    State Summary of Library Statistics

    Each year the State Library sends annual report forms to California's public and county law

    libraries. Statistical data from those reports are tabulated in this publication, with directory

    listings published on the State Librarys website. Public libraries are required by the

    Education Code to report annually to the State Librarian, the county law library survey is

    voluntary.

    California cooperates with the Institute of Museum and Library Services (IMLS) in the

    collection of uniform public library statistical data nationwide for compilation and

    publication.

    FISCAL YEAR 2009 - 2010

    For this fiscal year, all public libraries, with the exceptions of Siskiyou County and the city

    of Vernon, submitted data to this program. For county law libraries 41 of the 58 counties

    reported.

    Public libraries, compared to FY 2008-2009, had the following changes:

    *

    Public Service Hours Per Year decreased by 5.7%* Visits Per Capita decreased 6.3%* Circulation Per Capita increased 1.8%* Reference Questions Per Capita decreased 4.2%* Public Access Computers Per 1000 population increased 4.9%* Local Income Per Capita decreased by 3.6%

    As the state population grew less than 1% (.9%) from the previous fiscal year, 171 libraries

    had increases in population served, and 10 had a decrease. Plumas County had a greater than

    1% decline in population while the Beaumont Library District increased more than 5%.

    Twenty one percent of public libraries serve 74 percent of the population of legally served

    areas in California during FY 2009-10; each of these public libraries had a legal service area

    population of 200,000 or more.

    By type of library, those reporting data and included in this statistics publication are:

    181 public libraries:

    * By jurisdiction, there are 46 county, 117 city, 12 district and 6 Joint PowerAuthority public libraries. In January 2011 the Camarillo Public Library was

    established as the 182nd

    public library. Data on this new library will be

    available next year.

    By level of service, in this fiscal year, California public libraries included:

    * 1,733 total public service points, including mobile library service stops.* 165 main libraries. Administrative headquarters are not included, and some

    county or district libraries have no main library.

    * 661 branch libraries. A branch is an extension library open some part of eachof five days a week, has at least 1,400 square feet of floor space, a general

    book collection of at least 7,000 volumes, and is staffed with the equivalent ofat least one librarian and one clerical employee during hours open for service.

    * 289 library stations. A station is a library structure smaller than a branch,providing a lower level of service.

    * There are 60 mobile libraries operated by 40 libraries with 618 mobile librarystops. A mobile library stop is a location visited by a bookmobile or other

    traveling library.

    * Combining main, branch, station and the number of mobile libraries, there are1,175 public library outlets reported. Excluding mobile libraries there are

    1,115 library outlets.

    Public Library coverage of special note:

    Emeryville and Piedmont are included with Oakland.

    Glenn County is served by Orland and Willows city libraries.

    Hillsborough is served by Burlingame and San Mateo city libraries.

    Santa Barbara County is served by the three city libraries of Lompoc, Santa Barbara

    and Santa Maria.Shasta County is served by the Redding Public Library and the Anderson and

    Burney outlets.

    Sierra County is included with Plumas County.

    Five Year Public Libraries

    Trend Charts

    The data for each of the charts is generated by summing the item for all responding libraries andthen dividing by the sum of the population served for those libraries to obtain the per capita

    figure. Not all libraries report all items for all years, but the number of non-respondents is

    relatively small and the per capita approach reduces the influence of the number of respondents,

    skewing the results.

    Each library serves a unique clientele and therefore local trends may vary from the statewide

    aggregate. The statewide figures are helpful in analyzing broad changes in services and as a

    background for understanding local experiences.

    Population. Population served by the library jurisdiction, estimate for January 1, of report year,certified by the State Library. Figures are drawn from the Demographic Research Unit of theState Department of Finance and are intended to represent as accurately as possible the actual

    number of persons served and taxed for service, with no persons counted twice or credited tomore than one library. Many county libraries are not credited with the entire countypopulation, for their boundaries contain cities or districts independently supplying service.District libraries typically serve an unincorporated area larger than their central city. A fewmunicipal libraries serve unincorporated county areas under contract with the county.

    Population Age 0-14. Estimated population of children ages 0-14 served by the library.

    Borrowers. Number of persons registered with the library for circulation and other services. Mayexceed the certified population of the library jurisdiction.

    Area Sq. Mi. Area of jurisdiction served by library in square miles.

    Total Outlets. Total number of public service outlets including fixed building outlets and mobilelibraries. Only vehicles themselves, not mobile library stops, are counted within total outlets.

    Total Outlet Sq. Ft. Total square feet of all public service outlet buildings.

    Staff Count. Total count of persons employed full-time and part-time, paid from library budget, asof June 30, reporting year.

    Other Operating. Library supplies, postage, telecommunications, contract payments, utilities, smallequipment, transfers and all other operating expenses.

    Total Operating. Materials, salaries, operations, contract services, transfers, payments. Excludescapital outlay.

    Capital Outlay. Expenditure for capital outlay items: equipment over $5,000, sites, buildings,remodeling, vehicles, etc.

    Grand Total Expenditure. Operating expenditure plus capital outlay. Note that total expenditure

    and total income, Table 2, can vary a great deal from each other within one reporting year,particularly when income received in one year is not expended in that same year, as is oftenthe case with capital outlay funds.

    Borrowers Age 0-14. Number of children age 0-14 registered with the library for circulation andother services, as of June 30 of the report year.

    Total Child Materials. Total number of Children's materials held, June 30 of report year, a sum ofchildren's books, children's audio and children's video.

    Children's Materials/Child. Total number of children's materials held divided by the estimated totalpopulation of children in the area served by the library.

    Materials Expend. Amount of library materials dollars spent on materials for children.

    Children's Circulation. Total circulation (including renewals) of cataloged and uncatalogedmaterials (in all formats) marked as children's, whether they are borrowed by a child, youngadult, or adult over the course of the report year.

    Children's Circulation/Child. Total circulation of children's materials divided by the estimated totalpopulation of children in the area served by the library.

    Total Child Programs. Annual number of library-sponsored programs for children (ages 0-14).

    Total Attendance. Total annual attendance at library-sponsored programs for all children.

    Adults Instructed. Number of adult learners who received one-on-one or small group tutoring in

    English to improve their reading and writing skills.

    Volunteer Tutors. Number of volunteers that tutor adults on improving their basic skills and/orproviding additional student or program support.

    Volunteer Hours. Number of hours volunteers spent tutoring adults on improving their basic literacyskills.

    Children < 5 Years. Number of children up to age 5 in families participating in local literacyprograms.

    Children 5 - 17 Years. Number of children ages 5 - 17 years of age in families participating in localliteracy programs.

    # Books Given Away. Number of books provided free of charge to participants in local literacyprograms for the purpose of building home libraries to encourage reading in the home.
