What is the UCD? The Uniform Closing Dataset (UCD) is a common industry dataset that supports the Consumer Financial Protection Bureau’s (CFPB) Closing Disclosure which is part of the Uniform Mortgage Data Program (UMDP). It is an upcoming requirement of Fannie Mae and Freddie Mac at the direction of their regulator, the Federal Housing Finance Agency. The GSEs will require a UCD XML file for all loans having a note date on or after Sept. 25, 2017. When applicable, we anticipate that most conforming loan investors, whether planning to immediately deliver to the GSEs or aggregating for a later loan delivery, will require an originating lender to submit the UCD file to both Fannie and Freddie and receive the UCD Findings Reports from both GSEs as a condition of their loan approval to ensure the upload was successful to both GSEs and the Casefile ID is correct for the loan. How does the UCD affect me? Do you have loans purchased by investors? Will you be originating loans on or after Sept. 25 2017? If you answered yes to any of the above questions, it will affect you. For you to be able to submit the UCD to Fannie Mae or Freddie Mac through our website, you will have to select “Yes” for this question. This will also tweak the order form to force certain things to be entered a certain way to ensure proper UCD generation. One of those things is the Underwriting Details and Property Valuation details. Those will appear directly under the UCD question. If you indicate that you are using an automatic underwriting system, you will be prompted to select

one from the list. If your system is not there, you can select “Other” and it will prompt you to enter the name of your system. Likewise, if you use a property valuation method that is not in the drop down, you can select “Other” and it will prompt you to enter your method.

When it comes time to enter the fees on the closing costs details, there is now a “Fee Type” drop down on the fee details. This is required. If you have a fee that does not fit a particular type, please select “Other”. We do default these to the best of our ability when you select a fee from our list, but it is always good to double check.

If you are doing a fee in section F (Prepaids), there will be a different drop down list to select for Prepaid Item Type. This is required. If you have a fee that does not fit a particular type, please select “Other”.

If you are doing a fee in section G (Initial Escrow Payment at Closing), you will have a similar drop down for Escrow Type. This is required. If you have a fee that does not fit a particular type, please select “Other”.

We have compiled a list of fees and their respective types for your convenience. See Appendix A of this walkthrough.

There is also a change to the Other Details screen. On the Estimated Taxes, Insurance, and Assessments section, there is now a place to indicate further which kind of tax/insurance/assessment it is. This is required for the UCD. Right now it will be “Condo Assoc. Dues” simply because that is what is first in the drop down box. If you do not see what you need in the drop down, you can select the “other” option.

The biggest change is that the Summaries of Transaction/Payoffs and Payments fields used to allow for typing directly into the fields. While some fields retain this, such as the sales price, most fields are now locked. You can edit them via the link on the line number (in blue) beside each fee. By indicating that you want to be UCD ready, there will be no option to type directly into the fee. That is because these are not fees anymore, but rather a collection of funds, adjustments, payoffs, and prorations. Each of these items requires more information to be sent in the UCD than just the description and amount. We have done it this way so that there is no way you can miss entering that information in.

The same change is effective on the Payoffs and Payments screen as well.

The colors to the right of each dollar amount designate the kind of classification the line item currently has. The options are Closing Adjustments (gold), Closing Cost Funds (green), Payoffs (purple), and Prorations (blue).

These colors replace the previous colors that were on the side of the line items to explain how we came to the totals for Funds for Borrower, Down Payment/Funds from Borrower, and the Adjustments and Other Credits. Those fields are now calculated as follows:

Down Payment / Funds from Borrower Standard Method: Total payoffs less loan amount less anything financed only if the result is greater than zero Alternative Method: Not applicable Purple line items - loan amount - closing cost financed Funds for Borrower Standard Method: Total payoffs less loan amount plus anything financed only if the result is less than zero Alternative Method: Not applicable Purple line items - loan amount + closing cost financed Closing Cost Financed Standard and Alternative Method: Loan amount less payoffs up to the amount of closing costs Loan amount - Purple line items Adjustments and Other Credits Standard Method: The sum of funds, proration, and adjustments (everything that isn't a payoff). To add information to the line item, you will be required to specify what kind of classification the item falls under before you can enter in the associated information. We’ve done our best to default these, but you can change it as needed when prompted.

When you select a type and click “Select”, a new pop up will pop up for you to complete the information. If you are trying to remove a fee, go ahead and do the same and there will be a link at the bottom of the pop up to Clear All. Clicking on “Close” will save the information to the line item on the Summaries of Transactions page, including clearing the item if that is what you’ve chosen. There are no required fields on these pop ups, but there are drop downs that need to be answered accordingly: Adjustment type, Fund Type, Liability Type, and Proration Type. Again, if you cannot find what you are looking for, select the “other” option. Please be advised that the GSEs would like to avoid seeing “other” unless it is necessary.

Once you hit “Close”, the fields on the Summaries of Transaction/Payoffs and Payments will automatically update and the color of the line item will adjust according to the line type.

We have compiled a list of common items and their classification types for your convenience. See Appendix B of this walkthrough.

Once you have submitted your file, you can go back to the order status page and find a new section for UCD submissions. We can submit directly to Fannie Mae and Freddie Mac entirely through PPDocs.

If you select Fannie Mae, you will see a new page that asks if you’d like to enter your credentials that would normally be used to log into your Fannie Mae portal or if you would like to use our credentials for testing.

If you choose to update your account with your own credentials, you will be prompted to enter them. This will be saved with your account and you will not be asked again.

When you have determined which credentials to use, you will then have the option to submit the UCD.
