Historical Essay #28: The Corps of Engineers and Water Resources in the Progressive Era (1890-1920)64 pp • 2009 • APWA • martin reuss

this essay, written by a former senior historian in the office of History, Headquarters, u.s. Army corps of engineers, is a fascinating look at the influence the corps had on u.s. water resources amidst the nation’s rapid industrialization and urbanization. it is a story of the corps’ struggle to balance centralized versus decentralized administration, determine the appropriate level of federal versus non-federal responsibility in public works, and discriminate between engineering responsibility and political realities. Accreditation Resources

the purpose of accreditation is to promote and recognize excellence in the operations and management of a public works agency. it is a commitment to continuous

improvement in the delivery of public works operations and services.

What have accredited agencies gained? each agency would tell you something different, in all likelihood. However, each would also share some similar experiences. one of those is the improved understanding and appreciation for what each division and employee brings to the agency.

What is self assessment?self assessment using the Public Works Management Practices Manual is a valuable tool for determining how an agency’s policies, procedures, and practices compare to recommended practices identified by nationally-recognized experts in the field of public works. Agencies can use the suggested practices contained in this manual as models for developing, reviewing, or improving existing practices, and for enhancing performance, increasing productivity, and strengthening employee morale.

What is public works accreditation?the purpose of the accreditation program is to provide a means of formally verifying and recognizing public works agencies for compli-ance with the recommended practices set forth in the Public Works Management Practices Manual. it is a voluntary, self-motivated ap-proach to objectively evaluate, verify, and recognize compliance with recommended management practices. established within APWA, this program is recognized by national organizations and groups that affect the public works field or are notable for their contribu-tions to the field.benefits of conducting a self assessment and achieving accreditation:

• improves public works performance and the provision of services

• Potentially lowers insurance premiums• Provides formal recognition of a well-run

agency• reduces liability• Provides a mechanism to evaluate the

organization• increases professionalism• Furnishes a target for improving operations• instills pride among agency staff, elected

officials, and the community• Aids in justifying budget requests

Intro to MicroPAVER Training CD-ROM

MicroPAVER is a pavement management system currently being used by over 600 cities, counties, airports and private consulting firms. microPAVer's Pavement condition index (Pci) methodology meets the American society for testing and materials (Astm) standards D6433-93 and 99, which makes microPAVer's Pci the truly objective standard for describing the condition of all pavement uses.

recommended by the national Association of county engineers as the system for counties to use, microPAVer is also the pavement management system adopted by the FAA, us Army, us Air Force, us navy, and Air national Guard. Feedback on performance and requests for enhancements from these users form the basis for an ongoing process of program modification. As these modifications are released for general distribution, they are provided to users' Group members at no additional cost.

user support and response to requests for software modifications/enhancements is the most critical element in the long-term success of a Pms. one of the primary strengths of microPAVer lies in the long-term durability of corps of engineers and APWA involvement in supporting user software, information, and training needs.
