Horror crash on N1-north

A man lost his life in a gruesome accident on the N1-north early on Wednesday morning. The accident happened near Musekwaspoort on the N1-north. According to the police, the deceased man was travelling towards Musina when he collided head-on with an oncoming truck travelling in the opposite direction. At the time of going to press, the man still had to be identifi ed.

Charity Mabasa, Larissa Ven-ter, Carina Vorster en Pretty Tshirangwana het elk vier onder-skeidings behaal, terwyl Francine Grobler, Tendani Makatu, Quin-tin Moodie, Angelique Nefdt,

Ro fhi wa Bruce Nthulane en Khethani Ramulongo elk drie A’s agter hul name skryf. Daar is ver-der 23 leerlinge met twee onder-skeidings elk en 42 leerlinge met een onderskeiding elk.

“Die topgroep onder die ma-triku lante het baie goed gevaar. Ek is baie tevrede met al die uit-blinkers en ook met die deursnee leerlinge. Die onderste groep het ons egter in die steek gelaat,” het die skoolhoof, mnr Henry Den-ner, hierdie week gesê. Hy het sy teleurstelling uitgespreek oor die nege druipelinge wat aan die skool ‘n slaagsyfer van 94.8% besorg het.

“Swak skoolbywoning is ‘n groot faktor by die onderste groep. Ek het byvoorbeeld vir die eerste keer in meer as 20 jaar ‘n druipeling in Geografi e gehad. Dié leerling was net twee dae in my klas na afl oop van die rekord-eksamen,” het Denner gesê.

the 26­year­old resident from uganda, Juko Moses, who is suspected of running an illegal abortion clinic in the back alleys of Makhado (Louis tri­chardt), has now been charged with murder.

Moses was arrested in July 2011 after a 29-year-old wom-an, who wanted to terminate her fi ve-month pregnancy, had put the police on Moses’s trail. At fi rst he was charged with the illegal termination of a preg-nancy.

This charge was changed to murder when Moses appeared in the Louis Trichardt Regional Court on Monday.

The woman, who cannot be identifi ed without her informed consent, responded to one of the many illegal abortion adver-tisements that are plastered all over town. She allegedly paid R1000 for fi ve Cytotex tablets, which are used to terminate pregnancies.

Her baby died as a result of major complications caused by

her taking the Cytotex tablets. According to information sup-plied, the State feels that it has enough evidence to prove a case of murder against Moses.

In the meantime, Moses has been in custody since Septem-ber last year. His case had to be postponed on Monday, due to the fact that he had failed to pay his attorney.

Moses will remain in custody until 14 January, when his case is expected to continue.

Die Makhado Munisipaliteit se ver­suim om hul maandelikse rekening­state vir Desember uit te stuur het inwoners in die duister oor wat presies aan die gang is.

Die Zoutpansberger het talle navrae in dié verband ontvang en dit blyk dat die vertraging in die uitstuur van die reke-ningstate toegeskryf kan word aan die munisipaliteit se onlangse aankondiging dat hulle vanaf Desember die rekeninge in ‘n nuwe formaat gaan uitstuur.

In die Zoutpansberger van 14 Desem-ber het die munisipaliteit in ‘n openbare kennisgewing geadverteer dat inwoners voort aan twee rekeningstate instede van net een sal ontvang.

In terme van die nuwe formaat sal wa-terverbruik en riool hef fi ngs nou betaal-

baar wees aan die Vhembe Distriksmu-nisipaliteit, terwyl erfbelasting, vullis-verwydering en elektri siteitsverbruik aan die Makhado Munisipaliteit verskuldig sal wees.

Dié kennisgewing het egter baie ver-warring veroorsaak, veral omdat inwo-ners nog nie state ontvang het waarop aangedui word in watter rekeninge die twee bedrae inbetaal moet word nie.

Die munisipaliteit is genader vir ‘n verduideliking. Munisipale woordvoer-der mnr. Louis Bobodi is spesifi ek gevra wat die rede agter die besluit was om twee rekeninge uit te stuur. Hy wou hom nie hieroor uitlaat nie. Hy kan ook nie bevestig dat inwoners beboet sal word indien hulle laat betaal nie.

Volgens Bobodi hoef inwo ners nie in

beide munisipaliteite se rye te gaan staan om hul rekeninge te betaal nie. Inwo ners kan altwee rekeninge nog steeds by die Makhado Munisipaliteit vereffen of, as hulle so verkies, dit afsonderlik in elke munisipaliteit se bankrekening deponeer. Dié betalings kan ook elektronies ge-doen word. Die bankrekeningbesonder-hede vir die Makhado Munisi paliteit is Eerste Nasionale Bank, rekening-nommer 62308329988 en takkode 260 149. Vhembe Distriksmunisipaliteit se besonderhede is Eerste Nasionale Bank, reke ningnommer 62387689668 en takkode 260 549. Indien ‘n kliënt sy rekening elektronies betaal, moet die twee rekeninge apart betaal word. Die verwysingnommer sal die twee rekening-nommers wees.

the sentencing of businessman Yahya shoeb Jiwa of Makhado (Louis trichardt) has been post­poned yet again.

The 45-year-old Jiwa appeared in the Musina Regional Court on Wednesday. He had already pleaded guilty in July last year on charges relating to restricted activities on a special protected species without the necessary permits. Jiwa was arrested in February 2011 when he tried to buy rhino horns from an undercover police agent.

Since pleading guilty, Jiwa has been awaiting his sentencing. In-

stead, his defense team has asked for yet another postponement. They requested a pre-sentencing report to be compiled by the Department of Correctional Services to support a petition to ask the court for cor-rectional supervision of Jiwa rather than a jail sentence.

This report was not complete and could not be handed in as evidence on Wednesday. Jiwa’s lawyer confi rmed that the report will be ready by 18 January, when it will be handed to the magistrate. Jiwa will then have to appear in court again for sentencing on 15 April.

only minutes before, this taxi was engulfed in fl ames. the taxi was carrying passengers from Musina to gauteng on tuesday evening when it suddenly burst out in fl ames. the incident happened on the n1­north near Ingwe Hotel. Luckily, the driver of the taxi was able to stop and evacuate all his passengers in time. the Makhado Fire brigade was quick to respond and nobody was injured.

Vrae oor die haglike toestand van die munisipale stortingsterrein buite Makhado (Louis Tri-chardt) kon hierdie week nie deur die Makhado Munisipaliteit beantwoord word nie.

Talle inwoners het die afgelope week by die Zoutpansberger kom aanklop met klagtes oor dié stortingsterrein op die Vondelingpad. Die stortings-terrein was so tot oorlopens toe vol dat talle nie kanse wou waag om in te ry nie en het begin om hul

vullis sommer langs die toegangspaaie te stort.Die Zoutpansberger het Dinsdagoggend die

stortingsterrein besoek en dit was duidelik dat die munisipaliteit ooglopend verskeie van hul per-mitvoorwaardes verbreek wat betref die bestuur en beheer van die stortingsterrein.

Volgens die permitvoorwaardes, wat ingevolge die Wet op Omgewingsbewaring van 1997 aan die Makhado Munisipaliteit toegeken is, is die

munisipaliteit verplig om ‘n buffersone van 400m om die terrein te handhaaf. Dit is ooglo-pend nie die geval nie, met vullis wat tot teen-

aan die heiningdrade om die terrein gestort word. Die permit vereis ook dat die toegangspad na die terrein gangbaar en sonder enige vullis moet wees, wat ook nie die geval was nie. Verder moet vullis daagliks ook met ten minste 150mm grond toege-stoot word en vullishope mag nie hoër as 1,5m wees nie. Beide laasgenoemde twee permitvoorwaardes word ooglopend ook nie nagekom nie.

Die Zoutpansberger het Dinsdag navrae oor die administrasie en beheer van die stortingsterrein aan beide die munisipale woordvoerder, mnr. Louis Bobodi, en die munisipale bestuurder, mnr. Sakkie Mutshinyali, gerig. In die navrae is daar spesifi ek melding gemaak van die ooglopende oortredings van die permitvoorwaardes.

Teen druktyd is daar steeds op antwoorde vanaf die munisipaliteit gewag, aangesien hulle nog skynbaar gewag het vir ‘n ondersoekverslag. Mutshinyali het Dinsdag aan die koerant gesê dat so ‘n ondersoekverslag gewoonlik twee dae duur om saam te stel.

“Julle sal nie hierdie week ‘n antwoord kry nie,” het hy gesê.

Die permitverskaffer, die Limpopo Departement van Ekonomiese Ontwikkeling, Omgewingsake en Toerisme, is ook genader en gevra wanneer hulle laas inspeksie gedoen het by die terrein om seker te maak dat die munisipaliteit hul permitvoorwaardes nakom. Teen druktyd was daar ook steeds geen antwoord van hulle af nie.

the Limpopo Mirror, the Zoutpansberger’s sister publication, succeeded with its application to have a gagging order lifted. In september last year, the newspaper was prohibited from writing about the feud between a local building contrac­tor and one of his customers.

Magistrate BVM Bvuma ruled in December that the gagging order should not be made permanent. He refused the request of Robert Mulaudzi, the applicant, and stated that pre-publication interdicts could not be entertained by the court.

The legal battle started on 24 September last year when court papers were served on the editor of the Limpopo Mirror. It then materialised that a building contractor from the Vuwani area, Robert Mulaudzi, had instructed his lawyer to obtain an interim court order forcing the paper not to write about a dispute between him and a client, Mrs Azwitamisi Minah Mutheyiwana. The dispute concerns a house that Mulaudzi had renovated for the Mutheyiwana fam-ily. He claims they did not make payments as they were supposed to, whereas they claim that he didn’t deliver on his promises. The family contacted one of the Mirror’s reporters and asked him to investigate the matter.

Instead of commenting on the allegations and trusting the newspaper to write a balanced report, Mr Mulaudzi approached the Vuwani Magistrate’s Court. In the absence of any of the defendants, he managed to obtain an interim court interdict, pro-hibiting the newspaper from disclosing any details about the feud. The gagging order stated that the newspaper could not publish “any article about the applicant and/or his business, which publication may have the current or long-term potential to ad-versely impact on (the applicant) or his business.”

The Limpopo Mirror opted to challenge the gag-ging order, but did so without any legal representa-tives in court. On October 30 last year, Anton van Zyl, manager of the Limpopo Mirror and Zoutpans-berger, argued in court that the interim order was obtained in an irregular manner. The newspaper was never given the opportunity to oppose the applica-tion. He also argued that a permanent interdict, such as requested, would lead to a ludicrous situation where the Limpopo Mirror would, in perpetuity, be barred from writing anything that is perceived to be negative about the applicant, irrespective of the applicant’s actions. “Newspapers play an important role in disseminating information … and also need to play a watchdog role should there be transgres-sions,” he said and made reference to various laws that protect consumers. “Should the applicant not abide by any such legislation, consumers must feel free to complain about this and the press should not be afraid to write about it,” he argued.

Mulaudzi’s lawyer, TA Netshinombelo, argued that publication of such articles would tarnish his client’s good reputation and would also affect his business. “No publication has a licence to publish malicious rumours and/or personal vendetta(s) against a person … particularly if the motive of publication is pressure from the first respondent,” the court heard. The first respondent in the case is a family member of Mrs Mutheyiwana, a certain Mr Joseph Mulaudzi. Joseph Mulaudzi contacted the newspaper and asked that the reporter investigate what was happening. Joseph was also being accused of sending threatening SMSes to Robert Mulaudzi (the applicant in the case).

Magistrate Bvuma eventually made a ruling on 14 December last year. He referred to the rights of the

He referred to cases where the courts had ruled that people did not have to wait for the actual damage to happen, but should try and stop such ac-tion. He felt, however, that Mr Mulaudzi had had other remedies available and should not expect the court to issue pre-publication interdicts for protec-tion. Magistrate Bvuma referred to the fact that the Limpopo Mirror subscribes to the Press Ombuds-man’s Code of Conduct and stated that Mr Mulaudzi was at liberty to approach this body and complain about any perceived biased reporting.

The Limpopo Mirror was assisted in this case by Willem de Klerk, an attorney specialising in media law. He was delighted with the outcome of the case and described it as a victory for press freedom in South Africa. Van Zyl said that this was part of an escalating problem where the freedom of expression was being suppressed by litigation. “People should not be afraid to ask courts to protect their individual rights, but these rights should be weighed up against the rights of the broader public,” he said. “The me-dia should be held accountable and should act in a responsible manner,” he said but urged readers to trust the newspaper to report in a fair and unbiased manner. “If we do not live up to the expectations, readers should rather approach the relevant industry bodies, such as the Press Ombudsman,” he said.

Chaos at border post as thousands return to SAthere was chaos at beit bridge border post between last Fri­day and Monday this week, resulting in a disruption in the smooth flow of traffic in the border town, following a sharp increase in the volume of traf­fic passing through the port of entry into south africa.

The Zoutpansberger observed long winding queues of both heavy and light vehicles. Mostly South African-registered cars and buses lined up on the road leading to Beit Bridge border post on the Zimbabwean side and stretched for about 10km. Police, immigration officers and new Limpopo Bridge Company workers had a torrid time as they controlled the queues in an effort to reduce congestion at the busiest inland port of entry in sub-Saharan Africa.

The local assistant regional immigration manager in charge of Beit Bridge Border Post, Mr Charles Gwede, attributed the sudden increase in the volume of traffic to mounting pressure on the South African side, resulting in delays in the clearance of traf-fic entering the country.

“We were forced to hold the cars up for several hours, largely because our South African coun-terparts are failing to absorb pressure on their side, resulting in the formation of long winding

queues on our side,” he said.He said most of the people

started travelling on Wednes-day, the majority of whom were Zimbabweans working in South Africa, flocking back to the country at the end of the festive season.

When the Zoutpansberger vis-ited the border post, there were long queues of both human and vehicular traffic waiting to be cleared by customs and immi-gration officials on the departure side. Gwede said, however, that they were managing the situa-tion. “I can safely say right now that everything is under control and our officers are efficiently managing the queues. We have also created separate immigra-tion counters for buses as a way of easing congestion and ensuring a smooth movement of travellers,” he said.

Gwede said that as part of the decongestion drive they were working with the police to con-trol the movement of traffic into the border area. He said on aver-age they handled between 80 and 120 buses on either side during the extra high peak period. On the arrival side, it was less busy, with short queues and the volume of traffic had also gone down substantially, compared to the period during the run-up to Christmas.

Border Control Operation Co-ordinating Committee (BCOCC) spokesperson Mr Patrick Mo-engs said that they were review-ing plans to address congestion at the border.

“We want to ensure a smooth flow of traffic at the Beit Bridge border as it will be coming from the other side of the border. The situation is not unusual, howev-er, because we know that every year at this time people will be coming back into the country, including those who will be going to look for jobs. We have increased staff and equipment to make sure that we manage the pressure,” he said.

Moeng said they had proc-essed 54 299 travellers between Saturday and Sunday.

Meanwhile, the Ministers of Home Affairs for Zimbabwe and South Africa, Mr Kembo Mohadi and Ms Naledi Pandor, also discussed the issue of con-gestion at the border post. Mo-hadi said: “I talked to Minister Pandor over the issue of delays and congestion at the Beit Bridge Border Post and she promised to engage the Home Affairs direc-tor general, so that they deploy more personnel as well as create more mobile makeshift offices at their side of the border to help speed up the clearance of travel-lers,” he said.

Meandering queues of cars on the road leading to the beit bridge border post were seen waiting for customs and immigration clearances on Friday. the long winding queues, which are usually a common sight during this time of the year, stretched for about 5km as scores of zimbabweans working in south africa started flocking back, following the end of the festive season.

According to a media release by the South African Avocado Growers’ Association, inspec-tors from the Department of Ag-riculture, Forestry and Fisheries (DAFF) will be testing maturity levels of early season avocados offered for sale.

If avocados are found to be immature, the sale of this fruit

will be prohibited.In the past, avocados found

by inspectors to be immature were downgraded to “lowest grade”, but could still be sold. However, in 2013, immature fruit will have to be destroyed. Avocado growers are advised to ensure that their fruit meets the required maturity standard before picking.

For the cultivar Fuerte, fruit moisture content must be 80% or less. Reputable avocado pack houses are all able to carry out

the necessary maturity testing.DAFF inspectors will be

checking avocado maturity on the National Fresh Produce Markets. Growers should be sure that their avocados are properly mature before harvest-ing to ensure that they do not run the risk of having their fruit destroyed.

• TURBI HILLS MTB RACE The MOTHs of the Turbi Hills Shellhole in Ma-khado (Louis Trichardt), in conjunction with the Soutpansberg Town Watch, will once again be hosting their Turbi Hills Mountain Bike Race in the Roodewal Plantation on 9 March.

The race comprises a 50km, 30km and 10km race. The entry fees for the three races are R100, R60 and R30 respectively, with fi rst, second and third category prizes.

Hospital boasts two New Year’s babies

a pioneering project took place in December last year when a local christian youth group opened up the way and hosted a national youth conference in Mauritius.

“The conference was a great success, taking into considera-tion that the entire venture was very pioneering in nature. There is room for improvement with regard to future projects, but in general we are overwhelmed by the results of this very fi rst Mauritian Youth Conference,” said Pastor Marcel van Niekerk of the Agapé Christian Centre in Makhado (Louis Trichardt), who headed up the conference. The

other conference speakers were Pastor Grant Clifton and Pastors Sam and Dalene van Niekerk of Agapé, and they were accompa-nied by a group of 28 local young people.

“Both the Mauritian and South African young people benefi tted greatly from this conference. The team from Agapé gained a lot of perspective about the global church. Their eyes were also opened to the many privileges we should be grateful for as South Africans. Valuable connections have been established between the young people from the two different nations and we trust that these relationships will be sus-

tained over time,” Marcel said.The conference stretched over

two-and-a-half days and around 150 Mauritian young people from 10 congregations attended. The conference was hosted in the city of Curepipe under the aus-pices of the ISAAC (International Strategic Alliance of Apostolic Churches) network.

The general feedback that was received from the Mauritian youth was that it was their fi rst time to be exposed to young people who serve the Lord with so much commitment.

After the conference, the Agapé group also experienced three days of sightseeing. They

described it as a wonderful op-portunity to see, taste, hear and feel the Mauritian culture.

“After being away from 6 to 14 December, each one of us returned home with a sense of accomplishment, spiritual enrichment and gratefulness. We are looking forward to future ventures that will help us to break out of our personal comfort zones and result in building and establishing God’s kingdom,” Marcel said.

The Mauritian outreach de-manded a lot of work, fi nances and effort. The Agapé group would like to thank every indi-vidual who had contributed to making the outreach possible.

Gijs Stevers (25) se reis op sy elektriese fi ets het op 12 April verlede jaar vanaf die Noordkaap in Noorweë begin en hy is op pad na die Kaap van Goeie Hoop in Suid-Afrika. Hy noem sy rit “Cape to Cape 2012.”

“Tydens hierdie 22 000 km rit wil ek graag ondersoek instel oor hoe ons toekoms met herwin-bare energie daar sal uitsien. Langs die pad ontmoet ek mense wat met herwinbare energie werk en ek skryf oor hulle. Ek gee ook bewusmakingsklasse oor die onderwerp by skole,” het Stevers gesê tydens ‘n besoek aan die Lalapanzi Hotel.

“Hier by Lalapanzi het Gijs ‘n bietjie ontspan en ‘n koeldrank geniet. Stevers ry deur twee vastelande om meer uit te vind oor hoe herwinbare energie in Europa en Afrika gebruik word. Hy meen dat herwinbare energie van die grootste belang vir die mensdom in die toekoms gaan wees.

“Dit neem rofweg drie ure om die batterye te herlaai en ek herlaai dit normaalweg wanneer ek by mense oorslaap. Ek is ook ten volle toegerus om te kampeer. Wanneer ek kampeer, herlaai ek die batterye terwyl ek swem of by die restaurant eet of terwyl ek werkswinkels aanbied,” sê Stevers.

Die elektriese fi ets is verskaf deur sy hoofborg, Gazelle. Daar is ook kleiner borge, maar die meeste onkostes dra hy self. Hy het die geld met sy studen-tewerk verdien, terwyl hy vir sy meestersgraad in

omgewingsekonomie gestudeer het. Na sy fi etsavontuur wil hy graag sy eie maatskappy, wat met herwinbare

energie werk, stig. Stevers het gesê dat hy hoop om oor ‘n bietjie meer as ‘n maand in die Kaap aan te kom.

Inwoners van Levubu het ‘n “nare” ondervin­ding gehad toe hulle besluit het om die biertuin by die Makhado Munisipaliteit vir ‘n funksie te huur.

Nie alleen het die toestand van dié fasiliteit op die munisipale skouterrein hulle amper naar ge-maak nie, maar vir meer as vier maande het hulle gesukkel om hul deposito van oor die R700 van die munisipaliteit terug te kry.

“Met die aankoms by die biertuin die middag was daar geen krag of water nie en die toilette was verstop en het heeltemal oorspoel. Die vloere was nat en die stank ondraaglik. Die krane was afgebreek en die meeste toilette het nie sitplekke gehad nie. Dit was 16:00 en te laat om die funksie

te kanselleer. Daar het ook mense van Pretoria gekom,” sê me. Elize Venter, wat in Augustus verlede jaar die biertuin vir haar dogter se 21ste verjaarsdagviering gehuur het.

Nog ‘n krisis was die veiligheidsrisiko wat die oop elektrisiteitsdistribusiekas ingehou het, veral vir die klein kindertjies wat oral rondgehardloop het.

“Die braairoosters was halfpad afgebreek en die baksteenmuur om die braaier was gebreek,” sê Venter, wat maar moes inspring en die plek so leefbaar as moontlik maak.

Die betaling vir die huur van die biersaal was R1092.15 waarvan R350 die koste van die verhu-ring was, met ‘n deposito van R742.15. Teen 10

Desember was Venter al moedeloos gesukkel om die deposito van die Stadsraad terug te kry.

“Ek kon glad nie met die hoofde van die de-partemente praat nie, want hulle is permanent in vergaderings. Die ander personeel gooi die telefoon in jou oor neer as hulle nie weet wat om te sê nie. Niemand kan jou terugbel nie, want hulle voer die verskoning aan dat hulle net R300 lugtyd ‘n maand kry,” sê Venter.

Uiteindelik het mnr. Chris Matomba van dié afdeling vir Venter gesê dat haar naam op die stelsel is en dat die uitbetaling reeds op 24 Oktober gemaak is. Dit het egter nie op Venter se bankstaat verskyn nie. Me. Asnat Malema moes die betaling nagaan om te kyk in watter rekening die bedrag inbetaal is.

“Sy het vir my gesê dat sy nie tyd het om te soek nie en dat ek moet wag tot ek aan die beurt kom. Sy het gesê dat sy my nie kan skakel nie, maar dat ek haar moet skakel. Ek het elke liewe dag geskakel. Ek het dit al oorweeg om na die hof vir klein eise te gaan. Net voor Kersfees was daar egter vir my ‘n Kersgeskenk op my bankstaat: my deposito, uiteindelik!” vertel Venter.

Venter sê dat sy graag mense wil waarsku om nie sommer die biertuin te huur nie.

“Ek het foto’s op my dogter se kamera gehad, maar sy het gevra of sy dit asseblief kan afvee, omdat dit haar so naar maak,” het Venter gesê.

Hierdie week is foto’s by die fasiliteit geneem en die elektrisiteitsdistribusiekas was steeds oop en die toilette steeds sonder sitplekke. Die plek het verwaarloos voorgekom.

Vrae in verband met die fasiliteit se toestand en die sloer met die terugbetaling van deposito’s is aan die Stadsraad gestel. Munisipale woordvoerder mnr. Louis Bobodi het teen druktyd gesê dat hy nog vir inligting wag voordat hy al die vrae kan beantwoord.

Huur van biertuin maak hulle naar

Inwoners van Levubu wat die biertuin naby die skousaal vir ‘n funksie in augustus verlede jaar gehuur het, het ontdek dat daar geen krag en geen water was nie en dat die toilette verstop en heeltemal oorspoel was sodat die vloere nat en die stank ondraaglik was. Die meeste toilette het nie sitplekke gehad nie. Die foto van hierdie toilet by die biertuin is hierdie week geneem. sitplekke was steeds afwesig. Die vloere was droog maar vuil.

Die oop elektrisiteitsdistribusiekas by die bier tuin hou ‘n veiligheidsrisiko in en is maar een van vele aspekte van die fasiliteit wat as onaanvaarbaar beskryf word.

the human factor has once again proven to be the main cause of fatalities on the province’s roads this past festive season.

“This reckless, insensitive and negligent behav-iour has resulted in the Limpopo Department of Roads and Transport’s not reaching its target of reducing road carnage by 25%, even though the Department pulled out all the stops to ensure a carnage-free festive season,” states the department in a press release.

The department deployed all its resources, hu-man and material, and also adopted a zero-toler-ance approach. Traffi c offi cers worked extended hours, working under punishing conditions to ensure that all road users arrive at their different destinations safely and accident-free.

“While we are pleased that the majority of road users responded positively to the department’s approach to traffi c management this festive sea-

son, the reality is that there are road users who opted to be different,” states the department.

The department’s re-solve of reducing road carnage has indeed been a major factor this past festive sea-son. The department strengthened its law enforcement operations as well as road safety campaigns. Twenty-fi ve road blocks were conducted in all dis-tricts, recording major successes, with many vehicles being declared unroadworthy and some being impounded. A total of 159 129 were stopped and tested and 26 101 notices were issued. During law en-forcement operations, 60 light motor vehi-cles were declared un-roadworthy and 29 im-pounded, with 10 busses declared unroadworthy and six being impound-ed. Sixty-three mini-busses were declared unroadworthy and 43 were impounded.

“This means that, as a result of strict law en-forcement operations, a total of 180 vehicles were declared unroad-

worthy and 167 were impounded,” states the department.

At least 53 drunken drivers were arrested, 54 motorists were arrested for excessive speed, two motorists for reckless and negligent driving, four motorists for overloading, whilst a total of 511 warrants were issued. The highest speed recorded, resulting in arrest, was 200km/h in a 120km zone and 118km/h in a 60 km zone.

In 2011/12, the province recorded a staggering 383 accidents, which resulted in 75 fatalities. In the current situation, there was a notable decrease. For the year 2012/13, the province recorded 297 accidents, resulting in 71 fatalities.

“The main causes of these accidents were speed-ing, jaywalking, not maintaining a safe following distance, reckless and negligent driving, unsafe overtaking, as well as drinking and driving,” states the department.

an application for an urgent interim interdict was granted in the thohoyandou High court in December 2012, stopping thovhele Kennedy tshivhase from installing two new chiefs in the phiphidi and ramulongo villages.

The feud between different royal structures in Venda seems to be spreading and this case is one of several that are now being contested in the courts.

On 28 December last year, the Makanga Royal Family and the Mafunzwaini Royal Family, to-gether with two headmen, Muthuhathonwi Edison Nemakanga and Edzisani Phineas Mafunzwaini, approached the High Court. They asked that an interim interdict be granted to stop the installation of two new chiefs. In the affi davits fi led in court, the parties argue that Thovhele Kennedy Tshivhase is continuing with plans to elevate two headmen, Jerry Tshivhase and Gumani Samson Ramulongo, to the status of Thovhele. This would mean they have jurisdiction over Headman Nemakanga and Headman Mafunzwaini’s areas. The installation event was, according to the court documents, planned for 29 December.

In Muthuhathonwi Edison Nemakanga’s af-fi davit, he describes how they were informed of the decision of Kennedy Tshivhase by two “mes-sengers” on 24 December 2012.

Both Nemakanga and Mafunzwaini were against the elevation of a fellow headman to that of chief. They described Headman Jerry Tshivhase as a troublemaker and accused him of deliberately violating their boundaries in the past and carrying out activities in other headmen’s areas. Their pleas to Thovhele Kennedy Tshivhase to intervene and act against the irregular behaviour apparently fell on deaf ears. The two royal families discussed the matter and decided that they had no other option than to put up a legal fi ght to stop the actions.

From the court documents fi led it appears that the Department of Co-operative Governance, Hu-man Settlements and Traditional Affairs was also not informed about the planned installation of new chiefs. In a letter sent to the two headmen, dated 27 December, the department distances itself from the actions and states that the proposed installation is not in terms of the Limpopo Traditional Leadership and Institutions Act.

It further seems that the elevation of the status of the headmen may have had a price tag attached to it. In a confi rmatory affi davit fi led, Langanani Jackson Mafunzwaini describes how he tried to resolve the matter by speaking to the parties involved. He alleges that he had a telephone conversation with headman Gumani Samson Ramulongo on 25 De-cember, asking him to reject the proposed appoint-ment as “deputy Thovhele”. “… he responded by informing me that he would not, as he had already paid an amount of R30 000,” Mafunzwaini states in his affi davit.

Thovhele Kennedy Tshivhase has been the subject of some controversy in the past months. He is being accused of unilaterally pushing ahead with plans to divide the area into 25 regions, each with an own “Thovhele” and “deputy Thovhele”. In Nemakanga’s affi davit, he alleges that Thovhele Kennedy Tshivhase even ignored the advice of a delegation from the House of Traditional Leaders to stop appointing chiefs.

Incidents of violence have been reported in Tsh-isahulu and Maungani villages where Tshivhase was going to install new chiefs.

Approached for comment, Mailausumbwa Kennedy Tshivhase (as he is now being called) said the interdict was irrelevant as they were not replacing the existing chiefs. He said some tradi-tional leaders felt threatened and thought that they were being demoted when they heard of new chiefs being installed.

“There is no threat to the existing chiefs. We are just strengthening the Tshivhase kingdom for the sake of good governance and effi cient service delivery. There is no sinister motive behind the installations,” said Tshivhase. He also denied that he was charging people an amount of R30 000 for them to be chiefs.

“Chieftainship is not a profession and cannot be bought. As traditional leaders, we do not have to wait for government to tell us to install chiefs. We know whom to install and we will continue doing so until we reach our target,” he said.

The parties will be in court again on 12 February, when judge PZ Ebersohn will have to decide on whether the interdict should become a fi nal order. The respondents must fi le their answering affi davits before the end of January.

Correspondent detained by policea Zoutpansberger correspond­ent at beit bridge, Mr Mashudu netsianda, was detained by the saps at the beit bridge border post on Monday afternoon, al­legedly at the instigation of the local border control opera­tion coordinating committee (bcocc) coordinator, Mr Michael Malindi.

This reporter had apparently approached Malindi, seeking a comment on the situation at the border post, following massive congestion that had resulted in travellers’ being delayed at the port of entry.

At around 15:00, the two were released after police had failed to press charges against them.

Meanwhile, BCOCC spokes-person Mr Patrick Moengs at-tributed the border delays to an increase in movement as more Zimbabweans working in South

Africa were returning in large numbers as well as the rigor-ous border screening processes involved.

“As border authorities, we are dealing with nationalities of different countries, hence we are obliged to check on various things, which include scrutinis-ing travel documents and permits as some people have a tendency of wanting to capitalise on the situation by presenting fake documents. We are also checking on fi rearms, among other things, which are likely to be smuggled into South Africa and that is pre-cisely why travellers encountered delays at the border,” he said.

In the world, events of which we have no knowledge are taking place. Ps. 34:7

says: “The angel of the Lord encamp all around those who fear Him, and delivers them.” This means that there is some-thing unseen from which we need to be protected.

Satan and his demons are round about us in that unseen world. They are there tempting us to fall into sin. God’s angels are there in the unseen world, which is as real as the world in which we live.

Elisha was saved by God’s unseen army. Many times in the Scriptures we read about the unseen angels of God pro-tecting the saints. Read 2 Kings 19.

Things around us might seem normal, but in the unseen world much is hap-pening and has happened. Our Saviour Jesus Christ has defeated Satan and the spiritual war is nearly at an end. Soon, when Christ returns, we shall see Him and the angels of God.

Ek weet dis tydmors om hierdie skrywe te rig, want ek glo nie ie-

mand in die munisipaliteit se kantore stel belang in watter haglike toestand die dorp is nie.

Nou wonder sommige waarom probeer mens nog die naam Louis Trichardt behou, ten spyte van die toestand van die plek. Laat dit Ma-khado heet, want dit is vanpas!

Daar is nou net mooi geen straat in die eens pragtige dorp wat nie vol slaggate is nie, asook rommel wat orals gestrooi word. Is dit nie hoog tyd dat hulle ook ‘n paar ‘geelbaad-jies’ aanstel om boetekaartjies uit te skryf om rommelstrooiers kort te vat nie?

Ek moet eerlikwaar bieg en sê dat ek te skaam is om besoekers van die stad te ontvang en hulle moet sien hoe lyk die dorp waar ek woon. Het u al opgemerk in watse toestand die park in Songozwistraat is op ‘n Sondag, nadat die plakkers hulle leë

kosbakke net daar neergegooi het. Het die mense dan geen respek vir higiëne nie?

‘n Ander disaster is regoor die OK Grocer kompleks waar die taxi’s en smouse behoorlik baljaar in die gemors. Mens wonder so in jou enigheid of die mense wat besigheid in die kompleks bedryf en glo belaglike winste maak [asook die motorhawe] nie maar op eie stoom daardie area kan skoonhou nie, so ook na die paar lelike slag-gate omsien? Ons spandeer mos baie rande daar.

Ai, dit maak mens regtig hartseer om te sien hoe dinge by die dag agteruitgaan en niks word daaraan gedoen nie. Kom ons dit nie meer agter nie of is daar nie meer veglus oor nie? Hoop iemand in die mu-nisipaliteit het ‘n skuldgevoel!

One has to wonder what the Council’s objectives for the

new parking scheme in the CBD [Makhado/Louis Trichardt] are, as there has never been a real parking problem there.

If it is to raise money for the municipality, it is of course doomed to failure, as the scheme was intro-duced without proper consultation and buy-in from the stakeholders (motorists, shopkeepers and prop-erty owners).

The scenario of what will happen with this scheme is easy to predict:

* The operating agent is a private business, so the returns to the mu-nicipality will rapidly decrease as the business fi nds creative ways to hide the income and increase costs.

* The street walkers will soon discover the R2 in their own pocket is a much better income for them than the salary from their employer – so they will get both.

* Motorists are not fools and will realise that this is a money-making scheme for a few tenderprenures and take measures not to be ripped off.

* Motorists will park elsewhere, simply refuse to pay the street walk-ers, or take their business elsewhere.

* The street walkers are not mu-nicipal employees, so cannot issue fi nes, they can only take details of evaders down.

* The municipality will send out notices of fi nes by post, which are meaningless and which will be sim-ply be ignored by the public.

* They will then send out sum-monses by post, which is not a legal delivery system, so they also will be ignored.

* Non-payment of a parking fi ne is not an AARTO offence, so licenc-es cannot be withheld for payment, and motorists will soon simply park anywhere without paying as they have in the past.

* Meanwhile, the municipal-ity will have to take on additional staff at added cost to process the infringements – with no increase in income.

* The shops in the CDB will suffer from reduced business, shop rentals will go down, property and rateable values will fall and fewer rates will be paid in the CBD.

The operating tenderpreneurs have a three year contract - what are the odds of its lasting that long?

Ons wil net dankie sê vir die Sout-pansberg Dorpswag, plaaswag

en die Suid-Afrikaanse Polisiediens vir hul flinke optrede op Oujaar-saand.

Terwyl ons op vakansie was in Plettenbergbaai, ontvang ons om-streeks 20:45 ‘n oproep van een van ons plaasarbeiders dat daar iemand besig is om by ons plaaswoning in te breek, dat daar skote afgevuur is en dat ons voertuig se alarm afgegaan het. Die mense wie ons huis die vakansie opgepas het, was in daardie stadium in die dorp om die Oujaarsaanddiens by hul kerk by te woon.

Ons het dadelik die Soutpansberg Dorpswag geskakel en teen 21:05 het hulle laat weet dat hulle saam met die polisie en plaaswag by die plaashuis is en dat alles in orde is. Dit sou later blyk dat iemand drie groot klappers by die wo ning afgevuur het, wat die karalarm geaktiveer het.

Alhoewel daar toe niks gebeur het nie en die dorpswag, polisie en plaaswag na die tyd gesê het dat dit vir hulle ‘n goeie oefening was, wil ons julle steeds bedank vir julle vin-nige optrede.

Dit is nie nodig om ‘n boek te skryf oor die bombardement wat

ons dorp getref het op Oujaarsaand 2012 nie.

Drie partye kon ‘n bydrae gelewer het om ‘n meer genotvolle aand daar te stel.

Eerstens die Zoutpansberger as die gewete van ons gemeenskap. Geen berig het verskyn om ons te herinner aan die ou [munisipale] or-donnansie wat vuurwerke verbied in woongebiede nie en ook die terreine wat gebruik kan word vir die afskiet van vuurwerke.

Tweedens die dorpswag. Dit word aanvaar dat die lede vrywillig diens doen, maar andersyds as daar by so ‘n instansie aangesluit word, is daar sekere verpligtinge, selfs op feesdae.

Derdens die Suid Afrikaanse Polisiediens. Die diens was sigbaar in hulle afwesigheid.

Ons het die Wet, ons het die mense, waarom moet die diere so ly en die publiek verontrief word?

As ouers van Annique wat in die ongeluk betrokke was, wil ons

net ‘n baie groot dankie sê vir die Here wat vir ons engele gestuur het om nie net my kind te beskerm nie, maar ook ons te ondersteun.

Hierdie engele is dierbare mense soos die swartman wat sy selfoon beskikbaar gestel het om my te laat weet van die ongeluk, die omie wat haar Oros gegee het en haar gerusgestel het terwyl my kind langs haar karretjie gelê het, die swartmense wat haar uit haar kar

uitgehaal het, Royal Macadamia se fantastiese personeel (in besonder Marius met onder meer die ambu-lansrit), die ambulanspersoneel, die personeel van die privaathospitaal en natuurlik haar dierbare familie en al ons vriende vir die ondersteu-ning en bystand. ‘n Spesiale dankie vir die fi nansiële bystand van die Tafelronde.
