Fri 6 - SAt 28 April Based on the hit film screenplay by Charles Dance starring Judi Dench and Maggie Smith, and on the original short story by William J Locke, Ladies In Lavender tells the tale of two sisters Ursula and Janet who live in a close-knit fishing village in picturesque Cornwall, in 1936. When a handsome and talented young Polish-Jewish violinist bound for America is washed ashore, the Widdington sisters take him under their wing and nurse him back to health. However, the presence of the mysterious young man disrupts their peaceful lives and the community in which they live.

Formed in the ‘80’s, their

first album ‘a bit of what you fancy’ made it to number 2 in the UK charts. With their mix of hard rock, edgy riffs, and driving rhythms and their lead vocalist Spike’s unique voice, The Quireboys have been compared favourably to British rock names such as Rod Stewart and The Faces.

After touring the US with rock giants, Guns & Roses and Iggy Pop, the rise of grunge in the ‘90’s changed the music scene made it a challenging time for them until they found renewed popularity with the release of This Is Rock’N’Roll in 2002

ThursdAy 26 APril October 2011 saw the 50th anniversary of the release of Acker Bilk’s Stranger On The Shore which topped the charts in USA, Australia and the UK, staying in our charts for over 52 weeks. It is still played all over the world. Acker is still touring with his Paramount Jazz Band at venues around UK and Europe. Not bad going for a gentleman in his 80s, who has been in the business for over 60 years, receiving many awards on the way - too many to mention here. Councillor Brandon Eldred, Northampton Borough Council cabinet member for museums, said: “We are keen for the museum to remain a favourite with locals and to secure its place as one of the region’s premier tourist attractions. It is home to the nation’s finest collection of shoes which has been awarded Designated status in recognition of its international importance. The modernised museum will provide a fitting home for the collection and present a better image to visitors.”

In the Budget 2012 George Osborne stated that the Government was committed to a fairer, more efficient and simpler tax system and will reward those who work hard. He said the Budget was aimed at mak-ing the UK more competitive. This is our summary of the Budget and its implications.

On the recommendation of HMRC an-nouncing higher rate tax was ineffec-tual, the Government reduces the top rate of income tax from 50 per cent to 45 per cent from April 2013. This will put the UK’s top statutory rate of personal income tax below that of Australia, Canada, France, Germany, Italy and Japan.

It is a welcome reduction, and there are some tax planning oppor-tunities here such as income defer-ment, and accelerated pension con-tributions.

The personal allowance will be £8,105 from April 2012 and this will be further increased to £9,205 in April 2013. At the same time the basic rate limit will be correspondingly reduced from £34,370 to £32,245, so most higher rate taxpayers will get one quarter of the benefit a typical basic rate taxpay-er will receive. This will provide a real terms gain of £170 to most basic rate taxpayers and £42.50 to most higher rate taxpayers.

The Government has not how-ever addressed the unfair 62% rate for those individuals with an income within the £100,000 to £116,210 lev-

el in 2012/13 (or £118,410 in 2013/14). We would strongly recommend any-one likely to have total income in this income bracket to consider making pension contributions or charitable donations to offset the effect of this unfair tax rate.

George Osborne stated he want-ed to make the tax system simpler. He announced that the age related allowances will be phased out from April 2013. A controversial move af-fecting many pensioners.

There was an uproar when the Gov-ernment announced last year that households with a higher rate tax-payer would lose their child benefit. The threshold has been increased to income over £50,000 a year and it will be applied gradually for income between £50,000 and £60,000. A positive and fair move.

The taxpayer will be able to opt out of the charge and not receive the Child Benefit.

The charge is effective from Jan-uary next year and we suspect that the administration of the charge will be fraught with difficulties.

A surprise announcement – not common in Budgets these days! The Government will introduce a limit on all uncapped income tax reliefs from April 2013. For anyone seeking to claim more than £50,000 of reliefs, a cap will be set at 25 per cent of in-come. The cap does NOT extend to pension contributions or enterprise allowance schemes. The cap does

however, include loss reliefs against total income, qualifying loan interest, gift aid and charitable gifts of land and shares.

The Enterprise Investment Scheme (“EIS”) and Venture Capital Trusts (“VCT”) are incentives designed to encourage investment in smaller un-listed companies through a combina-tion of Income Tax relief at 30% on the amount invested, capital gains tax exemption on disposal (in the case of investments in EIS companies only) and CGT deferral relief for other gains reinvested. From 2012/13 the maximum amount on which an individual can claim EIS relief will be increased from £500,000 to £1 million per annum. The maximum amount that can be invested in a VCT remains at £200,000. The Govern-ment has also eased the qualification rules for qualifying companies.

These reliefs do encouraging in-vestment in smaller businesses and if you have a small company and are considering outside investment, this route may be appropriate for you.

The Government accepts the rec-ommendation of the Aaronson Re-port that a General Anti-Abuse Rule (GAAR) targeted at artificial and abu-sive tax avoidance schemes would improve the UK’s ability to tackle tax avoidance while maintaining the at-tractiveness of the UK as a location for genuine business investment.

The Government introduced anti-avoidance stamp duty land tax legislation - 15 per cent rate to be applied to residential properties over £2 million purchased by non-natural persons. The press release advised that “non-natural person” includes “companies, collective investment schemes(including unit trusts), and partnerships in which a non-natural person is a partner”. There are to be exclusions for property developers and for corporate trustees “in certain circumstances”. We await the actual legislation for a clearer view on this.

In addition, there will be a consul-tation on the introduction of an an-nual charge on residential properties valued at over £2 million owned by these persons.

As speculated in the press in the weeks before, the Government went ahead with the “mansion” tax. A new stamp duty rate of 7% on properties over £2million was announced with immediate effect.

During my time with the Chrysler Delta I drove it on all sorts of roads - motorways, A roads, B roads, farm tracks – you name it. Afterwards, I always felt free from aches and that ‘numb bum’ sensation you can get after long stretches behind the wheel.

I can’t say I’m a great fan

of the five door Delta’s exterior profile though – it looks a little too bulbous at the rear for my taste. That said, I’ve seen worse looking new motors on the road and, for the price (just over £19,000), you get a lot of car for the cash; everything is well padded and the controls are smooth to operate. Luxury touches such as a leather clad steering wheel, a refrigerated compartment and privacy glass do make you feel that the Delta is a step up from the average

hatchback.The interior is roomy

enough for four and, because the rear seats can recline 25 degrees backwards, your passengers are also offered impressive comfort options. But the boot is a letdown. It’s deep but not quite wide enough to easily fit in a folded up pushchair. I should know – I tried to load my little kids’ paraphernalia into the boot, and it was a tighter squeeze than I’d hoped for. Never mind,

in all other respects this fairly unusual looking car does the job of carting everyone around in relative style well. And it’s different from other vehicles in its sector, such as the VW Golf or Ford Focus. It’s economical too; on average, you can squeeze around 60 mpg out of the tank.

With a 0-62 mph gallop of 10.7 seconds the Chrysler, mated to a 1.6 MultiJet turbo diesel engine, is not going to burn much rubber - but it

doesn’t feel underpowered. In fact the 222 lb/ft of pulling power allows this car to tow a load of up to 1300 kg (braked). That’s not bad for a hatchback with executive airs. The oil-burner can sound a little less refined than some new diesel cars on the market, but this is only at start up and things under the Delta’s bonnet quieten down once you get rolling.

On the safety side of things, the mid-sized Chrysler has won a European New Car Assessment Programme (EuroNCAP) five star crash safety rating. This is thanks to six airbags fitted as standard (front, window and curtain bags on both sides), and five three-point safety belts, with load limiters and pretensioners fitted to the front seats. In addition to that, the Delta is fitted with some pioneering electronic systems to make life at the wheel enjoyable yet very safe. Prime among these is the Absolute Handling System. This is an amalgamation of

various existing technologies such as Electronic Stability Control (ESC), Hill Holder to ensure perfect hill starts every time, Anti Slip Regulation (ASR) which uses brake and engine control to optimise traction at any time, and a system which cuts in to ensure engine torque isn’t interrupted if a swift down change is needed during a climb.

Along with its smaller sister, the new Chrysler Ypsilon, the Delta marks the resurgence of Chrysler Group LLC, which was formed in 2009 as a strategic alliance with Fiat.
