administrative cases’, i.e. before the court judgment enters into force, the disposition of each side is just their opinion. That’s why at the moment we will refrain from making any detailed clarifications or comment regarding these cases. On the particular parts of you inquiry we, however, may mention that:The consideration of the civil case, requiring alienation of the property, belonging to Razmik Hakhverdyan, person mentioned by you, in the administrative borders of Teghout and Shnogh of RA Lori region making adequate compensation, according to RA legislation is stopped at the moment, till the another suit case that is in the administrative court regarding the same issue (argue) is finished. During the consideration of any suit case the court gives opportunity to the sides to resolve the dispute with the settlement agreement. The sides have made many suggestions to each other towards the obtainment of settlement agreement, including monetory compensation, which were not mandatory motivated by estimations. The suggestions made by the sides to each other (including monetary compensation) for reconciliation, may get legal force only in the case the settlement agreement is made and approved by a legal act. However, the fact that no settlement agreement was obtained is evidencing that the offers made previously with the condition of reconciliation have no legal or moral force and in future may not be speculated.

Appendix 10. Response to the letter of Nare Stepanyan, the reporter of radio station “Azatutyun”, dated 27.06.2013 Dear Nare
In reply to your letter dated 27.06.2013 we would like to inform the following:According to the safety rules acting in “Teghout” cjsc, it is prohibited to enter the closed iron-concrete water channel designed for removal the of the water from Duqanadzor river waters to the overburden dump economy area of constructing Teghout mining complex’s (except the technical staff serving the water channel). Restriction of access to the closed water channel is not connected with the partly damage of one of the walls on June 24, 2013. This restriction of a person to enter to such underground hydrotechnical buildings exist in any such enterprises of the world (for security reasons), where the safety issues are properly regulated. Due to this, your entrance to the water channel cannot be allowed. In addition to the information spread via press-release by “Teghout” cjsc on June 26, 2013, please be informed that reacting to the information received on June 26, the operative group of the rescue department of MES (Ministry of Emergency Situations) (Lori region branch) was in the site and studied the closed water channel. The fact that the damaged walls of the water channel are not dangerous and no water outflow is noticed as well as that the water amount incoming to the tunnel and outgoing from it is the same, has been fixed also by MES operative group (as a result of the study): and this fact was placed also in the publication on their official web site. In TV report is recorded the whole situation related to the closed water channel, available for the external watching, particularly, the amount of water which is the same - both while incoming and outgoing. For mining complex construction currently it is being realized main stripping and drilling works in the open pit area, construction of the grinding and flotation sites and power stations building of the processing plant, tailing dump economy’s dam filling, collector installation and other works, technical park is being completed. These norms, however, do not define any obligation for a commercial entity and its executive body to provide information or answer. According to the 2nd part of the 1st article of RA low on “Information freedom” the low is acting on state and local government, state agencies, budgetary organizations, as well as public organizations and their officials. The mentioned law does not apply to the commercial entities and to the cases and order of providing information by their executive authority. Aarhus Convention “On access to information related to environmental issues, public participation in decision-making processes and access to justice” defines relevant obligations only for state bodies, for legal entity or body that are not state, the convention does not define the cases and procedures on providing information about their activity. All our reasonable attempts to get any information about the legal entity or body named "Women's Council" of Teghout village did not give any results and we do not have any document authorizing you to act on behalf of that organization. However, based on the fact that the author of the letter is a resident of an affected community, we would like to inform that: As a legal entity registered in RA, in order to avoid baseless ambitions from third parties “Teghout” cjsc has right to fence, enclose with walls or mark the borders of its territory in other ways, as well as to install on its entries doors, gates, checkpoints and other measures, which are foreseen to control the entry and exit.In the same time “Teghout” cjsc never had tried to review the inhabitants of the affected communities as a third part and have always tried and is trying to construct its relations with those communities in other logical way. Particularly, the fences installation to the entries of the Company in July 2013, were conditioned not only and not as much with the aim to protect the property belonging to the Company from the third part’s unauthorized ambitions, as with the necessity to insure the safety conditions of the people in the territory of the Company. The Company is interested in acting the way, which will not create any obstacles for the affected communities neither regarding this safety measure nor with any other element of its activity and is going to make constructive discussions with all the stakeholders in order to eliminate such possible obstacles, to exclude the progress of those in future, and to establish healthy partnership relations. In this context is “Vallex group” going to continue to insist that next year the mine will operate anyway? Answer: From the point of view of an exclusion or minimization (as possible) of the undesirable impacts on nearby communities Teghout mining plant construction and copper-molybdenum deposit project is carried out in accordance with the requirements of the legislation of RA. Moreover, “Teghout” cjsc in cooperation with specialized companies having international authority in the field is realizing projects, which will comply with the world advanced standards (particularly to the performance standards put forth by the International Finance Corporation) in term of organizing the mining complex construction and operation in the way favourable for the nearby communities. Construction works of the mining complex now are coming to an end. According to the timetable acting the launch and the product output is expected in April, 2014. Question:Today, the environmental activists, referring to Teghout villagers say that the lasts have not get the jobs they had been promised, and the salaries of those who had got job from “Vallex group”, are essentially lower from the promised. As an example, it is mentioned that instead of 200.000 AMD, it was 70. 000. Moreover, cite from the activist words “if you don’t work in the mine we will hire people from Shnogh, if they don’t – we’ll hire blacks from Africa” please answer how many Teghout residents have a job contract with the Company and what are the conditions?Answer:By the end of September, the number of employees of “Teghout” cjsc was 1200, 147 of which are from Teghout village, 213 – from Shnogh village 350 - from Alaverdi city and 378 employees from other communities. From two-third of Teghout households at least one member is an employee of “Teghout” cjsc. From one-third of Shnogh households at least one member in an employee of “Teghout” cjsc. The average estimated salary in the Company by August was 245 000 AMD. For the estimation of any employee’s salary his/her residence or address registration cannot have any actual impact. The Company has adopted such an HR policy, within the framework of which hiring new employees in other equal conditions preference is given to residents of nearby communities. The ethical aspects of various rumours and their public sounding we leave without comment. QuestionActivists state, that Teghout villagers may not even deal with the agricultural activity, as Vallex does not allow to the lasts to depasture their animals in the pastures. creation started in these territories, the usage of the land with agricultural propose have been prohibited in order to ensure proper safety of human life and health. Objective indexes evidence, that for the agricultural development in the nearby communities, realization of the mining Project had solely a positive impact. In 2010-2012s in both communities the animal breeding among households became more widespread: In 2012 livestock or poultry in Teghout were kept in 69% of households (53% - in 2010), and in Shnogh - 41% (29% - in 2010). In Teghout among animals there are mostly sheeps and goats and in Shnogh – cows. Compared with 2010 in 2012 in Teghout the number of all the spices of animals was increased. Question:Activists state, that in legal terms at least 77 domestic, legislative acts, as well as numerous international conventions are violated. Response to the inquiry dated 18.11.2013, of the reporter of program “Ecologica” of “Kentron” TV, Tatev DanielyanDear Tatev In reply to your letter, dated 18.11.2013 we would like to inform the following:On November 15, nearly at 17:00, during the construction works of the molybdenum workshop of the Teghout cjsc’s processing plant (being constructed), Arman Alikhanyan feel down and got different injuries from one floor height (from the 3rd floor to 2nd). First aid was provided immediately, after which he was transported to the medical center of Alaverdi city, and then to Yerevan, to “Erebuni” medical center. By November 18 in “Teghout” cjsc 12 industrial accidents happened to the employees, 2 of which have been fatal. The first fatal industrial accident had happened in 2009. As a result of the injuries Samvel Khudinyan died. The 2nd accident happened in 2012. Because of the injuries got as a result of the accident Gagik Qocharyan died. In both cases the reason of the accident was the ignoring of the technical safety condition by the sufferer. Connected with these cases by legal bodies relevant proceedings were conducted: with the results of those the criminal case was rejected due to lack of crime. In the territory of the Company one more fatal industrial accident and one traffic accident happened. In 2011 in the territory of the company traffic accident happened: Kamo Khechikyan driving “MAZ 630305-250» vehicle (attached him) lost control of the car, the car went outside the roadway, as a result the car turned over and Kamo Khaechikyan died. In 2013 industrial fatal accident happened in the territory of construction facility with the conventional name “Crashing workshop” of the processing plant and copper molybdenum deposit exploitation Project of Teghout (being constructed), assembling works of which are being implemented by the contractor company “Metal structures factory” OSC on
contractual basis. Employee of "Metal structures factory" OSC Seyran Arakelyan born in 1989 during the construction-assembling works on the bearing structures of metal carcassing, fell from a height of about 30 meters and died. As we have informed you earlier, according to the contract between “Teghout” cjsc and “Metal structures factory” OSC on “Metal construction assembling” and to RA acting legislation, the contractor has full responsibility for keeping of the requirements of working (technical) safety by its employees involved in the works. With the Company’s investment, on some productive infrastructures’ basis of Alaverdi mining-metallurgy factory was created and operated the copper smelter. The plant is at the address RA, Lori region, Alaverdi city 4th Kirov str. The number of employees is 670. The production capacities of copper smelter allow processing of 50.000 ton concentrate and producing of 10 000 ton blister copper annually. Company’s product is fully sold in the international markets: currently, it is being purchased by German Aurubis company. “Valex” group companies have a long-term experience of effective cooperation with this company. What measures have been taken for the environmental problems solution? From the very beginning of its activity the company has been realizing projects on mitigation of the possible environmental problems, accrued as a result of the work of Alaverdi copper smelter. Effective measures were realized towards prevention of the emissions to the water environment and technology solutions invested at this moment don’t foresee any emissions to the water pool.Unfortunately we cannot say the same for undesirable emissions’ exclusion to the atmosphere.This problem has not yet been solved because of several reasons. Because of absence of realistic opportunities for this problem solution, the Company decided to choose the way of raising the source of the gas emissions higher for 220 meter. Due to this measure, started from the fall 2011 the environmental load on Alaverdi city accruing as a result of the operation of the plant has been essentially decreased, thus almost reaching the permitted border. What measures are taken by the company within the framework of the social policy?For many years, being the biggest industrial enterprise in the region the copper smelter had a significant participation in the economic life of the nearby communities, and had realized social support, cultural, educational and other events in those communities. This tradition was kept on also by “Vallex group”. In order to coordinate the CSR projects realized by the group of companies in Lori region, in 2005 “Manes” charitable fund was created. By December 1st of 2013 the fund has realized projects for more than one billion AMD, which have been addressed both to the social support of families in-need and to the realization of educational, cultural measurements in different communities of Lori region, as well as to the improvement and illumination of the streets of communities and to other
goals of “Vallex” groups deriving from the priorities of CSR policy. In some cases for the realization of the projects the company provided financial means directly: in addition to those provided to the fund. What perspectives has Alaverdi smelter. There were concerns among the population of Alaverdi, that the smelter is going to stop the work and they are going to lose the jobs. In this context how is guaranteed the continuation of the factory operation?Starting from 1997 when by “Vallex” group companies' investment based on some production capacities of Alaverdi mining-metallurgy factory was restarted copper moulding, this activity was realized without the stock of economic sustainability. During the past 17 years the factory, in fact, was fluctuating between profitability and losses, and in long-term perspective condition both with economic and with environmental factors the operation continuation of the smelter unfortunately has never been guaranteed. The anticipated launch of product issuance in 2014 by Teghout mining complex, in fact, will solve the problem of the physical availability of stuff for the copper smelter. However, conditions of concentrate processing established in international market in long-term perspective do not guarantee the continuation of competitiveness of the possible conditions offered by Alaverdi copper smelter for the purchase of copper concentrate produced in Teghout. Certain optimism might be noticed only in the recent trends in international market on the improvement of the concentrate processing. And if they are stable, conditions offered by Alaverdi copper smelter will become more competitive. Though, in Teghout mining complex there already work 1300 employees, including 450 from Alaverdi, “Vallex” group of companies realize the role of Alaverdi copper smelter in Alaverdi city and the nearby communities social-economic sustainability, and are studying intensively the opportunities to continue the operation of the copper smelter or to organize other production in mining industry based on the production capacities of the smelter.

Question:What are the works currently?Answer:Construction and equipment's assembling works are being realized in the flotation, grinding, large crushing, and molybdenum production, concentrating workshops, crushed ore storage and other structure units of the processing plant. The primary dam of the tailing economy, tailing pipeline and sedimentation pond are being constructed. Also other facilities of the mining complex are in construction process. Stripping works are realized.
Works are being realized towards of making the mining complex's construction and activity project fully compliant to the standards of IFC related to the environment protection and working safety provision. Currently realization of the project on compensation of the damage caused to the forestry by logging of the forest, which is realized for the construction and exploitation of Teghout deposit is on. Within the framework of the project it is being realized tree-planting and further care of those in area that is the double of the area deforested.Also the works planned by the stakeholders engagement plan of the project of Teghout mining complex construction and copper-molybdenum deposit exploitation are on. The Plan has been developed and is realized by “Teghout” cjsc in order to make the process of the stakeholders' engagement also compliant to the standards of IFC. Most part of the rest employees are from Lori of RA too. The company has only 11 employees that are not residents of Armenia, 7 of which are Armenian. In the first stages of the launch and production, to provide proper operation of the complicated equipment of the processing plant, as well as to provide warranty maintenance conditions it is planned to involve in the staff specialists also from other countries. Beside realizing a professional control on installation and tuning works of the equipment, the specialists involved form the foreign countries also will provide professional trainings to the local employees in order to replace the workforce (involved from the foreign countries) with the local residents.

In the same document there are mentioned the measures which lead to this conclusion. Such limitations are necessary in order both to prevent the Company’s property from illegal encroachments and to exclude the possible damages to the life and health of the people and animals, as well as for the control of the entrance to the Company’s territory. For mitigation of the potential impacts of these measures, several steps were taken. Particularly, in order not to allow worsening of the conditions for the people who deal with the livestock in nearby communities, in the areas agreed with them, additional technical supplements were provided for the provision of water to livestock. Question:According to Teghout village community head Frunze Norekyan in 2010 the management of Teghout cjsc had promised to repair the sport hall of Teghout village school, but now refuses. What is the reason? Answer: Teghout cjsc management or any other representative of it had never promised that the Company was going to support the repairing of the school sport hall of the village. For the repairing of the school in 2010 the Company, through Manes fund, had donated 6.1 mln. AMD, thus making possible the capital repairing of the school with RA social investment fund, with about 108 mln. AMD totally. As we are aware, these works didn’t foresee a repairing for the sport hall, though the engaged construction Company also dismantled the interior furnishings of the hall, so a necessity accrued for the community to reconstruct the hall. As form 2008 the Company through Manes fund had provided also other financial support to the schools of Teghout and Shnogh communities: about 19.5 mln. AMD totally, which was addressed to the purchasing of laboratory testing equipment and other assets, stationary and other stuff for school, as well as to rewording the deserved teachers and organization of festive celebrations. Question:Why the road to Bardzreli Matur (cross) had become unavailable for Teghout residents again? Answer: For Teghout residents there have never been and are not any fixed restrictions for visiting the church Bardzreli Khech. In certain cases the permission to entrance to the territory of Teghout cjsc for Teghout and Shnogh residents might be delayed for a short
time: it was only during the implementation of the works on the road to the church, in order to exclude the risks to harm the life and health of the visitors. However, even such short-time delays have not been recorded in the past. Question:Is “Teghout” cjsc aware of the social-economic problems of nearby Teghout village and how it is going to support the solution of those?Answer:From the very beginning of its activity “Teghout” cjsc was obtaining information about the problems existing in the nearby community via socio-economic situation’s monitoring, dialogue with community representatives and other possible ways. In 2013 the Company ordered a detailed study of the socio-economic situation in nearby communities to a specialized Company operating in RA, in order to get more detailed and comprehensive view. Through these results it was found that Teghout mining and processing plant construction and copper-molybdenum deposit exploitation project realization had a real positive influence on the economic life of the communities and had eased the social tension here. Company is the only industrial enterprise in the communities and the biggest employer. Among two-thirds of households of Teghout and one third of Shnogh at least one member of households is an employee of the Company. Total payment of the salaries by “Teghout” cjsc to the residents of Teghout and Shnogh communities from 2010 to 2012 made about 1.4 billion AMD. Through salaries included in the to the households, payments made to the communities’ budgets, purchase of some types of the products from the local manufacturers as well as through other ways, the means directed by the Company to the economic life of communities brought to the positive shifts in other fields of the economy. Particularly, in both nearby communities parallel to the realization of the mining project also the volumes of agricultural product manufacturing have been increased. In addition to this positive effect that was registered in nearby communities’ economic life as a result of the Company’s activity, also means have been provided within the framework of corporate social responsibility projects, for the improvement of the social situation. “Manes” charity fund, which is coordinating the means of Vallex group companies addressed to the social projects in Lori region, has realized social projects for about 120 mln. AMD totally in Teghout and Shnogh communities. Question:Teghout village municipality member Avet Avetyan consider that as a result of “Teghout” cjsc activity Teghout village can no more develop with its poor agricultural conditions, therefore, the further responsibility for Teghout's development should take “Teghout” cjsc. I guess it should be clarified what had meant the respected member of the municipality with his expression ''poor agricultural conditions'' and what does mean expression ''to take reasonability for the community development''. If it means that in spite of the growth of the objective indicators recorded recently in agricultural sphere, still the long-term perspectives for Teghout community economic development is connected with industrial activity i.e. with the constructing powerful mining and processing complex, then it is quite true. Anyway, Teghout cjsc has provided number of platforms for the submission of reasonable and constructive suggestions within the projects on development of the nearby communities to the Company. Those platforms are available both for the local authorities of the nearby communities and for any other representatives or stakeholders and if there are any, they should be submitted to us: we are ready to discuss them.

Appendix 18. Text of the reference provided to “Tumanyanakan ashkharh” newspaper “Vallex” group summarizes the results of 2013 For “Vallex” group of companies 2013 was a very fertile working year. For each of the companies past year was unique. By “Teghout” cjsc were realized large-scaled construction and assembling works towards the construction of “Teghout” processing plant. The mining complex is already reached the stage after which the product will be issued. “Valex” group of companies also gives much importance to such achievements of Teghout cjsc, which were obtained during 2013 in the process of making the project realization in compliance to the international standards in term of environment protection, working safety, and healthy dialogue with the stakeholders. In this front the Company has real successes, and this fact is fixed also with the documents published by the companies having international authority. Particularly, by “Eksport Kredit Fonden” Denmark State Agency various expert groups have been sent to the constructing Teghout mining complex territory. The process of the works was observed on-site, and the design documents and constructed objects were studied. As a result, the actions and efforts of the Company on provision of project conformity with the International Finance Corporation requirements related environment protection, working safety, and healthy dialogue with the interested public have been considered satisfying and Danish “Pension Denmark” Pension fund decided to make available the financing around DKK 350 million for “Teghout” CJSC through the “Eksport Kredit Fonden” Denmark State Agency. Companies then jointly spread a press release about it on 20th of August, 2013.For “Base Metals” cjsc last year was marked with extracting of the ore from the newly discovered mine of Kashen in Martakert region of Artsakh and with the launch of the construction of a newer and updated cutting-edge mining complex on the base of the copper-molybdenum deposit.The ore extraction works in Kashen have been started from May, 2013. By the end of the year the extraction volume was reached to 60 000 ton of ore monthly. The two roads joining Kashen and Drmbon were fully repaired and exploited. They allow transporting of about 2.000 ton ore daily from Kashen to Drmbon 24 hours a day. In order to manage the processing of the most part of the extracted ore the annual productivity of the plant was doubled making 600.000 ton instead of 350.000 (as before). However, unlike the expansion of productive capacity, this industrial scheme is temporary: it is to operate unless the new updated processing plant constructed on the basis of Kashen deposit is launched. The preparatory works on the construction of the new plant are started. In the deposit and in nearby communities totally 50 km roads have been constructed. Also there were constructed: the dormitory building, offices, a canteen and a laundry. Currently construction of the vehicles' parking and repairing workshops is on. The approved stocks of the ore in Kashen deposit exceed 50 mln ton, yet still it is anticipated that as a result of geological surveys these stocks will increase. Last year, in the capital of Artsakh – Stepanakert, the full operation of newly constructed “Vallex Garden Hotel” sport and leisure hotel complex. During the year “Lernametalurgiai Institute” cjsc and the copper smelter of Alaverdi had stable indicators on operation. By 28.12.2013, in Armenia and Artsakh, investments of “Vallex” group of companies totally made 430 mln USD, 109 mln of which during 2013. Of course, the most part of the merit in these indicators has “Teghout” cjsc’s which in the past year made 79 mln USD investment in establishment of the mining complex and bringing the total expenses to 275 mln USD. Another big part of the investments has «Base Metals» cjsc, which in the past year made 28 mln USD investments, bringing its total index to 118 mln USD. By 28.12.2013, number of employees of the group of companies exceeded 3700.
If the cost behaviour of copper and molybdenum in the international market remains within the rational forecast framework, after reaching designed productive capacities Teghout and Kashen mining complexes together will start to produce product (copper and molybdenum concentrate) for 300 mln USD annually. Most part of this means will be addressed to Armenia and Artsakh economic life as obtained products and services, salaries, payments to the state budget and will support to improve indices of other fields of economy too. After reaching the design capacities Kashen and Teghout mining complexes together may produce about 40 000 ton of copper in concentrates. This means that the quantity of copper being processed now in Artsakh and Armenia will be doubled. In case this indicator becomes a reality, first time in the history of our newly independent country there may be enough row stuff for realization of economically reasonable projects on constructing and operating of a cutting-edge copper smelter in Armenia. For the realization of the economic projects, ideas and desires, the main pillar of “Vallex” group is the human potential; its employees’ and adherents’ believe to the project’s success and their devotion to the work.For the devoted work in 2013 the following employees were awarded with “Vallex” group corporate high awards: Gegham Shakhkyan, Open Pit Explosion Works Site Supervisor, David Mezhlumyan, Director of “Vallex IT” LLC and Varuzhan Papoyan, Communication and Networks’ Service Head. Ըստ Շնողի համայնքապետ Հովիկ Սահակյանի՝ «Թեղուտ» ՓԲԸ-ն իր անշարժ գույքի համար վերջին 8 տարիներին Շնող համայնքի բյուջեին գույքահարկ չի վճարել: Խնդրում եմ հայտնել, թե ինչու: Ինչ միջոցներ է ձեռնարկում ընկերությունը դրանք Շնող համայնքի բյուջեին վճարելու համար: Ինչ հարկեր է վճարում ընկերությունը Երևանի Կենտրոն համայնքին:
Պատասխան.
«Թեղուտ» ՓԲ ընկերությանը պատկանող՝ գույքահարկով հարկվող փոխադրամիջոցների համար գույքահարկը «Գույքահարկի մասին» ՀՀ օրենքի 13-րդ հոդվածով սահմանված կարգով վճարվում է «Թեղուտ» ՓԲ ընկերության գտնվելու (հաշվառման) վայրի համայնքի բյուջե, իսկ ընկերությունը, ինչպես Ձեզ հայտնի է, հաշվառված է ՀՀ, ք. Երևան, Խանջյան 19 հասցեով: Փոխադրամիջոցների համար ընկերության վճարած գույքահարկը վերջին տարիներին կազմել է տարեկան շուրջ 5.4 մլն ՀՀ դրամ: Մինչ 2011 թ. երկրորդ կեսին լեռնահանքային հզոր բեռնատարներով ընկերության տեխնիկական պարկի համալրումը այդ գումարը եղել է մոտ հինգ անգամ փոքր:
«Թեղուտ» ՓԲ ընկերության կողմից Շնող համայնքի բյուջե անշարժ գույքի համար գույքահարկի վճարում չի եղել, քանի որ նման պարտավորություն «Գույքահարկի մասին» ՀՀ օրենքի 8-րդ հոդվածով սահմանված կարգով «Թեղուտ» ՓԲ ընկերության համար դեռևս չի առաջացել:
Ինչպես փոխադրամիջոցների, այնպես էլ՝ շենք-շինությունների համար վճարվող գույքահարկի հետ կապված խնդիրները հանգամանորեն քննարկվել են ազդակիր համայնքների ներկայացուցիչների և այլ շահառուների հետ պարբերաբար կազմակերպվող հանդիպումների, մասնավորապես՝ 2013թ. օգոստոսի 29-ին Շնողի Մշակույթի տան դահլիճում կազմակերպված, Ձեր մասնակցությամբ տեղի ունեցած և Ձեր ներկայացրած լրատվամիջոցով լուսաբանված հանդիպման շրջանակներում: Ինչպես հավանաբար կհավաստեք նաև Դուք՝ փոխադրամիջոցների համար «Թեղուտ» ՓԲ ընկերության կողմից վճարվող հարկը Երևանի Կենտրոն վարչական շրջանի փոխարեն Շնող համայնքի բյուջե վճարելու վերաբերյալ Շնող համայնքի ղեկավար Հովիկ Սահակյանի կողմից հնչեցված մտահոգությունը «Թեղուտ» ՓԲ ընկերությունը կիսեց և պատրաստակամություն հայտնեց հնարավորության սահմաններում օժանդակել խնդրի օրենսդրական լուծման գործին՝ եթե համայնքը համապատասխան նախաձեռնություն դրսևորի: Անշարժ գույքի համար գույքահարկի մասով «Թեղուտ» ՓԲ ընկերությունը հայտնեց շահառուներին, որ գույքահարկի հաշվարկման և վճարման օրինական նախադրյալների ապահովման աշխատանքներն ընթացքում են: Միևնույն ժամանակ, «Թեղուտ» ՓԲ ընկերությունը պատրաստակամություն հայտնեց Թեղուտ և Շնող համայնքներին որպես նվեր վճարել գույքահարկի գումարին հավասար գումար 2013 թ. օգոստոսի 29-ից սկսած այն ժամանակահատվածի համար, որը կպահանջվի գույքահարկի բազայի հաշվարկման և վճարման օրինական նախադրյալների ապահովման ուղղությամբ աշխատանքների կատարման համար: Մեր համոզմամբ այդ պատրաստակամությունը հիմքից զրկում է գույքի պետական գրանցման աշխատանքները ընկերության կողմից դիտավորությամբ ձգձգելու վերաբերյալ ցանկացած հնարավոր կասկած:

2013 թ. ընթացքում «Վալլեքս» խմբի ընկերությունների կողմից «Մանես» բարեգործական հիմնադրամի միջոցով կամ ուղղակիորեն իրականացված ծախսերն ունեն հետևյալ կառուցվածքը (որոշ համեմատաբար փոքրածավալ ծախսեր ներառված չեն).
- Տեղական հեռուստաընկերությունների եթերը Թեղուտ և Շնող համայնքներում ապահովելու համար հեռուստատեսային կապուղու ստեղծում՝ հեռուստատեսային աշտարակների կառուցում, ընդունիչ և հաղորդիչ սարքերի ձեռք բերում, ներմուծում, մաքսազերծում, մոնտաժում, սպասարկման ենթակառուցվածքների ապահովում – 47 մլն ՀՀ դրամ (աշխատանքները և համապատասխան ծախսերը կատարվել են 2012թ. – 2013 թթ. ընթացքում, և կատարված ներդրումների վերջնական չափը հստակեցվել է 2013 թ. մայիսին)
- Աջակցություն տեղական հեռուստաընկերություններին Թեղուտ և Շնող համայնքներում եթերի հեռարձակման համար – 5.4 մլն ՀՀ դրամ

Որքանո՞վ է իրատեսական Ձեր կողմից Շնողի Դուզ հանդամասում 17 հա–ի վրա պտղատու այգիների ծառատունկ անելը, և ընկերությունը ե՞րբ է նախատեսել սկսել այդ աշխատանքները:
Պատասխան.
«Վալլեքս» խմբի ընկերությունների կողմից ազդակիր Թեղուտ և Շնող համայնքներում վարվող կորպորատիվ սոցիալական պատասխանատվության ուղղությամբ գործունեության կարևոր ուղղություններից մեկը գյուղատնտեսության զարգացման խթանումն է: Շնողի վարչական տարածքում պտղատու այգիների հիմնման ծրագիրը մեզ համար առաջնահերթ կարևորվում է այդ համատեքստում: Ներկայում ընկերության ներկայացուցիչները համայնքի հետ քննարկում են համագործակցության առավել արդյունավետ ձևերն ու եղանակները, որոնք կերաշխավորեն երկարաժամկետ հեռանկարում այդ այգիների տնտեսական
կենսունակությունը և նախադրյալներ կստեղծեն ծրագրի ընդլայման համար: Ծրագրի շրջանակներում առարկայական քայլեր կկատարվեն համագործակցության արդյունավետ եղանակի շուրջ համայնքի հետ համաձայնության գալուց և համապատասխան տարածքի ընտրությունից հետո:
Հարց. 5Որքան մարդ է այսօր աշխատում Շնողից Թեղուտ ՓԲԸ-ում; Ըստ Շնողում շրջանառվող
լուրերի ընկերությունը միտումնավոր շնողցիներին Թեղուտ ՓԲԸ-ում աշխատանքի է ընդունում Շնողի նախկին գյուղապետ Հայկազ Քոչինյանի միջնորդությամբ՝ վերջինիս վարկանիշը գյուղում բարձրացնելու միտումով:

2014 թ. փոտրվարի 1-ի դրությամբ «Թեղուտ» ՓԲ ընկերությունում աշխատում է ՀՀ Լոռու մարզի Շնող համայնքի 237 բնակիչ: Ընկերության վարած կադրային քաղաքականության շրջանակներում՝ նոր աշխատողների ներգրավման գործընթացում կիրառվող չափանիշներում որևէ մեկի միջնորդության հաշվառման ընթացակարգ չկա: Հայաստանի նորանկախ պատմության խոշորագույն տնտեսական ծրագրի իրականացմանը ձեռնամուխ լինելով՝ ընկերությունը ձգտում է վարել այնպիսի կադրային քաղաքականություն, որը թույլ կտա ցանկացած իրադրությունում վստահ լինել աշխատակազմի մասնագիտական և աշխատանքային այլ որակների հարցում և շահագրգռված է նվազագույնի հասցնելու ցանկացած սուբյեկտիվ միջամտություն և այլ արատավոր դրսևորումներ, որոնց հետևանքով կնվազի աշխատակազմի մասնագիտական հուսալիությունը: «Թեղուտ» ՓԲ ընկերությունը ոչ մի դեպքում չի կարող որևէ այլ սուբյեկտի հեղինակության բարձրացումը կարևորել ավելի, քան՝ կադրային արդյունավետ քաղաքականության իրականացումը:

արտադրամաս է կառուցվել:
Պատասխան.2013 թ. դեկտեմբերի վերջի դրությամբ «Վալլեքս» խմբի ընկերությունները Թեղուտի
լեռնահարստացուցիչ կոմբինատի կառուցման և պղինձ-մոլիբդենային հանքավայրի շահագործման ծրագրի իրականացման ուղղությամբ արդեն կատարել են ավելի քան 285 մլն ԱՄՆ դոլար ընդհանուր ծավալով ներդրումներ: Կառուցվել և շահագործման պատրաստ են
- 40 մ3/ժ արտադրողականությամբ բետոնախառնիչ հանգույցը և 15 մ3/ժ արտադրողականությամբ ջարդման արտադրամասը.

Պատասխան.
Ֆաբրիկայում ներդրվում է արտադրական ջրերի փակ շրջանառության համակարգ: Արտադրական ջրերի՝ շրջակա միջավայր արտահոսքի վտանգը նվազագույնի հասցնելու տեսանկյունից այդպիսի համակարգն առավել արդյունավետ է: Շրջանառու համակարգում ջրի քանակությունը, այդ տեխնոլոգիայով աշխատելու դեպքում, կարող է պակասել պոչամբարի մակերեսից ջրի գոլորշացման հետևանքով: Գոլորշացման հետևանքով պակասող ջրի քանակությունը համալրելու նպատակով նախատեսված է Դեբեդ գետից հարստացուցիչ ֆաբրիկա արտադրական թարմ ջրի մատակարարման համակարգ, որի կառուցման գործընթացը ներկայում մոտենում է ավարտին: Տարեկան համալրվող ջրի քանակությունը կկազմի շուրջ 7 միլիոն խորանարդ մետր:
3. Հարց.Քանի՞ աշխատող կա ընկերությունում և նրանցից քանիսն են Լոռու Ալավերդի,
Թեղուտ, Շնող համայնքներից:
Պատասխան.2014 թ. հունվարի վերջի դրությամբ ընկերությունն ունեցել է 1.295 աշխատող, այդ թվում՝
162 աշխատող՝ Թեղուտից, 237 աշխատող՝ Շնողից, 446 աշխատող՝ Ալավերդուց և 450 աշխատող՝ այլ համայնքներից:
4. Հարց.Որքա՞ն անտառհատում և անտառպատում է արվել մինչ օրս և ո՞ր
տարածքներում:
Պատասխան.Անցած ժամանակահատվածում իրականացվել է անտառահատում շուրջ 149 հա
գումարային մակերեսով տարածքներում: Զուգահեռաբար՝ Թեղուտի հանքավայրի շահագործման ծրագրի իրականացման նպատակով անտառային ծածկույթի հատմամբ անտառային տնտեսությանը հասցվող վնասի հատուցման ծրագրի շրջանակներում ծառատունկ և տնկված ծառերի ընթացիկ խնամքի աշխատանքներ են իրականացվել ՀՀ Լոռու մարզի Թեղուտ, Շնող, Լեռնահովիտ, Օձուն և Արջուտ համայնքների վարչական սահմաններում, «Հայանտառ» ՊՈԱԿ Գուգարքի և Լալվարի անտառտնտեսություններում գտնվող շուրջ 378,5 հա գումարային մակերեսով տարածքներում:

պատասխանները.
Հարց.
1. Ի՞նչ փուլում է Թեղուտի պղինձ–մոլիբդենային հանքավայրի շահագործումը:Պատասխան.Թեղուտի լեռնահանքային համալիրի կառուցման և գործունեության ծրագրի (այսուհետ՝
Ծրագիր) շրջանակներում աշխատանքներն ընթանում են նախանշված հունով: Ավարտին են մոտենում կապիտալ մակաբացման և լեռնահանքային այլ
աշխատանքները: Բացահանքն ընդհուպ մոտեցել է հանքային մարմնին և առաջիկայում պատրաստ կլինի հարստացուցիչ ֆաբրիկան ապահովելու անհրաժեշտ քանակությամբ հանքաքարով:
Հարստացուցիչ ֆաբրիկայի խոշոր ջարդման, մանրացման, ֆլոտացման արտադրամասերում սարքավորանքի հիմնական մասն արդեն մոնտաժված է, ընթացքում է խողովակաշերերի և լարանցումների, կառավարման համակարգերի մոնտաժումը: Սարքավորանքի մոնտաժման աշխատանքներ են ընթանում խտացման և մոլիբդենի առանձնացման արտադրամասերում:
Ավարտման փուլում են նաև պոչանքային տնտեսության, արտադրական ջրի մատակարարման և շրջանառության համակարգերի և այլ ենթակառուցվածքների շինարարական աշխատանքները:
2. Հարց.Միջազգային շուկայում նկատվում է պղնձի գների էական անկում: Ի՞նչ
ազդեցություններ կունենան դրանք Թեղուտի հանքավայրի շահագործման վրա:
Պատասխան.
Իրոք՝ այս տարվա մարտի կեսերից պղնձի գների զգալի անկում է եղել միջազգային շուկայում, և գրանցվել են վերջին երեք-չորս տարիների համար աննախադեպ ցածր գներ: Իհարկե՝ այդ անկումը չի բարելավում առևտրային պայմանները Թեղուտի լեռնահանքային համալիրի ակնկալվող արտադրանքի իրացման համար: Սակայն պղնձի գների ներկա մակարդակը ևս բարձր է Ծրագրի տնտեսական կենսունակության տեսանկյունից շեմային մակարդակից: Փորձագետների կարծիքները պղնձի հետագա գնային վարքի վերաբերյալ տարբեր են, սակայն մեր տեսադաշտում առկա ռացիոնալ կանխատեսումների գերակշիռ մասը տեսանելի հեռանկարում չեն ենթադրում գների այնպիսի մակարդակ, որը վտանգում է Ծրագրի տնտեսական նպատակահարմարությունը:
3. Հարց.Առաջիկա տարում շահառու համայնքներում, մասնավորապես՝ Շնող և Թեղուտ
գյուղերում գյուղատնտեսության զարգացման ինչ ծրագրեր է նախատեսում իրականացնել «Վալլեքսը»:
Պատասխան.
Գյուղատնտեսական ծրագրերին աջակցության պատրաստակամության մասին «Վալլեքս» խմբի ընկերությունների ղեկավարության կողմից արված հայտարարություններում որպես կանոն նշվել է, որ գյուղատնտեսական ծրագրերին օժանդակությունը հնարավոր է հիմնադիր կապիտալում մասնակցության և այլ՝ երկրաժամկետ հեռանկարում տնտեսապես կենսունակ եղանակներով: Միևնույն ժամանակ՝ շահագրգիռ հանրության ներկայացուցիչների հետ հանդիպումների շրջանակերում քննարկվել են խմբի սոցիալական քաղաքականությունը
ազդակիր և հարակից այլ համայնքների ներկայացուցիչների հետ համագործակցաբար այդ համայնքների համար առավել հրատապ խնդիրների լուծմանն ուղղելու հնարավոր ճանապարհները: Այդ մոտեցումների համադրման արդյունքում որոշում է կայացվել, որ «Վալլեքս» խմբի սոցիալական քաղաքականությունը ՀՀ Լոռու մարզում համակարգող «Մանես» բարեգործական հիմնադրամը կֆինանսավորի Շնող համայնքի վարչական սահմաններում, գյուղապետարանի և այլ շահառուների հետ համաձայնեցված տարածքներում պտղատու այգիների հիմնման աշխատանքները: 2014 թ. ընթացքում հիմնադրամն այդ նպատակով Շնողի գյուղապետարանին նպատակային նվիրաբերության կարգով կհատկացնի շուրջ 5 մլն ՀՀ դրամ, շուրջ 5,5 հա մակերեսով տարածքում պտղատու այգիների հիմնման աշխատանքները իրականացնելու համար: Երկարաժամկետ հեռանկարում այս նախաձեռնության տնտեսական կենսունակությունը երաշխավորելու և ծրագրի ընդլայման համար նախադրյալներ ստեղծելու ձևերի ու եղանակների շուրջ քննարկումները համայնքի հետ շարունակվում են:
4. Հարց.Ինչպե՞ս եք վերաբերվում Ալավերդիում, Մադանի ձորում Ձեր վերահսկողության
տակ գտնվող Ալավերդու պղնձի հանքերի երեք հանքհոսքերի տարածքներում կուտակված բաց պոչամբարների վիճակին: Դրանք գտնվում են ուղիղ Մադան գետակի ափերին, անձրևաջրերի հետ անարգել թափվում են գետակ, այնտեղից էլ Դեբեդ գետը: Տեղյա՞կ եք, որ Դեբեդի ջրերով ոռոգվում են Դեբեդի ավազանի գրեթե բոլոր գյուղերի վարելահողերն ու այգիները: Մադան գետակի ափին էլ , Ձեր ընկերության պոչամբարների հարևանությամբ բնակիչները պահում են այծեր, կովեր և այլ ընտանի կենդանիներ, որոնք հանվում են շուկա:
Պատասխան.
«Վալլեքս» խմբի ընկերությունների որդեգրած՝ շրջակա միջավայրի պահպանության քաղաքականությունը ենթադրում է ոչ միայն սեփական գործունեության արդյունքում ազդակիր համայնքների բնապահպանական իրադրության վատթարացման վտանգների հնարավոր նվազագույնացում և հասցված վնասի համարժեք փոխհատուցում, այլև որպես սոցիալական պատասխանատվության դրսևորում՝ այդ համայնքների տարածքում առկա պատմական աղտոտվածության վերհանման, վնասազերծման և բնապահպանական իրադրությունն այլ եղանակներով բարելավման ուղղությամբ ծրագրերին օժանդակություն: Ձեր նշած վայրերում առկա արտադրական լցակույտերը որևէ պատճառ-հետևանքային կապ չունեն «Վալլեքս» խմբի ընկերությունների գործունեության հետ, սակայն մենք պատրաստ ենք քննարկելու դրանց առաջացրած բնապահպանական վտանգների վերացման հարցում մեր մասնակցության հնարավորությունը ցանկացած շահագրգիռ սուբյեկտի հետ:
5. Հարց.Արդարացնո՞ւմ է արդյոք իրեն Կոշաբերդի գագաթին 2011 –ին տեղադրված 20
մետրանոց խողովակը, եթե այո , ապա ինչու գործարանը պարբերաբար արտանետումներ է կատարում երկու ծխնելույզներով միաժամանակ:
Պատասխան.
Համաձայն ՀՀ բնապահպանության նախարարության «Շրջակա միջավայրի վրա ներգոր-ծության մոնիտորինգի կենտրոն» ՊՈԱԿ-ի տվյալների, եթե մինչ նոր ծխնելույզի ու ծխատարի կառուցումը Ալավերդի քաղաքում ծծմբային անհիդրիդի սահմանային թույլատրելի խտությունը գերազանցվում էր 10-12 անգամ, ապա 2011թ. հոկտեմբերից՝ ծծմբային անհիդրիդի ՍԹԿ-ի գերազանցումը կազմում է 1.3-1.5 անգամ: Նոր ծխատարի և ծխնելույզի շահագործման անցած ժամանակահատվածում արձանագրված արդյունքները միանշանակորեն փաստում են, որ Ալավերդի քաղաքի և հարակից բնակավայրերի վրա Ալավերդու պղնձաձուլական գործարանի արտանետումների ազդեցության նվազեցման և այդ բնակավայրերում բնապահպանական ընդհանուր իրավիճակի բարելավման տեսանկյունից միջոցառումն առ այսօր եղել է արդյունավետ:
Միևնույն ժամանակ՝ «Արմենիան Քափըր Փրոգրամ» ՓԲ ընկերությունը ծխնելույզի տեղափոխման բնապահպանական միջոցառման իրականացումից հետո չի դադարեցրել ինչպես իր գործունեության արդյունքում ազդակիր համայնքների համար առաջացող բնապահպանական բեռը թեթևացնելու, այնպես էլ՝ ընկերության աշխատողների համար աշխատանքային պայմանների բարելավման հնարավոր եղանակների որոնումը: Մասնավորապես՝ Ալավերդու պղնձաձուլական գործարանի մետալուրգիական արտադրամասի տարածքում օդի աղտոտվածության մակարդակի նվազեցման նպատակով վերջին շրջանում ներդրվել և փորձնական կարգով շահագործվում է մետալուրգիական ագրեգատներից անկազմակերպ արտանետումների հավաքման համակարգ, որի միջոցով դրանք ուղղվում են դեպի 100 մ-ոց ծխատար: Չնայած այն հանգամանքին, որ անկազմակերպ արտանետումների մասնաբաժինն արտանետումների ընդհանուր ծավալում չի գերազանցում 3 տոկոսը, դրանց հավաքման համակարգի փորձնական շահագործումն անցած ժամանակահատվածում զգալիորեն բարելավել է աշխատանքային պայմանները մետալուրգիական արտադրամասում:
6. Հարց.Ի՞նչ հիմքերով է 20 մետրանոց խողովակը Կոշաբերդի գագաթին տեղադրելուց
հետո ՀՀ կառավարությունը նվազեցրել «Արմենիան Քափըր Փրոգրամ» ընկերության կողմից պետբյուջեին վճարվող բնապահպանական վճարները: Արդյոք պղնձաձուլական գործարանի արտանետումների վնասը Ալավերդու և հարևան համայնքերի շրջակա միջավայրին ու բնակչության առողջությանը շատ ավելի մեծ չէ, քան Ձեր ընկերության կողմից պետբյուջեին վճարած 440 մլն. դրամը:
Պատասխան.
Օդային ավազան արտանետումների համար «Արմենիան Քափըր Փրոգրամ» ՓԲ ընկերության կողմից վճարվող բնապահպանական վճարները հաշվարկվում և վճարվում են «Բնապահպանական և բնօգտագործման վճարների մասին» ՀՀ օրենքով, «Բնապահպանական վճարների դրույքաչափերի մասին» ՀՀ օրենքով և այլ օրենսդրական ու ենթաօրենսդրական իրավական ակտերով սահմանված կարգով:

1. Հարց.Թեղուտի հանքավայրում ե՞րբ է սկսվելու հումքի արդյունահանումը: Պատասխան.Թեղուտի լեռնահանքային համալիրի կառուցումը նախատեսվում է ավարտել և պղինձ-
մոլիբդենային հանքաքարի արդյունահանումն ու ապրանքային խտանյութերի արտադրությունը սկսել 2014թ. երրորդ եռամսյակում:
2. Հարց.«Արմենիան Քափըր Փրոգրամ» ՓԲԸ-ի 2011թ. համախմբված ֆինանսական
հաշվետվությունում նշվում է, որ 2011թ. նոյեմբերին, որպես «ՎՏԲ» խմբի հետ կնքված ֆինանսավորման պայմանագրի մաս, «Թեղուտ» ՓԲԸ-ի բաժնետոմսերի 100% փոխանցվել է Կիպրոսում գրանցված «Թեղուտ Ինվեստմենտս Լիմիթեդ» ՍՊԸ-ին: Կիպրոսյան ընկերության բաժնետոմսերի 50.05 %-ը պատկանում է «Արմենիան Քափըր Փրոգրամ»-ին, իսկ մնացածը` «ՎՏԲ Բանկ» ԲԲԸ-ի կողմից ղեկավարվող «ՎՏԲ» խմբին: Սակայն Կիպրոսում գրանցված «Թեղուտ Ինվեստմենտս Լիմիթեդ» ՍՊԸ-ի բաժնետերերի ցանկում «ՎՏԲ բանկ»-ը չկա, ձեր հաշվետվությունում նշված 49.95 %-ի բաժնետերը Nairi Infrastructure Capital Limited-ն է, ում բաժնետերերի ցանկում «ՎՏԲ բանկ»-ը նույնպես չկա: Այս ընկերությունը «ՎՏԲ բանկ»-ին է պատկանո՞ւմ: Դուք գիտե՞ք` ովքեր են բաժնետերերը:
Պատասխան.«Վալլեքս» խմբի ընկերությունները վարում են տեղեկատվական հնարավոր
առավելագույն թափանցիկության ապահովման քաղաքականություն: Մենք պատրաստ ենք պատասխանելու Ձեր և հասարակական տարբեր խմբերի տեղեկատվական շահեր սպասարկող այլ սուբյեկտների ցանկացած հարցի, որը կվերաբերի «Վալլեքս» խմբի ընկերությունների գործունեությանը: Կիպրոսյան «Թեղուտ Ինվեստմենտս Լիմիթեդ» ընկերությունը հանդիսանում է «Թեղուտ» ՓԲ ընկերության բաժնետոմսերի 100 տոկոսի բաժնետերը: Այդ մասին նշվել է «Թեղուտ» ՓԲ ընկերության կողմից հրապարակված մի շարք փաստաթղթերում, մի շարք անգամ հայտարարվել է ընկերության գործունեությամբ շահագրգիռ հանրության ներկայացուցիչների հետ հանդիպումների շրջանակներում:
«Թեղուտ Ինվեստմենտս Լիմիթեդ» ընկերության սովորական բաժնետոմսերի 100 տոկոսի բաժնետերը «Վալլեքս» խմբի «Արմենիան Քափըր Փրոգրամ» ՓԲ ընկերությունն է, և մենք պատրաստ ենք պատասխանելու այդ ընկերության գործունեության ցանկացած տեսանկյան մասին ցանկացած հարցի:
«Թեղուտ Ինվեստմենտս Լիմիթեդ» ընկերության բաժնետոմսերի մնացած մասի բաժնետերը «Վալլեքս» խմբի ընկերություն չէ, և մենք որևէ իրավասություն չունենք այդ ընկերության մասին որևէ տեղեկատվություն հրապարակելու:
Այդուհանդերձ, հայտնում ենք, որ Nairi Infrastructure Capital Limited ընկերությունը ստեղծվել է ՎՏԲ խմբի կողմից բացառապես Թեղուտի հանքավայրի շահագործման ծրագրի իրականացման նպատակով համատեղ ձեռնարկության պայմանագրի կնքման ու դրա կենսագործման համար, և վարկային պայմանագրերի գործողության ընթացքում տիրապետում է «Թեղուտ Ինվեստմենտս Լիմիթեդ» ընկերության միայն «Բ» կարգի (չքվեարկող) բաժնետոմսերին: Վարկային պայմանագրերով ստանձնած պարտավորությունների կատարմամբ «Վալլեքս» խումբը հնարավորություն կունենա ամբողջությամբ հետ գնել նշված բաժնետոմսերը:
3. Հարց.Համաձայն «ՎՏԲ» Խմբի հետ կնքված պայմանագրի պայմանների` Կիպրոսում
գրանցված «Թեղուտ Ինվեստմենտս Լիմիթեդ» ՍՊԸ-ի 49.95% բաժնետոմսերից 24.9%-ը պետք է հետ գնվեր 180 օրվա ընթացքում` վարկերի ամբողջական մարումից հետո, այն գումարով, որը կհաշվարկվի նախապես որոշված բանաձևով: Արդյոք 24.9 %-ն արդեն հետ է գնվել, թե ոչ:
Պատասխան.Վարկերի ամբողջական մարումը ոչ միայն չի ավարտվել, այլ «ՎՏԲ – Հայաստան»
բանկից ստացված վարկի մարումը դեռևս նույնիսկ չի էլ սկսվել: Նույնիսկ ամենալավատեսական կանխատեսումների դեպքում վարկերի ամբողջական մարման պահը կգա ու դրան հաջորդող ժամկետների լրանալը տեղի կունենա տարիներ հետո:
4. Հարց.«Արմենիան Քափր Փրոգրամ»-ի բաժնետերերի մեջ եղել է Լիխտեյնշտեյնում
գրանցված Vallex F.M. Establishment ընկերությունը, որը մասնակից է նաև «Վալլեքս խմբի» տարբեր ընկերությունների բաժնեմասերում: Ովքե՞ր են Vallex F.M. Establishment ընկերության բաժենետերերը և ի՞նչ նպատակով է այդ ընկերությունը ներգրավվել հայաստանյան ընկերությունների բաժնեմասում:
Պատասխան.Vallex F.M. Establishment ընկերությունը չունի, և այն պետության օրենսդրությամբ,
որում այդ ընկերությունը գործում է՝ չի կարող ունենալ բաժնետերեր: Vallex F.M. Establishment ընկերության միակ և վերջնական շահառուն ՀՀ քաղաքացի Վալերի Մեջլումյանն է:
Դեռևս 1996-1997 թթ. հենց Vallex F.M. Establishment ընկերության կողմից «Արմենիան Քափըր Փրոգրամ» ՓԲ ընկերության (նախկին անվանումը՝ «Մանես և Վալլեքս») բաժնետոմսե-րում կատարված ներդրումներով հնարավոր եղավ վերականգնել Ալավերդու լեռնամետա-լուրգիական կոմբինատի որոշ արտադրական հզորություններ և դրանց օգտագործմամբ վերսկսել պղձաձուլությունը Ալավերդիում: Ներկայում «Արմենիան Քափըր Փրոգրամ» ՓԲ ընկերության բաժնետոմսերի 100 տոկոսի սեփականատերը Վալերի Մեջլումյանն է:
5. Հարց.Ի՞նչ առնչություն ունեն Ռուսաստանի Դաշնությունում գործող Vallex խմբի
ընկերությունները հայաստանյան «Վալլեքս գրուպի» հետ: Օրինակ՝ VallexM ՍՊԸ-ն, ատամնաբուժական կլինիկան և այլ ընկերություններ: Դրանք նույնպես Ձեր բիզնես-նախագծե՞րն են:
Պատասխան.«Վալլեքս» խմբում ոչ ֆորմալ հիմքերով միավորված են ինչպես Հայաստանում և Արցա-
խում, այնպես էլ Ռուսաստանի Դաշնությունում և այլ պետություններում գործող միավորներ: Ի լրումն սեփականատիրոջ ընդհանրության՝ այդ ընկերություններին միավորում է տնտեսա-կան գործունեության հիմնարար սկզբունքների, գործարար էթիկայի կանոնների, կորպորա-տիվ սոցիալական պատասխանատվության քաղաքականության և արժեհամակարգային այլ հարցերում ընդհանրությունը:

«Թրանսփարենսի ինթերնեշնլ հակակոռուպցիոն կենտրոն» ՀԿ գործադիր տնօրեն Վարուժան Հոկտանյանի 09.07.2014թ գրության պատասխանը.
Հարգելի պարոն ՀոկտանյանՁեր. Թի 14/35 գրության (այսուհետ՝ Գրություն) առնչությամբ հայտնում ենք հետևյալը. Շահագրգիռ հանրության հետ «Վալլեքս» խմբի ընկերությունների վարած բաց
երկխոսության և որդեգրած տեղեկատվական թափանցիկության քաղաքականության պայմաններում առնվազն տարակուսելի է Գրության մեջ ՀՀ Սահմանադրության դրույթների վկայակոչմամբ տեղեկատվության պարտադիր տրամադրում «հարկադրելու» Ձեր փորձը: Գրության այդ հատվածի հետ կապված՝ Ձեզ տեղեկացնում ենք, որ ՀՀ Սահմանադրության 42.1 կետը սահմանում է, որ «մարդու և քաղաքացու հիմնական իրավունքները և ազատությունները տարածվում են նաև իրավաբանական անձանց վրա այնքանով, որքանով այդ իրավունքներն ու ազատություններն իրենց էությամբ կիրառելի են դրանց նկատմամբ», և «Թրանսփարենսի ինթերնեշնլ հակակոռուպցիոն կենտրոն» հասարակական կազմակերպությունը կարող է լինել այդ իրավունքների և ազատությունների սուբյեկտ: Միևնույն ժամանակ՝ ՀՀ Սահմանադրության 27.1 կետը սահմանում է, որ «յուրաքանչյուր ոք ունի իր անձնական կամ հասարակական շահերի պաշտպանության նկատառումներով իրավասու պետական և տեղական ինքնակառավարման մարմիններին և պաշտոնատար անձանց դիմումներ կամ առաջարկություններ ներկայացնելու և ողջամիտ ժամկետում պատշաճ պատասխան ստանալու իրավունք»: Ինչպես Ձեզ հավանաբար հայտնի է, «Վալլեքս» խմբի ընկերությունները, մասնավորապես՝ «Թեղուտ» ՓԲ ընկերությունը (այսուհետ՝ Ընկերություն), որի գործունեությանն առնչվում է Ձեր հարցումը, չեն հանդիսանում պետական կամ տեղական ինքնակառավարման մարմիններ, և ՀՀ Սահմանադրության 27.1 կետով սահմանված «Թրանսփարենսի ինթերնեշնլ հակակոռուպցիոն կենտրոն» հասարակական կազմակերպության իրավունքը որևէ կերպ չի պարտավորեցնում Ընկերությանը պատասխանել կամ որևէ կերպ արձագանքել Գրությանը: Ստորև Ձեզ տեղեկատվության տրամադրումը թելադրված է մեր տեղեկատվական թափանցիկության քաղաքականության սկզբունքներով և մեր գործունեության նկատմամբ հանրային լայն վերահսկողություն ապահովելու անհրաժեշտության գիտակցումով:
Գրության առաջին հարցի առնչությամբ տեղեկացնում ենք, որ Թեղուտի լեռնահարստացուցիչ կոմբինատի կառուցման և պղինձ-մոլիլբդենային հանքավայրի շահագործման նպատակով՝ անցած ժամանակահատվածում ըստ տարիների արվել են հատումներ հետևյալ արտադրական օբյեկտների համար նախատեսված տարածքներում, հետևյալ ծավալներով.

լեռնահարստացուցիչ կոմբինատի կառուցման և պղինձ-մոլիլբդենային հանքավայրի շահագործման աշխատանքային նախագծում, որը կարող եք ներբեռնել հետևյալ հղումով՝ Աշխատանքային նախագիծ:
Գրության երկրորդ հարցին ի պատասխան հայտնում ենք, որ անցած ժամանակա-հատվածում Թեղուտի հանքավայրի շահագործման ծրագրի իրականացման նպատակով անտառային ծածկույթի հատմամբ անտառային տնտեսության հասցվող վնասի հատուցման ծրագրի շրջանակներում ըստ տարիների արվել են անտառապատման աշխատանքներ հետևյալ տարածքներում և ծավալներով.

Անտառապատման աշխատանքները կատարվել են համապատասխան աշխատանքային նախագծերի հիման վրա, որոնք ի թիվս այլ էական պայմանների՝ ներառում են տարածքների քարտեզները: Անտառապատման աշխատանքային նախագծերը կարող եք ներբեռնել հետևյալ հղումներով.Թեղուտ և Շնող համայնքների վարչական տարածքներԼեռնահովիտ համայնքի վարչական տարածքՕձուն և Արջուտ համայնքների վարչական տարածքներ « Հայանտառ » ՊՈԱԿ Գուգարքի և Լալվարի անտառտնտեսություններ :
Մնացած 335.5 հա մակերեսով անտառապատման աշխատանքների իրականացման տարածքները կորոշվեն Թեղուտի հանքավայրի շահագործման ծրագրի իրականացման նպատակով անտառային ծածկույթի հատմամբ անտառային տնտեսության հասցվող վնասի հատուցման ծրագրի 4-րդ կետով սահմանված առաջնահերթություններին համապատասխան: Ծրագիրը կարող եք ներբեռնել հետևյալ հղումով՝ Անտառապատման ծրագիր:

Հարգելի տիկին ԹիթիզյանԻ պատասխան Ձեր 13.08.2014թ. հարցման՝ հայտնում ենք հետևյալը.
1. Հարց. Լոռու մարզի Թեղուտի պղնձամոլիբդենային հանքավայրը շահագործման արտոնագիր է
ստացել 2001թ.: Ծրագիրը նոր թափ է ստացել 2006-ից` շրջակա միջավայրի վրա ազդեցության փորձաքննության և հանրային որոշակի խորհրդատվության իրականացումից հետո: Ըստ մեր տվյալների` հանքը մինչ օրս որևէ եկամուտ չի ապահովում: Ե՞րբ է նախատեսվում Թեղուտում սկսել փաստացի արդյունահանումը:
Պատասխան.Հանքաքարի արդյունահանումը և ապրանքային խտանյութի արտադրությունը
նախատեսվում է մեկնարկել 2014թ. սեպտեմբեր-հոկտեմբեր ամիսներին:
Հարց 2. PensionDanmark մասնավոր կենսաթոշակային հիմնադրամի տրամադրած
ֆինանսական միջոցներն ուղղվել են Թեղուտի հանքարդյունաբերության ծրագրին: Այս գործարքի ծավալները գերազանցում են 64 միլիոն ԱՄՆ դոլարը: Դանիական այս կապիտալը կենսական նշանակությո՞ւն ուներ «Վալլեքս» խմբի համար` շարունակելու գործունեությունն իր բիզնես ծրագրի համաձայն:
Պատասխան. Դանիական «Էֆ Էլ Շմիդտ» ընկերության, «Արտահանման վարկավորման հիմնադրամ»
Դանիայի պետական գործակալության և դանիական PensionDanmark կենսաթոշակային հիմնադրամի համագործակցությամբ PensionDanmark կենսաթոշակային հիմնադրամը «Արտահանման վարկավորման հիմնադրամ» Դանիայի պետական գործակալության միջոցով, արտադրական սարքավորանքի ձեռք բերման ծախսերին ուղղելու նպատակով «Թեղուտ» ՓԲ ընկերության (այսուհետ՝ Ընկերություն) համար մատչելի է դարձրել շուրջ 350 մլն դանիական կրոն ծավալով ֆինանսավորում, որը կազմում է շուրջ 61.9 մլն ԱՄՆ դոլար: «ՎՏԲ» բանկի հետ վարկային պայմանագրի շրջանակներում Ընկերությանը տրամադրված միջոցները, դանիական կազմակերպությունների հետ համագործակցության շնորհիվ ոչ թե ավելացել են 61.9 մլն ԱՄՆ դոլարով, այլ այդ չափով վարկային միջոցների համար Ընկերությունը հնարավորություն է ստացել որոշակիորեն պակաս չափով վարկային տոկոս վճարելու:
Ակնհայտ է, որ 350 մլն ԱՄՆ դոլար ծավալով ներդրումային ծրագիր իրականացնող ընկերության համար ֆինանսական առումով խիստ կենսական լինել չի կարող ծրագրի ֆինանսական ծավալի մեկ վեցերորդի համար վարկային տոկոսի որոշակի նվազումը:
Ընկերության համար առավել կենսական է այն, որ դանիական կազմակերպություններն այդ որոշումն ընդունել են՝ հիմք ընդունելով Միջազգային ֆինանսական կորպորացիայի առաջադրած կատարողական չափորոշիչներին սեփական գործունեության համապատասխանությունն ապահովելու ուղղությամբ Ընկերության իրականացրած և նախատեսվող գործողությունների մանրամասն ուսումնասիրության արդյունքները: Ըստ էության, դանիական կազմակերպությունների կայացրած դրական որոշման փաստով Ընկերությունը ձեռք է բերել ևս մեկ փաստարկ, որ Թեղուտի լեռնահանքային համալիրի կառուցման և գործունեության ծրագրի իրականացման շրջանակներում արվում է ողջամիտ հնարավորը Միջազգային ֆինանսական կորպորացիայի առաջադրած կատարողական չափորոշիչներին համապատասխանություն ապահովելու համար:
3. Հարց.Մեր տեղեկություններով` նշված դանիական կապիտալի ստացողը ռուսական ՎՏԲ
բանկն է` «Թեղուտ» ՓԲԸ -ի հիմնական փոխատուն, որը «Վալլեքս» խմբի լիիրավ դուստր ձեռնարկությունն է: «Վալլեքս» խումբը վտանգ տեսնո՞ւմ է դանիական ներդրումների համար` ՎՏԲ բանկի նկատմամբ Եվրոպական Միության սահմանած տնտեսական պատժամիջոցների ֆոնին:
Պատասխան.«ՎՏԲ» բանկը պաշտոնապես հայտարարել է, որ. «Չնայած եվրոպական պատժամիջոց-
ներին` ՎՏԲ-ն և իր դուստր ձեռնարկությունները շարունակելու են աշխատանքը նույն ռեժիմով` կատարելով իրենց ներդրողների ու բաժնետերերի հանդեպ բոլոր
պարտավորությունները և պահպանելով հաճախորդների սպասարկման բարձր որակը»: «ՎՏԲ» բանկի հետ կնքված վարկային պայմանագրի շրջանակներում պայմանագրային պարտավորությունները բանկի կողմից պատշաճ կատարելու առումով Ընկերությունը ներկայում պատժամիջոցներով պայմանավորված վտանգներ չի տեսնում:
4. Հարց.Հայաստանի Հանրապետությունն Օրհուսի կոնվենցիայի համապատասխանության
կոմիտեին (Compliance Committee) պատասխանելու իրավունք ունի: ՀՀ-ն սակայն երբևէ չի օգտվել իր այս իրավունքից: Փաստացի, ՀՀ-ն Օրհուսի կոնվենցիայի համապատասխանության կոմիտեում ներկայացրել են «Վալլեքսի» իրավաբանները: «Վալլեքսն» այս տեսանկյունից շահերի բախում նկատո՞ւմ է:
Պատասխան.Մեր համոզմամբ, շահերի բախում այդ հանգամանքը չի կարող համարվել: Այդպիսի
հարց ՄԱԿ ԵՏՀ Օրհուսի կոնվենցիայի համապատասխանության կոմիտեի (այսուհետ՝ Կոմիտե) համապատասխան նիստի ժամանակ բարձրացրել է նաև դիմումատու կազմակերպության՝ «Էկոդար» ՀԿ-ի ներկայացուցիչը: Հարցին ի պատասխան՝ Կոմիտեի նախագահը և քարտուղարը տեղում հաստատել են «Վալլեքս» խմբի ներկայացուցչի մասնակցության իրավաչափությունը՝ պարզաբանելով, որ վերջինս նիստին մասնակցում է Օրհուսի կոնվենցիայի Հայաստանի համակարգողի հրավերով՝ որպես քննարկման առարկային լավատեղյակ անձ, որը կարող է նաև պարզաբանումներ տալ Կոմիտեին հետաքրքրող հնարավոր հարցերի շուրջ: «Վալլեքս» խմբի ներկայացուցիչը, ինչպես և ներկաներից յուրաքանչյուրը, նիստի շրջանակներում պատասխանել է բացառապես իրեն տրված հարցերին կամ այն հարցերին, որոնց հետ կապված Կոմիտեն ցանկացել է իմանալ նաև տվյալ անձի դիրքորոշումը: Հարկ է հաշվի առնել նաև, որ Կոմիտեի կողմից այդ առարկայով մի քանի քննարկումներ են եղել, որոնցից միայն մեկին է վերը նշված կարգով մասնակցել «Վալլեքս» խմբի ներկայացուցիչը:
5. Հարց.Հայաստանի Ամերիկյան համալսարանի տնտեսագետ, տնտեսագիտության դոցենտ
Ալեքսանդր Գրիգորյանը պնդում է, որ հանքարդյունաբերությունը սրում է երկրում առկա անհավասարությունները: Ո՞րն է այս հարցում «Վալլեքս» խմբի դիրքորոշումը:
Պատասխան.Տնտեսական ցանկացած գործունեության ազդեցության այս կամ այն արտահայտության
վերաբերյալ տեսակետները կարող են տարբեր լինել: Մեր համոզմամբ, լեռնահանքային արդյունաբերությունն ընդհանուր առմամբ էական նպաստ է բերում երկրի սոցիալ-տնտեսական զարգացմանը: Այդուհանդերձ, մենք ևս կարծում ենք, որ որոշ առումներով ճյուղի ազդեցությունը առավել նպաստավոր դարձնելու համար դեռ բավականին անելիք կա, և ուրախությամբ փաստում ենք, որ Հայաստանի Հանրապետության կառավարությունն այդ հանգամանքի գիտակցմամբ հետևողական քայլեր է ձեռնարկում լեռնահանքային ոլորտի զարգացումը կանոնակարգելու ու դրա հնարավոր բացասական հետևանքները նվազագույնի հասցնելու ուղղությամբ: Անկախ այդ քայլերից՝ «Վալլեքս» խմբի ընկերությունները հաստատակամ են լեռնահանքային ոլորտում իրենց գործունեությունը միջազգային առաջադեմ ստանդարտներին համապատասխանեցնելու առումով՝ Հայաստանի կայուն զարգացմանը հնարավոր առավելագույն նպաստը բերելու հարցում:

Ի պատասխան Ձեր 17.11.2014թ. հարցման՝ հայտնում ենք հետևյալը.
ՀՀ կառավարության 27.01.2011թ. «Կախված տեղանքի առանձնահատկություններից` յուրաքանչյուր ջրավազանային կառավարման տարածքի ջրի որակի ապահովման նորմերը սահմանելու մասին» N 75-Ն որոշման Հավելված N 3-ով սահմանված են Դեբեդ գետի ավազանի գետերի ջրերի որակի էկոլոգիական նորմերը: Այդ իրավական ակտով մասնավորապես սահմանվում է, որ մոլիբդենի 6.08 մկգ/լ պարունակությունից բարձր պարունակությունների դեպքում ջուրն ունի 5-րդ դասի որակ:
Թեղուտի լեռնահարստացուցիչ կոմբինատի շինարարության և պղինձ-մոլիբդենային հանքավայրի շահագործման՝ շրջակա միջավայրի վրա ազդեցության գնահատման աշխատանքների շրջանակներում 2005-2006թթ. հետազոտվել է նաև Շնող գետի ջրի որակը: Այդ հետազոտության արդյունքներն արտացոլված են «Թեղուտի պղինձ-մոլիբդենային կոմբինատի շինարարության և շահագործման աշխատանքային նախագիծ. հատոր 7» փաստաթղթում, որը կարող եք ներբեռնել «Թեղուտ» ՓԲ ընկերության կայքից նշյալ հղումով: Մասնավորապես՝ այդ փաստաթղթի 57-րդ էջում նշված է, որ մոլիբդենի պարունակությունը Շնող գետի ջրում կազմում է 27.8 մկգ/լ: Ինչպես Ձեզ հավանաբար հայտնի է, «Վալլեքս» խմբի ընկերությունները Թեղուտի պղինձ-մոլիբդենային հանքավայրի շահագործման ուղղությամբ՝ շրջակա միջավայրի վրա ազդեցության հնարավորություն ենթադրող որևէ գործունեություն 2005-2006թթ. դեռևս չէին սկսել: Հետևաբար՝ Շնող գետի ջրում մոլիբդենի՝ 5-րդ դասին համապատասխանող պարունակության առկայությունն ինքնին չի վկայում Թեղուտի լեռնահանքային համալիրի կառուցման և շահագործման ծրագրի իրականացման որևէ ազդեցության մասին Շնող գետի վրա:
Ձեր հարցման՝ Շնող համայնքի ղեկավարի խոսքի վկայակոչմամբ հատվածի վերաբերյալ հայտնում ենք, որ «Թեղուտ» ՓԲ ընկերության կողմից շահագործվող Մերձշնողյան ավազակոպճային հանքավայրը գտնվում է Շնող գետի ջրհավաք ավազանից դուրս, և դրա շահագործման հետևանքով Շնող գետի վրա ազդեցություն ուղղակիորեն հնարավոր չէ: Շնող գետի վրա բացասական ազդեցության հնարավորություն կա Թեղուտի լեռնահանքային համալիրի խճի լվացման տեղամասի աշխատանքի հետևանքով: «Թեղուտ» ՓԲ ընկերությունը համապատասխան պետական լիազոր մարմնի տրամադրած թույլտվության շրջանակներում, դրանով նախատեսված ծավալներով ջրառ է կատարում Շնող գետի Խառատանոց վտակից խճի լվացման տեղամասում օգտագործելու համար: Լվացման արդյունքում ջրին, բնականաբար, խառնվում է որոշակի քանակությամբ հող և ավազ: Որևէ թունավոր կամ շրջակա միջավայրի համար առանձնապես վտանգավոր քիմիական տարր այդ գործընթացում չեն օգտագործվում և ջրին չեն խառնվում: Այդուհանդերձ՝ արտահոսող ջրում կախված մասնիկների պարունակության՝ թույլատրելի առավելագույն չափաքանակները չգերազանցելու նպատակով հոսքաջրերի մեխանիկական մաքրում իրականացնելու համար տվյալ արտադրամասում կառուցված են պարզարաններ, որտեղ ջուրը պետք է մաքրվի հողից և ավազից, իսկ պարզարաններում կուտակված տիղմը՝ պարբերաբար հեռացվի՝ ամբարվելով լցակույտերում:
Ցավոք՝ նախկինում եղել են ժամանակահատվածներ, երբ պարզարանները պատշաճ չեն գործառնել, և այդ արտադրամասի գործունեության հետևանքով գրանցվել են կախված մասնիկների բարձր պարունակություններ Շնող գետում: Շնող գետի՝ խճի լվացման արտադրամասի պարզարանների արտահոսքի կետից ներքև ընկած հատվածի ափին գտնվող որոշ այգիներում գետի ջուրը ոռոգման նպատակով օգտագործող անձանց կողմից հարցը բարձրացվել է շահագրգիռ հանրության ներկայացուցիչների հետ «Թեղուտ» ՓԲ ընկերության կազմակերպած հանդիպումների շրջանակներում: Ընկերությունն օպերատիվորեն արձագանքել է հարցադրմանը և ձեռնարկել համապատասխան
միջոցառումներ, որոնց արդյունքում էապես նվազեցվել է կախված մասնիկների պարունակությունը խճի լվացման պարզարաններից արտահոսքերում:
