According to her,eLearning, aims to provide solutions and addressmany of these issues and the cyber culture whichhas advanced significantly, offers many

different levels of academic engagement. Theworldwide eLearning industry, estimated to beworth over 38 billion euros, is expected toprovide very many opportunities.

She defined that eLearing is the pedagogyempowered by digital technology and is anumbrella term that refers to any of the following:

While talking about the Key drivers fore-learning usage, she identified the three majoritems namely, the Need, Environment and theSolution Offered. She added that the Effectivee-learning material should fulfill the followingcharacteristics: Applicability: Strong connectionbetween the course content and learner benefits;Instructional structure: Material should relateto reading level, depth and experience of thetarget audience; Interactivity: Learner to content, learner to instructor and learner to learner andNavigation: Ease with which student learns and

ability to find their way.

She briefed the audience on the E-learningcourse development cycle which is similar tothe software development and includes thephases such as planning, requirement analysis, production, customer evaluation and customercommunication. Digital Literacy Project forRural Areas

Digital Literacy Exnora (DLE) has taken up the cause of DigitalLiteracy to empower deserving women and youth, using self pacedmultimedia eLearning content. DLE proposes to join hands with IEEEComputer Society in implementing the Digital Literacy Project jointlywith the IEEE student branches and WIE Affinity Groups at variousinstitutions. In this project, training would be extended to rural womenand youth at each of these centres (institutions) who wish to volunteerto partner with DLE through their student branches. The eLearningcontent was developed by INDISS (Indicom Software and Services). The pilot project was launched on 20th April 2009 and for the reportappeared in IEEE MAS LINK, pl. visit http://ieeecs-madras.managedbiz.com/link-web/0905/0905link-02.pdf

The uniqueness of this project is the self-paced eLearning contentwhich will be the medium of training. With this, large scale trainingprogrammes can be implemented rapidly with minimal manpowersupport. The eLearning content plays video like simulations and alsoallows the learner to practice and take self-tests. The content has beendeveloped with Tamil voice over and will cover Basics of Computer,Windows, Emailing and Internet, MS Word and MS Excel. These digitalskills will enable the community to participate in eGovernance, eHealth,eEducation programmes. The content will also have English voice over,in addition to the Tamil voice over.

The digital literacy project can also be extended to students andfaculty members who would benefit from the project. Parents andpeople from the community too can be trained in digital literacy. Thetraining could be conducted at the centres (institutions) who volunteerto be part of this initiative at times when their PCs are free and could bemade available for use by the community. The Master Trainers at thecentres (institutions) will be trained by INDISS and will also be providedwith all resources needed for providing successful training. Facultymembers and students of the IEEE student branches can volunteer tosupport the programme.

This project eventually will benefit a section of rural populationand can be a corporate social responsibility (CSR) initiative of variousinstitutions.

For more details on how to go about partnering with this digitalliteracy project, please contact Mr. H.R. Mohan, Chairman, IEEE CSMadras Chapter at [email protected] or Mr. K.B. Sridhar, ChiefExecutive, INDISS at [email protected]
