1.0 Introduction

1.1 Overview

DMA Consulting Engineers were appointed to carry out an Outline Operational Waste Management Report for the

proposed development at lands known as “Lambs Cross” at the junction between Sandyford Road and Blackglen

Road, Dublin 18, refer to Figure 1-1. This report has been prepared as part of the planning application for the

proposed development as part of an SHD scheme. The report hereon relates to the provisions of Operational Waste

Management Plan (OWMP) associated with the development.

1.2 Proposed Development

The proposed development will consist of 4 no. residential blocks ranging from 3-6 storeys comprising of 138

apartment units including balconies and roof gardens, arranged around public open spaces. 2 number office

spaces, 4 number shared working spaces, communal room and a residents’ gym are proposed at ground floor. The

proposed development will also provide a 1 storey basement carpark and a low quantity surface level parking is

located to the front of blocks C and D.

The layout of the proposed scheme is detailed in a series of planning drawings by Blupan Group Architects.

2.0 Operational Waste

The Operational Waste Management Plan (OWMP) estimates the type and quantity of waste that will be

generated from the proposed development during the operational phase and provides recommendations for

management of different waste streams.

At present there are no specific guidelines in Ireland for the preparation of Operational Waste Management

Plan’s. To develop a plan consideration will have to be given to the requirements of National and Regional Waste

Policy, legislation and other guidelines.

In determining the waste during the operation phase, this report assumes all municipal waste, refers to household

waste as well as commercial waste and other types of waste that can be considered like household waste due to

its nature/composition. Excluded is municipal sludge’s and effluents.

Municipal waste discussed in this report is broken into three elements.

1. Household

2. Commercial

3. Street cleaning (street bins, road sweeping, litter campaign material and maintenance waste)

Typical waste streams are expected to be produced during operation of the proposed development. This

includes.

• Food wastes

• Carboard and Paper

• Plastic (including bottles)

• Glass (clear/green/brown)

• Metals (tin/aluminium cans)

3.0 Waste Control Measures/Strategy

Due to the nature of the development a management company will be appointed, who will be responsible for the

collection and disposal of all waste generated within the development.

One number dedicated waste collection area will be located externally at ground floor level. This will be located

close to the entrance to the complex, refer to BG Architecture site layout drawings. It is proposed that the waste

will be segregated into the following categories;

1. General Waste

2. Recycling Materials – glass, plastic, cardboard etc.

3. Organic – food waste

Residents within Block A will dispose of refuse within their designated waste storage area at ground floor level.

The other apartment blocks (B, C and D) will be served by the centrally located waste collection area. Refuse

stored within the Block A will be moved by the site facility manager to the collection area on the days of

collection.

All bins within the storage and collection bays will be clearly labelled and colour coded to aid the residents in

preventing cross contamination of the different waste categories. Signage will be posted above or on the bins to

show exactly which wastes can be put in each.

There is a number of recycling centres located within close proximity to the proposed Development, refer to

Figure 2. These facilities can provide additional resources / further opportunities for residents to dispose of

recyclable materials.

3.1 Scale of the Development

As detailed in Section 1-1 of this report the development consists of the following;

• 138 number of apartments with a mixture of three, two and one bed accommodation,

• Neighbourhood Centre consisting of a creche, commercial and office space and a residents gym

3.2 Estimated Waste Arisings

The following codes of practice were used to generate a waste prediction model, BS 5906:2005 (Table 1) and the

Irish EPA waste generation rates, were used to understand types, weights and volumes generated from the

operation of the development.

The generation of waste from the development has been modelled as follows;

1. A rate per bedroom (re Table 1 of BS 5906:2005) and the average bedrooms for each block,

2. An estimation of commercial activities that best suit Table 1 of BS EN 5906:2005 & EPA guidance (where

applicable)

The estimated waste generation for the proposed table is detailed in Table 5 below. The management company

and the appointed commercial operators will be required to minimise the waste generated by ensuring a waste

generated from operating the premises is kept to the minimum and customers are provided with

recycling/segregation options for disposal.

Table 6 quantifies the number of wheelie bins required per apartment block per week and providing details for a

twice a week bin collection service per block, based on the data generated from Table 5.

Successful segregation of waste/recycling and suit demand will be carefully managed by the management

company by ensuring a suitable division of bins throughout the waste storages areas and waste collection areas.

Waste generated from commercial units will be managed by the unit in accordance with the management

company, waste management arrangements.

3.3 Waste Reduction Measures

To minimise the disposal of waste material to landfill, a policy of “reduce, reuse, recycle” will be promoted

throughout the development and other waste management initiatives developed by bodies such as the EPA and

Government initiatives such as MyWaste and Repak. Additional mitigation measures will be employed:

• Suitable waste materials will be stored in bins in designated, easily accessible locations.

• Waste leaving the site will be transported by licenced/permitted contractors and taken to permitted/licensed

facilities.

These mitigation measures will ensure the waste arising from the development is dealt with in compliance with

the provisions of the Waste Management Act 1996 (as amended 2001), and associated Regulations, the Litter

Act of 1997 and the Dublin Waste Management Plan (2005-2010), and achieve optimum levels of waste

reduction, re-use and recycling.

3.4 Regional Waste Management Plans

The proposed development is located within the Dun Laroire Rathdown County Council (DLRCC) administrative

area. A new Regional Waste Management Plan for the Eastern-Midland Region was launched in November 2014

which covers the four Dublin Councils (DCC, FCC, DRCC & SDCC). The final Eastern- Midland Region Waste

Management Plan (EMWR) was published in late May 2015 to replace the ‘Waste Management Plan for the

Dublin Region 2005 – 2010’. This was replaced due to changing National policy as set out in ‘A Resource

Opportunity: Waste Management Policy in Ireland’ and changes being enacted by the Waste Framework

Directive (2008/98/EC).

The three key objectives of the Eastern-Midlands Region Waste Management Plan are:

• Prevent waste: a reduction of one per cent per annum in the amount of household waste generated over

the period of the plan.

• More recycling: increase the recycle rate of domestic and commercial waste from 40 to 50 per cent by

2020.

• Further reduce landfill: eliminate all unprocessed waste going to landfill from 2016.

The strategic approach of the new plan is to place a stronger emphasis on preventing waste and material reuse,

instead focusing on increasing the collection of quality materials to improve recycling. The plan seeks to further

reduce the role of landfill in favour of higher value recovery options. The objective Eastern Midlands Region

Waste Management Plan is to achieve more sustainable waste management practices in the C&D sector. The

recycling rates for C&D waste adopted by the EMWR are 82%. The EC (Waste Directive) Regulations, 2011 sets

a 70% target for the reuse, recycling and recovery of man-made C&D waste in Ireland by December 2020. It is

reported by the EPA that this has already been achieved with a 97% waste recovery rate. This requires the

following actions:

• The development company must employ best practice at the design, planning and construction stage to

ensure waste prevention and recycling opportunities are identified and implemented.

• Waste collectors are required to introduce source-separation of recyclables and introduce graduated

charges to incentivise better site practices.

• Local Authorities will ensure the voluntary industry code is applied to development control, to regulate the

collection and treatment of waste to meet the Plan objectives, and work to develop markets for recycled

materials.

4.0 Waste Collection

Waste storage within the development has been discussed in section 3.0 of this report. Waste collection for the

development will be provided by private contractors who provide commercial waste collection within the Dun

Laoghaire Rathdown area. All waste collection operators must hold the relevant permits/licence and waste

collected from the site must be transported directly to licensed/permitted waste facilities. The management

company in conjunction with the waste collection company are responsible for keeping records on waste

removed from the development on site. Bin lorries are permitted to enter the site to facilitate collection of the bins.

5.0 Summary and Conclusion

As discussed earlier in this report, Ireland has no specific guidance for the preparation of Operational Waste

Management Plan’s. Particular importance must be drawn to the management and segregation of waste at

source. This careful management will help to ensure relevant/applicable local and national waste targets can be

readily achieved by this development. While the above measures aim to achieve a policy of reduce, reuse,

recycle it is reasonable to expect that some waste such as mixed non-recyclables will still be required to be

disposed of to landfill.

Assuming appropriate on-site storage is provided, environmental impacts (e.g., litter and to a lesser extent

contamination of soil or water, etc.) arising from waste storage are expected to be minimal. A bin store will be

located within the site. The use of suitably licensed waste contractors will ensure compliance with the relevant

legal requirements and appropriate off-site management of waste.

Once the Operational Phase Management Plan is fully implemented and with a high level of due diligence from

all within the development (residents and management company), it is envisaged that the environmental impact

of the operation phase for the development will be long-term and slight with respect to waste management.
