BASIC PHILOSOPHY

• There is no success until the needs of our citizens have been met.

• Serve the citizens during daylight, resupply after dark.• The anticipated response time in the logistical system is 25%

delivery on day one, 50% for day two and 100% by day three.• PODS will serve as the distribution point during a disaster.• Counties plan and run PODs to include staffing and equipping. • POD locations should be on record with GEMA Logistics.• GEMA will ship direct from vendor where possible.• GEMA delivers to the desired location specified by the county.

THINK TRUCKLOADS

• A 53’ foot trailer of water or ice will supply 5,000 people per day.• A 53’ foot trailer of meals will supply 5,000 people for two days.• FEMA trailers are leased by the month. Use them as an asset to

support your plan. No reason to immediately offload.• Refrigerated trailers have to be unloaded immediately.• Pallet of Ice melt factor @ 90 degrees = 2 days.

Develop and maintain the LSA SOG.

LSA ACTIVATION SEQUENCE

• Within 1 Hour. Log Chief notifies GFC, GPSTC 7 GaDOD primary ESF leads.

• Within 3 hours. GFC, GPSTC & GaDOD notify internal staff and LSA supporting Agencies. Reports Completion to ESF #7.

• Within 12 hours. LSA advance party arrive and establishes phone, fax and E-Team connectivity with the SOC.

• Within 24 hours. Remainder of LSA Branch Headquarters staff report for duty.

• Within 36 hours. Remainder of the LSA Staff and equipment report.

• Within 48 hours. LSA is fully prepared to begin IRR and RSOI operations.

THE REQUEST PROCESS

processes including conference or phone calls, fax, electronic transmission or hand-delivered.

LSA MAJOR EXERCISE OBJECTIVES

Establish, man and equip the LSA.

Validate the interface/communications between the SOC, ESF #7, LSA and convoy operations necessary to support County POD operations. What are the critical elements of information and how and when are they communicated?

Validate complete (commodities, people and equipment) resource accountability – audit trail. Practice Standardization. Refine reporting requirements and procedures and establish request protocols.

Identify (Using modeling), refine and validate resource requirements estimates.
