Confirming these rumours, however, proved difficult as officials remained extremely tight-lipped about the issue. The situation escalated last week, with rumours that the municipal man- ager, Mr Sakkie Mut- shinyali, had also been suspended, following an executive commit- tee (EXCO) meeting of Council last Thursday. Apparently, Mutshinyali was suspended because of the way in which he as accounting officer had handled the investi- gation process regarding the allegations of corruption in, among others, the municipality’s finance department. Municipal spokesperson Mr Louis Bobodi was, however, quick to respond on Monday by categor- ically stating that there was no truth in the rumours that Mutshinyali had been suspended. “He is in his office and at work,” Bobodi said. He added that nothing regarding the “suspension” of Mutshinyali was discussed during last week’s EXCO meeting. “I don’t know where these rumours are coming from,” Bobodi said. Prior to Bobodi’s refuting rumours that Mut- shinyali had been suspended, the Zoutpansberger asked Bobodi on 23 January to confirm the validity of the rumours about the suspension of other top municipal officials in December last year. This after increasing pressure from all quarters, asking the municipality to act in a transparent manner regarding the suspension issue. “The Congress of the People (COPE) in Vhembe is disappointed and saddened by the way in which the senior officials and the senior politicians from the ruling party are handling the matter of the suspended officials. It has come to the attention of COPE that Makhado Municipality have suspended some officials on allegations of fraud and the looting of funds from the municipal purse. As COPE, we believe that the municipality belongs to all and that all the good issues, as well as the bad issues, that happen in the municipality are of public interest. The municipal manage- ment seems to be very quiet on the matter,” reads a statement received from COPE’s regional chairman, Cllr Geoffrey Tshibvumo. Tshibvumo said that voters had the right to be informed as to what had caused the municipal management to suspend officials and what the allegations were that had been levelled against them. “Reliable sources have told COPE that the alleged looting of the public purse amounts to not less than R4 million. This is quite a big issue … The community and all the voters at large deserve to know,” Tshibvumo said. Once again Bobodi was quick to respond, with the newspaper receiving answers to their media enquiry regarding the suspension of senior municipal officials within half an hour of submitting the question on Friday. Despite rumours that several municipal officials had been suspended, Bobodi confirmed the suspension of only one senior official. “He is from the department of finance and I am not at liberty to divulge his name at this stage as the matter is still sub judice,” Bo- bodi said, adding that the suspension “There is no truth in the rumours that the municipal manager is suspended. Yet another corruption scandal, apparently involving several top officials, is unfolding at the Makhado Municipality.

Since the beginning of the year, rumours have been rife that several senior municipal officials had been suspended, following allegations of financial mismanagement and corruption. Confirming these rumours, however, proved difficult as officials remained extremely tight-lipped about the issue.

The situation escalated last week, with rumours that the municipal man-ager, Mr Sakkie Mut-shinyali, had also been suspended, following an executive commit-tee (EXCO) meeting of Council last Thursday.

Hy kan geskakel word by 015 516 4223, of gaan loer gerus in by die nuwe perseel.

MES Engineering & Steel, newly opened in Louis Trich-ardt, specializes in the manu-facture and erection of struc-tural steel works and repairs.

The company is owned by Carlo and Theresa du Toit, who have a similar company in Musi-na that they have been managing for the past 15 years. Their Louis Trichardt branch, situated in Industria Street, is managed by Dawie Botha. He is not only a

qualified millwright, but also has years of experience in the engineering industry and is a familiar face in Louis Trichardt.

Furthermore, the local branch also has Paul Clifford in their ranks, a qualified steel boiler-maker.

MES Engineering, apart from selling steel, also specializes in general engineering work and making their clients’ visionary projects a reality. This includes

platework, storage tanks and stands, piping and mechanical installations. But this is only a small fraction of what they are capable of, and between the two branches, the job will get done.

For more information, MES Engineering’s Debbie Botha can be contacted at Tel 082 300 0242. Clients are also welcome to visit their workshop, which is Unit 1 in Industria Street.

(Contd from P 1)The Zoutpansberger has it on

good authority that the person holds a very senior position in this department, dealing with municipal expenditure.

Bobodi was unable to give an estimate of the amount of money involved relating to the allegations of mismanagement of funds. “Investigations are still going on to determine the exact amount,” Bobodi said. He con-firmed that the official involved was suspended with full pay around mid-December last year.

The Zoutpansberger has learned, however, that there is a

lot more to the story than meets the eye. According to informa-tion available to the newspaper, the preliminary investigation into the allegations of financial mismanagement and fraudulent dealings is sure to open up the proverbial “can of worms” even further, with the possibility of other senior officials’ being sus-pended not being ruled out. The investigation apparently centres around the procurement process of tenders, the forging of signa-tures and payments being made to tenderers without their actually rendering the services they had tendered for.

“The investigation comes as no surprise to us. For many years now we have been calling on the authorities to investigate issues surrounding the municipality’s procurement process,” was the only response received by the DA’s Cllr Brain du Plooy.

In the meantime, it is expected that the allegations of financial mismanagement, the suspension of the officials and the current investigation into the process will be a hot topic of discussion when these serve before Council during a special council meeting scheduled for 29 January.

Activists have new plan to stop mining in areaWith the start of the new year, residents of the Soutpansberg who are against coal mining in the Limpopo valley waged a new onslaught with a blade they had been honing in the quiet.

Local activist groups slightly lifted the veil last week to reveal their plan of action to stop one of the biggest role players, Coal of Africa Limited (CoAL), who set their sights on the northern part of Limpopo. The groups included the Vhembe Mineral Resources Stakeholders Forum (VMRSF), headed by Mr Phile van Zyl, and the Save our Limpopo Valley (SOLVe) of Mr Wally Schul-tz. Schultz also got the civil rights organization AfriForum, of which he is the local chairperson, on board to support their efforts. Last week they played host to a team of researchers from the North West University’s unit for Corporate Social Responsibility and the Bench Marks Founda-tion (BMF). The teams’ sole purpose was to visit the area to enable them to compile a report on the outcomes and true cost to the region and its people if mining is allowed to continue.

As part of their enquiries, the BMF’s David van Wyk and his team did water tests and one-on-one interviews with the local community that will live in the immediate area of the proposed mining sites. This included CoAL’s Vele mine near the Mapun-gubwe World Heritage Site, and the Makhado mine near Mudimele Village.

Crucial concerns for them were the water scar-city of the area and the perceived impressions of the communities who think they will gain from the proposed mining.

Tests results, said Van Wyk, confirmed that water in the Soutpansberg region’s water and

rivers downstream from the proposed mining sites are of an excellent quality. “Should coal mining commence at Makhado mine, I’m afraid that the quality will significantly deteriorate,” said Van Wyk to the Zoutpansberger. He further expressed concern about the current state of dilapidation of the Nzhelele Dam and its canal network. “I don’t see how CoAL will be able to utilize that as a sustainable back-up,” he added.

Their preliminary interviews also showed the community’s general unhappiness and the appre-hension that they hold towards the prospect of the Makhado mine. People feel that the mine will jeopardize jobs in the agricultural and tourism sec-tors and cause net job losses in the area, Van Wyk

said. “As they should - there are no mines that tell locals the truth. They come in to make profits, provide maybe a hundred jobs and leave nothing but destruction after they had finished with an area,” said Van Wyk.

Other fears that the researchers uncovered were that food production will become unstable, road safety will decrease and the job market will become insecure.

In the meantime, CoAL announced this week that the Vele mine had been granted an amendment to its environmental authorisation. This means that the project is closer to its re-opening goal. “The decision by the DEA is welcomed. We will await the receipt of all regulatory approvals before the commencement of the plant modification,” said CoAL CEO Mr David Brown. CoAL is also seek-ing to renew its integrated-water-use licence and amendment and expects this to be approved in the second quarter of the year.

vide maybe a hundred jobs and leave nothing but destruction after they

Tydens die borgaansoek was daar ‘n groot groep boere teenwoordig. Hul boodskap was duidelik: Genoeg is nou genoeg!

Prokureur vra borg vir vyf - soos vir Pistorius

Strike action loomed this week at the offices of the Vhembe District Municipality (VDM) when the municipality failed to pay their workers their month-ly salaries on time.

The Democratic Alliance (DA) was quick to respond to the im-pending crisis. “The DA will be writing a letter to the MEC for Cooperative Governance in Lim-popo, Ms Makoma Makhuru-petje, to establish investigations into the financial affairs of the Vhembe District Municipality,” said the DA’s provincial leader, Mr Jacques Smalle, in a press release. According to Smalle, the workers were supposed to be paid on 23 January, but only got paid on 27 January.

Smalle said that the situation was brought about by the VDM’s failure to manage their financial

affairs. “The municipality spends an estimated R20 million on sala-ries every month. It is alleged that the municipality is bankrupt and has less than R7 million in their account, which is not enough for salaries,” Smalle said. He added that a financial audit of the VDM’s financial affairs was urgently needed to prevent such a situation from recurring.

In response to a media en-quiry regarding the alleged late payment of workers, VDM’s municipal spokesperson, Mr Matodzi Ralushai, confirmed on Tuesday evening that workers had indeed received late pay-ment of their salaries. “Vhembe workers were not paid on time due to cash-flow-management challenges,” Ralushai said.

According to Ralushai, salaries are usually paid on the 25th of

each month, but because of their cash-flow problems, payment for the month of January was made from the 23rd to the 26th. He added that VDM still had to finalise outstanding payments of medical schemes by the 27th.

Ralushai did not respond to any questions relating to the CDM’s current state of financial affairs and the DA’s claim that they are bankrupt. “The municipality is financially stable. It is only cash-flow-management prob-lems, but as government sphere it will be resolved,” Ralushai said.

As to initial reports that VDM workers had embarked on strike action in protest against getting paid late, Ralushai confirmed that they were aggrieved. “They downed tools [Tuesday], but are committed to their work as they turn up for work,” Ralushai said.

Sondag se mamba, wat by Andel Greyling se woning in Proteastraat gekry is, was gelukkiger.

“Die kluis was leër as leeg!” sê oom James.

The two decades that changed the newspapersMy first real impression of Louis Trichardt was through the windscreen of a Pemico tow truck. The car my fiancé and I were travelling in broke down at Bandelierkop. I had to hitchhike to the fuel station and phone ahead to say that I would be late for my job interview. My future boss, Johann Koerant (as everyone knew him), was not in the least perturbed. He arranged that my car be towed in and fixed while I joined him on his regular Saturday-afternoon round of golf.

What was meant to be a year or two at a “plattelandse dor-pie” to gain some journalistic experience, turned into a long relationship with a community. I arrived at a time when every-thing changed, from politics to technology and, in the midst of all the excitement and fears, we had to work to reflect the joy and sorrow of a relatively close-knit community.

The year was 1990 and it was only five years after Johann du Plessis had started the Zout-pansberger. Typical of Johann, he arrived in town in 1985 with his Peugeot and caravan and launched the new newspaper. He had experience as a sales manager at the Northern Review and, prior to that, the Citizen, but very little editorial knowl-edge. This did not matter much, because Johann had a knack for knowing what readers wanted and realised that community news is about people and not

about journalists. When I joined them, Johann

and his wife, Melinda, had already succeeded in growing the business and the Zoutpans-berger was a regular feature in most households. Johann did the advertising, Melinda took care of production and Karen (then Stewart) handled the news. Petrus Munonde was the darkroom assistant, driver, messenger and whatever else you wanted him to be.

My dream that the job at the “small” newspaper was going to be a comfortable one with lots of spare time was quickly shattered. Whoever coined the phrase “Jack of all trades” prob-ably had a community newspa-per reporter in mind. Reporters had to take their own photos, then often developed and print-ed these themselves, typed the copy, assisted with the layout and even managed the distribu-tion. I still remember the trips to Musina and Tshipise with my left-hand-drive Karmann Ghia. The roads in the north were treacherous and narrow, and if you got stuck behind a truck in the mountain, you had to wait for ages to get past.

The 90s was also the decade during which the newspaper industry worldwide underwent a total metamorphosis. A few months before my arrival, Johann took a brave step and replaced the old typesetting ma-chines with computers. Proba-bly one of the first laser printers in the province was installed at

the Zoutpansberger. This meant that reporters could type their own copy on their sophisticated Windows XT machines, and the layout could be done on a very modern, state-of-the-art Windows 386 computer. If I remember correctly, it had something like 4Mb of RAM and ran Windows 3.1.

The rest of the processes were still very manual and labour intensive. Photos were taken on black and white film (Ilford FP4 and HP5 being the popular brands). The film was developed in the darkroom and the result was often as big a surprise to the photographer as to Petrus (in his role as dark-room assistant). Petrus was not one who meticulously checked the temperature of the devel-oper, which meant that, on a warm summersday, the ID11 developer was closer to 30 degrees than the prescribed 20. This, of course, meant a very dark negative which produced a high-contrast print – not ideal for newspaper printing.

These were also the final years of the “cut-and-paste” era. News copy was printed out in narrow columns, and the strips were then unceremoniously waxed and pasted on a grid. The photos were selected from a contact sheet and a guesti-mate was made on the correct column sizes. Once printed, the photos were bundled together and bromides made (which is effectively a print where the solids are converted to small

“dots”).Those were long days and

late nights, where many a finger got cut by the small and sharp knives and palms were burnt with hot wax. Many prize-win-ning photos were cropped beyond recognition, just to fit into the space available. There was no quick option to change

character spacing and you had to be careful to keep track of single strips of copy to keep them from either disappearing or ending up at the end of the wrong paragraph.

The era of computers changed just about everything. When digital photography arrived in the late 90s, the Zout-pansberger was quick to invest in a Kodak DC50. It was rev-olutionary and boasted a 0.38 megapixel sensor! I remember attending the annual Sanlam awards during that time, and the chief photographer from Beeld

remarked that digital photogra-phy would never be on par with film photography…

Better technology meant that things could happen faster, but it also changed the per-ceptions and expectations of readers. The era of cell phones meant that everyone had to be available at all times. Gradu-ally, communication patterns changed. Whereas you could previously get away from the rush, the news now started to follow you. It made things so much easier, but it also robbed us of all the quiet times.

In 1997, the Zoutpansberger launched its first fully fledged news website. This was revolu-tionary, because very few com-munity newspapers in the coun-try, at that stage, had ventured into the domain of the World Wide Web. Not that it was easy to go this route, because there was no local assistance. I remember phoning the local MWeb representative to enquire about a website. After two weeks, the response came back that it would cost about R150 or R200 per A4 page. “A4 page?” I asked, because this made no sense at all. I realised that the only option would be to try and do it ourselves. I ordered a copy of Frontpage 97, a web layout programme, and a couple of books. A month or so later we launched the site, and it has been running ever since (albeit in different guises, with more technology incorporated).

The way we present news has

changed a lot since I arrived here in 1990. Nowadays, the layout of the newspaper’s pages is done on computer and takes a fraction of the time it used to. We have implemented numer-ous systems which streamline our administration and news processing. We are moving fur-ther into an era where news gets processed more quickly and in more detail and gets passed on to readers as it becomes available.

It’s just that, every now and then, I take out the old Minolta SRT101 from the display case and hold it in my hand. I look at the frame counter on the side and I remember the feeling of uncertainty and fear when the number went to 27 and 28, and you knew you had only put a 24-exposure film in it. When the shutter clicked, something magical happened inside the camera. You knew you had checked the aperture and shut-ter speed; you had focussed on the eye and you had checked the shadows, but you still had to wait for the final outcome. Somewhere inside the camera, the rays of light would have entered and started dancing with the silver halide crystals. It was only once the film had been processed and you held the negative up in the light that you could witness the magic.

Perhaps that delay is what is missing. We don’t want to wait for the magic anymore.

“What is the editor’s influence on the newspaper he issues?

One would say, just about nil. Fleet Street’s verdict is that the modern newspaper is influenced to an almost negligible degree by the personality of its editor. The occupants of the edito-rial chair go and come. The continuity resides in the editorial policy. It is

the newspaper that is permanent. The more it changes, the more it remains the same.

Which is well.”

kende inwoners Die Noord-Trans-valer begin. Verwoerd as redakteur. Die eerste eienaar van Die Noord-Transvaler was J.M. Lessing.

In 1981 begin ‘n energieke jong kunstenaar, Eugene Diener, Die Pos

Hierdie uitgawe se datum is 29 Maart 1957.

Die Berg-Banier is in 1990 deur mnr. Hennie Theron begin.

In 1996 kondig dr.

Daar is geen naam by nie, net ‘n telefoonnommer (4281).

as vandag?

Two women, Memory Maphosa (39) and Vuy-iswa Mabasa (23), appeared in the Musina Mag-istrate’s Court on Tuesday and were charged with being in possession of drugs.

According to the spokesperson for the Limpopo police, Col Ronél Otto, the suspects were arrested while carrying drugs to the value of more than R8 million across the border at Beit Bridge. “The women were arrested late Sunday night when they were walking across the bridge from Zimbabwe into South Africa,” Col Otto said.

Otto said that members of the South African Rev-enue Services stopped and searched the women. They were found in possession of suspected illegal substances. The officials sought the assistance of the SAPS, who came and determined that the women where carrying ephedrine.

“It was discovered that the women were carrying more than 18kg of the substance between them, to the value of more than R8 million,” Col Otto said. “Investigations to determine where the women were coming from and where they were heading to, are still continuing.”

The cases against Maphosa and Mabasa were postponed to 3 February for further investigation and they remain in custody.

Major drug bust

SANCA forced to close its doors in MusinaNews that the South African National Council on Alcoholism and Drug Dependence (SANCA) had to close their satellite centres in Musina and Phalaborwa, due to a lack of funding, was met with shock from several quarters.

The Democratic Alliance (DA) was especially outraged over this turn of events, stating that the closure of the centres comes at a time when more than 50% of Limpopo residents are using marijuana and a high percentage of the population is hooked on CAT/Tik and other drugs.

The DA’s shadow minister of social devel-opment, Ms Lindy Wilson MP, recent paid an oversight visit to SANCA and was very disturbed to find out how desperate the situation had become in Limpopo.

“The Department of Social Development only provides funding of 75% of salaries of social workers at SANCA. The running costs of SANCA, salaries for nurses, the administrator and auxiliary workers at the centre are not funded and SANCA has to rely on payment for services and generous donations to keep their doors open. Some funding was received by LOTTO, but this has also de-creased,” says the DA in a press release.

SANCA, an outpatient rehabilitation facility, is the only centre offering facilities to drug addicts in the province. Addicts seeking help from areas as far as Waterberg, Sekhukhune, Mopani and Vhembe are now forced to try and get to Polokwane for help. “With only three social workers at Polokwane, SANCA does not have the means to assist in other areas of the province,” the DA says.

A vast majority of these patients come from the poorest of the poor communities, and do not have

the financial means to come for testing, for med-ical assistance or counselling on a weekly basis. Without help and support, and with drugs becoming more easily available, the DA warns, the addiction rate in Limpopo continues to escalate.

Of major concern to the DA is the lack of Local Drug Action Forums in Limpopo’s municipalities. “The Substance Abuse Act, 70 of 2008, states that every province must have a provincial Substance Abuse Forum and every municipality must have a Local Drug Action Committee. These forums must be established and must include stakeholders such as the SAPS, the departments of Health and Education, SANCA, research institutions, local business and NGOs,” the DA says.

In Memoriam

Mrs Melanie (Mary Ann Jac-queline) Macdonald passed away peacefully in her sleep from nat-ural causes on the morning of Friday, 23 January, at the age of 89 years.

Melanie (née Twells) passed away as she had lived - a lady with great dignity and at peace with the world. She is survived by her husband Angus, son Ian, daughter Jill Whyte and six grandchildren. For the last couple of years, she had been living at Loerie Park in Louis Trichardt.

Born in Nairobi Kenya in 1925 and schooled and raised in the United Kingdom, Melanie met her husband,

Angus, while visiting an aunt living near Bandelierkop. The two later tied the knot on 23 June 1951 and settled on the farm Zwartrandjies, near Bandelierkop. “Melanie was deeply religious, a ‘real’ lady, a superb and devoted mother and wife, a dog lover, gardener, reader and a good, keen bridge player. She enjoyed a long and very healthy life and will be greatly missed by her family and all who new her,” said the family.

A memorial service for close friends and family will be held on Monday, 2 February, at 11:00 at Alan and Jill Whyte’s home on the Pie sanghoek road.

Melanie was a lady with great dignity and will be missed

The late Mrs Melanie Macdonald (89). Photo supplied.

Foto verskaf.

BRIEWE / LETTERS

“Right, Daisy.

“Daisy, ek stem saam.

“Hoekom voel ek dan so vreeslik sleg, Ber-nard?

Kom ons praat more weer daaroor.

vonkel in haar oë.(Deel 3 volg)

Brief

“Ek pleit by u om nie debat by te woon oor Christus se Goddelikheid”

My medegelowiges in Christus Jesus. Ek rig hierdie brief in

meerde Kerk, Louis Trichardt)

Was Jesus a mere prophet, as Muslims believe, or is He God in the flesh, as believed by Christians? This promises a debate not to be missed, with renowned linguist and Bible scholar professor emeritus Koos van Rooy of the Reformed Church acting as mod-erator. The debate is scheduled for two hours, followed by 30 minutes of questions from the audience. “We welcome those of all faiths to this historic event. Bring your friends and join us af-terwards for refreshments,” invite the organisers.

Koi’s in Loskop?
