With regards citizen engagement, digital tools have to beapplied to guarantee success in terms of reach andcoverage.

On this basis the following initiatives were implemented

1. eCITIE

This is the tax collection system for all the authority’ssources including Licenses, Property rates, Building plans,Local Service Tax, Local Hotel Tax, Outdoor advertising,Medical fees, Ground rent, Markets, etc

2. Ksmartmarket

Online market linking buyers and sellers

3. Visit Kampala

This is used mainly to boost tourism in the city

4. The Client Contact CentreThis is a platform where clients make inquiries andreceive responses on matters of public services usingtoll free line services. The platform has beenintegrated with emergency response systems likeambulance services that have been very useful duringthe pandemic.5. WeyonjeIt is a community led behaviour change campaign thatseeks to mobilize communities to improve theirsanitation conditions by promoting communityparticipation and ownership for individual andcommunity responses to quality services with in theircity for example fecal waste management

A number of innovations are in the pipelineincluding:• CAMCAMVThe full name to the acronym is City Address Model- ComputerAided Mass Valuation. It’s a system with 5 modules DocumentManagement System, Property Tax, Smart Permit for physicaldevelopment applications, the Enterprise GeographicalInformation Systems module, Web portal.

• EntambulayoAn incident management tool where citizens can report anyincident and receive real time traffic status around the city usingCCTV footage at all major junctions as the primary source of data.

• No singular solution can fully engage thepublic. Multiple tools should be utilized

• Solutions should include all sectors formal andinformal

• Engagement should be continuous andrelatable with the locals
