Born on February 24, 1885 in Mahra village of Sonipat district,

Shri Bhagat Phool Singh ji was a visionary noble soul.

Notwithstanding vehement opposition, he was determined

to promote womens education, especially in rural Haryana.

Bhagat Phool Singh ji's firm belief in empowerment and

emancipation of women through education led him to

establish a Gurukul with just 03 girls at Khanpur Kalan in

1936. The anti social elements did not support Bhagat Phool

Singh ji's seminal idea of women's education and assassinated

him on August 14, 1942.

Bhagat Phool Singhji's assassination could not diminish his

idea of women's education. His legacy and philosophy was

continued by his dynamic daughter Padam Shri Subhashini ji.

True to his father, Subhashini ji was determined to promote

social reform through women's education. The Government

of India recognized her service to the society and conferred

on her Padam Shri in 1976. She established various present

day constituent Institutes of BPSMV through donation and

philanthropic means.

I welcome you to Bhagat Phool Singh Mahila Vishwavidyalaya and congratulate you for deciding to study at North India's first State women university.

Since its establishment in August 2006, BPSMV has been progressing remarkably on all fronts. In a short span of five years, the university has achieved many feats, which are enumerated on the pages ahead. The uniqueness of BPSMV lies in its capacity to juxtapose tradition with modernity. The university provides pollution free networked campus, new hostels equipped with modern amenities, state of the art gymnasium, central library, state of the art language labs, round the clock medical care, modern classrooms etc. A medical college exclusively for girls supported by 500 bed super specialty hospital is almost complete.

BPSMV has gone international with frequent visits of reputed academics and students from countries like USA, UK, Japan, Canada, Australia etc. The university is signing / has signed MOUs with University of Baltimore, USA; Nottingham Trent University, UK; St Catherine University, USA and British Council. The students exchange their ideas with foreign counterparts through video conferencing which is a regular feature. The programmes offered by the university are completely job oriented. Many innovative programmes like Masters in Rural Development Planning and Management, M.Tech in Network Security, Integrated programmes in English and Economics, MBA (Tech.) etc have been introduced by the University. The University has also introduced PhD programmes in English, Education, Engineering Sciences, Management, Home Science and Laws.

The University provides placement and counseling assistance to all its students. The University imparts coaching for competitive examination like UGC NET etc. BPSMV has some of the best faculty members available in the country who are highly motivated and qualified. Besides this the university also takes guidance from visiting professors who are renowned in their fields.

Bhagat Phool Singh Mahila Vishwavidyalaya is the manifestation of the dream seen by the legendary, saintly figure

Bhagat Phool Singh ji, who established a Gurukul, exclusively for girls at Khanpur Kalan in 1936. Notwithstanding the

vehement opposition to Bhagat Phool Singhji's endeavor to educate girls, Gurukul Khanpur Kalan turned out to be a

'Mecca' for girls' education. Barring few non progressive sections of society, everybody including the eminent

personalities like Sir Chhotu Ram of those times helped in evolving Gurukul Khanpur Kalan into a centre of

excellence for girls' education. Owing to his extraordinary interest in Women education Shri Bhupinder Singh

Hooda, the Honorable Chief Minister of Haryana, upgraded the erstwhile Gurukul to the status of a University

exclusively for women in August 2006 and christened it as Bhagat Phool Singh Mahila Vishwavidyalaya, (hereafter

referred as BPSMV) , the first Women University of North India.

Since its inception in August 2006, Bhagat Phool Singh Mahila Vishwavidyalaya has travelled a cherishable journey.

Starting with the bare minimum requirements, BPSMV has undergone a complete transformation. The 75 years old

Gurukul started with only three girls has turned into a modern university with approximately 6800 girls on its rolls

while juxtaposing tradition with modernity.

Bhagat Phool Singh Mahila Vishwavidyalaya is spread over lush green, pollution free 500 acres of land. There are two

teaching blocks housing various teaching departments of the university, an administrative block, a multipurpose hall

and the School of Engineering and Sciences. There are several constituent colleges viz. BPS Memorial Girls' College,

BPS College of Education, Department of Laws, MSM Institute of Ayurveda and Institute of Polytechnic. Also there

are two Schools; one is a traditional ‘Gurukul' offering Hindi medium and the other is the Campus School affiliated to

C.B.S.E, New Delhi offering English medium.

Unique Facilities Academic Staff College

The Academic Staff College situated at BPSMV was established on 14th August 2009 with an aim to update the knowledge and skills of the college and university teachers. It is the youngest University in India to have its own Academic Staff College within the early years of its establishment. It has successfully conducted 06 Orientation Programmes and 05 Refresher Courses in various disciplines and 01 Workshop on Research Methodology for Readers & Professors within the short span of one and half year. This has benefited more than 260 teacher participants from all over India. The ASC offers the following courses.

� MOU was signed with the British Council, New Delhi for recognizing Bhagat Phool Singh Mahila Vishwavidyalaya as the sub-center of Cambridge University ESOL (English for speakers of other languages) Examinat ions Depar tment . Approximately 200 students have so far been trained for undertaking Business English Certificate (BEC) Examination of Cambridge University ESOL Examinations department.

The University has approved setting up of a Centre for Indic Studies, to disseminate Indian intellectual traditions in sciences, technology, business and trade, management, arts and crafts and philosophy. Learning Resource Centre (Language Labs) is an independent central facility of the University, responsible for providing training in communication skills to all the students enrolled with the University. It also acts as a platform where learners are groomed for Soft & Interpersonal skills. The Learning Resource Centre has six state-of-the-art Language Labs, equipped with latest technological software which helps in effective learning of language skills which are compulsory for all the students. Besides this, LRC also imparts training & guidance for appearing in International English proficiency examinations conducted by University of Cambridge.

Staff Training and Research Institute for Teaching of English (STRITE) has been established as an Autonomous Institute for imparting training in effective teaching of English to School & College teachers. So far it has organized the following Teacher Training Programmes.1. For Primary School Teachers of Gohana Block.2. For Primary School Teachers of Ishrana & Mudlana Blocks. 3. For 95 Lecturers of English working in various Government Colleges

of Haryana.4. For the teachers of Campus School, BPSMV.

Since the University's vision is to empower the girls through communication competence, students are trained for appearing in international English proficiency examinations like Business English Certificate (BEC) conducted by Cambridge University ESOL Examinations Department, U.K. Besides students, teachers are also trained to undertake such examinations.

The University provides the best hostel facilities to the resident students. The hostels are newly constructed, equipped with state-of-the-art amenities like mess, solar water heaters, recreational facilities library etc. The rooms with both double and single occupancy are offered to the students. There are 15 hostels with modern facilities with a capacity of 3500 residents. The University has constructed new 95 faculty houses in addition to 131 old houses.

The University has well developed facility for both outdoor and indoor games like Badminton, Volleyball, Kabaddi, Lawn Tennis, Judo, Basketball etc. A state of the art Gymnasium is established in the university. A well developed Ayurvedic College and a 110 bed Hospital are situated on the campus providing round the clock medical facility to the patients from within the University and the neighboring villages. In addition to that, a Medical College for girls supported with 500 bed super specialty hospital is under construction on war footing.

The University has one Central Library and Departmental Libraries in all the Institutes/ Departments. The Central Library covers 9150 Square feet and has a stock of approximately 5905 books. It subscribes to 79 National and International Journals, Magazines & Periodicals and 14 Newspapers. The library provides round the clock Internet facility. Besides the Central Library, there are Departmental Libraries in every department catering to the needs of the students and the teachers.

Department of English

One of the premier departments of the university, the Department of English was established in the year 2007. The department is the first in Haryana to offer Research & P.G. courses with twofold emphasis — Linguistics / ELT and Literature. The courses are a class by themselves which equip the learners in such a way that they can pursue a specialization in either of the two depending on their priority to choose teaching or the corporate sector. The department is also running a pilot programme on UGC-NET training. The faculty is well qualified. The departmental library contains more than 834 books on varied subjects. The department has spacious classrooms, a conference room, a seminar hall and 20 computer terminals. Department of Laws

The Department of Laws was established in the year 2003. The department is housed in an independent building sprawling over 28 acres of land. The department has been established with a purpose of advancing the course of interdisciplinary approach in the study of law and other social and natural sciences to cater to the needs of the society by developing professional skills in the students and awakening gender justice, to enable them to face the daunting challenge of life in liberalized and globalized environment wherein the law and the lawyer has to play a pivotal role by being socially relevant. M.S.M. Institute of Ayurveda was established in the year 1973 with the purpose of promoting Indian system of medicine. The institute was conceived to be a premier Institute of Ayurveda for girls. The Institute is well equipped with a library wherein 11000 books both classical and modern are made available to the students. The Institute is supported by a 110 bed hospital equipped with all kinds of modern machines and treatment gazettes. BPS Mahila Polytechnic was established in the year 1984 as a premier institute for providing job oriented technical education to the girl students. The institute is proud to be the first ISO 9001:2008 certified Polytechnic of Haryana State. The Polytechnic is equipped with modern laboratories, workshops and library. The B.P.S. Mahila Polytechnic is affiliated to the Directorate of Technical Education, Govt. of Haryana, and approved by the AICTE. The institute provides free education to physically challenged students. The institute also runs the Community Development programme through Polytechnic scheme funded by the MHRD, Govt. of India.

Bhagat Phool Singh Mahila Vishwavidyalaya being a State University has implemented the reservation policy of the Government of Haryana. Besides this, following special provision is also made:

Reservation & Fee Exemption

In order to inculcate among the s t uden t s a s en s e o f s o c i a l consciousness and dignity of labor, the university has implemented national service scheme. The students enrolled in various teaching departments and constituent colleges are encouraged to participate in NSS which eventually grooms them in becoming a better citizen and also gives them an opportunity to interact with society from close quarters. The volunteers of NSS are awarded merit certificates which help them in future job placements.

National Service Scheme

The university's vision is to empower the girl students through education; to realize that target we adopt learner friendly pedagogy. The curriculum of different programmes is so designed that a learner's wholesome growth takes place. The holistic approach is our pedagogical strategy.

Pedagogy

As our pedagogy is learner friendly, adequate opportunities are provided to the learner in terms of objective assessment of her learning. The University has adopted the assessment scheme as following:External Assessment 50%Internal Assessment 50%

Assessment

The University has successfully implemented the semester scheme in all its programmes. As part of this scheme, credits are allocated to each course and a cumulative result is derived at the end.

Credit Scheme

� The examination fee for each semester/ year/ unit shall be p ay a b l e a l o n g w i t h t h e admission/tuition/course fee only.

� The fee prescribed for various programmes and hostel will be accepted separately through Demand Draft/ Cheque or cash. The demand draft should be made in favor of

payable at

Payment of Fee

A. For the Courses in which admission is granted directly by the university, fee refund will be as following.

� within a week of admission Rs 1000 will be deducted

� within a month of admission 25% of the total fee deposited will be deducted

� beyond one month fee will not be refunded

B. For the Courses in which admission is granted through Haryana State Counseling Society (HSCS) the refund of fee shall be as per the rules or guidelines of HSCS.

C. Separate applications are to be tendered for refund of fee for Course and Hostel.

Refund of Fee

For admission to any programme, submit the completed appl icat ion form accompanied by the required testimonials to the concerned Head of the Department/ Principal. All enquiries pertaining to admission must be addressed to the concerned department/ college. The admission to various programmes offered by the University is based on Merit of the qualifying examination or Entrance Test conducted by the concerned department or Rank obtained in central ized examinations like AIEEE, MAT etc.

Admission Procedure

The attendance of the students in the classes is closely monitored. A student falling short of 75% attendance in any porogramme will be barred from appearing in the final examination. However, genuine cases will be considered according to the existing statutes.

In the event of change of course/ programme the fee deposited will not be refunded but can be internally transferred from one department to other department with the prior approval of concerned HODs.

Fee Transfer

� For Khanpur Kalan: 02 seats are reserved in an intake of 50 students in each course. In case the intake is more than 50, then 02 seats in every block of 50 will be added.

� For Bhainswal Kalan: 0 1 s e a t i s reserved in an intake of 50 students in each course. In case the intake is more than 50, then 01 seat will be increased for every block of 50.

� The admission of students who are residents of Khanpur Kalan and Bhainswal Kalan shall be against the seats reserved for Haryana Domicile (General)

� 100 % fee concession for the wards of families who have donated or whose land is acquired by the university.
