Executive Summary

At the direction of Lee County Utilities (LCU), Johnson Engineering has evaluated existing and projected

wastewater flow within the Three Oaks Wastewater Treatment Plant (WWTP) service area. The Three Oaks

WWTP service area contains approximately 140 LCU-owned pump stations, 70 privately-owned pump

stations, and several developments that utilize septic tank treatment. As part of the wastewater flow analysis,

Johnson Engineering has completed the following tasks:

• Estimate existing and future populations for communities within the Three Oaks WWTP service area.

• Review existing population projections to estimate build-out rates.

• Use population projections and estimated build-out rates to estimate future wastewater flows based

on LCU / FDOH design criteria.

• Collect and analyze data from LCU-owned pump stations to estimate the actual existing wastewater

volumes and flow rates.

• Compare design-basis wastewater flows for existing communities to the actual wastewater flows as

measured in the field.

• Develop flow projections for the Three Oaks WWTP based on these data for years 2015 through

2040 (in five-year increments) and at full build-out.

This evaluation yields the following projections for wastewater flow to the Three Oaks WWTP:

1.0 Existing and Allowable Build-Out Populations for Each Community

A review of zoning classifications throughout the Three Oaks WWTP Service Area indicates that

approximately half of the communities are located within Planned Developments. With the

assistance of Lee County staff and LeeSpinsa

(1) Geographical Information Systems (GIS) data and parcel data provided by Lee County

were used to determine parcel zoning, sizes, and number of existing buildings.

, all of the Planned Development communities were

reviewed to estimate future population values. Communities not located within Planned

Developments were evaluated according to the following steps to determine existing and allowable

development:

(2) Future Land Use (FLU) classifications were used to estimate potential residential density

(see the Future Land Use Map in Appendix A).

(3) Areas with overlapping zoning and FLU classifications were evaluated based on these data

and assumptions from the Commercial / Industrial Land Use Analysis reportb

(a) Parcels within Industrial Zones:

(hereafter

referred to as the “land use analysis report”):

Countywide industrial growth of 375,000 square feet (annual allocation) plus an

additional 10,000 square feet per year is projected per the land use analysis report.

Based on the parcel data provided by Lee County, the Three Oaks service area

contains 1.69% of the County’s available industrial area. Assuming that the allocation

of industrial growth to the Three Oaks service area is directly proportional to this

percentage, it is projected that industrial growth will be 6,328 square feet of annual

allocation with an additional 169 square feet per year. Industrial growth is allocated to

parcels on the basis of a standard Floor-Area ratio of 0.195 as specified by the land

use analysis report.

(b) Parcels within Commercial Zones:

Countywide commercial growth of 1,100,000 square feet (annual allocation) plus an

additional 25,000 square feet per year is projected per the land use analysis report.

Based on the parcel data provided by Lee County, the Three Oaks service area

contains 2.43% of Lee County’s available commercial area. Based on the same

assumptions as (a), commercial growth is projected to be 26,766 square feet of annual

allocation with an additional 609 square feet per year. Commercial growth is allocated

to parcels on the basis of a standard Floor-Area ratio of 0.25 as specified by the land

use analysis report.

(c) Parcels Zoned Non-Commercial and Non-Industrial:

If the parcel has a FLU classification of urban or suburban, six units per acre are

assumed to be the allowable density. If the FLU classification is rural, one unit per acre

is assumed to be the allowable density.

Because wastewater flow analysis does not require resolution of individual parcels, neighboring

parcels were grouped together and their individual population growth estimates were aggregated.

This resulted in 68 parcel groups that each contain a mixture of zoning categories, Planned

Developments, and FLU classifications (see map in Appendix B). These data are summarized in

Table 1.1.

2.0 Population Projections

Lee County Community Development has divided the county into 22 Planning Communities. Lee

County has also previously made a determination of the existing, remaining, and allowed

populations within each Planning Community. The Three Oaks WWTP Service Area overlaps with

five of these Planning Communities:

• Daniels

• Estero

• Gateway/Airport

• San Carlos

• Southeast Lee County

Per discussions with the Lee County Division of Planning, the total amount of allowable population

growth has increased from the values specified by the Lee Plan. Consequently, the population

numbers have increased to the values given in Table 2.1.

Population growth is estimated at five-year intervals through the year 2040 using the “remaining

population” values (see Table 2.1) and growth trends estimated for Lee County by the Bureau of

Economic and Business Research (see Table 2.2). The Bureau of Economic and Business

Research (BEBR) provides estimates for low, medium, and high growth rates; for the purposes of

these population projections, the medium growth rate was assumed to be the most likely trend.

The population growth estimates are summarized in Table 2.3.

Because the boundaries of the Three Oaks WWTP Service Area and the designated Planning

Communities do not completely match, overlap percentages between the service area and each

Planning Community were determined (see Table 2.4). The population projections summarized in

Table 2.3 are multiplied by these overlap percentages to estimate the Planning Community

populations that are/will be within the Three Oaks WWTP service area (see Table 2.5).

The projected numbers of homes are allocated to Developments and Zoning Areas that have

Future Residential Development on a “per parcel group” basis according to the following

methodology:

(1) Count the number of parcel groups that have future homes available to build at a given

year (i.e. have not reached the allowable number of homes).

(2) Divide the number of parcel groups by the projected number of homes to be built

during a given interval.

(3) Assign the number of homes per parcel group from (2) to each parcel group.

(4) Check that the number of homes to be built does not exceed the allowable number of

for that parcel group.

(a) If the allowable number of homes is exceeded for a parcel group, the number of

homes allocated to that individual parcel group is reduced to meet the allowable

amount. The difference is evenly distributed to the other parcel groups.

These steps are performed for years 2015, 2020, 2025, 2030, 2035, 2040 and full build-out; details

are provided in Appendix C. The build-out of schools is assumed to be equally distributed among

parcel groups through 2040. In addition, building of remaining hotels is assumed to be completed

by 2025.

3.0 Wastewater Flow Estimation Criteria

The projected number of homes, commercial space and industrial space at given years are used

to estimate wastewater flow to the Three Oaks WWTP according to the following criteria:

• (2.35 persons/home)c × (98 gallons/day/capita)d

• 15 gallons/day per 100 square feet (SF) of commercial/office space

= 230.3 gallons/day/home e

• 10 gallons/day per 100 SF of industrial spaced

• 100 gallons/day per hotel roomd

• 15 Gallons per Day per 100 SF of Schools

o Because the numbers of students are unknown at this time, proposed schools were

treated similar to commercial space.

4.0 Existing Wastewater Flows to Individual Lift Stations and the Three Oaks WWTP

As part of this contract, 127 Lee County pump stations within the Three Oaks WWTP service area

were tested to determine existing flows. The testing consisted of installing water level monitors

inside pump station wetwells and collected data for a period of one week. The changes in water

level over time, combined with the known dimensions of the wetwells, allows for calculation of

inflow and pumping rates.

Daily inflow data for the Three Oaks WWTP plant show an average variation of +/- 20% between

the seasonal (Thanksgiving - Easter) and non-seasonal (Easter-Thanksgiving) times of the year

due to the large number of part-time residents in Lee County. The flow values summarized in

Table 4.1 are based on data collected between June 10, 2013 and August 8, 2013. This time

period is likely to be in the “transition period” of non-season to seasonal population changes (see

Figure 4.1). The average inflow during peak season for 2012-2013 is 3.20 MGD; during lift station

testing, the average inflow is 2.68 MGD. To account for seasonal variation, an adjustment factor of

1.19 (3.20 MGD / 2.68 MGD) is applied to the field-measured flows (see “Adjusted Flow” column in

Table 4.1). The field-measured flows are compared to design-criteria flows based on the Lee

County Utilities (LCU) and FDOH specifications described in Section 3.0. In most cases, the

average measured flow is approximately 52% of the design-criteria flow.

The existing wastewater flows for each Parcel Group are calculated using design-criteria described

in Section 3.0, and the values have summarized in Table 4.2. Based on design-specifications, the

total wastewater generated within the Three Oaks WWTP Service Area is calculated to be 7.3 MGD.

As shown in Figure 4.1, the Three Oaks WWTP has not experienced this amount of inflow, even

during peak season. Lee County provided the daily inflows at the Three Oaks WWTP for the past

three years, and the data range from 1.7 MGD to 4.0 MGD. The Average Daily flow to the WWTP

during the testing period was 2.68 MGD, which corresponds to approximately 37% of the total

design-basis flow given in Table 4.2.

5.0 Wastewater Flow Calculations Based on Collected Data

Lee County experiences a seasonal population increase during the winter months. This increase is

demonstrated by the daily inflow variations experienced at the Three Oaks WWTP as shown in

Figure 5.1. A factor relating the average daily flow during peak season to the maximum month

average daily flow is calculated using the Three Oaks WWTP inflow data for the past year:

• Peak Season (Thanksgiving through Easter) Average Daily Flow (ADF)= 3.20 MGD

• Maximum Month Average Daily Flow (MMADF) = 3.29 MGD

• Peak Factor = MMADF / ADF = 3.29 / 3.20 = 1.03

6.0 Assumptions and Considerations for Wastewater Flow Projections

Listed below are important assumptions and considerations for the flow projections in this report:

• Many homes within San Carlos Park (Parcel Group 25) currently use on-site septic tanks for

wastewater disposal. Wastewater from these homes is included in the projected flow for

this area. Flow projections for this area also include homes outside of the Community

Projections described in Table 2.5 because these homes are likely to connect to LCU

services in the future.

• It is anticipated that the Alico Road area (Parcel Group 16) will not experience a net

population increase relative to existing allowances. It is understood that unused

development allowances for Alico West will be reallocated to Alico East.

• Several developments appear to be built-out but still have an allowance for new homes and

commercial space. Additional home/commercial building allowances for these “ghost

parcels” are not included in flow projections. The additional building allowances for “ghost

parcels” that are not considered in flow projections are summarized in Table 6.1.
