Bhojpuri is one of the major languages ofIndia. It is spoken not only in differentStates of our country like Bihar, Uttar Pradesh,Madhya Pradesh etc., but also in countrieslike Mauritius, Surinam, Fiji, Trinidad & Tobagoetc. The Centre was created on 23rdSeptember 2009. The main objectives ofthe Centre are to:

● promote the Bhojpuri language, literatureand culture. This centre will producedifferent courses in Bhojpuri Language;and

● organise different types of culturalactivities, dances, dramas, music, folksongs, etc. in Bhojpuri language.

IGNOU has already started the FoundationCourse in Bhojpuri. This foundation courseBBHF-001 is on offer along with all majorIndian languages.

The Centre for Gandhi and Peace Studieswas established in the year 2011 in theSchool of Social Sciences. The Centre wasestablished to provide quality education,training and research in the areas ofGandhian Thought and DevelopmentStudies, Peace Studies and ConflictResolution, Governance, Development andConflict and Human Rights.

Objectives

● To provide opportunities for higherstudies to the learners;

● To provide quality education at post-graduate level in theoretical and appliedGandhian Philosophy, Peace Studies,Conflict Management, and SocialRegeneration;

● To provide in-depth knowledge in thearea of Peace and Conflict Resolutionand enable the learners to specialise inone of the Gandhian models ofdevelopment;

In the present day globalised world on the

one hand, economic development is taking

place at a faster rate and, on the other

hand, there are emerging new types of

inequalities and disparities both at national

and international levels. At the same time,

in the post-cold war world, new types of

conflicts at local, regional and international

level are coming to the fore. The world is

witnessing new challenges like terrorism,

fundamentalism, extremism and social

violence at various levels. Along with rapid

rate of growth, the world is facing a serious

environmental challenge. Alternative models

for development, conflict resolution and

sustainable development have become very

significant and important issues for academic

discussions and policy formulations. Gandhian

Thought and Peace Studies present one of

the important areas for alternative models.

The Centre has developed programmes

jointly with Gandhi Smriti & Darshan Samiti

(GS&DS) at the International Centre for

Gandhian Studies and Research at Rajghat,

New Delhi.

Programmes on offer

The Master of Arts in Gandhi and Peace

Studies is a Modular Programme with Post

Graduate Diploma in Gandhi and Peace

Studies and Post Graduate Certificate in

Gandhi and Peace Studies as exit options.

The programme has been designed with

the balanced blending of components of

Peace and Conflict Studies with project

work in lieu of two courses. The programme

will also be useful for working extension

and development professionals and also to

fresh graduates interested in pursuing

careers as extension and development

professionals.

Centre for ParamedicalSciences (CPMS)

The Centre for Paramedical Sciences hasbeen created to deal with the cadre oftrained Paramedical/Allied Health personnelfor providing efficient health care at primary,secondary and tertiary levels. The proposedCentre will develop academic programmes(Degree, Diploma and Certificate) for variouscategories of Paramedical/Allied Healthpersonnel, and ensure the quality andstandard of Para-medical/Allied HealthSciences training in the country.

Objectives

● Creation of a cadre of trained Para-Medical/Allied health personnel forproviding effective and efficient healthcare at Primary, Secondary and Tertiarylevels;

● Planning, developing and launching ofdegree, diploma and certificate levelprogrammes for various categories ofParamedical/Allied Health personnel;

● Strengthening the professionalcompetencies of Paramedical/AlliedHealth professionals using ICT enablededucation and interactive multimedia;

● Identification and collaboration withinstitutions involved in paramedical/AlliedHealth Sciences training;

● Ensuring the quality and standards ofparamedical/Allied Health Scienceseducation and training in the country;and

B.Sc. in Medical LaboratoryTechnology (BMLT)

This is a four year programme providingtraining in the field of Hematology,Microbiology, Biochemistry and GeneralPathology. Trained personnel will be able tocomprehend functional anatomy, physiologicalprocesses in the body in relations topathological basis for the diseases and co-relate with clinical relevant interrelationship.

B.Sc. in Medical Records &Health Information Technology(BMRHIT)This is a three year programme aimed atmaintenance of Medical Records as per thecurrent standards, understanding legalaspects of medical records, developingexpertise, compiling hospital and patientcare statistics, understanding principles ofManagement and its application in theadministration of Medical RecordDepartments.

B.Sc. in Medical ImagingTechnology (BMIT)

This is a four year programme to developskills in radiography and assist in patient careservices in intervention procedures,ultrasonography and performing diagnosticimaging procedures in hospitals, clinics andother health care settings.

B.Sc. in Anaesthesia and CriticalCare Technology (BACT)

This is a four year programme to trainpersonnel to develop competency in assistingvarious anaesthetic procedures andmaintaining, anaesthesia machines to keepthem prepared all the time. They will alsobe trained in infection control, pharmacologyof various aspects in anaesthesia and care ofanaesthetized/unconscious patients.

B.Sc. in Radiation TherapyTechnology (BRTT)

This is a four year programme to developskill in radiotherapy to be used for curativeand adjuvant cancer treatment. They willbe trained in palliative/therapeutic treatment

Centre for Traditional

Knowledge Systems

(CTKS)

India has a rich knowledge pool rooted in its

cultural traditions, covering various disciplines

like performing arts, fine arts and craft,

textiles, museology, metallurgy, agriculture,

horticulture, forestry and veterinary practices,

natural resource management, environmental

protection, architecture and housing. This

knowledge base though largely informal has

survived, evolved and sustained through

the ages. Its carriers are ordinary households,

shepherds, farmers and artisans, tribals, men

and women, and also include scholars and

seers.

Though Traditional Knowledge in all these

areas is prevalent widely in society, enough

recognition has not been given to these

traditions in the formal education system. In

order to give this knowledge pool and the

bearers of the knowledge wider recognition,

the Centre for Traditional Knowledge Systems

(CTKS) was established at the IGNOU

headquarters, New Delhi and started

functioning from April, 2011.

The objectives of the Centre are to: access,

analyze and document the traditional

knowledge at national and international level;

identify and outline curriculum for skills

training programmes in various disciplines of

traditional knowledge; and apply

Accreditation of Prior Learning (APL) for

knowledge and skills by the process of

Accreditation of Prior Certified Learning

(APCL) and Accreditation of Prior Experiential

Learning (APEL) for various forms of acquired

knowledge.

Programme on offerCertificate in Indigenous Art Practices(CIAP) being implemented through the ZonalCultural Centres of the Ministry of Cultureunder the Guru Shishya Parampara Schemeof Government of India across the country.The program helps in the identification ofthe commonalities in the various culturalelements of the country, provides a forumfor interaction across cultures, documentsvarious forms of folk and tribal art and craftforms and establishes support mechanismsfor the art forms that are fast disappearingand provides livelihood options by Certificationto the practitioners across the country.

More than 100 students have been enrolledfor the programme from the northeasternand north-central states of India.

Accreditation and Certification of PriorLearning (ACPL) for various disciplinesof Traditional Knowledge Systems hasbeen implemented for the Village BasedTraditional Health Practitioners (Gram Vaidyas)in 8 states across the country in accordancewith the standards for knowledge and skillsfor Local Health Traditions (LHT) as set bythe multi-stakeholder Apex SteeringCommittee, National Level Subject ExpertCommittee, Collegium of Traditional Expertsfor Local Health Traditions (LHT) andEvaluation Committee. The standards forPersonnel Certification for the Gram Vaidyasis based on the norms under ISO 17024.

360 Traditional Health Practitioners have been

assessed for their Prior Learning from the

states of Karnataka, Tamil Nadu, Chattisgarh,

Odisha, Rajasthan and Gujarat for jaundice,

bone setting, common ailments, poisonous

bites, rheumatoid arthritis based on the

Minimum Standard of their Competency.

Centre for Tibetan Studies

The University has established the ‘Centre

for Tibetan Studies’ in the School of Social

Work.

The objectives of the Centre are to:

● help preserve the endangered Tibetan

culture in India and Nepal;

● contribute theoretical knowledge and

practical training in Tibetan Buddhist

scholarly traditions for international

students, scholars and general public;

● develop and launch B.A./M.A./M.Phil./

Ph.D. programmes of study on Tibetan

Studies, Buddhist Philosophy & Theology;

● offer authentic Tibetan Buddhist

teachings in the context of a

nonsectarian institute promoting

dialogue between transnational scholars,

clergy and Tibetan teachers;

● provide Tibetan teachers and scholars

with opportunities to learn the English

language as well as other academic,

social and technical skills;

● provide facilities and programmes

supportive of training in and practice of

Buddhist Dharma in the Tibetan

tradition; and

● focus on providing cultural support to

the local Tibetan community of India

and also establishment of community

colleges for Tibetan refugees.

Distance EducationCouncil (DEC)

In order to perform its functions as an apexbody for Distance Education in the country,

IGNOU set up the Distance Education Council

(DEC) in 1991 under section 16(7) readwith Section 5(2) of IGNOU Act, 1985. DEC

under statute 28 is empowered to act as

an Apex body for the ODL System in thecountry. The major roles assigned to DEC

are:

● Promotion of Open and Distance

Education systems;

● Coordination of Distance and Open

Education activities; and

● Maintenance of standards in Distance

Education Institutions.

Presently, there are 13 State Open

Universities (SOUs) in India providing

education through distance mode. Thereare more than 200 Distance Education

Institutions in the Conventional Universities

in addition to stand alone Distance EducationInstitutions imparting education through

distance mode.

The DEC undertakes a number of activitiesunder its mandate and accords financialgrants under different heads.

i) Promotion

The DEC collects and disseminates

information on ODL institutions and

also envisages the provision of technical

and advisory support to State

Governments for:

● setting up new Open Universities,

● development of infrastructure,

● development of quality self

learning materials,

● research and development and

training,

● creating and maintaining learner

support services,

● computerization of all operations

and networking of library facilities,

● development of online resources

and technology enabled

education,

● promotion of R&D activities in the

priority areas of the ODL system,

and

● funding for creation of

infrastructure like construction/

extension/renovation of

buildings of SOUs.

The DEC also gives un-assigned grants to

SOUs for:

● Staff development,

● Organization of seminars/conferences,

and

● Publication of reports and research

papers.

● The DEC is in the process of crystallizing

a Scheme of PG Scholarship which is

intended to provide scholarships to

those bright students who are pursuing

Post Graduate studies in Open

Universities.

ii) Coordination

● DEC has undertaken steps to

create a network of Open

Universities for joint programme

development, sharing and delivery

of programmes and courses.

● DEC maintains database of the

ODL system.

● Disseminating information on ODL

system and institutions to all those

interested like government and

other bodies, educational planners,

researchers and prospective

students.

iii) Maintenance of Standards

To ensure an acceptable quality for

the Distance Education Programmes,

DEC has initiated steps to develop

self-assessment manuals for the State

Open Universities and performance

indicators for evaluation of ongoing

programmes. It has instituted and

awarded Research Projects in Distance

Education for the faculty of State

Open Universities and Distance

Education Institutions. It has developed

norms and standards to examine the

viability and suitability of programmes

offered through distance mode in

respect of Computer Education,

Management Programmes, Teacher

Education and Library and Information

Science. The norms and standards

have been printed and circulated to

SOUs and CCIs for follow-up actions.

Accreditation Scheme

In an attempt to maintain quality in distance

education, and to address the needs of the

society on quality institutions the process of

accrediting institutions has been launched

by the DEC. Accreditation will be accorded

to an institution that meets standards and

satisfies laid down criteria and quality

prescribed by the DEC. ODL institutions will

be graded based on the various quality

indicators laid down by the DEC.

Credit Transfer Scheme

Learner mobility and mutual recognition have

been advocated in the mandate of DEC. To

address this issue, the DEC has devised a

credit transfer scheme. The credit transfer

scheme is based on the principle of mutual

trust and confidence between the

participating institutions and that the courses

under consideration are acceptable to the

institutions for their academic equivalence,

content quality and workload. The guidelines

can serve as basis for devising the scheme

by different ODL institutions.

Maintenance of quality through

formulating procedures for:

● recognition of Institutions and their

programmes;

● periodic Assessment review of

Institutions; and

● accreditation of Institutions.

The Council is at present working for the

promotion of systemic research in identified

thrust areas in distance education; facilitating

joint development and sharing of courses/

programmes between institutions; and

development of norms for offering online

National level committee on Maintenance of Quality in Distance Education, constituted by Chairman,

Distance Education Council (DEC) held on 8th February, 2013 at IGNOU

Electronic MediaProduction Centre (EMPC)

The Electronic Media Production Centre(EMPC) of Indira Gandhi National OpenUniversity is the hub of electronic andbroadcast media. It had its humble beginningsas “Communication Division” twenty five yearsago to produce curriculum- based audio andvideo programmes to supplement the SLMs(Self Learning Materials) of various academicprogrammes and courses of University. Overa period of time, it has diversified itsactivities manifold, from production of audioand video programmes to interactivetransmissions through radio and televisionand EduSAT-based teleconferencing. EMPCserves as the nodal center for managingGyan Darshan channels and Gyan VaniStations. The facilities are being shared withvarious educational and training institutions,such as, State Open Universities, Centraland State Govt. Ministries/ Departments,NGOs, corporate bodies and other sectors.EMPC also provides technical, professionaland academic expertise for various trainingand capacity building programmes of IGNOUand other institutions. IGNOU programmesare also being telecast on DD NationalChannel from 6:00 to 6:30 am. Programmesof general and cultural enrichmentare telecast on the DD Bharti channel ofDoordarshan.

Gyan Darshan - Bouquet ofEducational TV Channels

Gyan Darshan is a major milestone in thefield of Educational Television in India. It is ajoint venture of the Ministry of HumanResource Development (MHRD), Ministry ofInformation & Broadcasting (I & B Ministry),IGNOU and Prasar Bharati. IGNOU is thenodal agency for coordinating and up-linkingthe bouquet of four educational TV channels

under the banner of Gyan Darshan (GD).The Channel uses C-Band transponder ofINSAT-3C and is fully digitized. GD-1 is a24 hour exclusive educational channel whichtelecasts educational programmes for targetaudiences of different age groups. Hence,programmes of NCERT/CIET, IGNOU, NIOS,DST and others as well as programmesacquired from independent producers andforeign broadcasters are telecast throughthis channel. GD-2 Channel is an interactivechannel used by the University for tele-counselling, tele-training and tele-convocation. GD-3 known as Eklavya Channel,is exclusively devoted to technologyeducation for the benefit of students ofIITs and other engineering colleges inIndia. The programmes are received byEMPC from IIT-Delhi through microwaveand uplinked by it. GD-4, called VyasChannel, telecasts higher educationprogrammes produced by EMMRCs underUGC’s ‘Country-wide classroom’. GD-4 iscoordinated by Consortium for EducationalCommunication (CEC), University GrantsCommission (UGC).

Gyan Darshan-1

Gyan Darshan-1, launched in the year 2000,has completed 12 years of its successfulfunctioning. It offers the best of educationalprogrammes from the bouquet of abovefour channels covering a variety of subjectsand catering to a wide range of viewers.These include pre-school, primary, secondaryand higher secondary students, college/university students, youth seeking careeropportunities, housewives and workingprofessionals. The software is pooled fromvarious educational institutions anddevelopment organisations.

Gyan Darshan-2

In order to build interactivity in distancelearning process, one-way video and two-way audio teleconferencing facilities are beingoffered through GD-2. Important nationwideprogrammes for IGNOU learners, lectures byeminent experts/dignitaries, discussions withRegional Centre (RC) staff are being organisedthrough this channel. Besides,tele-counselling sessions are conductedparticularly for professional and applicationoriented programmes such as Nursing,Continuing Medical Education, InformationTechnology and MBA. In these series,students get opportunities to interact withthe faculty. In addition to IGNOU, manyother institutions such as ICAI, NBE, DEP-SSA, DAVCMC also avail this facility forreaching out to their target audiencesscattered all over the country. The channelis also actively used for periodic orientationof IGNOU academic counsellors.

The Gyan Darshan 1 & 2 Channels are availableon DTH Platforms of DD Direct Plus and onother private DTH networks, facilitating GyanDarshan’s availability in more than 10 millionhomes. These Channels are being webcaston IGNOU’s website which provides accessto IGNOU students overseas. Some of theimportant events are also available ondemand.

Gyan Vani FM Radio

Gyan Vani (GV) is an educational FM RadioChannel operating through several FMstations from various cities in the country.At present, 37 FM stations are operational.The activities of these FM stations arecoordinated through a local partner institutionor an IGNOU Regional Centre after thetransmission infrastructure was commissionedat the local All India Radio Stations.

Gyan Vani aims to enhance and supplementthe teaching-learning process by reachingthe learners through a low cost popularmass medium using interactive formats. GyanVani Stations operate as media cooperativeswith the day-to-day programmes contributedby various educational institutions such asNCERT, NIOS, IGNOU and State OpenUniversities, NGOs, Ministries, governmentorganisations and foreign broadcasters. GyanVani radio stations enjoy sufficient autonomyas they are guided by local SteeringCommittees consisting of representatives ofvarious stakeholders and eminenteducationists. EMPC provides vital linkagesfor policy planning, monitoring, budgeting

and administrative support.

Interactive Radio Counselling

(IRC)

Interactive Radio Counseling (IRC) facility is

being provided by Gyan Vani Stations to

enable students to interact with the faculty,

academic counsellors and student support

staff. The IRC sessions are conducted by

Regional Centres through respective Gyan

Vani Stations. A toll-free telephone facility is

available to enable learners to interact with

experts. For learners in and around Delhi,

IRC sessions are conducted from 5 to 6 p.m.

on Sunday, Tuesday, Thursday and Friday

through Gyan Vani Delhi. Other Gyan Vani

stations also conduct IRC sessions at least

once a week for the convenience of the

learners in their respective places.

Virtual Classroom Network

EduSAT is a collaborative project of ISRO,

MHRD, IGNOU and State Departments of

Education. This satellite provides an

interactive distance education system

through audio-video streaming and data

exchange facilitated through a computer

network. IGNOU has already established 182

SITs (Satellite Interactive Terminals) across

the country to facilitate regular two-way

video conferences. The teaching end is co-

located with the Hub (earth station) at

EMPC, IGNOU, New Delhi. The Hub serves

the IGNOU network as well as seven other

networks of other institutions.

Rajiv Gandhi Project

The Rajiv Gandhi Project for EduSat

Supported Elementary Education is a

collaborative project of MHRD, ISRO, IGNOU

and the State Governments of Madhya

Pradesh, Bihar, Chhattisgarh and Uttar

Pradesh. The network has a provision of

one teaching-end with sub-hub at

Jabalpur connected to 850 schools in the

Sidhi District and 50 schools each in

Sonbhadra in U.P., Koria in Chhattisgarh and

Vaishali in Bihar.

Pan-African e-Network Project

EMPC houses one of the 28 teaching hubs

of PAN AFRICAN E-NETWORK through which

interactive teleteaching is being provided to

students across African countries.

Upgradation

EMPC has been a recipient of Japanese

grant-in-aid on two earlier occasions, in 1988

for the project “Improvement of Educational

Technology Facilities” at an outlay of 110

million Yen and, later in 1993 for the project

''Improvement of Educational Media

Production facilities'' at an outlay of 2.2

billion Yen. The third Japanese Grant for the

Project “Strengthening of Electronic Media

Production Centre in Indira Gandhi National

Open University” at an outlay of 787 million

Yen has been received this year.

IIVET has a three pronged approach: firstly,vocational training programmes, secondly,academic programmes taken in the trainingmode, and thirdly, certification. IIVET alsocollaborates with like minded governmentaland non-governmental agencies such asState Governments, and reputed NGOs.

IIVET has launched programmes in tailoring,fashion designing, interior decoration,conversational English, computer literacyadopting the telecentre model, citizenjournalism, translation, valuation of realestate, tourism and volunteerism. IIVET’starget group is large ranging from drop outsto professionals. It roughly covers an agerange of 16 to 40. IIVET is also impartingcomputer knowledge and vocational trainingin customer relations and sales for BPLcategory of school children in collaborationwith AIRCEL.

The ISLRTC honors the natural languageand culture of 8 million deaf Indians and willfocus on implementing the 16 goalsestablished by the MSJ&E by activelyconducting research in ISL, traininginterpreters, and preparing teachers to usethe bilingual approach in teaching deafchildren.

The ISLRTC has been established with fullfunding and support of the Ministry of SocialJustice and Empowerment. IGNOU hasprovided five acres of land for the buildingsand other facilities for the centre at itsMaidan Garhi Campus. The government hasaccorded approval for creation of 35 postsfor the centre. The centre will be establishedat an estimated cost of Rs. 44 crores overfive years. The establishment of ISLRTC is amajor initiative of Ministry of Social Justice &Empowerment and will result instrengthening the identity of ISL as abonafide language and its use in educationaland social settings.

ISLRTC, IGNOU will work collaboratively withother organizations in India and abroad toserve the deaf community throughimplementation and realization of thefollowing goals:

� to promote the use of Indian SignLanguage (ISL);

� to carry out research in ISL and createlinguistic records/analysis of thelanguage;

� to carry out and promote research onbilingual approach in education of deafChildren;

1. A lecture on ''Inclusive Education,challenges and Implementation'' wasorganized on 1st Nov. 2012. The lecturewas delivered by Prof. Bridget Middlemasfrom Roehampton University, London.Faculty and Staff of IGNOU attendedthe lecture.

2. World Disability Day was celebratedon 3rd Dec., 2012 and a SloganCompetition was organized on“Mainstreaming Persons with Disabilitiesin Society”. Prizes were distributed duringcelebrations of World Disability Day.

3. Workshop on Autism and VisualImpairment was organized by the NationalCentre for Disability Studies on 12th and13th February, 2013 at IGNOU.Prominent experts from Texas TechUniversity, USA viz. Prof Nora Griffin-Shirley and Prof. Devendra Banda werethe resource persons. Around 100participants attended these workshopsfrom various organizations related todisability.

The National Centre for Innovation in DistanceEducation (NCIDE) at IGNOU, is an allembracing facility for promoting, supporting,re-engineering and disseminating innovationsin Open and Distance Learning system. It isa ground for nurturing bright and inquisitiveminds whose ideas and explorations areexpected to revolutionize the Open andDistance Learning (ODL) system and thus,provide for transforming India into a learningsociety.

The basic goal of the Centre is to developa culture of continued search for new andinnovative solutions to issues and problemson the way of University’s mission to offerseamless education across the various levelsand achieve cost efficiency in its operations

and provide borderless access to qualityeducation and training. The basic objectivesof NCIDE include:

● providing intellectual, financial andtechnological support to stakeholdersfor the growth and development of theODL system;

● encouraging innovations in DistanceEducation (DE) through collaborationswithin the University and otherinstitutions in India and abroad for re-engineering and sustaining open anddistance learning;

● conducting research studies for exploringthe areas of innovation in DE and tosuggest workable solutions, thus,providing research-based frameworks andguidelines for standardization and totalquality management of all facets ofODL;

Some of the important activities andinitiatives of the Centre are:

Awareness Programme onPersonality Development andCareer Enhancement

This innovative course provides studentswith clarity regarding their career objectivesenables them to plan their careers and alsoto progress professionally in life. The topicsof the course include goal setting and careerplanning; leadership skills and management;stress management; communication skills;teamwork; interviews; innovation; decisionmaking and negotiation; coaching; mentoringand time management; motivation andconfidence building; business awareness andthe art of writing.

Interactive multiple mediaenabled IMNCI packages – TheCentre has developed a rangeof these packages:

i) development of Innovative Multiple Mediaenabled Computer Literacy Programme;

ii) interactive DVD enabled IMNCI packagefor health workers (Hindi);

iii) interactive DVD enabled IMNCI packagefor health workers (English);

iv) Mobile enabled interactive assessmentand identification of treatment usingchart book for health workers (Hindi);

v) mobile enabled interactive assessmentand identification of treatment usingchart book for health workers (English);

vi) interactive DVD enabled and tabletenabled IMNCI package for healthworkers (Hindi); and

vii) interactive DVD enabled and tabletenabled IMNCI package for healthworkers (English).

Development of InnovativeSupport Solutions

The Centre develops ICT applications forthe University management system and ICTenabled support services.

i) On-Demand Exam

The Scheme of On-Demand Examdesigned and developed by the NCIDE

has been fully operationalised in 135courses of different programmes through18 Regional Centres of IGNOU. Thesoftware for generating individualizedquestion papers and for on-lineregistration for On-Demand exam hasbeen developed inhouse in NCIDE and ithas been tested and tried.

ii) IGNOU’s e-Resource of Experts

In order to develop a dynamic databaseof experts, the NCIDE has developed aweb-based solution named as “e-Resource of Experts”. The e-Resourceof Experts will be useful for identifyingthe best available expertise in the countryfor different academic activities such asthose of course writers, editors,translators, question paper setters,moderator, and evaluators.

iii) Online Registration Package forIGNOU - UNESCO Science Olympiad

NCIDE designed and developed a websiteand the on-line registration package forthe Science Olympiad organized by theSir C.V. Raman Chair in collaboration withthe UNESCO. It provided the facility tothe candidates for on-line registrationfor Science Olympiad anytime, anywhere,online multimode payment of registrationfee, online issue of confirmation receiptand Hall Ticket.

iv) Automated TMA Generation andAssignment Banking System

NCIDE has taken up a pilot project todevelop an Automated TMA Generation andAssignment Banking System for the University.It has a provision of developing an onlinedatabase of the assignment items in variouscourses and gives a facility for instantgeneration of course wise Assignment testsby the faculty.

Research and Benchmarking forQuality Management

To explore the areas of innovation and tofind out suitable, cost effective and feasiblesolutions, the Centre undertakes researchstudies. The broad areas of research anddevelopment include identification of thequality indicators, quality assurancemechanisms and benchmarking, for quality

Documentation andDissemination

To facilitate easy reference by scholars,policy makers and other stakeholders, theCentre documents, studies and disseminatesthe policies and practices on innovations inthe entire ODL system in the country andabroad. In order to share and disseminatethe innovative ideas and best practices inthe field of distance education and to createa network of innovators, NCIDE brings outan e-Newsletter named ennovate. The e-Newsletter is sent in the body of an e-mail.So far the Newsletter is available atwww.ignou.ac.in

Capacity Building

Focusing on the emerging areas andtechnology in education, the Centre offersshort-term training packages and organizescapacity building programmes for the ODLfunctionaries and others. It also developsmanuals and handouts for the use ofupcoming technologies for imparting effectivedistance education.

Collaboration and Networking

To share the ideas and experiences in thefield of innovations in ODL, the Centreorganizes National/International seminars,conferences and workshops on innovationsin Distance Education.

i) National Workshop on Digital Mediafor Science Communication in Hindi

NCIDE in collaboration with Vigyan Prasar,DST (Govt of India) organised a twoday National Workshop on Digital Mediafor Science Communication in Hindi on28-29th March, 2012.

ii) Workshop on Creativity in Designand Development of Self-Instructional Materials-Print

A Workshop on Creativity in Design andDevelopment of Self-InstructionalMaterials - Print was organized on 22-23January, 2013 for the faculty of IGNOU.

Incubation and NurturingInnovations

Another thrust area of the Centre is theidentification, recognition and nurturing ofinnovations in Distance Education. For thispurpose, the Centre provides technologicaland intellectual assistance to individuals,institutes and organizations desirous ofintegrating technology into their researchand educational instructions.

i) Popular talk Series on Innovationsin Distance Education

NCIDE organizes a series of popular talkson innovations and developments tofacilitate the exchange of innovativeideas and experiences in the field ofdistance education and to foster thespirit of innovation among the facultyand students.

ii) Gold Medal for Innovations

The University has introduced a GoldMedal for innovations in distanceeducation. The purpose of the award isto recognise innovations in ODL systemas envisaged by the NCIDE.

iii) Science@Mobile

NCIDE in collaboration with Vigyan Prasar(Department of Science andTechnology) Govt. of India hasdeveloped 'Science@Mobile' - aninnovative scheme of sciencepopularisation through mobile phones.

National ODL Centre forLocal Governance(NOCLG)

The National ODL Centre for LocalGovernance has been established to catalyzethe process of democratic decentralisation.It is expected that the Centre will facilitatedeveloping a clear vision and strategy toplan and provide for an appropriateeducational and training intervention to meetthe challenge of facilitating and expeditingthe silent revolution expected to be broughtabout by the 73rd & 74th Amendment ofthe Constitution. The main objectives ofthe Centre will be to:

● conduct research on specific problemsand issues of local self-governmentinstitutions and related areas;

● design and develop appropriate multi-mode educational and traininginterventions/courses necessary forcapacity building of elected membersand functionaries of local self-governmentinstitutions;

● hold consultative conferences or othermeetings to create a conduciveenvironment for effective policy inputsand field level implementation of

development interventions taken up bylocal self-government institutions;

● establish linkage with similar institutionsin the country as well as similarorganisations in other countries towardsthe furtherance of the above objectives;and

● serve as a clearing house for informationsharing on various aspects of local self-governance and promote disseminationof information through publications.

The University made its first intervention inthe area of Research and Development forNER by instituting the North East Centre forResearch and Development (NECRD) atGuwahati. NECRD has the mandate tofacilitate research in North-East India withthe greater aim of creating a think-tank forthe north-east through exploration of itsvast resource base that needs to be utilizedand developed sustainably. NECRD has steadilyworked for a development paradigm that isinclusive, equitable and universal and hasdedicated most of its research anddevelopment activities towards the creationof a more sustainable form of developmentmodel for North-East India. The mainobjectives of the centre are augmentationof education with research and developmentand creation of a think-tank with rich archivalresources and pool of experts to facilitateresearch on North-East India. To meet theobjectives, the centre aims to explore &utilize the vast resources based in NorthEast India through capacity building,dissemination, implementation and innovationof research and development in and onNorth-East India. IGNOU conceptualized the setting up ofcentres for Vocational Education and Trainingat strategic locations with the aim to reachout to the population through ODL modeand change their lives through meaningfuleducation thereby empowering them socio-economically.

The RIVET initiative, which is located atPhulbani, district Kandhamal, Odisha, isdedicated towards the upliftment of weakersections comprising people from SC/ST/Minorities/Women/Nomads/Tribals for thestate of Odishsa in particular and EasternIndia in general.

An institute for RIVET is being set up atPhulbani, Odisha on 10 acres of land donatedby an NGO to provide need based skill/vocational training by IGNOU to enhancethe employability of the local population.

The vocational training being imparted willbe in agro-based programmes suitable tolocal needs as well as training on MobileRepair, Security Management/Training,

Paramedicals, Automobile Repair, MotorcycleRepair, Fashion Designing, Textile Designingincorporating local tribal designs and BeautyParlour training, which will enhance theemployability of the learners trained throughRIVET.

The Staff Training and Research Institute ofDistance Education (STRIDE) started as theDivision of Distance Education to cater tothe training needs of various functionariesof the University.

Later, based on the proposal by theCommonwealth of Learning (COL), the AsianDevelopment Bank (ADB) and the Ministryof Human Resource Development (MHRD),Government of India to set up a trainingand research institute for distance educationin the South Asian Region, the Division ofDistance Education of IGNOU was upgradedinto the Staff Training and Research Instituteof Distance Education (STRIDE) in 1993.

STRIDE has been conducting staffdevelopment and research activities forIGNOU, State Open Universities (SOUs) andDistance Education Institutes (DEIs) in Indiaas well as serving the distance educationtraining, research and capacity building needsof the Asian, African and the Caribbeancountries (around 45 countries). More than630 major training programmes have beenconducted by STRIDE since its inception.

Programmes on Offer

M.Phil. and Ph.D. in DistanceEducationIn accordance with the University policy,the M.Phil. and Ph.D. programmes haveworkload equivalent to 64 credits and 96credits respectively where one credit is 30hours of study and research.

As such, both the programmes are modularin nature with exit option for M.Phil. orPh.D. as the case may be. The course workis common for both M.Phil. and Ph.D.programmes, and is in line with the suggestedguidelines of the university.

M.A in Distance Education

The Master of Arts in Distance Education(MADE) is an integrated programme of twoyears duration. The MADE programmeconsists of 10 courses of 60 credits worth.Each course is of six credits. The student isawarded the Post Graduate Diploma inDistance Education (PGDDE) on successfulcompletion of five courses of first year worth30 credits and Master of Arts in DistanceEducation (MADE) after completion of fivecourses of second year worth 30 credits(total 60 credits).

Post Graduate Diploma inE-learning (PGDEL) (On line)

This programme is designed to develophuman resource capabilities in planning,designing, developing, implementing andevaluating e-learning programmes. Theprogramme aims at developing competenciesin design, development, implementation andmanagement of online programmes at alllevels of education, including corporatetraining. Thus, the target group of theprogramme includes teachers, trainers, trainingmanagers, instructional designers, and coursedevelopers in schools, colleges, universities,and business and industry.

Academic Counsellors’ TrainingOnline (ACT-On line)

Academic Counsellors’ Training Online (ACT-Online) programme is designed specificallyfor those who are engaged in or wish to beengaged in the tasks of providing tutoring/counseling and other technology-mediatedsupport to the distance learners. The ACT-Online is grounded in both the theory andpractice of ODL. Some of the importantcontents covered in this programme are:ODL concept, models, development, studentsupport, tutoring and counseling, importanceof assignments, evaluation of assignment

responses, development of study skills andself-learning, support to the educationallydisadvantaged students, use of newtechnologies for student support etc.

Research

STRIDE has been undertaking major researchprojects in the areas of Course Design andDevelopment, Student Persistence andDropout, Cost Effectiveness, Job Market,Learner’s Perception of ICT, StudentSatisfaction, Evaluation of Training Activitiesand Academic Programmes.
