DEFINING THE THREE CONCEPTS
Concept A: Rehab the existing public housing sites and add amenities and enhancements to improve the area.
Concept B: Focus on improving the area around Lincoln Gavin with new mixed-income apartments to replace the existing public housing units, adding amenities and enhancements to this area.
Concept C: Focus on improving the area around the downtown with new mixed-income apartments to replace the existing public housing units, adding amenities and enhancements.

CONCEPT PLANS ARE BASED IN REALITY
The concept plans show only what the Housing Authority, the City and our partners can reasonably expect to accomplish in the near term, which is five to ten years.
Because the concept plans are based in reality, they do not show all parts of the Study Area being improved.
These concept plans are intended to show how the “transformation” of the neighborhood will start, creating improvements that will draw other, longer-term investments.
We will present each of the concept plans to you, then come back to each plan to ask you your opinion of each using key pad polling.

Community Center:
• To be funded by HACC and its partners to provide residents with a focal point for community activities including family events, neighborhood celebrations, light recreation, computing center, and socializing.

16th Street Improvement 16th Street is the connection between the East Side Neighborhood and Downtown. While a full streetscape improvement is not feasible, important upgrading can be accomplished through incremental improvements.

Veteran’s Housing HACC and the City have agreed to seek financial support for a new veteran’s housing building, to be located at one of two sites in the downtown.

Key Features of Concept A:
• The Sunrise and Bergen site are proposed for major rehabilitation inside and out.
• Mackler Homes is too deteriorated to rehab and will be replaced.
• New replacement public housing is shown along Wentworth Ave. south of Lincoln Highway.
• Wentworth Avenue serves as the main connection between housing sites and to new amenities and will be improved.
• New community Center proposed.
• Early Childhood Center proposed.

Housing Rehabilitation:
• The scope of rehabilitation will be major, creating a significant upgrade in the quality of the units as well as the living environment.
• Examples of major rehabilitation of housing sites are shown.

• The replacement of the Mackler Homes units with new housing. These units will be public housing, as opposed to the mixed-income housing proposed for Concept B and Concept C, and will be of equal quality.

• The amount of new housing is greater than Concept A because all HACC units will be replaced.
• New apartments will be mixed-income.
• 16th Street is the focus for new housing to preserve existing single family areas.
• New Community Center and Early Childhood Center proposed on 16th Street.

• The amount of new housing along 16th Street would transform this portion of the neighborhood.

CONCEPT C: FOCUS ON DOWNTOWN Key Features of Concept C:
• The form of redevelopment will be very compact.
• New housing will have access to services located in the Downtown.
• The character of the area will be more urban than in Concept A and Concept B.
• New housing will function as separate buildings rather than a housing complex.
