• Completed top soil removal and approved pre excavation survey. • Excavated for pump station wet well, placed base slab. • Initiated placement of fill around pond perimeter. • Engineer working on 90% Sports Complex PS&E package. • Continued reimbursement requests to BDD#4 and Developer. • Continued coordination with CenterPoint for site power. • Property acquisition completed.

• Begin excavation of detention pond, and placement at fill site. • Continue construction of pump station wet well. • Muck out and proof roll old canal and prepare for placement of fill in preparation

• Advertised project and held mandatory pre bid meeting. • Took bids on December 20th; low bidder was below Engineer’s estimate. • Reviewed bidders qualifications and prepared for Council award.

Planned activities for the period ending January 31, 2013:

• Submitted contract for Council review and possible approval. • Contacted manufacturer to schedule work outlined in work plan for Decanter

repairs to coordinate with UV and valve repairs. • Hold Preconstruction meeting, Issue Notice to proceed.

Project schedule:

• Design: February 2012 to December 2012. • Construction: 4th Quarter 2012/ 1st Quarter 2013

Hatfield Basin Trunk Sewer Design Engineer: Freese & Nichols, Inc. Progress this period:

• Engineer preparing 100% PS&E submittal • Completed property acquisition. • Met with AT&T, Center Point gas and continued utility coordination for relocation. • Center Point overhead electric completed relocation at Hatfield and FM 518. • Obtained letters of no objection from Pipelines. • Tree protection plans completed. • Reviewing project scope and budget for efficiencies, reviewing construction

methods and alternatives as materials prices continue to rise.

Planned activities for the period ending January 31, 2013: • Hold Technical Review Committee meeting. • Review and finalize project efficiencies. • Engineer to submit 100% plans. • Submit plans for approval to BDD#4. • Submit TxDOT permit for FM 518 crossing. • Monitor utility relocations. • Prepare for advertising project.

• Contractor completed construction of the 12 in water line, completed the hydrostatic testing of the 4 in sanitary; hydrostatic testing, chlorination and flushing of the 12 inch water line; passed bacteriological testing of the 12 in water line. Waterline placed into service on December 20th.

• Contractor completed sanitary tie in to existing sanitary manhole and water line tie to existing water line along Dixie Farm Rd.

• Water meter vault installed on site, repaired damaged sidewalk along Dixie Farm Rd in work area.

• Submitted Nomination of project as In House Project of the Year to Texas Public Works Association. Project was selected as Winner.

Planned activities for the period ending January 31, 2013: • Conduct Substantial Completion Inspection. • Accept as-built plans from contractor and transmit to Engineer for Record

Drawings. Project schedule:

• Design: September 2011 – March 2012. (delayed due to Harris Co. approvals) • Construction with Public Works crews: December 2011 • Construction of contracted segments: November 2012 – January 2013

Trails at JHEC (formerly Dolores Fenwick Nature Center), Phase 2 Architect: Randall-Porterfield Architects, Inc. Progress this period:

• Architect commented on geotechnical investigation proposal for borings needed for boardwalk foundations.

• Consultant preparing 90% plans. • Drafting Interlocal with County for use of grant funds for portion of the project.

Planned activities for the period ending January 31, 2013:

• Negotiate contract for soil borings. • Obtain soil borings and complete design of foundations for boardwalk. • Review contract documents and project for possible phasing, use of grant funds. • Continue with Final Design and complete submittal of 90% plans. • Coordinate with KPB.

• Staff reviewing 60% plans. • TxDOT and BDD#4 reviewing drainage report and 60% plans. • Traffic warrant study revised and submitted to TxDOT. • Noise analyses being reviewed by TxDOT. • Continued submittal of CE environmental documents to TxDOT. • Consultant preparing to submit Preconstruction Notification submittal to USACE. • Engineer finalized geotechnical report and submitted for final review. • TxDOT provided Right-of-Way maps revision comments. • TxDOT continued reimbursements to City.

Cullen Parkway Improvement (Beltway 8 to FM 518)

Engineer: Design Engineers: TxDoT Contractor: Hassell Construction CM: TxDoT Elapsed time: 210 Days

Progress this period: Phase II Work north of City Limits

• Bridge bents and beams were completed in Nov. • Bridge Deck poured in mid Dec. Should be cured by late January • Bond Breaker installed from north side of bridge to just north of the

park entrance • The median lane is formed between the Park Entrance and Fellows

Road with reinforcing installed and ready for pouring, from Fellows north to Presidents Drive the reinforcing has been set up and ready for forms

• Subgrade preparation completed to the north limit of the project ( about 300 feet south of the Beltway

Planned Activities for period ending Jan. 30, 2013:

o Form work and Reinforcing steel will be completed for the median lane and the lane poured out This will allow the slip form machine to be used to pour

the full width pavement for the outside two lanes o The bridge deck must cure for approximately another three

weeks by which time the rail for the northbound side can be poured

o If there has been no damage to the lime subgrade north of Presidents, the bond breaker will be completed

o Pavement slip-forming will begin once the final portion of the median lane has been completed. This could begin as early as second week of January

o Intersections at Dagg/ Fellows and will be constructed one half at a time after the pavement slip forming has been completed beyond that location.

Project Schedule (Phase II) • Street Preconstruction Conference Oct. 2011.

o Official Start Date was Nov. 2011 o Construction Contract Time, 16 months o Completion Date: February 2013, *indications are that the

contractor may finish ahead of schedule

Highway 35 Reconstruction

• Rough excavation completed from WalMart to about 800 feet north of Napp

o Three manholes known to remain north of Napp Rd. will require filling. AT&T has been notified and is aware and scheduling. These have been left accessible in the bond breaker

o Weather has delayed completion of lime operations and may have to be freshened up in areas towards the north end of the job site.

• Basing operations completed to Napp Road • Bond Breaker has been installed all the way to the Bell Bottom shop

across from the Flee Market o Reinforcing steel is beginning to show up and be stock piled along

the road for installation • Bridge construction continues to lag behind slightly with the bulk of the

work focusing on the Town Ditch bridge for right now. o Channel sides have been benched for foundation drilling which will

resume on Jan 3rd o Abutments were poured on both sides of the Hickory Slough

bridges and the forms have been stripped • Drilling bridge and abutment foundations at Town Ditch and Hickory

Slough bridges • Drainage outfall work at Town Ditch and Hickory Slough bridges is

complete. However final configuration of the slope paving around these has not been started.

• The two northbound inside lanes from FM518 to Orange street have been poured.

o The outside lane has been poured from FM5`18 to Jasmine. o Access drives have not been started

Planned Activities for period ending Jan 30, 2013:

• Continue to hand pour the outside lane along the 518 to Orange segment completing it to Orange.

• Simultaneously, slip forming will begin on those inside lanes north of Orange with the third lane following by hand.

o Intersection work will be delayed until a hand pour crew can afford to fall back and take them one at a time closing the entire intersection and paving the entire intersection in one pour ( for Jasmine and Plumb)

• Work will continue on the Hickory Slough and Town Ditch bridges with the installation of bents during the month of January

Railroad Crossing Quiet Zone

Design Engineer: ARKK Engineers Contractor: N/A CM: In House Billed to Date: $ 12,600 % Billed: 50 Contract Days Used: 75 % of Contract Days: Progress this period:

• TxDoT Area Office has approved the City’s plan set for modifications to the Crossing for the Quiet Zone. Plans and copies of the BNSF agreement have been forwarded to TxDoT for permitting

• BNSF sent draft agreements to Staff Oct 30th, Staff have completed the review and have determined that no Council action will be required since only the contractor will be required to execute those documents.

• A review of the scope of work for the modification to the lanes on FM518 has determined that the work will have to be bid out. Staff are working with the design consultant to prepare bid documents and expect to advertise before the end of January for bids in Februrary

Planned Activities for period ending Jan.’30, 2013

• Continue to coordinate with Railroad on timing of repairs and new construction.

• Forward all required documents to TxDoT for permitting and obtain permit in time for advertising in January

• Advertise and receive bids in February

Intelligent Traffic Management System

• Project bid out in mid-October o Received bids in mid-Nov. Low Bid was $3,269,202 received from

Third Coast Services, LLC; Contract was awarded Nov. 26th o Held Pre-Construction meeting Dec. 11 and issued Notice to

Proceed with construction for January 7th Submittal work has already begun and staff are currently

training the construction team on the use of ProTrak Contractor has already issued a material PO to the major

supplier • Met with TxDot project officials to establish payment authorization and

documentation procedures for the LGPP project o Have consultant onboard to assist with the administration of the

LGPP payment application and record documentation process
