Detection Services Stuart Stapley Alex Norman Dave Curtis (NO-DES)
Demonstration – NO-DES NO-DES is an innovative and effective way of cleaning water mains with virtually no loss of water. It delivers a cost effective solution to traditional methods of cleaning water mains. This technology increases customer confidence, reduces operational costs and conserves water and environmental discharge. Traditionally, water pipes have been flushed by opening fire hydrants and letting water discharge out into the street. The NO-DES system saves this water by attaching to two fi re hydrants and creating a temporary above ground loop through which the water is circulated, cleaned and returned to the pipe. The NO-DES machine flushes the water between the hydrants at a velocity that intentionally stirs up the sediments, and then removes them in the purpose built NO-DES filters.

3 Stakeholder Updates 3.1 Orana Joint Organisation Brad Cam on behalf of Belinda Barlow, OJO Executive Officer
OJO resolved at its Board meeting on Monday 9 December 2019 to welcome DRC into OJO.
Correspondence will be sent to Minister for Local Government informing such matter in order for the NSW Government to proceed with formal proclamation of DRC into the Orana JO region.
Minutes from this meeting are still being reviewed and will be released tomorrow – see Orana JO website.
Orana JO is still on track to receive $150K from OLG to implement the SHAPING A RESPONSIVE AND ROBUST REGION Project A skills analysis across the 6 Member Councils of Orana JO to explore and establish targeted programs to address the local government workforce in the highly vulnerable communities of the Orana Region.
The General Managers to consider (early next year) those councils outside the current Orana JO boundary to participate in the Skills project (so we capture the entire OWU Alliance, via a form of financial contribution – that is yet to be determined).
Orana JO has a planning consultant engaged to undertake Crown Reserves and Plans of Management for interested Councils – currently have three councils signed up – only 1 Member Council the other 2 are outside the region. If there is any interest from OUWA members to undertake such work please contact Belinda.
Orana JO Board is continuing to advocate to NSW and Federal Governments in respect of financial measures direct to local government for rate relief for all rate payers in drought affected areas. (South Australia announced this week – only for rural landholders) see below.
Premier, DP and Minister for Local Government visited Narromine on 25 November en route to Bourke for Community Cabinet. This was hosted by NSC (not Orana JO) Mayors – Councils from West of the Newell Highway were invited to participate. Discussion with Premier and DP in respect of increasing flood mitigation capacity of Burrendong from 100% to 120%. This has been followed up with Orana JO writing to Premier directly after the meeting and Member for Dubbo informs me this is under consideration – would have implications in respect of water sharing plan and dam safety guidelines (both state and fed). (someone in the meeting may know a little bit about the flood arrangement with Burrendong and when in flood, water is always released to keep Dam at 100% when it has a capacity of greater than 150%)… Warren town always suffers as a result and the biggest risk is Wellington town..(because of Bell and Macquarie)
Next Orana JO Board Meeting is on 26 March to be held in Parliament House Canberra.

The following meeting in May will be held at Parliament House Macquarie Street Sydney.
BCam – Delegation to visit Minister Pavey in early 2020 – second Dam at Dicksons Long Point (has been identified and costed) – further 700gL water to catchment. Other alternative preferred by WaterNSW is to increase Burrendong to 120% with 30% FMZ. 3.2 DPIE – Water Brendan Miller
Water Supply Critical Needs Bill adopted – Media Release 14 Nov. Includes Burrendong Dam deep water storage project – additional 21GL which is currently inaccessible.
Funding letters on their way for additional $87 million funding.
Bill Ho and Roshan Iyadurai have been out on the road and given a holistic view of the situation. Roshan has provided and will continue to provide task lists to Councils to progress IWCM. Narromine ToRs is what DPIE is after. DM to share when completed.
Thanks to CWiebels and PBrown for assisting Walgett by providing copies of their water carting plans
Project Management costs – reminder that when applying for funding, it is presumed that PM costs are built in to total estimated cost. Projects need to start progressing. Suggestion to pool monies to engage PM services as an Alliance.
DMoorby – Critical Drought Subsidy Grants. Is it 100% funded? Normal claims process by-passed – BM to email details.

3.4 Transport for NSW Neil Glastonbury
Regional Environmental Manager – Western Region (60% of state)
Major concern is amount of roadworks committed and the amount of water used to build roads.
Definition between critical and capital works? Contractual issues for bigger projects will be hard. Supply issues are being experienced already. DMoorby – roads projects also competing with Inland Rail project.

6 Matters in Progress/Projects Update 5. Reservoir Inspections – program completed for Bourke, Brewarrina, Central Darling Walgett and Warren. 114 critical maintenance items across 25 reservoirs. Gilgandra and Warrumbungle will be visited in early 2020 to conduct their inspections. 10. Bore Assessments – Tender document still being finalised – finalising contractor engagement/induction requirements from Warrumbungle before we can proceed. Narromine no longer participating. 12. Future presentations – PO to invite Chris Milne from Central West Project Management to present in February 2020. 13. WIOA Interest Day being held in Parkes on 26 February – Operators encouraged to attend with intention to have a OWUA Interest Day in late 2020. 26. Stockholm Junior Water Prize – PO working with Macinley Butson to tour the region in late February 2020, culminating in attending the St Matthews Catholic School Mudgee Maths, Engineering and Science Careers Expo and High Tea. 28/30. Future Projects – suggestion that action plan be developed during February Meeting 31. Smart Meters – some Councils have budget allocated in Operational Plans. 9 Member Council Updates Each Council in attendance provided an update on their current status. Bogan – leaking storage dam empty, tenders now closed for repairs. Repairs to commence January. $8.2million for second storage will commence mid-year, SSWP funding for APC syphon, test bores commencing next week, aquadam in river, WTP – seeking advice from Public Works to review project scope.

Bourke – new WTP works to commence Feb, funding for additional bores, 220km pipe to town from Walkdens bores, pretty much drought secure. No longer carting water to Byrock. Grateful for amount of Government assistance provided. Central Darling – White Cliffs supply augmentation RFT issued, White Cliffs and Ivanhoe sound water supply, Level 4 restrictions in Wilcannia, bore water supply, running out of Darling River weir pool supply. Cobar – not in attendance – Eric Poga retiring. Position currently advertised. Gilgandra – continuing to work on IWCM, about to sink 1 of 2 bores – Tooraweenah and Gilgandra, Bill Ho visited WTP – follow up meeting in New Year with BMiller, DSwan and BHo to get steps forward, detailed Business Case for STP, effluent reuse and rising main. MWRC – Water Filtration Plant upgrade design expected now, recycled water management plan in progress for re-use on roads, Boil Water Alter issued in November due to source water turbidity issue – will present reports to the group when finalised. Sludge rake and filter media need replacement. Narromine – Level 3 restrictions in Narromine, bore field still dropping and failing further, redrilled bore 8 as part of drought works, temporary iron and manganese system on bore 6, Trangie on Level 2 restrictions. Warren – bores running ok, STP project to go to tender in January using local labour. Walgett – Levy modification underway, Collarenebri bore being drilled, raising weir in mid-January, RO plant running.
