• from page 1the Herald drops in at lunchtime, but owner Adam Salerno is nevertheless optimistic. He’s created what he says is a great morning session for locals and will be looking to exploit opportunities from the hospital’s restructure.

“It’ll be a 300-bed hospital—that’s still a big hospital,” he notes.

Starting work six days a week at 4.30am, Mr Salerno says he’ll be happy to see the back of drunks who spill out of the emergency department, screaming and creating trouble.

Local politicians are worried, however, and have called on the Barnett government to revisit shelved plans to relocate a department to Fremantle.

Labor MP Simone McGurk notes the government has just tendered for 11,000s m of o ce space in Joondalup and it must also step up in Fremantle.

“Having an additional 1000 people working, eating and

shopping in the CBD would provide the port city with a major boost amid the tragic news of job losses at the hospital,” she says. She also wants money set aside to redesign the hospital’s guts, freeing up space for other uses: Dr Blythe had revealed at the chamber of commerce meeting that as little as 15 per cent of extra space would be available after the change, because the hospital was so ine ciently designed.

Ms McGurk also wants the after-hours GP service to continue, to make up for the loss of the emergency department. The service is currently provided by Fremantle Medicare Local, which loses its federal funding next year.

Dr Pettitt lambasted both the Liberals and Labor for spending lavishly on Perth’s CBD and other suburbs in the past decade, while virtually ignoring Fremantle.

“In recent years, hundreds of millions of dollars have been

thrown at projects to rejuvenate the Perth CBD, from the development of Perth Arena and stadium to the sinking of the rail line to the Perth Cultural Centre and the highly topical Elizabeth Quay,” Dr Pettitt said.

“Similarly, in Subiaco, East Perth and Armadale, serious state money has supported the rejuvenations of these town centres. Even Rockingham’s hospital is being expanded.

“Well, Mr Premier, we have done our bit. Not only has Fremantle helped you edge towards your 2031 planning targets....we have also embarked on the biggest public/private partnership Fremantle has ever seen with the $220m Kings Square project set to rejuvenate the CBD.”

As well as pour o ce workers into the CBD, Dr Pettitt wants the WA government to rebuild the tra c bridge, build a transit-orientated development around the train station and take a serious look at light rail.

HIGH STREET jeweller Greg Macintyre says business is so dire in the mall, opponents of the Atwell Arcade redevelopment should suck it up and let it pass.

Mr Macintyre, who says he watched the rot set in after electrical retailer Harvey Norman left the city, says retaining heritage is worthy, but not at the cost of the city. Just this week 12-year mall veteran at rink ook confirmed it was closing, while Vidler’s surfwear retreated to Cottesloe a fortnight ago and Fremantle Travel Services moved to the other side of Kings Square after reportedly facing a doubling of rent.

But at the other end of the mall the old Sussan’s building is due to get a new tennant by the end of the year, with convenience chain 7-Eleven moving in.

Fremantle council’s Development Advisory Committee will meet with arcade developer Gerard O’Brien for the fourth time on Monday after his application was deferred at last week’s planning meeting. The now-four storey version will then go straight to council.

Mr O’Brien, whose company Silverleaf Investments also owns the Target building and the row of banks on the other side, says he has a tenant ready to move in but needs quick approval from the council.

Former Fremantle Society president John Dowson says that’s tantamount to holding the council to ransom and wants the plans rejected, saying the building will blight the Goldrush-era West End.

Mayor Brad Pettitt says the council is looking for more setbacks so the building doesn’t dominate either the mall or Cantonment Street, but says he takes Mr O’Brien at his word that the prospective tennants are in a hurry.

WA education minister Peter Collier has all but ruled out expanding the local intake at John Curtin College of the Arts, dashing the hopes of Fremantle parents.

Mr Collier told the Herald this week that despite calls from lobby group High School Options for Fremantle for the college to accept more locals, he would consider only minor tinkering: “There are always opportunities for the boundaries to be tweaked slightly, but we would like to replicate the success of John Curtin in another

FIVE storeys have been lopped from the Canning Bridge Structure Plan’s draft height limit of 20 storeys.

Residential zones are still capped to between four and eight.

The three-way structure plan between Melville and South Perth councils and the WA planning commission is focussed on “transit-oriented development,” meaning they want a densely built-up precinct serviced by public transport, cycling and walkability.

Being at the intersection of Canning Hwy, Kwinana Freeway, the Applecross train station and the Swan and Canning Rivers, the precinct is considered ideal as a development hub.

With plans for a third bridge, expanded foreshore area, and a ferry service, planners hope the precinct’s development into a satellite city will boost the local economy. Built around a walkable radius from the bus and rail station the structure plan idea’s been hanging around since at least 2008, but it’s coming to the pointy end as councillors vote to put the plan out for advertising.

But Ms Gamblin warns that her survey shows parents are worried simply amalgamating South Fremantle and Hamilton SHSs—as most believe the government is likely to do—won’t deliver the numbers to justify investing in a full suite of academic courses geared for university preparation, so many won’t enrol their kids.

“We represent hundreds of students—we just want to know how he is going to guarantee as many senior level academic courses that other schools have.”

Simone has been a great help to our local school since she was elected. She was instrumental in helping us remove a dangerous, vacant, asbestos house on the school site which the school has spent more than 10 years trying to get removed.

No other local member managed to do this.

She has also given up her time to attend a meeting regarding our 125th year celebration committee and offered us help for holding this community event.

Home unhosedTO the person who thinks nothing of cutting up my garden hose. You do not come into people’s gardens to cut and help yourself to pieces of garden hose (especially when it is new).

This has happened to me three times now and it’s so annoying and frustrating when I unsuspectingly go to hand water my plants to find water gushing out from various places of my garden hose and/or from my tap because the hose has been cut.

It happened again last night and this time even the tap fitting was taken. I didn’t have a spare one and couldn’t water the plants—I now have to go to the shop to get another. It’s going to be new—are you coming over at a later date to take that too??

If, as my neighbour suggested, you need pieces of new garden hose so you can smoke pot at Wireless Hill, I despair for you and for your family. Please stop before it’s too late – give yourself a break, give your family a break and give me a break!

North Freo rail roadedTHE Fremantle rail bridge closure seems to have given Transperth permission to close down the suburb of North Fremantle for its own purpose. Buses used Thompson Road and Lesley Street as a racing circuit to turn around. There were between 20 to 30 buses every hour speeding and driving aggressively along the back streets.

Also, Stirling Highway came to a standstill every day because a lane was closed so buses could wait for passengers from trains.

Except for peak hour, most buses from Fremantle were empty or had fewer than five people on them.

There seems to have been no co-ordination to limit the number of buses needed.

Was there really a necessity to use huge double buses for three passengers?

As always, the living conditions of Fremantle residents are never considered.

Ron, it is no joke. Deborah and her partner are having problems with their son’s behaviour. Yes, Deborah did say “we cannot control our son, who lives under our roof, and we rely on neighbours and the police to do so” but you cannot assume it is due to their “dismal failure (as parents)”.

Yes, sometimes children are badly behaved because of poor parental control but this is not always the case. The story behind the bad behaviour is not always so straightforward as Ron may think it is.

I have been a parent for 27 years. One of our children was seriously off the rails for a while. es, we did have no control over our child for that time, but that wasn’t due to lack of effort. Afterwards, our child got back on track, I then took an interest in observing similar situations and I have learnt through meeting parents who have faced similar challenges with a particular child, it wasn’t always due to “dismal failure” of parents but more to do with maybe the kid’s inherent nature or some unhelpful, unwanted circumstances.

I can fully sympathise with Deborah Swann. In fact, I think she is very brave for being so honest and upfront about it. Good on her!

Unfortunately, a lot of people don’t understand these situations. I wouldn’t have understood 20 years ago as I come from a family background where none of us had any di culties. n fact, probably would have agreed with Ron back then.

So Ron please think again, don’t jump on the “judgemental bandwagon”. Life is complex, these issues aren’t always straightforward. Parents need society’s support to help their kids grow.

AS central Fremantle becomes more bedraggled, downmarket and

unwelcoming, the port’s major attractions continue to jump ship and businesses set sail, the cargo-cult mentality at Town Hall maintains parachuting-in a couple of hotels and a building full of public servants will trigger a domino like effect to save the future.

These projects, and some new apartments, are to be burdened with the mission of reviving the city.

It is to be fervently hoped that will eventually prove to be the case but ongoing evidence does not support this vision and, anyway, those alone are not su cient to achieve the goal.

It is the present most are concerned about. The wait has been too long and visions and predictions are for saints and prophets; reality requires pragmatism and practicality and years of disingenuous protestations that all will soon be well, now demand demonstrable proof.

Generally discussed observations on the city’s condition are not positive, and while Town Hall will claim negativity equals wrong thinking, the CBD is not generally improving and, in a world requiring constant augmentation, is therefore going backwards.

Larger hotels now in prospect will be self su cient, which is their purpose they are not in business to help others.

will compete vigorously with those already established around town, but proliferation of those is the only noticeable business growth sector.

Ill-will pervades recent departures from Fremantle of major attractions, the current controversy over the imminent exit of the Fly By Night Club from the Drill Hall being just the latest.

The Film and television Institute (FTI) will not return to the old Boys School building, Harbour Theatre has moved to Mosman Park, followed by Kulcha and some music groups; Mutima Art House and Studio has closed, FotoFreo is long-gone as are the Light and Sound Discovery Centre, the History Museum and Deckchair Theatre. Bizircus and the Dockers are waving goodbye.

One clumsy attempt at much-needed proactivity, to create an arts hub at Arthur Head, has generated distress and interference to the proven and successful operators there of more than 20 years and resulted in two, probably soon four, empty premises.

On the quay the vintage cars have gone while back in the city, for various reasons more than 50 retailers have left.

The possible shipping into Kings Square of several hundred new workers in an indefinite number of years’ time, still unconfirmed, is too distant to factor into calculations for a timely uplifting of Fremantle’s heart.

In any case, a new civic centre of potentially alienating corporate-style buildings fronting the square is likely, as presently presented, to evolve into a conclave quite separate from and uninvolved with, the main character activity areas, especially so while awaiting the much later completion of the masterplan linking it with the railway station and port. It risks isolation.

Waiting for salvation to fall from the skies is to allow delay to advance decay and time is fritting away.

The “activation” and “revitalisation” the council declares Fremantle needs is not just for the streets, it is more immediately needed at Town Hall itself. There has been some thinking and small moves in the right direction, but so far insu ciently dramatic to arrest, counterpoise and reverse decline. The word should now be “regeneration”.

It is apocryphally true that promoting to families and children will mainly sell ice-cream; demographically focussed marketing is restrictive, the wide general public must be the target—anyone with a dollar in their pocket, while marketing to those already in the city is preaching to the converted and wasteful.

There are at least two levels to everything and while sights may be set on high-rise, results must be achieved and seen in the streets, at eye-level. Current mono-vision, the hedgehog knowing “one big thing” of Archilochus’ Hedgehog and Fox, is limiting and cannot alone resolve the situation.

The present waste of money taking place is a trip to Holland to study bicycle transport.

If you have visited Holland as I have, you will find it has been their life and culture ever since the bike was invented.

In the 1940s and 1950s, we had no option but to ride our bike to work, or catch public transport, as we couldn’t afford to buy a car.

It is time we looked at ourselves and not elsewhere, use the resources and local knowledge we have here.

Make more use of our river, improve the feeder bus service to our trains, purchase double-decker train carriages, increase the length of the train platforms.

Public transport should be made more affordable.

For my money it would be better to encourage the use of public transport and lose money than pouring more money into roads and overseas trips.

It was only later that weekend I discovered I had my own dilemma over building permits and regulations. On August 22 I had received a letter from [a big developer], dated August 20, advising of construction of a home adjoining land to a property of mine.

He must feel somewhat ashamed at the way state and federal Liberal governments have cut benefits to seniors. Rebates have been reduced, concessions cut or under review, and the proposed GP co-payment are all likely to hit seniors hard. At the same time vanity projects are being built and Colin Barnett’s closest advisers are granted massive pay rises. I certainly see it’s my role to point out to constituents the effect that government policies will have on their cost of living, although it’s hard to miss a $75 increase in your car licence renewal.

herald letters“gratitude”, if the tennis club is at all grateful to St Joseph Pignatelli Parish for the generous gift of 50 years’ free rent, its members have chosen a really fine way of showing it.

With all due respect to Mr Finucane, and his comments regarding the matter, the material result of the tennis club issue is the likelihood the church building process will be delayed while Melville council gives consideration to the club petition.

This seems most unfair to St Joseph Pignatelli parishioners who do not share in the benefits and the privileges of the tennis club, but who would far rather have a parish church built as soon as possible, without unnecessary delays. Now, it seems we must be patient a little longer. Notwithstanding this, I’m truly delighted to hear the tennis club has financed its own valuable infrastructure this is completely appropriate, because “user-pays” is an excellent principle.

But, it seems that in this matter, tennis club members see only their own vested interest. In order for priorities to be correct, it would help to remember that without the Catholic Church, there would have been no tennis club and that, though the tennis club may well be some 50 years old, the Church is much older and performs a much more important role than any tennis club.

We returned the form clearly indicating we did not give consent at this stage. We might as well have saved our postage the fence had already been removed, without notice or consent, and a temporary fence erected on our land.

The pamphlet enclosed in the company’s letter states “New laws introduced in Western Australia under Part 6 of the Building Act 2011 require those proposing to do building work that may affect adjoining land to obtain consent or a court order before doing so. Substantial fines may be imposed on those who do not adhere to these requirements and commence works that affect neighbours’ land without permission.”

We will be following up with the Fremantle council first thing onday morning. I can only hope the council will be consistent and ensure big business does not get to flout the laws while the average man in the street is penalised.

A MOUNTAIN of soil improver lies abandoned in WA’s southern forests when it could be helping householders shave hundreds of dollars from their water bills, says a local environmental guru.

Chris Ferreira from The Forever Project and Great Gardens says ‘red mud’ is a by-product of Alcoa’s bauxite mines and it can boost the productivity of Perth’s sandy soils and reduce water loss.

He says there’s tonnes of the stuff which, for about 100 per property, could be churned into the soil of new subdivisions that are driving Cockburn’s burgeoning population. Once there, the mud stays, meaning big water savings, less leaching of nutrients into wetlands and bigger vegies in backyard plots.

The by-product got a bad rap when marketed to farmers a decade ago as Alkaloam. Some farmers wrongly attributed health problems in cattle to the mud’s slightly elevated levels of natural radiation and the trial was aborted.

Mr Ferreira says now the truth has been established the Barnett government should act to remove barriers to the product’s sale.

He even reckons if more effort had gone into reducing water usage through better soil

THE historic and iconic South Fremantle power station will fall within Fremantle borders while Point Walter Reserve in Bicton will stay in Melville, under the latest, ever-changing WA local government merger plans.

The WA local government advisory board has released new suggestions for Melville and Cockburn city councils following strong community opposition to earlier plans.

The latest proposal, a request from Melville council, keeps Point Walter Reserve and the golf course in Melville, with the rest of Bicton and Palmyra carved off into a bigger Fremantle.

Fremantle mayor Brad Pettitt describes the recommended change as “a bit silly”.

“We don’t think Melville keeping hold of Point Walter is sensible, it has always been part of Bicton,” he says.

“It’s a bit silly: if you draw a straight line down Stock Road

you would see that the vast majority of those reserves would lie within the City of Fremantle.”

The new proposal for Cockburn—based on a plan from the local community steering committee—sees the power station sucked into Fremantle and Hamilton Hill split in two.

The council appears resigned to losing rates-lucrative North Coogee and most of Hamilton Hill to Freo, but wants the boundary redrawn along the Roe 9 reserve, not Phoenix Road.

Cockburn mayor Logan Howlett says under the previous proposal the council was set to lose the suburb of Bibra Lake and all of Hamilton Hill.

“The intended recommendation enables Cockburn to retain much of its historical and cultural infrastructure, including Memorial Hall, which was built by the community early last century,” he says.

“The city retains Bibra Lake, which is a treasured community asset, and one which the city has restored and managed for many years.

“The position now sees our works depot back in Cockburn which will ensure a more cost-effective and e cient delivery of parks, environment, roads, waste collection and rangers services and eliminates the need to expend upwards of million to construct a new depot at some time into the future.”

Dr Pettitt says Freo opposes the Roe 9 boundary saying it would “effectively split Hamilton Hill and I don’t think [Roe 9] will ever be built”.

“Although we are in favour of Cockburn’s proposal for South Fremantle power station to become part of Fremantle.”

Walgab chair Mel Congerton says because the board is now “considering borders significantly different from the proposals advertised recently” it is legally required to enter a new round of consultation.

Mr Ferreira also gave his 19 0s home a 100,000 sustainability makeover, including insulation under the floorboards. He’s been able to ditch his air-conditioner completely; a neighbour in an almost identical house used to camp outside from November to March because of baking heat inside, but they’ve now taken a leaf out of his book.

GETTING the tip on places I should check out has led to

some very ordinary meals, including a fish curry shudderingly memorable for all the wrong reasons.

So it was with some trepidation we headed to iPho on Collie Street, following a tip from an old acquaintance.

It’s the former Han Cafe, with the decor stripped down, modern and minimalist—unlike the menu which is so mouth-watering and extensive that narrowing down to a choice was hard work.

e passed on the jellyfish salad rolls entree in favour of seared salmon rolls ($10.50) and

head-explodingly fantastic: translucent, wafer-thin wraps held a delightful mix of finely sliced salmon, cucumber, mint, coriander, peanuts and coconut.

almost as good, less chewy than the Thai version and more robust, with spring onion and garlic for a very different taste

We compromised on a choice of mains—well, the married sort of compromise, we had what I wanted. (He did get his salmon rolls after all).

Having been tipped off the crepes were great we ordered a vegetarian version ($22.50). It’s art on a plate, a beautifully crisp, thin pancake, flavoured with coconut and palm sugar and filled with still crunchy vegetables.

Our helpful waiter explained it’s best eaten by hand, wrapping a slice of the crepe in a lettuce leaf, with mint and coriander and dousing it in fish sauce.

he crepe filling was uite bland on its own, but eaten Vietnamese-style was brilliant.

A dunk in a finger bowl and we were ready to tackle the big cahuna, the clay pot fish ( 28. 0).

Huge chunks of barramundi were cooked in a caramalised soy sauce, providing a

wonderfully rich, earthy flavour hard to describe but oh, so easy to devour.

Su ce to say we kept eating long after our tummies had piteously cried “stop, please, for the love of God, stop”.

With my distended stomach threatening to pop a button I declined dessert, but not so D’Angerous Dave who valiantly tackled a coconut ice cream, minus lychees ($11.90). It came with a liberal topping of grated palm sugar and chopped nuts and he wolfed it down.

With thanks to my informer, iPho has defintely been added to my list of favourite eateries and it should be added to yours.

With a bushy white beard, captain’s hat and a parrot on his shoulder, iggs’ greatgrandfather Robert cGuire cut a well known figure around Fremantle in the late 1800s and early 1900s.

Hailing from the UK he’d run away to sea at 15 and was shipwrecked twice before eventually settling down as keeper at the original Rottnest Island lighthouse and later at the lighthouse on Fremantle’s Arthur Head—both long since demolished.

As he had just recently torn off a digit in a sailing accident—yes, it was torn off rather than “lost”—my normally savvy kids incorrectly discounted just the thumb and answered “four!” in confident chorus. As my offspring grappled wide eyed at their finger math failure, understood there was nothing this man could not turn to humour.

The largest player in this market, is part of an aggressive

publicly listed company with their eye on the money.

Web-site success is adjudged on how many eye-balls view the site. In Western Australia, REIWA’s

member owned web site ranks second by this measure and has been refreshed and relaunched this week. One of the nice things about the REIWA site is that it is owned by member agents and being a “not-for-profi t” member owned organisation, the cost to sellers whose properties appear on the site is relatively low.

The largest player in this market, on the other hand, is part of an aggressive publicly listed company with their eye on the money. Their service to their real estate agent clients is, in my experience, very poor considering the contribution they make to their profi ts. Their fees continue to rise each year (one of their products has risen in cost by 9,000% in fi ve years!) and such is their size they can afford to spend sellers’ advertising contributions on television adverts and promotional campaigns.

Of course, sellers want their properties to appear prominently on the top ranking real estate web site and are usually happy to pay for it. After all, recent statistics show that 78 per cent of all buyers fi rst see properties they purchase in the on-line space. However, like in all near-monopoly situations, contributors to the web site (namely agents via their sellers along with third party advertisers) need to be mindful they are helping maintain a largely anti-competitive environment. And just about all of the listings on the largest site also appear on reiwa.com anyway.

One of the problems I have with this site is its invitation to would-be sellers to “fi nd an agent near you”. When thinking about selling, owners will normally call in a few local agents in order to assess which agent they believe will deliver them the service and result they want. Many of these sellers will look on-line to assess which agents they ought to call in. In this process it is tempting for future vendors to fi ll out the on-line form which the web site provider then forwards to subscriber agents inviting them to compete for the listing. No surprise that there is a high cost to the agent to simply obtain the contact details of the potential seller; yet another money making venture for the web site and a cost the agent is likely to pass on to the seller.

REIWA’s “fi nd a local agent” service is, on the other hand, excellent. It simply provides a list of professional local agents for you to choose from and REIWA members need not pay for the privilege of receiving a phone call from a seller seeking service.

I encourage all sellers and landlords to support the Institutes member owned website; it’ll save you plenty and deliver exceptional results.

THIS Californian bungalow was home to Fremantle’s iceman in

the days before fridges: from his horse and cart he would deliver esky-sized blocks for domestic iceboxes.

hen first moved in across the road, old Bill told me many a tale of his exploits as a young man, and his interest in the racing industry around South Fremantle, and his passion for the Bulldogs, of which he was a life member.

For years his old tools hung on the garage walls, a silent testament to previous generations’ capacity to fix rather than replace.

These days the garage is sealed shut by grass and a 60s Ford Cortina sits in dusty silence, consigned there years ago when Ron (the iceman’s son) decided post-retirement that everything he needed was close enough to walk to.

It certainly helped keep him fit and he lived well into his 80s.

Sadly, the old weatherboard home has sunk into disrepair.

Once-gorgeous art deco ceiling roses can still be found, but little else remains of its former grandeur, with fireplaces looted and some jarrah flooring gone to a renovator.

The old chook pen up the back sags like a drunken sailor and weeds and buffalo grass

fight for supremacy in the overgrown wilderness that was once a manicured lawn.

New owners would need to dig deep if renovation was on the cards but the old home is probably destined for the wrecker’s ball.

As a near neighbour I can attest to the high level of interest over the years in the Chester Street property’s whopping 1163sqm block.

Zoned R25 it’s possible to

plonk three dwellings on it, (subject to approval) and from the ridge of the sharply sloping block there are ocean views.

Some neighbours—including this one—would love to see the place restored and kept as a single-family block, as examples of this size are so rare these days. But that may be just wishful thinking.

As long as whatever goes up respects the neighbourhood and is nice to look at, I suppose we

Chester Street, with its wide verges and proximity to South Beach is a sought-after locale, and Ron was spot on that you can walk to just about everything you need, with a swag of shops and cafes and South Freo’s growing cappuccino strip a mere block away. There’s even a doctor and dentist just down the road, or wander down to South Terrace and jump on the free CAT.

Greg McGrath from JamCamps Australia will run bluegrass jam sessions, an ideal way to gain the confidence to join bluegrass jam circles.

If you’ve got your own instruments take them along to make music: you can even get up on stage if you like, or listen to others including The Sustainables, Lost & Found and Locky Gurr from The Fancy Brothers. There’ll be instrument workshops for “beginners and newbies” and you’ll have the chance to make a lagerphone.

Kids’ activities Friday and Saturday include singing, drumming and craft activities, while

Saturday morning street stalls will feature hand-crafted items and local produce.

Inspired by real life stories, Farm is a uniquely rural Australian story about a young girl’s journey from inquisitive, determined girl to a woman prepared to be part of something she loves and believes in. The show explores themes of change and resilience using dance, puppetry and movement while celebrating the lives of the people who live and work on the land.

Two years in the making, Farm is the collaboration between the Merredin farming community and Spare Parts Puppet Theatre, developed through a series of residencies which immersed the creative team in the daily of lives of an Australian farming community. Spare Parts’ Artistic Director Philip Mitchell said that Farm is a remarkable collaboration between an agricultural community and a team of artists.

Following the Merredin premiere, Farm will

WITH just 10 per cent of Fremantle enjoying tree cover, the port city is falling well behind the 35 per cent coverage target set 13 years ago by the council.

While methodologies used to calculate figures in the recent national study and the council’s Green Plan are different—in 2001 the council estimated the city already enjoyed 28 per cent cover—the new figure shows just how far the council is falling behind its goal.

The council is now revising the Green Plan, with city ward councillor Rachel Pemberton saying it must take account of new information such as dire predictions about climate change and new thinking about sustainability.

The Chook pored over the 2001 plan to find many commitments not met, even simple ones such as a commitment to review the document annually.

Just two of 11 sites the council flagged for increasing public open space have been developed while a third—the Knutsford Street redevelopment—has only a small allocation for a park.

A check of Google Earth images from 2004 to 2013 shows linkages between reserves—which were supposed to become shady corridors teeming with people and wildlife—are virtually unchanged.

“We need to update the existing Green Plan to the current context, specifically looking at what worked and what can realistically by done in the short and medium term to improve it,” Cr Pemberton says. Another big-ticket item not started is the makeover of Cantonment Hill as the “Kings Park of Fremantle” (a claim once made for Booyeembara Park, which remains unfinished).

Cr Pemberton says challenges for Cantonment Hill include negotiating a rabbit warren of tunnels, dug by its former Defence department owners. A master plan for the site has already flagged a bar or cafe at the landmark signal station, which she hopes will bring people in and increase the hill’s wider appeal.

The redraft is already making waves, with the Fremantle Residents and Ratepayers Association unhappy the council is hand-picking a working group of industry experts to develop it.

Acting FRRA chair Mark Woodcock says that means the community is likely to be kept in the dark till a finished draft is ready to go out for consultation: he fears that by then, it will be too late to have meaningful input into the document other than tinkering around the edges.

Green Plan was extensively driven by community input,” he says, “as well as what we observe from City of Sydney’s Greening Sydney Plan which cites that community engagement is a ‘key element to ensure we are developing and supporting greening initiatives that the community want to see and want to participate’.”

Cr Pemberton assures there will be plenty of informal opportunities for locals to participate, and has offered to host workshops herself if she is appointed to the working group: “The public will also have the opportunity to provide input through informal forums with precinct and community groups as the plan is developed and then once the plan is drafted it will be advertised for public comment prior to its adoption early next year,” Cr Pemberton says.

The draft is to be delivered to council for a vote by February.

ROTTNEST ISLAND residents have been given a reprieve—the post box is staying.

The Rottnest Lodge has signed up to become a registered agent for Australia Post, meaning residents and businesses no longer face a ferry ride to Fremantle just to check their mail (“Rotto to lose its only post box,” Herald, Saturday August 9, 2014).

Jennifer Nolan, who works at Rotto’s general store, collected hundreds of signatures opposing the removal of the post box, which she reckons was pretty awesome given this is the island’s quiet period.

She says the petition helped raise awareness about the issue but she’s glad she doesn’t have to send it on to state parliament’s petitions committee.

“I am also very glad that I will not need to travel over the seas to collect my mail,” she told the Herald.
